:00:07. > :00:10.at Oxford's John Radcliffe Hospital today and will be on Monday.

:00:11. > :00:13.It's as the NHS in Oxfordshire and Buckinghamshire comes

:00:14. > :00:16.under what's described as "major pressure".

:00:17. > :00:18.In a statement the hospital trust said everybody

:00:19. > :00:24.Peter Cooke sent this report from the hospital.

:00:25. > :00:27.The hospital trusts in Oxford, Buckinghamshire and Reading

:00:28. > :00:30.are amongst 25 who have said they have been under

:00:31. > :00:33.More problems today, the John Radcliffe issued

:00:34. > :00:37.a statement from their chief nurse, Catherine Stoddard.

:00:38. > :00:40.In it she said they'd taken this decision to improve the flow

:00:41. > :00:48.of patients through the hospital and to ensure they can continue

:00:49. > :00:51.to see patients in the emergency department in a timely way.

:00:52. > :00:53.She added that all of those affected have been notified and that

:00:54. > :00:56.all urgent admissions and day cases will go ahead as planned.

:00:57. > :00:59.Staff at the hospital have asked people to consider all options

:01:00. > :01:04.Now, we have been asking the public if they have

:01:05. > :01:09.There's a disparity between what the public expect

:01:10. > :01:11.from the National Health Service and what can be delivered.

:01:12. > :01:14.I can't fault the staff at all because the people that

:01:15. > :01:19.I think quite a lot of people could either be seen

:01:20. > :01:23.by their doctors or be seen by the pharmacist.

:01:24. > :01:28.The picture here is very much reflected of course in many

:01:29. > :01:32.More than four in ten hospitals in England declared a major alert

:01:33. > :01:35.in the first week of the New Year, not being able to see

:01:36. > :01:40.To cope, they brought in extra staff and also cancel routine treatments,

:01:41. > :01:45.But given the current pressures on the system

:01:46. > :01:47.during this winter period, many trusts are warning

:01:48. > :01:50.we are likely to see further cancellations.

:01:51. > :01:57.A man's been arrested in connection with a rape investigation in Oxford.

:01:58. > :01:59.Police have today been continuing their searches

:02:00. > :02:03.of the area surrounding Raleigh Park and woodland close to the A34.

:02:04. > :02:06.The man has been detained in Eastbourne in Sussex.

:02:07. > :02:09.Officers are appealing for witnesses to the incident,

:02:10. > :02:16.adding that evidence may have been thrown from a moving car.

:02:17. > :02:18.A shopkeeper near the Cowley road has pleaded guilty to sixteen

:02:19. > :02:21.offences relating to selling unsafe 'legal highs'.

:02:22. > :02:24.Darren Manley admitted selling the products,

:02:25. > :02:27.including King B and Charlie Sheen, as research chemicals

:02:28. > :02:30.from his Red Eye store which has since closed down.

:02:31. > :02:33.Trading standards launched an investigation into the substances

:02:34. > :02:36.and found them to be illegal and dangerous.

:02:37. > :02:41.Inspectors at the troubled Woodhill prison in Milton keynes have raised

:02:42. > :02:45.concerns over staffing levels in a damning new report,

:02:46. > :02:50.The Care Quality Commission findings, published today,

:02:51. > :02:53.criticises the level of mental health care.

:02:54. > :03:00.Nine inmates have committed suicide at the prison since 2012.

:03:01. > :03:06.Death in custody and deaths in prison if they complicated,

:03:07. > :03:08.Death in custody and deaths in prison is a complicated,

:03:09. > :03:14.If it was an easy question we would be able to solve

:03:15. > :03:16.the problem quite quickly but what we see is an ageing

:03:17. > :03:18.population, we see an increasing number of novel psychoactive

:03:19. > :03:21.substances within our prisons, including spice, which we see

:03:22. > :03:23.in the street and also the complexity of the environment.

:03:24. > :03:26.What one must bear in mind is that Woodhill is a category A prison,

:03:27. > :03:29.therefore the complexities of the prison, the complexities

:03:30. > :03:31.of the environment, are slightly unique in themselves.

:03:32. > :03:35.I think we can always do more and if we have more staff we can

:03:36. > :03:41.At the moment, the staffing compliment is slightly higher

:03:42. > :03:44.than that which was identified by the CQC because we have obviously

:03:45. > :03:47.moved on some several weeks and it's interesting that the report

:03:48. > :03:48.concluded that the staff were compassionate and

:03:49. > :03:53.Campaigners squatting in a former car show room in Oxford say they've

:03:54. > :03:56.claimed a "small but important victory" for those needing shelter.

