:00:59. > :01:02.Hampshire were seven wind turbines There's confusion and anger tonight
:01:02. > :01:05.about the handling of the increase in the cost of day care services
:01:05. > :01:08.for thousands of people in Hampshire. The council is
:01:08. > :01:14.apologising after warning letters were sent out without the specific
:01:14. > :01:18.information. Families could find themselves forking out thousands of
:01:18. > :01:22.pounds more but at this stage they are not being informed just how
:01:22. > :01:29.much extra money they need to pay. So what impact have the letters
:01:29. > :01:33.had? Our reporter Laura Trant has been finding out.
:01:33. > :01:39.Vivienne shares her home with the Roffey has dementia and Alzheimer's.
:01:39. > :01:44.Ralph received a code is the letter from Hampshire County Council

:02:39. > :02:41.direct, and I will ensure those difficulties are addressed.
:02:41. > :02:46.�300 million is allocated for all care services in Hampshire. The
:02:46. > :02:49.council receives contributions of �7.5 million. The new changes will
:02:49. > :02:59.raise an estimated �5 million, bringing the total to �12.5 million
:02:59. > :02:59.
:02:59. > :03:05.which will go back into Hampshire County Council's care budget.
:03:05. > :03:08.Vivienne says what makes matters worse is the extra money he pays

:04:28. > :04:31.centre used in Dorset from July, in West Sussex they are closing the
:04:31. > :04:36.three day care centres for the elderly. They have had that big
:04:36. > :04:41.campaign, the dead cut us campaign where they reassess 4,500 people
:04:41. > :04:46.and aiming to reduce the amount they spend on elderly care by
:04:46. > :04:48.getting maximum value of contracts. We are living longer so the
:04:48. > :04:52.government has got to address the issue.
:04:52. > :04:59.People talk about the burden of elderly care but we should be
:04:59. > :05:03.celebrating people living longer. There is the maximum amount people
:05:03. > :05:13.will be charged so although it their problems and a camp bed for
:05:13. > :05:15.
:05:15. > :05:18.we know where we're going. -- so although there are problems we know.
:05:19. > :05:21.A man's been arrested on suspicion of fraud in relation to the last-
:05:21. > :05:24.minute cancellation of school skiing trips earlier this year.
:05:24. > :05:26.There are claims that Skiing Europe, based in Devon, owes money to
:05:27. > :05:29.several schools. Reading school in Berkshire paid �85,000 for a trip
:05:29. > :05:31.that didn't happen. Ferndown and the Purbeck School in Dorset were
:05:31. > :05:33.also affected. The crew of the Portsmouth
:05:34. > :05:36.helicopter carrier HMS Illustrious has been told to prepare for
:05:36. > :05:39.operations against Colonel Gaddafi's forces in Libya. The ship
:05:39. > :05:41.could be sent to the Mediterranean to take-over from HMS Ocean. This
:05:42. > :05:44.week it's been carrying out exercises off the south coast with
:05:45. > :05:50.Army Apache helicopters which have been used to carry out attacks in
:05:50. > :05:54.Libya. Illustrious is a 22-thousand tonne ship. It has around 650
:05:54. > :05:57.sailors on board. Joining them, 90 Army Air Corps personnel. She only
:05:57. > :06:00.returned from a �40 million re-fit 12 days ago and hadn't been
:06:00. > :06:05.expected to become fully operational until next spring. Our
:06:05. > :06:12.reporter Steve Humphrey has been on board.
:06:12. > :06:14.In Nelson's day they fired cannon balls at enemies. Just over 200
:06:14. > :06:20.years late -- later the weapons have become more potent and
:06:20. > :06:27.sophisticated. With its missiles and rockets this has been in action
:06:27. > :06:32.over Libya. Some of the army pilot had been getting used to operating
:06:32. > :06:40.at sea on board the Portsmouth's based helicopter carrier, HMS
:06:40. > :06:45.Illustrious. It is different. If you ask am I the they had been
:06:45. > :06:52.quite surprised. For security reasons none of the pilots wanted
:06:53. > :06:56.to be identified. It is a fantastic machine to fly. We are proving that

:08:23. > :08:26.Illustrious and her crew? Yes, I don't think anyone was expecting
:08:26. > :08:30.things would move so fast. She came back to Portsmouth after her re-fit
:08:30. > :08:33.on the 7th of July and the thinking was that she would be fully up and
:08:33. > :08:35.running and ready for action next spring. Now it looks as though
:08:35. > :08:38.that'll be brought forward by a couple of months.
:08:38. > :08:41.Why the changie in timetable? Well the reason is HMS Ocean, the
:08:41. > :08:47.helicopter carrier that went off on exercise last February and got sent
:08:47. > :08:50.to Libya in April. And she's still there. If she has to be relieved
:08:50. > :08:51.there's now only one ship that can really do it and that's Illustrious.
:08:51. > :08:58.But no certainty about what'll happen?
:08:58. > :09:02.None. If Colonel Gaddafi surrenders and the rebels roll into Tripoli in
:09:02. > :09:08.the next few the RAF and the Navy will breathe a sigh of relief, and
:09:08. > :09:11.so will the Prime Minister. I don't think anyone expected it to go on
:09:11. > :09:13.so long. And if its still going on in a few months' time HMS
:09:13. > :09:16.Illustrious may be heading to the Libyan coast.
:09:17. > :09:20.And another swap already taking place in the Med?
:09:20. > :09:25.Yes, the Portsmouth frigate Iron Duke is taking over as a short term
:09:25. > :09:28.replacement for the destroyer HMS Liverpool. As we've heard in recent
:09:28. > :09:31.weeks Liverpool and her crew have had quite an eventful time off
:09:31. > :09:37.Libya on a couple of occasions they've fired their main gun at
:09:37. > :09:40.Colonel Gaddafi's forces. Thank you very much.

:09:44. > :09:47.suspected murder of a man from Bracknell. Human remains and a
