:00:11. > :00:13.given financial support from the government.

:00:14. > :00:16.Welborne near Fareham in Hampshire and a new site near Eynsham

:00:17. > :00:20.in Oxfordshire will be designated as Garden Villages.

:00:21. > :00:23.Aylesbury in Buckinghamshire has been named as a Garden Town.

:00:24. > :00:26.As David Allard reports, the new status could push forward

:00:27. > :00:31.projects which have been held up in planning rows.

:00:32. > :00:33.Welborne - it's been talked about for years as a way to solve

:00:34. > :00:39.But after all the protests, a public inquiry and a compulsory

:00:40. > :00:45.purchase row, not one of the planned 6,000 homes has been built yet.

:00:46. > :00:48.Today, though, the project got a shot in the arm.

:00:49. > :00:51.Welborne would be a completely new community, built on these

:00:52. > :00:55.fields, with affordable homes, schools, shops and

:00:56. > :00:59.In fact, pretty much what the Government says

:01:00. > :01:05.So now Welborne gets a share of ?6 million and other support

:01:06. > :01:10.What we're looking for is for the Government to start pushing out

:01:11. > :01:13.of the way some of the obstacles to getting this

:01:14. > :01:16.We accept that it's needed, the Government accepts it's needed,

:01:17. > :01:20.we need homes, we need jobs, we need schools, we need

:01:21. > :01:29.They feel other sites are more suitable for housing.

:01:30. > :01:34.A lot of it could be absorbed in either brownfield sites or sites

:01:35. > :01:39.that have come through and hopefully will go into the local plan.

:01:40. > :01:45.It's likely Fareham can now bid for money to upgrade the A32 and M27

:01:46. > :01:50.Improved transport links will be crucial to another

:01:51. > :01:54.planned Garden Village near Eynsham in Oxfordshire.

:01:55. > :01:57.One of the important aspects of Government backing for this

:01:58. > :02:01.scheme is it gives us access to the Housing Infrastructure Fund,

:02:02. > :02:05.and that could go some way to helping alleviate some

:02:06. > :02:10.of the existing problems in nearby areas such as the A40.

:02:11. > :02:13.Meanwhile, thousands of new homes will see the extension of Aylesbury

:02:14. > :02:19.With talk of new planning freedoms and accelerated development,

:02:20. > :02:22.it's clear the Government wants these garden communities built

:02:23. > :02:28.So it may not be long before landscapes like this change forever.

:02:29. > :02:33.There have been significant delays to ambulance services

:02:34. > :02:38.At one point this afternoon, 20 ambulances were queuing outside

:02:39. > :02:41.Portsmouth's Queen Alexandra Hospital, waiting to hand over

:02:42. > :02:45.Patients caught up in the queues were cared for by ambulance

:02:46. > :02:50.Ambulance response times were also affected by the high demand.

:02:51. > :02:54.The South Central Ambulance Service has apologised to patients.

:02:55. > :02:57.Rail passengers in the South have been expressing frustration

:02:58. > :02:59.at the annual rise in fares, which went up today

:03:00. > :03:05.The government says the rise will help pay for rail modernisation.

:03:06. > :03:07.However, commuters on Southern Rail in particular have called

:03:08. > :03:10.for a freeze in fares altogether after the industrial action

:03:11. > :03:18.Normally, I don't mind, but in view of the problems

:03:19. > :03:20.with Southern Rail this past little while, I'm quite annoyed

:03:21. > :03:25.I think the price of rail fares now is extortionate and I think that it

:03:26. > :03:28.would be a lot easier to tolerate if the trains actually ran

:03:29. > :03:30.consistently on time in that, you know, we knew we could get

:03:31. > :03:34.to and from work and to and from London the way we should be able to.

:03:35. > :03:39.I think they've got a bit of a nerve, putting rail fares up.

:03:40. > :03:41.The Cowes floating bridge on the Isle of Wight

:03:42. > :03:44.is making its last crossing tonight after 40 years of service.

:03:45. > :03:47.It's being replaced with a new version costing ?3.5 million.

:03:48. > :03:50.A temporary launch will operate for foot passengers from tomorrow

:03:51. > :03:53.until the new bridge is ready at the end of March.

:03:54. > :03:56.Vehicles will be diverted via Newport.

:03:57. > :04:01.Match of the Day follows so, if you don't want to know

:04:02. > :04:04.There was another disappointing result for Southampton,

:05:09. > :05:11.and pavements that haven't been treated by tomorrow morning.

:05:12. > :05:14.But it's unsurprising with temperatures dropping below

:05:15. > :05:19.Indeed, some parts of Oxfordshire could be as low as about -4 or -5

:05:20. > :05:27.But aside from that, it should be a sunny start to the day.

:05:28. > :05:30.And the general trend, then, is for more in the way of cloud

:05:31. > :05:34.to start to develop rather patchily, it has to be said, until we get

:05:35. > :05:37.into the evening, when it will be thick enough to maybe just introduce

:05:38. > :05:39.a spot or two of light rain up towards the North.

:05:40. > :05:41.Now, after that cold start, temperatures will remain

:05:42. > :05:44.They will eventually, as we get further into the afternoon,

:05:45. > :05:47.recover somewhere to about 4-6, possibly seven Celsius.

:05:48. > :06:10.Good evening. It's been a dry and bright day across most parts of the

:06:11. > :06:15.country today. Despite the chilly feel to the weather, there has been

:06:16. > :06:24.some sunshine. Clear skies as the sun set in east Essex. With those

:06:25. > :06:27.clear skies around, temperatures are plummeting, particularly across

:06:28. > :06:30.southern parts. Here we see the coldest temperatures. We could see

:06:31. > :06:35.icy stretches on untreated surfaces, pavements and roads first thing

:06:36. > :06:37.Tuesday morning. Not quite as cold towards the North West. Cloud moving

:06:38. > :06:38.in here
