:00:27. > :00:28.of cuts, so why are there complaints about one that's
:00:29. > :00:34.opening? Open both ways, motorists get a

:01:02. > :01:12.There's a new revelation tonight in the News of the World phone hacking
:01:12. > :01:15.
:01:15. > :01:18.scandal. A senior former police officer who played a leading role
:01:18. > :01:21.in the Sarah Payne murder enquiry has told South Today he believes
:01:21. > :01:24.his phone was hacked while he was working on the case. He says it
:01:24. > :01:26.might have involved his police- issue mobile phone, raising new and
:01:26. > :01:28.serious questions about what happened. Chris Coneybeer has been
:01:28. > :01:31.speaking to him. These days, he's retired and living
:01:31. > :01:34.in Dorset. But just over a decade ago, Martyn Underhill was
:01:34. > :01:37.investigating the murder of eight- year-old Sarah Payne. The former
:01:37. > :01:47.Detective Chief Inspector was second in charge of the case and in
:01:47. > :01:48.
:01:48. > :01:53.close daily contact with the family. He said he had an exclusive story
:01:53. > :01:58.he wanted to run on the front page on the News of the World the next
:01:58. > :02:02.day about myself and the family of Sarah Payne. This allegation was
:02:02. > :02:07.untrue and I was flabbergasted to be told the scenario they were
:02:07. > :02:12.going to print. I said, this is not true, if you print, I will sue you.
:02:12. > :02:17.I have no doubt the family have also reported this and the story
:02:17. > :02:23.was never printed. -- have also disputed this. Which phone was
:02:23. > :02:28.this? Like police phone I always used to collect -- to contact the
:02:28. > :02:31.family of Sarah Payne. At the time, I was dealing with a lot of covert
:02:31. > :02:41.and secretive it issues that should never have been accessible by
:02:41. > :02:45.
:02:45. > :02:47.anyone else. He says -- He says there is a possibility he might
:02:47. > :02:51.have been hacked via the answerphone on Sara Payne's mobile
:02:51. > :02:54.phone. This week, it was revealed by police she's on a list of people
:02:54. > :02:59.whose phones may have been hacked. The tapping a phones is outrageous
:02:59. > :03:04.and the tapping of the phone off the victim -- of victims' families
:03:04. > :03:06.is outrageous, and where does this stop? Mr Underhill has reported his
:03:06. > :03:12.fears to the investigation that's being carried out by the
:03:12. > :03:15.Metropolitan Police. This afternoon, they declined to comment.
:03:15. > :03:18.It has cost �93 million, and what was once described as Brighton &
:03:18. > :03:21.Hove Albion's "Field of Dreams" is now a super stadium for its future.
:03:21. > :03:27.Brighton tasted first division football and the FA Cup final
:03:27. > :03:30.during the glory years of the 1980s. In this new home, which opens
:03:30. > :03:40.tomorrow, fans and players are now hoping for more success on the
:03:40. > :03:41.
:03:41. > :03:48.pitch. Our sports editor, Roger Johnson, is live inside the stadium
:03:48. > :03:53.tonight. A few years ago, this was a
:03:53. > :03:58.cornfield, but it is the new stadium of Brighton & Hove Albion.
:03:58. > :04:06.It has not been a straightforward journey to get here. The road to
:04:06. > :04:10.the new home has been long and at times controversial. They needed a
:04:10. > :04:15.new stadium after a previous regime sold the Goldstone Ground, their
:04:15. > :04:20.home for almost a century. For two years, fans travelled to Gillingham
:04:20. > :04:24.as the quest for a new ground stepped up. And in 1995, football
:04:24. > :04:30.came back to Brighton and Hove, but the Withdean athletics stadium was
:04:30. > :04:34.just a temporary base. The ground held just over 8,000 fans but they
:04:34. > :04:38.were there more than a decade. Falmer on the outskirts was
:04:38. > :04:44.identified as the place for a new home but it met strong opposition
:04:44. > :04:50.from residents and the council. The site was in the South Downs area of
:04:50. > :04:57.outstanding beauty. The government signed off the plans and in 2005,
:04:57. > :05:01.the final green light was given in July 2007. Here it is four years
:05:01. > :05:09.later. And for the man who has bankrolled it, tomorrow's official
:05:09. > :05:12.opening will be very proud. It is getting a pretty emotional 24 hours.
:05:12. > :05:19.The staging is fantastic. The whole place is buzzing and roll on
:05:19. > :05:25.tomorrow. The House of Commons committee today said football has
:05:25. > :05:30.too much debt. This has cost �100 million, eight -- �80 million from
:05:30. > :05:37.you, should fans be worried about that debt? No, there is no interest
:05:37. > :05:43.whatsoever. Football has had problems when owners come in with
:05:43. > :05:50.questionable motives and very cheaply. I have come in and help to
:05:50. > :05:55.finance the stadium which will be fantastic for the future of Sussex.
:05:55. > :06:00.It is a spectacular sight. Not everybody is pleased it is here but
:06:00. > :06:06.the vast majority are here and we will have more from the American
:06:06. > :06:08.Express community stadium later. Brighton & Hove's Green
