:00:35. > :00:38.Police have spent a second day searching a former home of convicted

:00:39. > :00:42.Officers have been digging at the back of two terraced

:00:43. > :00:49.Police searches have continued on Broad Street throughout the day.

:00:50. > :00:52.As specialist officers combed garages and gardens,

:00:53. > :00:54.the sound of concrete drilling echoed down the alley.

:00:55. > :00:59.Neighbours say they found all the activity quite surreal.

:01:14. > :01:20.Christopher Halliwell was convicted last September of his second

:01:21. > :01:29.A taxi driver in Swindon, he killed Sian O'Callaghan in 2011.

:01:30. > :01:32.But Becky Godden disappeared in 2003,

:01:33. > :01:35.and Halliwell was found guilty of her murder too.

:01:36. > :01:38.Police have kept the family informed, and for Becky's dad John,

:01:39. > :01:49.I'm really upset, I'm really upset with it all.

:01:50. > :02:03.You know what I mean, it all should have been done six years ago.

:02:04. > :02:07.With eight years separating the two killings, many people believe that

:02:08. > :02:13.Former Wiltshire police detective Steve Fulcher was in charge

:02:14. > :02:16.Wiltshire police haven't officially linked any other

:02:17. > :02:19.crimes to Halliwell, but they have appealed to him

:02:20. > :02:26.The families of two Buckinghamshire men killed in a head-on car crash

:02:27. > :02:28.in 2014 have listened as a misconduct hearing

:02:29. > :02:31.was presented with evidence against three Thames Valley police officers.

:02:32. > :02:36.It's alleged they left the scene of an earlier accident

:02:37. > :02:39.without taking sufficient measures to warn other drivers

:02:40. > :02:46.At the heart of this misconduct hearing is an accident on a rural

:02:47. > :02:48.stretch of road that cost two men's lives.

:02:49. > :02:50.It is not possible to say whether that accident would have

:02:51. > :02:52.been avoided had three Thames Valley Police

:02:53. > :02:59.The question for the panel and legal experts meeting here in Newbury

:03:00. > :03:07.Did they fail in their duty to protect members of the public?

:03:08. > :03:10.It was in March 2014 at five in the morning when PCs David Stamp,

:03:11. > :03:13.Hugh Flanagan and Caroline Irwin, all on duty at Amersham police

:03:14. > :03:16.station, were called to attend a road accident on the A413

:03:17. > :03:21.between Wendover and Great Missenden.

:03:22. > :03:25.A car had skidded in the road and run into a ditch.

:03:26. > :03:29.The officers left the scene after 20 minutes but half an hour later,

:03:30. > :03:34.two more cars collided head-on on the same stretch.

:03:35. > :03:37.Both drivers, 64-year-old Malcolm Tindall from Aylesbury

:03:38. > :03:41.and Carl Bird, who was 29 and from High Wycombe, were killed.

:03:42. > :03:44.There is disagreement over whether there was ice on the road.

:03:45. > :03:47.Both men's families were here today for the start of the hearing.

:03:48. > :03:49.They have each called for an independent investigation

:03:50. > :03:54.as to why police left the scene of the earlier accident

:03:55. > :03:58.without taking sufficient measures to warn other drivers

:03:59. > :04:03.The Independent Police Complaints Commission has

:04:04. > :04:12.This misconduct hearing is expected to last until the end of next week.

:04:13. > :04:15.Independent midwives in Oxfordshire are claiming new rules that stop

:04:16. > :04:16.them practising are unfair and are removing

:04:17. > :04:22.The Nursing and Midwifery council has ruled that self-employed

:04:23. > :04:24.midwives don't have sufficient insurance cover, and therefore

:04:25. > :04:31.Katharine Da Costa has been to meet some of those affected.

:04:32. > :04:33.After a traumatic birth with her first child,

:04:34. > :04:36.Camila Preece from Crowmarsh Gifford employed Liz, an independent

:04:37. > :04:39.midwife, to support her throughout her pregnancy and home birth

:04:40. > :04:46.When I was having my son, I actually went through three different shifts

:04:47. > :04:50.When I had the independent midwives, they were with me throughout labour,

:04:51. > :04:53.came to the hospital when I had to transfer,

:04:54. > :04:55.and it is that level of care that the NHS isn't able

:04:56. > :04:59.to provide and that makes all the difference.

:05:00. > :05:04.Since 2014, all health professionals must have indemnity insurance

:05:05. > :05:07.in case of compensation claims if something goes wrong.

:05:08. > :05:10.In January, the Nursing and Midwifery Council ruled that

:05:11. > :05:12.around 80 independent midwives like Liz didn't have

:05:13. > :05:16.sufficient levels of cover and would no longer be able

:05:17. > :05:21.Liz says it's destroyed her career and has de-registered

:05:22. > :05:23.as a midwife so she can continue to support her remaining

:05:24. > :05:31.For me, my moral wish to continue to attend my clients' births trumped

:05:32. > :05:43.Campaigners plan to fight the ruling and say women's

:05:44. > :06:04.Gemma Kingsbury from Oxford is preparing for a home birth

:06:05. > :06:09.She'd employed Liz to care for her, but is now planning

:06:10. > :06:15.For me, the risks of being forced to go into hospital and being

:06:16. > :06:18.in the hospital setting, with the lights and different people

:06:19. > :06:21.and having medicalised practices imposed on me is more of a risk

:06:22. > :06:33.Like many women, Gemma feels there's too much red tape around what should

:06:34. > :06:40.The NMC says its priority is the safety of women

:06:41. > :06:50.Ambitious plans to save almost ?480 million by redesigning health

:06:51. > :06:53.services in our region have been rejected by councillors

:06:54. > :06:57.The NHS plans have already been controversial with people in Banbury

:06:58. > :06:59.protesting against any downgrading of the Horton hospital.

:07:00. > :07:01.The clinical commissioning group has also been criticised for the way

:07:02. > :07:03.it's consulted the public over its proposals that

:07:04. > :07:10.would affect Oxfordshire, Buckinghamshire and West Berkshire.

:07:11. > :07:11.Some people said it wasn't transparent.

:07:12. > :07:14.I think the biggest reason is because they have

:07:15. > :07:17.cut the consultation in two, and there is

:07:18. > :07:22.I don't believe, and nor did the rest of the Cabinet,

:07:23. > :07:26.that you can have two separate consultations

:07:27. > :07:32.because what is decided in phase one impacts on phase two.
