:00:19. > :00:27.First tonight, the head of the World Health Organisation

:00:28. > :00:32.says more than 90% of the world's population breathe poor quality air,

:00:33. > :00:34.presenting a greater health problem than HIV or Ebola.

:00:35. > :00:37.But this isn't only a problem for Beijing,

:00:38. > :00:44.Cherwell District Council has estimated as many as 10% of adult

:00:45. > :00:47.deaths in Oxfordshire may be due to air pollution.

:00:48. > :00:55.Toxic pollutants like nitrogen dioxide, particularly

:00:56. > :00:58.from diesel vehicles, are at dangerously high levels

:00:59. > :01:04.Oxfordshire's lead GP for respiratory conditions thinks

:01:05. > :01:09.air pollution is having a direct impact on some of his patients.

:01:10. > :01:12.When people come and see me, they say they have been much better

:01:13. > :01:16.until they came to Oxford city, whereupon they got all

:01:17. > :01:21.Equally, you will find people who have struggled

:01:22. > :01:26.to control their asthma and then they move back home or go away

:01:27. > :01:31.from the Thames Valley only to discover their symptoms get better.

:01:32. > :01:35.Pollution levels in Oxford have been cut by a third over the past decade

:01:36. > :01:38.but the city and county councils want to do more.

:01:39. > :01:41.One idea is to create a zero emission zone,

:01:42. > :01:45.only accessible to electric vehicles, cyclists and pedestrians.

:01:46. > :01:52.It has to go in those streets where pollution is dangerously high.

:01:53. > :01:56.It's worked very successfully in the high street where we see only

:01:57. > :01:59.buses during the daytime, so it is a similar sort of thing.

:02:00. > :02:02.People are used to not bringing their cars into Oxford

:02:03. > :02:10.Pollution targets are being breached in 11 areas across Oxfordshire,

:02:11. > :02:13.including the market town of Wallingford.

:02:14. > :02:17.Here, there are proposals to close the main bridge to try to reduce

:02:18. > :02:22.the amount of vehicles travelling through the town but the idea

:02:23. > :02:28.I think closing it will be really difficult for

:02:29. > :02:32.It will certainly make it more pleasant walking across the bridge

:02:33. > :02:38.It is a possibility if it helps but I am not sure it will be

:02:39. > :02:44.Environmental campaigners say lives are at risk if more action is not

:02:45. > :02:48.We are specifically talking about the air quality management

:02:49. > :02:51.action zone in the centre of town which has had illegally toxic

:02:52. > :02:59.limits that break the EU directives for 12 years.

:03:00. > :03:03.And it's that that will be stopped by doing this.

:03:04. > :03:06.Back in Oxford, councillors say attitudes to how we get

:03:07. > :03:11.It's investing in electric charging points and hopes a zero emission

:03:12. > :03:21.So, what does all this pollution do to us?

:03:22. > :03:23.Earlier, I spoke to Dr Matt Loxham, who studies airborne pollution

:03:24. > :03:26.at Southampton University and asked him how air pollution

:03:27. > :03:29.People who are otherwise healthy, they might just get

:03:30. > :03:32.a cough or a sore throat, but in people who are at risk,

:03:33. > :03:35.and this can be asthmatics, it can be very young people,

:03:36. > :03:38.very old people, we see a whole range of health effects

:03:39. > :03:40.that we wouldn't see if they weren't in polluted environments,

:03:41. > :03:42.things like asthma attacks, heart attacks, strokes,

:03:43. > :03:45.they are all linked to exposure to air pollution, and right

:03:46. > :03:48.across the life course, from very young children to elderly

:03:49. > :03:52.people, you see these effects of air pollution that you wouldn't see

:03:53. > :03:56.When we cover stories like this, we often bombard

:03:57. > :04:00.Is there really a safe level of pollution?

:04:01. > :04:05.That is one of the things we are pretty sure about,

:04:06. > :04:07.there is no safe limit, so however low it goes,

:04:08. > :04:11.as long as there is pollution there, it's still damaging your health.