:06:08. > :06:11.administration is being criticised for being too lenient on travellers.
:06:11. > :06:14.The Conservative Party say there are not enough sites for travellers
:06:14. > :06:17.and the problem is not being tackled effectively. Residents in
:06:17. > :06:20.Hove say a group of travellers who have pitched up illegally at
:06:20. > :06:22.Greenleas Park are making their lives a misery. A court order was
:06:22. > :06:26.granted today to remove them. Sean Killick has the story.
:06:26. > :06:32.We're on our summer holidays, said one woman who's been part of this
:06:32. > :06:35.illegal encampment for a week now. Contractors were clearing rubbish
:06:35. > :06:38.there this morning, some items too unsavoury to show, but residents
:06:38. > :06:42.have seen more than enough. I've been back onto the park and it's
:06:42. > :06:52.just absolutely full of human faeces, tissues. It's just
:06:52. > :06:54.
:06:54. > :06:56.disgusting, actually. Nobody can use the park. Children can't play.
:06:57. > :06:59.The football's been cancelled. All the kids that play football round
:07:00. > :07:02.there, they just can't play there. Can't take the babies round the
:07:02. > :07:04.park. Total nightmare. The city council was granted a
:07:04. > :07:07.court order today, with eviction set for next Tuesday. The
:07:08. > :07:10.travellers say they'll move on by then, but won't say where. There is
:07:11. > :07:13.one official short-stay site in the city, but travellers say it's not
:07:13. > :07:16.enough. Well, I've talked with travellers at the illegal camp and
:07:16. > :07:19.also this legal one here today. Nobody wanted to talk on camera,
:07:20. > :07:23.but they did say that they feel frustrated themselves at a lack of
:07:23. > :07:26.places where they can go and camp within the law. A local
:07:26. > :07:30.Conservative MP says he believes there are more travellers than ever,
:07:31. > :07:35.and thinks they've been encouraged by the Green-run council. We don't
:07:35. > :07:38.want to be the only place the travellers come to. I am quite
:07:38. > :07:41.happy for their lifestyle, and to move around, but we don't want
:07:41. > :07:45.Brighton and Hove to be the place they come to for summer. We are
:07:46. > :07:49.dealing with it all in the same way as the administration before us.
:07:49. > :07:52.The numbers are about the same as last year. There's been a lot more
:07:53. > :07:55.publicity about it this year and a lot more politics about it as well,
:07:55. > :07:57.because it's a Green council dealing with it in mainly Tory
:07:57. > :08:00.wards. Meanwhile, the Green council is
:08:00. > :08:03.carrying on the quest started by the Conservative council before it
:08:03. > :08:13.for a new permanent site for travellers, with an announcement
:08:13. > :08:14.
:08:14. > :08:18.expected in the autumn. Our political editor, Peter Henley, is
:08:18. > :08:20.with me now. The Green Party have run Brighton & Hove for just three
:08:20. > :08:28.months, can these problems with travellers really be laid at their
:08:28. > :08:30.door? Same problem, same policies, it seems unfair but it is about
:08:30. > :08:33.perception. They were certainly very clear
:08:33. > :08:36.before the election that they wanted to take a radical new
:08:36. > :08:39.approach to many different problems, from reducing traffic to banning
:08:39. > :08:47.meat in council canteens - meat- free Mondays - a policy which some
:08:47. > :08:51.council workers are resisting. League -- decriminalising drugs in
:08:51. > :08:56.Brighton, there is a perception that the Greens are a soft touch,
:08:56. > :09:00.even if they are not. Other councils will be watching what has
:09:00. > :09:06.happened with great interest. other councils got better ideas
:09:06. > :09:11.about travellers? Same thing we have been talking about, how to
:09:11. > :09:14.provide more official sites. Labour were telling councils how to do it
:09:14. > :09:19.and Conservative -- and the Conservatives said to do it
:09:19. > :09:25.themselves. The Gypsy Council say they need 1,000 in the south-east.
:09:25. > :09:33.In Dorset alone, 400. It is a real political hot potato sorting out
:09:33. > :09:35.the alternative to this sort of problem we have seen in Brighton.
:09:35. > :09:38.A group of men has appeared before Chichester Magistrates charged in
:09:38. > :09:41.connection with the riot at Ford Open Prison this year. Buildings
:09:41. > :09:44.were set on fire during the disturbance on New Year's Day.
:09:44. > :09:47.Seven men are accused of violent disorder, six of them are also
:09:47. > :09:49.charged with arson. The men were ordered to appear at Lewes Crown
:09:49. > :09:52.Court next month. The budget for youth services in
:09:52. > :09:55.Hampshire is to be cut by �4 million. The decision will lead to
:09:55. > :09:57.150 posts being lost amongst youth workers and careers advisers, 60%
:09:57. > :10:00.of the current workforce. The council says difficult decisions
:10:00. > :10:03.have had to be made because of reductions in government funding.
:10:03. > :10:13.It is promising to protect services for vulnerable and disabled
:10:13. > :10:14.

