:00:35. > :00:45.It's a year today that four men died when part of Didcot Power Station

:00:46. > :00:47.collapsed, as they were preparing it for demolition.

:00:48. > :00:49.The families of Ken Cresswell, John Shaw, Michael Collings,

:00:50. > :00:51.and Christopher Huxtable have been back to the town to

:00:52. > :00:53.pay tribute to them and to attend a minute's silence.

:00:54. > :00:56.The investigation into what caused the collapse is ongoing.

:00:57. > :01:12.A minute's silence was held at four o'clock.

:01:13. > :01:17.Exactly a year after a huge part of the architectural icon for which

:01:18. > :01:19.Didcot is so famous crashed to the ground.

:01:20. > :01:22.The tragedy claimed the lives of four men working there and

:01:23. > :01:27.Their relatives stood side by side with

:01:28. > :01:29.representatives of the town to remember.

:01:30. > :01:31.Memories of the day will be hard to shake off after

:01:32. > :01:35.a year and we are reminded of that daily by the trucks that come up

:01:36. > :01:38.with the rubble and the steel that comes out through the gates.

:01:39. > :01:40.We are never far away from that and I still

:01:41. > :01:49.I think the town will remember it forever.

:01:50. > :01:51.It is a sad thing, more than before, but a

:01:52. > :01:59.Earlier in the afternoon, as strong winds howled

:02:00. > :02:01.across the piles of twisted debris, the relatives had gathered together

:02:02. > :02:05.They laid flowers by a memorial bench.

:02:06. > :02:08.They showed tremendous dignity throughout.

:02:09. > :02:10.It is essential that lessons are learned

:02:11. > :02:13.from this terrible accident so no family should have to go through

:02:14. > :02:23.While Michael Collings's body was found on the night of the collapse,

:02:24. > :02:26.it was well over six months before the bodies of Christopher Huxtable,

:02:27. > :02:28.Ken Cresswell and John Shaw were eventually

:02:29. > :02:29.located and returned to

:02:30. > :02:38.made to wait too long for information.

:02:39. > :02:41.To have been a victim of something so horrific as that,

:02:42. > :02:44.you have lost your husband and then to have to fight

:02:45. > :02:50.Just last month, I had to write to try to get information about

:02:51. > :02:54.Suddenly, all that came back with was that

:02:55. > :02:59.In a joint statement today, the Health and Safety

:03:00. > :03:03.Executive say they are entirely committed to uncovering why this

:03:04. > :03:05.tragedy happened and they will seek justice for those affected, should

:03:06. > :03:11.any wrongdoing be found to have taken place.

:03:12. > :03:13.It is likely though that more anniversaries will pass

:03:14. > :03:15.before the families of the men who died here

:03:16. > :03:17.will get the answers they

:03:18. > :03:24.Her daughter was murdered by Christopher Halliwell.

:03:25. > :03:26.Now Sian O'Callaghan's mother says she believes there

:03:27. > :03:30.Elaine Pickford was speaking as police announced they'll need

:03:31. > :03:32.more time to continue their forensic search of Halliwell's

:03:33. > :03:36.He'll spend the rest of his life in jail

:03:37. > :03:47.The police search at the back of these Swindon houses goes on.

:03:56. > :03:59.Elaine Pickford's daughter Sian was his

:04:00. > :04:05.The question now, are there the others lying somewhere

:04:06. > :04:13.I personally believe that with his psychopathic nature and being a

:04:14. > :04:21.pathological liar that he would have slipped from everyday life and then

:04:22. > :04:24.whatever his trigger was, would be capable to go out and do

:04:25. > :04:29.what he has done to not only Sian, but to Becky and

:04:30. > :04:38.Swindon taxi driver Christopher Halliwell is serving a

:04:39. > :04:41.He killed Becky Godden in 2003 and Shannon Cocking

:04:42. > :04:44.eight years later, but her mother believes it is likely there are

:04:45. > :05:14.He is currently serving a life sentence. The victim's mother has

:05:15. > :05:18.studied the killer and it is likely he committed the offences.