:04:12. > :04:16.The good news is that if you make any reduction, it will result in

:04:17. > :04:20.an improvement to health, so any reduction is better

:04:21. > :04:23.than nothing but there's always further we can go.

:04:24. > :04:27.So, in brief there is no straightforward one bullet

:04:28. > :04:32.It's got to involve a lot of joined-up thinking,

:04:33. > :04:36.a lot of activity from a wide range of contributors, whether this is

:04:37. > :04:39.big companies and big organisations or people at the individual level

:04:40. > :04:42.as well, and it's got to involve commitment from all of those

:04:43. > :04:46.groups of society as well, and it's only then, with all this

:04:47. > :04:50.joined-up work, will we really see a major impact on air quality

:04:51. > :05:00.Other news now and officials at Didcot Town Football Club

:05:01. > :05:02.are counting the cost after a pitch invasion by away supporters

:05:03. > :05:04.saw their stadium vandalised and players abused.

:05:05. > :05:07.Hereford fans invaded the patch and match officials

:05:08. > :05:15.Fans and stewards spill from the terraces and onto the turf,

:05:16. > :05:17.in a scene more resembling of a bar-room brawl

:05:18. > :05:23.Today, staff at Didcot Town FC were assessing the damage,

:05:24. > :05:27.after their home game with Hereford turned into chaos.

:05:28. > :05:32.We were being battered at that time so we knew we weren't

:05:33. > :05:36.And then all of a sudden we saw a ruckus on the pitch,

:05:37. > :05:41.our goalkeeper was surrounded by a few supporters

:05:42. > :05:44.and our own players trying to protect him, and,

:05:45. > :05:47.yeah, it sort of kicked off from there.

:05:48. > :05:51.This stadium has a capacity of more than 3,000 people

:05:52. > :05:55.but for Saturday's visit of Hereford there was a gate of 796.

:05:56. > :05:59.Now, 700 of those were away supporters, and all was fine,

:06:00. > :06:03.until the 87th minute, when Hereford took the lead.

:06:04. > :06:07.Luckily, we had TV footage available to us, we had a company

:06:08. > :06:10.which was filming this game, so we've got everything, in HD,

:06:11. > :06:15.wonderfully, so, yeah, we'll be presenting that

:06:16. > :06:18.to the Southern League and the FA when we're called upon to do that,

:06:19. > :06:20.and they hopefully have captured everything that went on.

:06:21. > :06:22.Two men have been arrested following the incident,

:06:23. > :06:34.and in a statement a spokesperson for Hereford FC said...

:06:35. > :06:36.It's yet to be decided if Saturday's result will stand,

:06:37. > :06:46.or whether any potential rematch will be played behind closed doors.

:06:47. > :06:49.Bus drivers in Oxford have gone on strike for a second day.

:06:50. > :06:52.Unite union members at the Oxford Bus Company

:06:53. > :06:55.are demanding payment for working five holiday days over Christmas.

:06:56. > :06:59.For the latest, our spoke to our reporter David Lumb.

:07:00. > :07:02.If you ever wanted an indication of the strength of feeling around

:07:03. > :07:04.this, you could see it quite clearly today.

:07:05. > :07:07.There were more than 100 workers on the picket line -

:07:08. > :07:11.many of them with placards, flags, vuvuzelas.

:07:12. > :07:14.It was really, really emotional and strong.

:07:15. > :07:18.A number of services have been disrupted.

:07:19. > :07:21.They include the X90 bus service between London and Oxford.

:07:22. > :07:25.The Unite union, which has been backing these workers,

:07:26. > :07:28.says it wasn't a decision that was taken lightly.

:07:29. > :07:32.However, the passengers and the public have been really

:07:33. > :07:36.We humbly apologise for the disruption but at the end

:07:37. > :07:40.of the day you have to make a stand and the only way you can make

:07:41. > :07:43.a stand is to do what the guys and gals are doing behind me.