:10:35. > :10:39.now open in both directions. The Southbound tunnel was opened two
:10:39. > :10:42.days ago, and earlier today, the first cars drove through on the
:10:42. > :10:49.northbound carriageway. But what impact is it having on the town of
:10:49. > :10:54.Hindhead? Allen Sinclair has been finding out.
:10:54. > :10:59.And then there were two. Today was low-key without the dazzle of
:10:59. > :11:02.Wednesday. But a proud moment for tunnel manager Don Potter and his
:11:02. > :11:07.team and locals who have been looking forward to this moment.

:11:12. > :11:17.here and we are looking forward to using it. Within an hour of the new
:11:17. > :11:22.road being open, the old one closed. The often bumper-to-bumper traffic
:11:22. > :11:27.queues through Hindhead consigned to history. The A3 is now a cul-de-
:11:27. > :11:31.sac. The National Trust people will be all right but a local businesses
:11:31. > :11:37.and passing trade will be gone and that will cause problems, I guess.
:11:37. > :11:41.I think it will harm Hindhead, I do not think local businesses will
:11:42. > :11:46.survive, most have gone already. Not all local businesses thinking
:11:46. > :11:49.making this a dead end road will make Hindhead a dead-end town.
:11:49. > :11:54.Because it is now off the beaten track a bit, I do not think that
:11:54. > :12:01.will make a difference to someone who wants to buy a table and chairs
:12:02. > :12:07.for sums -- table and chairs for instance. Fewer drivers will be
:12:07. > :12:13.reading advertising hoarders -- posters stuck like we have noticed
:12:13. > :12:17.growth of about 25% out of there London market and we are
:12:17. > :12:27.anticipating greatest strength. Businesses here hope it will not be
:12:27. > :12:33.too quiet and more visitors. And shop. -- and that more visitors
:12:33. > :12:41.will come and will shop. And we will hear the music composed
:12:41. > :12:44.especially for the tunnel later. In Dorset and on the Isle of Wight,
:12:44. > :12:47.libraries are facing closure. But in Portsmouth, a new one was opened
:12:47. > :12:50.today. Funding was approved for it well before the last General
:12:50. > :12:52.Election, but not everyone is happy about it. Alex Forsyth reports.
:12:52. > :12:57.Today, libraries are more likely to be closed and opened. But in
:12:57. > :13:03.Portsmouth, they are bucking the trend and the first visitors to
:13:03. > :13:13.this new library were impressed. is bigger. Really good. What do you

:13:20. > :13:24.books? Best selling author Kate Moss opened the new library.

:13:33. > :13:38.libraries. Libraries say whoever you were, you have the right to
:13:38. > :13:41.free access and education. there are two sides to this story.
:13:41. > :13:46.While this library opens, another nearby is closing and the city
:13:46. > :13:49.library has had its opening hours cut stock Mac it is a great
:13:49. > :13:54.building and it would break -- and a lovely library but there have
:13:54. > :14:02.been job losses. We think it is a way to mask the cuts. The money
:14:02. > :14:06.would be better put on keeping people in jobs. This bold
:14:06. > :14:10.Woolworths building became empty and it was sitting empty for the
:14:10. > :14:15.year and we thought it was what a wonderful space and in the right
:14:15. > :14:21.place. So despite objections, the council is confident this will be a
:14:21. > :14:24.success story. Let's take to the water now.

:14:27. > :14:35.The Clipper Round The World Race. They set off from Southampton's
