:00:27. > :00:32.It happened in the Osney Mead area, where there was a fire

:00:33. > :00:38.Emergency services were called to this part of Osney Mead

:00:39. > :00:41.just before 5pm this evening and when they got here they found

:00:42. > :00:45.the building that we understand to be a block of flats that had

:00:46. > :00:48.We know that a number of people have been injured.

:00:49. > :00:50.We don't know the extent of these injuries.

:00:51. > :00:54.We know that a number of people have been evacuated from their homes.

:00:55. > :00:58.They are getting support from the building just to my left.

:00:59. > :01:01.I have spoken to a number of residents who heard the bang

:01:02. > :01:03.and they said it came completely out of nowhere.

:01:04. > :01:07.The people I have spoken to include a mother of two who was looking

:01:08. > :01:10.after her friend's daughter, a four-year-old girl, at the time.

:01:11. > :01:12.From my wall, just all the pictures fall down.

:01:13. > :01:19.And then I don't understand what it is.

:01:20. > :01:24.All my gates fall down from the front.

:01:25. > :01:28.And all of a sudden I have to grab that little girl and go

:01:29. > :01:34.At least 40 firefighters have been on the scene this evening

:01:35. > :01:37.dealing with this incident as well as a number of police

:01:38. > :01:41.How long they will be here is unclear.

:01:42. > :01:44.A number of roads have been cordoned off as well.

:01:45. > :01:46.It is not clear how long they will stay shut for.

:01:47. > :01:53.And the cause, well, that is still being investigated.

:01:54. > :01:56.Topshop says it's deeply saddened by the death of a ten-year-old-boy

:01:57. > :01:59.at its shop at the Oracle centre in Reading.

:02:00. > :02:02.The boy, named locally as Kaden Reddick,

:02:03. > :02:04.died of his injuries after being hit by a store barrier.

:02:05. > :02:17.The boy was on the first day of his holidays.

:02:18. > :02:22.One relative said he made me laugh and smile.

:02:31. > :02:35.It was yesterday afternoon the police and ambulances

:02:36. > :02:38.were called to the centre after reports of a ten-year-old

:02:50. > :02:56.But the boy was taken to hospital with serious head injuries.

:05:41. > :05:46.and you notify drivers of the risk of fog, they do reduce their speed

:05:50. > :05:52.Many drivers are not aware their speed is too high because

:05:53. > :05:54.their visual cues are taken away from them.

:05:55. > :06:02.It's not the first time the lack of warning of foggy conditions has

:06:03. > :06:07.This crash on the M5 in Somerset in 2011 claimed

:06:08. > :06:11.the lives of seven people, dozens were injured.

:06:12. > :06:13.Again the coroner called for fog sensors close

:06:14. > :06:16.to where the accident happened, but five years later

:06:17. > :06:23.There are a handful of fog detectors on motorways around England.

:06:24. > :06:26.They alert Regional Control Centres so that overhead signs can be

:06:27. > :06:33.Highways England turned down our request for an interview

:06:34. > :06:35.but, in a statement, it said it's committed to installing

:06:36. > :06:40.a fog sensor on the M40 at junction nine but as yet

:06:41. > :06:50.It has said it's hopeful of making an announcement in the coming weeks.

:06:51. > :06:53.The biggest council tax rise in Oxfordshire for 13 years

:06:54. > :06:57.Households will soon pay nearly 5% more.

:07:07. > :07:09.Like others across the country, it's struggling with rising demand

:07:10. > :07:12.and less money from central government.

:07:13. > :07:14.But while last year the council was looking at taking

:07:15. > :07:17.?69 million out of its budget, this year it's ?16 million.

:07:18. > :07:20.Conservatives say that's because they foresaw

:07:21. > :07:22.the problem and made "difficult decisions" early.

:07:23. > :07:26.However, the cuts to some frontline services continue,

:07:27. > :07:29.today's budget confirms that funding will be stopped for 14 day care

:07:30. > :07:33.centres, a cut described by one campaigner today as "catastrophic"

:07:34. > :07:38.and there's been a reduction in support for carers.

:07:39. > :07:41.We're also being asked to pay more, the government's allowed councils

:07:42. > :07:44.to put up council tax to pay for adult social care,

:07:45. > :07:47.and Oxfordshire's taking up that offer, with a rise of nearly 5%.

:07:48. > :07:48.I've been out talking to people about some

:07:49. > :07:51.of the policies in the budget, and as it's Valentine's Day,

:07:52. > :07:54.I've been finding out which you love and which are leaving people

:07:55. > :08:03.Here's a rundown of the Council budget for you.

:08:04. > :08:05.This is my bouquet of some of the things in it.

:08:06. > :08:23.It's got to be done because with government cutbacks,

:08:24. > :08:32.It is a positive they are taking more care of it.

:08:33. > :08:34.But it is a question of priorities, I think.

:08:35. > :08:37.The opposition says we ought to be spending more money on

:08:38. > :08:43.Men come along, fill it in, and two or three

:08:44. > :08:50.weeks later, they've got to do it again.

:08:51. > :08:52.There have been increases in allowances.

:08:53. > :08:55.But they are closing centres down for kiddies and things like that.

:08:56. > :08:57.They don't get a lot of sympathy from me.
