:00:17. > :00:21.Problems around the issuing of licenses to taxi drivers who've
:00:22. > :00:24.committed sex offences was also identified as an ongoing challenge.
:00:25. > :00:27.Our Home Affairs Correspondent Peter Cooke reports.
:00:28. > :00:30.This report will make sobering reading for those tasked
:00:31. > :00:33.with protecting the most vulnerable in our society.
:00:34. > :00:37.Since 1998, there've been ten police investigations into child sexual
:00:38. > :00:40.exploitation in Buckinghamshire involving up to 100 children.
:00:41. > :00:43.Past problems included a lack of multi-agency co-ordination
:00:44. > :00:47.and children being blamed for putting themselves at risk.
:00:48. > :00:50.We felt that there was a point then where we could start looking
:00:51. > :00:54.honestly at some of the things that had happened over the previous
:00:55. > :00:58.decade or more, and then to draw lessons from that so that we didn't
:00:59. > :01:01.continue to repeat some of those mistakes that we had collectively
:01:02. > :01:08.The reviews suggest introducing a national database of licensed taxi
:01:09. > :01:11.drivers to identify those with a criminal past.
:01:12. > :01:15.It found taxi drivers picked young people up from schools
:01:16. > :01:18.and children's homes and some were directly involved
:01:19. > :01:24.But the woman who commissioned the report says things are improving.
:01:25. > :01:28.Issues around the engagement previously of the
:01:29. > :01:32.district councils and their role as licensing authorities of
:01:33. > :01:37.taxis and hotels and so forth, I'm delighted to say that we have
:01:38. > :01:40.excellent engagement from the district
:01:41. > :01:43.councils in the work of the board,
:01:44. > :01:46.they have a really strong focus on safeguarding.
:01:47. > :01:49.The county's most high profile case of recent years resulted in six men
:01:50. > :01:53.being jailed for between three and 19 years for abusing two girls
:01:54. > :02:00.When she was 12 or 13, one of the girls - known as A -
:02:01. > :02:04.was passed between 60 Asian men for sex and was conditioned to think
:02:05. > :02:10.It's terrible that girls feel that this is what
:02:11. > :02:14.they have to do to be part of, you know, the older people.
:02:15. > :02:16.No girls should ever have to feel that they
:02:17. > :02:20.need to use their body or what they've got
:02:21. > :02:25.So to try to tell young people that, you know,
:02:26. > :02:27.you don't need to sexualise yourself to go out
:02:28. > :02:33.it's going to be hard but I reckon that's the biggest thing that
:02:34. > :02:38.The author of the report also spoke to other survivors.
:02:39. > :02:41.As recently as 2014, an Ofsted report found
:02:42. > :02:43."widespread and serious" failings by the county's
:02:44. > :02:47.However there has been a marked improvement since then,
:02:48. > :02:50.and there are now specialist units from different agencies working
:02:51. > :02:53.But this form of abuse in Buckinghamshire,
:02:54. > :02:55.like elsewhere in the UK, is happening daily.
:02:56. > :02:58.The public now more important than ever in helping
:02:59. > :03:01.Moving forward, it's about building connections with
:03:02. > :03:04.communities across Buckinghamshire to encourage more people to come
:03:05. > :03:08.Without that trust, many potential victims could fall
:03:09. > :03:13.under the radar and find themselves at risk of exploitation.
:03:14. > :03:17.Seven fire engines are at the scene of a fire in Watlington

:03:58. > :04:00.the child fell off one of the bits of apparatus in the park itself,
:04:01. > :04:04.onto a safety surface, and the child hurt themselves,
:04:05. > :04:07.and six years later they filed a claim against the school for lack
:04:08. > :04:11.of looking after the child properly in that park in that event.
:04:12. > :04:14.There are some teachers who are scared of it
:04:15. > :04:18.because actually the minute you put yourself on the line and say I'm
:04:19. > :04:21.going to have a go at doing something, you put yourself
:04:22. > :04:27.Squatters in Oxford - who've been evicted
:04:28. > :04:30.from a third property - have moved into another
:04:31. > :04:33.disused building. They say they got into former
:04:34. > :04:36.offices near the Cowley Road through an open window.
:04:37. > :04:39.Since January they've occupied a disused car showroom,

:04:42. > :04:53.More than ?4.5 million of lottery funding is to be used
:04:54. > :04:55.by conservationists to try to save 20 special threatened

:05:17. > :05:19.called The Duke Of Burgundy. And here it is.
:05:20. > :05:23.20 years ago, this butterfly was often seen in this area.
:05:24. > :05:26.But changes in farming and landscapes have
:05:27. > :05:30.caused it to struggle. The Duke of Burgundy
:05:31. > :05:33.isn't here at the moment but we want it to arrive.
:05:34. > :05:37.It's not too far away, so by enhancing the grassland here,
:05:38. > :05:40.by increasing the amount of cowslips and food plant here, eventually
:05:41. > :05:43.we hope that the butterfly will naturally recolonise
:05:44. > :05:49.It's one of three species that Butterfly Conservation is looking
:05:50. > :05:53.to try and help in this area. The project also aims to encourage
:05:54. > :05:56.more volunteers like this to oversee and maintain sites.
:05:57. > :06:00.Once you start to notice butterflies you realise
:06:01. > :06:02.how beautiful they are, and you know, big and small,
:06:03. > :06:05.lots of ones you'd never notice in the countryside,
:06:06. > :06:09.so once you start getting out and getting involved it just gets
:06:10. > :06:11.more and more interesting and really gives your spirits a lift.
:06:12. > :06:15.There are very few places like this compared to what it used to be
:06:16. > :06:19.in the early 20th century. So, many places that were like this
:06:20. > :06:22.have gone and the ones that are left need protecting.