:07:44. > :07:48.On the face of this it's a dispute about how much workers should get

:07:49. > :07:52.In practice, though, the union says that that is just

:07:53. > :07:54.the straw that broke the camel's back.

:07:55. > :07:57.It says workers have deep-rooted frustrations about the pay

:07:58. > :07:59.and working conditions they are having to deal with.

:08:00. > :08:02.I did speak to Phil Southall from the Oxford Bus Company.

:08:03. > :08:05.He says that he's made a number of offers,

:08:06. > :08:16.Well, today we've managed to get around 90% of the service out.

:08:17. > :08:17.We are focusing on minimising the inconvenience to our customers,

:08:18. > :08:20.so we've got a really good level of service out, we've had more

:08:21. > :08:22.people coming to work than we were expecting and therefore

:08:23. > :08:25.we have tried to minimise the impact in what was very difficult

:08:26. > :08:32.Two more days of strike action have been scheduled for next Friday

:08:33. > :08:35.Both sides say they hope an agreement can be

:08:36. > :08:41.More than 100 people have taken part in a women's

:08:42. > :08:45.The event in Cowley over the weekend included practical workshops

:08:46. > :08:46.about improving strength and flexibility,

:08:47. > :08:53.There were also talks from female champions and local cycling clubs.

:09:35. > :09:36.with some decent amounts of sunshine, and temperatures

:09:37. > :09:42.It is tomorrow evening and overnight tomorrow night the cloud

:09:43. > :09:45.will thicken even further and we will see some outbreaks

:09:46. > :09:48.of rain, which could be heavy at times during the early hours

:09:49. > :09:52.So, a soggy start to Wednesday, some torrential downpours in places.

:09:53. > :09:56.Temperatures tomorrow night will drop to around 5-6dC.

:09:57. > :09:59.So, a wet start in places on Wednesday.

:10:00. > :10:02.Slowly but surely things will start to dry out during the course

:10:03. > :10:06.of the day but it may take some time in a few places with a few brighter

:10:07. > :10:08.spells through the afternoon, and a milder temperature.

:10:09. > :10:19.The winds coming in on the south-west, drawing in that

:10:20. > :10:21.Atlantic mild air and, with it, a weather front

:10:22. > :10:24.which will bring a change in the air coming in from the Atlantic

:10:25. > :10:28.So on Thursday we could see highs of 14, even 15.

:10:29. > :10:30.And a similar scenario also on Friday.

:10:31. > :10:34.Both Wednesday, Thursday and Friday will be very similar days.

:10:35. > :10:36.Good deal of cloud, one or two brighter spells,

:10:37. > :10:44.and the chance of outbreaks of rain at times.

:10:45. > :10:47.But there will be some dry interludes between the rain,

:10:48. > :10:49.and on Friday we're looking at highs of 12-13.

:10:50. > :10:52.Now, looking ahead to the weekend, it is a few days away

:10:53. > :10:55.so things can change but, at the moment, there will be some

:10:56. > :10:58.Showers as well, and windy, and feeling a little less mild

:10:59. > :11:03.cool, it will be windy at times as well and still rather unsettled with

:11:16. > :11:22.North-west France and Plymouth were miles apart weather-wise. This

:11:23. > :11:27.southern flank in north-west France there was a wind gusts of 120 mph

:11:28. > :11:30.which we just dodged. That area of low pressure continues to move

:11:31. > :11:34.quickly south-eastwards so that by tomorrow it is in Italy on its

:11:35. > :11:39.southern flank, stormy in Sardinia and around it strong winds blowing

:11:40. > :11:43.through south-east France. We've got a little bump in the ice bars with

:11:44. > :11:46.lighter winds, a brief ridge of high pressure, things briefly settled

:11:47. > :11:50.going into tomorrow, overnight there are some showers around moving

:11:51. > :11:54.through western Scotland and north-west England and the Midlands,

:11:55. > :11:56.clearing Wales, one or two in the east, the North Sea tip of high
