:00:00. > :00:00.Coming up: funding cuts for nearly half of schools in Oxfordshire
:00:00. > :00:11.Also - as Oxford Children's Hospital celebrates its 10th anniversary,
:00:12. > :00:22.there's a new appeal to help future patients.
:00:23. > :00:25.Dense fog patches will reduce visibility tonight and tomorrow, I
:00:26. > :00:29.will have the details later. It's been revealed nearly half
:00:30. > :00:33.of Oxfordshire's schools are going to lose money under
:00:34. > :00:36.new government plans. The way education is funded is being
:00:37. > :00:39.looked at across the country - to deal with unfairness
:00:40. > :00:41.in the system. But campaigners in Oxfordshire say
:00:42. > :00:45.some schools could be worse off It's the ultimate
:00:46. > :00:56.political football. Oxfordshire schools have
:00:57. > :01:03.traditionally been in the lower half of the league when it
:01:04. > :01:06.comes to school funding. Last year, the government
:01:07. > :01:08.promised to tackle Hopes were raised that
:01:09. > :01:12.schools here would be in for a big win, but actually nearly
:01:13. > :01:15.half of schools are going to lose 133 schools will get
:01:16. > :01:22.more funding, by 0.8% for Oxfordshire schools.
:01:23. > :01:28.That's below inflation. And when the new
:01:29. > :01:30.formula was revealed, Overall I think
:01:31. > :01:35.it's horrendous, I think we are facing an unsustainable
:01:36. > :01:40.cut to our budgets. And for struggling smaller schools,
:01:41. > :01:45.the consequences are very serious. but I don't just see how that
:01:46. > :01:51.can work in practice. And I think there will
:01:52. > :01:54.be a huge political backlash Badgemore Primary School
:01:55. > :02:01.in Henley will lose Headteacher Jackie Steele says that
:02:02. > :02:08.could mean losing a member of staff. It's going to be even harder
:02:09. > :02:11.to achieve, you know, the results and the standards
:02:12. > :02:14.that we are being expected to achieve,
:02:15. > :02:16.the bar is being raised ever higher, and we are being stretched ever
:02:17. > :02:18.further, and I think that's a really big
:02:19. > :02:22.ask of school leaders. At the other end of the funding
:02:23. > :02:25.league table, which is getting a 2.8%
:02:26. > :02:30.boost under the new formula, but headteacher Lynn Knapp says that
:02:31. > :02:33.money will really only When we were looking
:02:34. > :02:38.at going to deficit, we were actually, we can't employee any
:02:39. > :02:41.extra staff, we may even have to So, by having either
:02:42. > :02:45.a standstill figure or at least an increase we are just
:02:46. > :02:48.protecting the staff we've got. The Department for Education insists
:02:49. > :02:53.the new formula will mean an end to the postcode lottery in
:02:54. > :02:57.school funding, but in Oxfordshire fears remained that for some schools
:02:58. > :03:04.losing out, it could be game over. More than 40% of junior doctors
:03:05. > :03:07.have admitted to falling asleep at the wheel,
:03:08. > :03:10.on their way home. The BBC's Inside Out
:03:11. > :03:12.programme has investigated the impact of night shifts,
:03:13. > :03:15.by putting a junior doctor from Oxford through a driving
:03:16. > :03:18.simulator, at the end After just 19 minutes,
:03:19. > :03:23.on the virtual motorway in Berkshire, she started having
:03:24. > :03:37.so called micro-sleeps. Fatigue is a huge road safety
:03:38. > :03:40.problem. Our own perception of our fatigue level tends to be behind
:03:41. > :03:43.reality and by the time we have realised it, we could already have
:03:44. > :03:46.made a serious mistake that could have led to a collision.
:03:47. > :03:48.After a nine-month delay, a new unit to provide urgent medical
:03:49. > :03:51.support at the Townlands Hospital in Henley has now opened.
:03:52. > :03:53.Building work is finally complete on the Rapid Access Care Unit.

:04:08. > :04:14.A leading brain surgeon has helped hundreds of young people.
:04:15. > :04:28.My name is Jay Jayamohan, and I'm a paediatric neurosurgeon
:04:29. > :04:33.at the Oxford Children's Hospital here in the John Radcliffe Hospital.
:04:34. > :04:36.We start at about 7.45 and we do a handover
:04:37. > :04:49...a patient who was diagnosed with spina bifida.
:04:50. > :04:54.When he was born he was taken straight into intensive care, he had
:04:55. > :04:58.his spine closed at two days old, he had his first shunt put in at
:04:59. > :05:03.one-week-old, and then when he was two weeks old we went home.
:05:04. > :05:05.So he's had quite a few operations
:05:06. > :05:09.What we're going to need to do is get him seen by
:05:10. > :05:12.physiotherapists, community paediatricians.
:05:13. > :05:16.Sometimes, you have to give bad news to families.
:05:17. > :05:19.It is possible and probable that he'll
:05:20. > :05:27.But as long as he continues to make progress then we just keep going.
:05:28. > :05:31.Being able to make them understand that actually this is the best way
:05:32. > :05:34.forward and this is something that has to be done requires a lot of
:05:35. > :05:41.Come on, big lad! He's heavy.
:05:42. > :05:44.Having children has certainly has impacted
:05:45. > :05:52.It's no good if you get so overwhelmed that
:05:53. > :05:55.you can't do the operation, so you have to be
:05:56. > :05:58.able to say yes, this is a really big deal
:05:59. > :06:00.but that actually we've got to get on with it
:06:01. > :06:02.and do it in a calm and controlled manner.
:06:03. > :06:09.Leighton is a young boy who had problems

:07:56. > :07:59.The problem mainly is that part of the building is
:08:00. > :08:03.medieval and part is Victorian and where things have been joined
:08:04. > :08:08.together, then the lead is splitting or the guttering is giving way,
:08:09. > :08:12.slates are loose, and of course, being a listed building, then
:08:13. > :08:15.everything has to be specially chosen and specially
:08:16. > :08:18.arranged, and we need to keep this old lady,
:08:19. > :08:27.She needs a new hat, I suppose you might say.
:08:28. > :08:31.It's quite a challenge to sing so much music continuously, which is

:09:32. > :09:34.that freezing fog may linger through much of the day.
:09:35. > :09:37.But we're hopeful that it will start to break
:09:38. > :09:41.in places to allow for some sunny spells but the cloud may linger here
:09:42. > :09:45.and there with the fog lifting into low cloud and temperatures

:10:04. > :10:10.So a cold, potentially frosty and foggy start to the day on
:10:11. > :10:16.Wednesday, we're more likely to see any brightness the

:10:20. > :10:24.Another cold day with all that cloud.
:10:25. > :10:28.Thursday will see some lovely sunny conditions although the big

:10:41. > :10:45.Friday, outbreaks of rain are a possibility here and there
:10:46. > :10:49.As we look ahead to the weekend, it will

:10:53. > :10:54.cold than this week with
:10:55. > :10:56.temperatures up into high single figures and there will be some
:10:57. > :11:04.For the weekend we will have dry weather with sunny spells and it
:11:05. > :11:14.will be a little bit milder. Good evening. We are continuing to
:11:15. > :11:22.see huge righty in the weather. Getting the detail right is proving
:11:23. > :11:29.to be a challenge. This was in Pembrokeshire and other parts of the
:11:30. > :11:31.UK were gloomy throughout the day. The fog is thickening up right now.