:05:19. > :05:20.Personally I believe once he would have got to that

:05:21. > :05:23.level, been able to commit that sort of crime and given his nature and

:05:24. > :05:27.history, and his unnatural urges and sexuality,

:05:28. > :05:28.I think he wouldn't have

:05:29. > :05:35.been able to have contain himself for those eight years.

:05:36. > :05:40.Halliwell appeared to try to make a plea bargain during

:05:41. > :05:44.If I confess, he said, will that stop

:05:45. > :05:49.Police say they are digging here on intelligence they

:05:50. > :05:56.So far they haven't said what, if anything, they found.

:05:57. > :05:57.Storm Doris has been causing disruption,

:05:58. > :06:00.with gusts of more than 60 miles an hour in our region.

:06:01. > :06:03.More than 40 trees or branches have come down in Oxfordshire alone.

:06:06. > :06:07.across the streets and there've been power cuts.

:06:08. > :06:10.Meanwhile, in Oxford city centre, Park End Street was closed

:06:18. > :06:19.An inquest has heard that 10-year-old boy died after a queue

:06:20. > :06:23.barrier fell on him at Topshop in Reading, causing him

:06:24. > :06:27.Kaden Reddick was shopping with his mother, siblings

:06:28. > :06:30.and grandmother at the store in the Oracle Shopping Centre

:06:31. > :06:34.Police say it happened as his mother was paying at the till.

:06:35. > :06:36.Topshop has removed all display stands at tills

:06:37. > :06:44.It was designed to make parking easier for motorists and save

:06:45. > :06:52.But instead, a camera-operated system installed in some car parks

:06:53. > :06:55.in Buckinghamshire has ended up costing more than a million pounds.

:06:56. > :06:57.Since Automatic Number Plate Recognition was

:06:58. > :06:59.introduced three years ago, not a single penny in fines

:07:00. > :07:03.What's more, town hall bosses knew the system didn't comply

:07:04. > :07:15.At the Swan car park in Whickham, ANPR records every car registration.

:07:16. > :07:18.Before leaving, drivers should enter their registration and pay, but

:07:19. > :07:21.there are no barriers and some drive off without paying.

:07:22. > :07:26.The council says it installed ANPR in 20 car parks

:07:27. > :07:35.after it was reassured by the DVLA that it would be able to get details

:07:36. > :07:39.But that is illegal and no fines have

:07:40. > :07:42.The Government said it told you three years ago that she

:07:43. > :07:46.would not be able to collect fines from the system get the data.

:07:47. > :07:48.So why did you go ahead and bring it in?

:07:49. > :07:51.We took external legal advice to make

:07:52. > :07:53.sure the way we were using it was lawful,

:07:54. > :07:57.and they were of the opinion that it was and we also had

:07:58. > :08:00.conversations with the DVLA as to the best way to roll it out and if

:08:01. > :08:06.we could roll it out and they said they could not see any reason why we

:08:07. > :08:10.But the DVLA said they didn't give the council

:08:11. > :08:13.any assurances about releasing data and added that it would have been

:08:14. > :08:16.So far, ANPR has cost the council nearly

:08:17. > :08:18.?700,000 to install, almost ?150,000 to upgrade

:08:19. > :08:20.machines and signs and an

:08:21. > :08:25.estimated ?287,000 in the unrecovered fines.

:08:26. > :08:27.Critics say in total, more than ?1 million of taxpayer's money

:08:28. > :08:34.Wasting over nearly one half million pounds of

:08:35. > :08:36.the money of taxpayers is inexcusable, really.

:08:37. > :08:39.We don't get elected just to drink cups of tea

:08:40. > :08:41.and attend meetings, we are there for policy-making.

:08:42. > :08:43.We're there to look after the money of the

:08:44. > :08:46.taxpayers and see it is spent wisely.

:08:47. > :08:48.Well, on Saturday, the council here is going

:08:49. > :08:50.to start changing 18 of its

:08:51. > :08:52.car parks from ANPR back to pay and display.

:08:53. > :08:56.But it says it is going to keep these new machines in place in

:08:57. > :08:59.case the law changes in the future and it can start using them again.

:09:00. > :09:02.At a council meeting tonight, this councillor says

:09:03. > :09:03.he will be accusing the

:09:04. > :09:11.authority of gross incompetence and he will be calling for resignations.