:03:57. > :03:59.They've been at a court hearing in the city today where the case

:04:00. > :04:04.Protestors say it gives people with nowhere warm to sleep another

:04:05. > :04:10.Adina Campbell has been following developments.

:04:11. > :04:14.Cuddle time for Lewis and his dog, Ty.

:04:15. > :04:17.For the next seven days at least, he'll be able to stay on living

:04:18. > :04:23.here in this former car dealership in Oxford.

:04:24. > :04:27.You've made it into your own, haven't you?

:04:28. > :04:29.I have, it's a bit of an upgrade from the tent.

:04:30. > :04:36.And this feels much more like a bedroom to you now?

:04:37. > :04:39.It felt like an office on the first night, so I thought I'd do

:04:40. > :04:43.a little bit to make it feel like my own space.

:04:44. > :04:46.Earlier, campaigners say they were relieved after a judge

:04:47. > :04:50.at the County Court in Oxford adjourned a hearing which could have

:04:51. > :04:54.seen the 16 homeless people living in this building evicted.

:04:55. > :04:58.They decided to move in on New Year's Eve after finding

:04:59. > :05:05.Since then, thousands of people have signed a petition to keep them here,

:05:06. > :05:11.Lots of warm clothes, we've got bedding, beds, futons.

:05:12. > :05:20.A couple of sofas, we've got hobs, fridges, lots of cooking equipment.

:05:21. > :05:26.The building is owned by Wadham college.

:05:27. > :05:30.It says it is profoundly sympathetic to the plight of homeless people,

:05:31. > :05:33.but plans to use the site for student accommodation.

:05:34. > :05:36.The college, however, let the ground-floor

:05:37. > :05:48.to Midcounties Co-operative, who've told us in a statement...

:05:49. > :05:51.With temperatures set to drop to -3 overnight,

:05:52. > :05:54.this is welcome news for the people who've been using this

:05:55. > :06:00.But this may not be a permanent decision, and even though

:06:01. > :06:03.they will be able to stay here for the next few days,

:06:04. > :06:05.that could change of course depending on the outcome

:06:06. > :06:13.Police say a car's been clocked doing 131 miles an hour

:06:14. > :06:17.The car was spotted in the early hours of the morning

:06:18. > :06:23.A 31-year-old man's due to appear in court.

:06:24. > :06:30.We may have missed the brunt of the weather, but this aerial

:06:31. > :06:37.shot across stokenchurch and the chilterns shows a fair

:06:38. > :06:40.The shot was captured by the police helicopter.

:06:41. > :06:42.The weekend weather is next, starting with the regional

:06:43. > :06:44.forecast with Alexis, but that's it from us.

:06:45. > :06:51.It will be a cold and a frosty night tonight and there is a big issue

:06:52. > :06:54.of ice following the snowfall we had recently and the chance of wintry

:06:55. > :06:58.During the early hours of the morning a little more cloud

:06:59. > :07:00.will feed in from the north and temperatures in the towns

:07:01. > :07:02.and cities will drop to around -2 Celsius,

:07:03. > :07:05.but perhaps down to -4 Celsius in the countryside.

:07:06. > :07:07.So, the risk of ice first thing tomorrow morning.

:07:08. > :07:08.Wintry showers are still a possibility.

:07:09. > :07:11.Not amounting to too much if they fall as snow.

:07:12. > :07:13.But tomorrow's a mainly dry day with some sunny spells.

:07:14. > :07:16.Still, the risk of a shower through the afternoon with a high

:07:17. > :07:20.Looking ahead to the rest of the weekend, rain and milder

:07:21. > :07:24.conditions on Sunday, quite a damp and a dismal day.

:07:25. > :07:27.The possibility of more cloud on Monday.

:07:28. > :07:31.5-6 is the best we will have. It stays cold into the beginning of

:07:32. > :07:42.next week as well stop Good evening, a cold, icy

:07:43. > :07:48.night, but some others have other concerns. This was the scene earlier

:07:49. > :07:52.today, huge waves crashing on to the shoreline at Whitley Bay. We still

:07:53. > :07:57.have the peak of the high tide to come in other parts. This is the

:07:58. > :08:04.flood line number. It's if you have any concerns. The worst of the wind

:08:05. > :08:08.slowly comes -- subsiding. Wintry showers across the North of Scotland

:08:09. > :08:13.and some filtering well inland across the Midlands, giving a light

:08:14. > :08:17.dusting in some places. An icy night, temperatures widely close to

:08:18. > :08:19.or below freezing, particularly where you have snow cover. Tomorrow
