:00:39. > :00:43.The Independent Monitoring Board says pay and conditions for staff

:00:44. > :00:46.The report also warned of rival gangs of teenagers

:00:47. > :00:53.Aylesbury Young Offenders Institution houses some of the most

:00:54. > :00:57.violent and disruptive young men in the country.

:00:58. > :01:02.Keeping around 400 inmates in order is inevitably a challenge,

:01:03. > :01:06.and the Independent Monitoring Board says there simply are not

:01:07. > :01:12.The report says cuts to the number of staff have made this place

:01:13. > :01:15.more dangerous for prisoners and workers.

:01:16. > :01:19.Also, there is a gang culture which is making it difficult to run

:01:20. > :01:25.some training programmes and get prisoners around the prison.

:01:26. > :01:28.The Ministry of Justice says 2500 extra prison officers

:01:29. > :01:34.But the Prison Reform Trust says wages are too low

:01:35. > :01:38.to attract skilled workers to Aylesbury.

:01:39. > :01:41.The young men in Aylesbury are not being kept occupied,

:01:42. > :01:44.their energy is not being used and they're not spending

:01:45. > :01:50.And some of that is simply because the money hasn't been found

:01:51. > :01:52.to recruit the people to keep workshops open,

:01:53. > :01:55.so good facilities are standing idle.

:01:56. > :01:59.The report highlighted the hard work staff put in to identify potential

:02:00. > :02:05.In a statement, the Ministry of Justice said:

:02:06. > :02:21.The prison is also working more closely with police

:02:22. > :02:26.so inmates who break the rules are properly punished.

:02:27. > :02:32.Campaigners angry about the lack of provision for homeless people

:02:33. > :02:35.in Oxford have taken over a former car show room.

:02:36. > :02:38.They've created sleeping areas, put a new lock on the entrance

:02:39. > :02:44.A petition asking the site owners for permission to stay until March

:02:45. > :02:48.has been signed by hundreds of people.

:02:52. > :02:55.For the past two years, this former car dealership has been empty.

:02:56. > :02:58.But some residents decided to move in after finding

:02:59. > :03:04.Personally, I'm here because I don't want to see anyone freezing to death

:03:05. > :03:10.That is something that has happened in other cities around

:03:11. > :03:13.the country and I think that's completely unacceptable.

:03:14. > :03:16.You know, buildings lay empty while people freeze,

:03:17. > :03:22.And yes, it's not the most beautiful building, but it's safer and warmer

:03:23. > :03:27.14 homeless people are now living here, benefiting from a roof

:03:28. > :03:34.It's a bit of a godsend, really, because

:03:35. > :03:36.I feel like I can get somewhere, you know?

:03:37. > :03:40.Like, I can start applying for university and get things done.

:03:41. > :03:42.We don't want to be a thorn in anybody's side,

:03:43. > :03:47.We've seen an opportunity, a building that's not being used,

:03:48. > :03:51.that can be utilised and can take a lot of people, and we have people

:03:52. > :03:53.here to make it safe, so there is no hazards,

:03:54. > :03:57.no danger, in fact, if anything, it's a life-saver.

:03:58. > :04:00.It is not the first time a disused building has been taken over
