:00:55. > :00:57.A fire chief has warned that lives will be put at risk because a

:00:57. > :01:02.sprinkler system isn't being installed in a massive new student

:01:02. > :01:05.accommodation block in Portsmouth. The buildings, to be called The

:01:05. > :01:10.Blade, will be 33 storeys high - that's more than 300 feet - and

:01:10. > :01:13.will house 600 students from the city's university. But because

:01:13. > :01:17.they're students, there is no legal requirement for it to have

:01:17. > :01:19.sprinklers. After losing two colleagues in a high rise blaze in

:01:20. > :01:29.Southampton last year, the fire service believes the developers

:01:29. > :01:33.should think again. Rachael Canter reports.

:01:33. > :01:38.This is the ease and a fire service says it wants sprinklers. Here is a

:01:38. > :01:42.fire without them after five minutes, and here is one with them.

:01:42. > :01:47.In a last two years, we have experienced 80 fires in high-rise

:01:47. > :01:53.buildings. 11 of those had been in student accommodation, and those 80

:01:53. > :01:58.fires have led, sadly, to the death of four people, including two

:01:58. > :02:03.firefighters. How much more serious can make this situation? It's

:02:03. > :02:07.costing �30 million to build this, but the sprinkler system would cost

:02:07. > :02:10.around �400,000. The developers behind the new Blade building in

:02:10. > :02:16.Portsmouth don't plan to put them in, and that does not break any

:02:16. > :02:22.current rules. Private power blocks above 100 ft do require sprinklers,

:02:22. > :02:26.but public accommodation like halls of residence and hotels do not.

:02:26. > :02:31.This is a unique building. One that is probably not been built in this

:02:31. > :02:35.country before, and legislation is perhaps in catch up to the type of

:02:35. > :02:40.building we're talking about. years from now, The Blade building

:02:40. > :02:45.will be built here, towering over the centre of Portsmouth. It off,

:02:45. > :02:50.get 600 students and be 110 metres high. If you're wondering just how

:04:00. > :04:05.Communities and Local Government, says it does not comment on

:04:05. > :04:07.individual cases. Last year, the government reviewed fire safety

:04:07. > :04:11.regulations and found there was insufficient evidence to change

:04:25. > :04:30.think the regulations should be changed? I certainly think the

:04:59. > :05:05.don't think enough businesses appreciate the benefits of

:05:05. > :05:12.sprinklers. They give you design freedoms. You can do away with

:05:12. > :05:17.certain design restrictions. They can save you costs elsewhere. If

:05:17. > :05:22.you think about it early enough, it can be too late when the building

:05:22. > :05:26.is half way off the ground. We need to let builders realised it

:05:26. > :05:29.sprinklers are in their benefit. You mention a strange anomaly we

:05:29. > :05:33.have no weather is one law for a private residence and one law for

:05:33. > :05:39.students, but you would think students would be at a higher risk?

:07:18. > :07:23.work with staff and the unions to find a fair way for the money to be

:07:24. > :07:27.repaid. But those on strike say it shouldn't have happened. People

:07:27. > :07:36.were not aware that those monies were from wages. Some thought they

:07:36. > :07:40.may have been tax rebates. They where and aware it was a wage. They

:07:40. > :07:45.had a debt which they did not know about. When the drawback to work,

:07:45. > :07:48.we have money to pay back on top of the cuts we have already incurred,

:07:48. > :07:50.so we're not happy about it. The leader of Southampton City

:07:50. > :07:53.Council, Councillor Royston Smith wasn't available for interview, but

:08:12. > :08:15.services? That's the question being asked as Worthing and Adur councils

:08:15. > :08:18.consult residents on the annual budget. It follows a similar

:08:18. > :08:27.exercise last year. Our Sussex reporter Sean Killick has the

:08:27. > :08:30.details. Worthing is a pretty town, where

:08:30. > :08:33.the parks and gardens cost almost �2 million a year. The council has

:08:33. > :08:38.now considering selling off some part saying it was one of the

:08:38. > :08:43.suggestions made last year, when it asked the public what should be cut.

:08:43. > :08:46.It also led to the town's theatres being put up for sale, potentially

:08:46. > :08:51.saving �1 million a year. But is the council just using the

:08:51. > :08:55.consultation exercise to bring the public into tough decisions? It is

:08:55. > :08:59.not a matter of moving blame around. I hope people see the council as

:08:59. > :09:03.part of their society and their town, and councillors have some

:09:03. > :09:05.very tough decisions to make. I want people to be part of those

:09:05. > :09:09.decisions and to feel they have actually been asked questions on

:09:09. > :09:14.him. Last year's most popular suggestion was cutting

:09:14. > :09:18.administration costs. As a result, the mayor's budget and Chief

:09:18. > :09:22.Executive's salary would be a -- are reduced, and fewer meetings

:09:22. > :09:25.held. It is now being asked whether the town's museum should be handed

:09:25. > :09:29.over to a trust, and people are being asked whether they want

:09:29. > :09:37.council tax frozen with services cut or rates raised to save

:09:37. > :09:47.services. That made for mixed use among museum visitors. I want the

:09:47. > :09:49.

:09:49. > :09:53.money to be focused on things the benefit children. I think they

:09:53. > :10:00.should focus less on raising rates and moving money to essential

:10:00. > :10:05.things. One of the Olympic venues in the

:10:05. > :10:08.south has been the victim of crime for the first time. 11 new bicycles

:10:09. > :10:12.provided for 2012 coaches and managers to get around the 2km long

:10:12. > :10:15.Dorney Lake were stolen at the start of the week. The bikes are

:10:15. > :10:18.all white with sponsor BMW's logo. Two men have been charged with the

:10:18. > :10:21.theft but some bikes are still missing.

:10:21. > :10:24.There's likely to be a U-turn over changes to parking charges in

:10:24. > :10:28.Salisbury following pressure from the public and businesses. A

:11:26. > :11:30.south more than 11,000 people are waiting for one. But last year only

:11:30. > :11:39.230 new plots were created. Ahead of National Allotment Week,

:11:39. > :11:44.Danielle Glavin has been looking at the shortfall in the south.

:11:44. > :11:49.This is a place where only weeds five, but it was a potential plot

:11:49. > :11:53.of paradise to this allotment group. They had enthusiasm, but despite

:11:53. > :11:57.the name - and allotments. There are no council plot locally and it

:11:57. > :12:02.failed to get planning commission - - permission to convert this land.

:12:25. > :12:31.housing, has a very high price attached. It is more valuable to

:12:31. > :12:36.serve well as building land, so many councils will sell off land it

:12:36. > :12:42.used to the allotment land. You combine that with an increase in

:12:42. > :12:47.interest and you have a serious lack of allotments. World War II

:12:47. > :12:57.was a masterclass in creative cultivation. Every empty space,

:12:57. > :13:01.including bomb craters, where potential plots.

:13:02. > :13:06.Land share is a modern example of this, a project that pairs up land

:13:06. > :13:12.owners and growers. Here in Swindon, the National Trust is volunteer the
