:01:29. > :01:34.more staff. The council has set aside �10 million from its reserves

:01:34. > :01:38.to pay for the scheme. So far, the bill for managers alone is �7

:01:38. > :01:42.million. Hampshire says cutting management posts will save around

:01:42. > :01:50.�36 million over the next four years. The upfront costs are worth

:01:50. > :01:55.it. Here is our political reporter. Staff here face losing their jobs

:01:55. > :01:58.to save the council money. To avoid forcing people out of work, those

:01:59. > :02:04.to go voluntarily will get better redundancy deals. Take a 50-year-

:02:04. > :02:09.old who has worked at the Council for 15 years and who earns a salary

:02:09. > :02:15.of �75,000. That is about the average racing manager. Under the

:02:15. > :02:22.basic scheme, he would get �8,000. Under the County Council scheme,

:02:22. > :02:32.that would go up to around �28,000. Under the enhanced voluntary scheme,

:02:32. > :02:32.

:02:32. > :02:37.he would get around �56,000. If you have got someone with 35 years'

:02:37. > :02:41.service, at around �70,000, they have earned that money and the

:02:41. > :02:46.money we are spending is what we have saved over the years. Compared

:02:46. > :02:51.to other industry schemes, the council's payments are small but so

:02:51. > :02:55.far, the total bill for senior staff comes to �7 million. I think

:02:55. > :02:59.it is disgraceful. As a time when we are all having to tighten our

:02:59. > :03:03.belts, they decide to spend all this money on people that are

:03:03. > :03:11.already earning the large salaries. In Winchester, there were mixed

:03:11. > :03:16.views. Disgusting. It is perfectly fair. They are one of the best

:03:16. > :03:20.authorities in the country and they deserve it. I think there is a lot

:03:20. > :03:25.of other places that money could be used. Even just putting the

:03:25. > :03:30.pavements right. If it is an overall saving, that is there. But

:03:30. > :03:36.I can see why people would be upset. The council says it is a case of

:03:36. > :03:40.spend today to save tomorrow. We just heard there were mixed views.

:03:40. > :03:44.These redundancies are going to cost the council a lot of money.

:03:44. > :03:48.They are. The total bill will be high. That is because of a high

:03:48. > :03:53.number of staff they are cutting. If you look at the individual

:03:53. > :03:57.payments, relatively speaking, they are not huge. There are other

:03:57. > :04:02.public and private bodies paying more. Is this idea of offering

:04:02. > :04:06.people money to go. Dangling a financial carrot. It is the wrong

:04:06. > :04:09.time. That is what is upsetting people. A is it just the senior

:04:09. > :04:13.managers they get this in hands deal?

:04:45. > :04:49.trial. Danilo Restivo was accused of murdering the mother of two in

:04:54. > :04:59.in her hand. The case is due to start on Monday.

:05:04. > :05:08.of the coarse fishing season but on the upper reaches of the River Arun

:05:08. > :05:13.a major spill of sewage has left hundreds of fish dead. The spill

:05:13. > :05:18.has wiped out all life along a two- mile stretch west of Horsham. The

:05:18. > :05:23.Environment Agency has mounted a rescue operation.

:05:23. > :05:27.A sewage spill sucks the oxygen out of the river. Some fish are left

:05:27. > :05:31.struggling for breath. Most suffocate. The alarm was raised

:05:31. > :05:35.here near Rudgwick on Wednesday. By yesterday morning, the Environment

:05:35. > :05:39.Agency for knew they had a serious incident. Crews have been pumping

:05:39. > :05:44.hydrogen peroxide into the river to raise the oxygen levels. The

:05:44. > :05:49.chemical also reduces the levels of toxic ammonia caused by this image.

:05:49. > :05:54.We think we have caught the majority of it here at this point.

:05:54. > :05:58.We are dosing it at this point. The water quality here has improved

:05:58. > :06:03.tremendously as a result of that action so we hope we can minimise

:06:03. > :06:07.any impact further downstream. seven or eight miles of the river

:06:07. > :06:11.are affected and hundreds of fish have died, including pike, roach

:06:11. > :06:14.and perch. This stretch of the River Arun was a favourite with

:06:15. > :06:19.anglers, many who were eager to take advantage of the coarse

:06:19. > :06:26.fishing season which began yesterday. It is a terrible start

:06:26. > :06:36.to my season. I'd fished in it as a lad and it has been very important

:06:36. > :06:36.

:06:36. > :06:40.to our club. It seems I we have been unlucky with the pollution.

:06:40. > :06:44.The Southern Water Treatment Works at Broadbridge Heath is one of the

:06:44. > :06:51.major sewage sources in the area and they are the focus of a

:06:55. > :06:59.We did ask Southern Water Treatment Works for a comment and they told

:06:59. > :07:02.us the source of the pollution has not been confirmed and they will

:07:02. > :07:06.continue to work with the Environment Agency to protect the

:07:06. > :07:09.wildlife and investigate the cause. Most schools in Dorset say they

:07:09. > :07:13.will reject the county council's proposal to pay for their own

:07:13. > :07:17.lollipop men. Funding worth �200,000 is coming to an end. For a

:07:17. > :07:21.South Today investigation has found 32 of the schools affected her are

:07:21. > :07:25.not prepared to pay for the service and 12 are undecided.
