:00:47. > :00:50.The developer which has paid a council hundreds of thousands of

:00:50. > :00:52.pounds so it can build these luxury flats, but get out of providing any

:00:52. > :00:58.social housing. Retro plan for jobs. The new

:00:58. > :01:01.enterprise zone aiming to bring jobs and prosperity to the south.

:01:01. > :01:04.Running, riding and rowing the high seas. The navy's big effort to

:01:04. > :01:07.raise funds for a cancer charity. And it's three out of three. Saints

:01:07. > :01:10.continue their flawless start to the season.

:01:10. > :01:12.A boost to the economy, jobs being created, and tax breaks for firms

:01:12. > :01:15.setting up shop. Those were the setting up shop. Those were the

:01:15. > :01:17.carrots dangled by the Government today as it confirmed a series of

:01:17. > :01:20.new enterprise zones, including one in Hampshire. The Solent Enterprise

:01:20. > :01:22.Zone is based at the Daedalus Airfield at Lee-on-the-Solent near

:01:22. > :01:25.Gosport in Hampshire, and it's hoped will create 650 jobs.

:01:25. > :01:30.Companies within the zones will get tax breaks, access to superfast

:01:30. > :01:40.broadband and benefit from relaxed planning controls. Catharina Moh

:01:40. > :01:45.reports. These young men had no experience

:01:45. > :01:51.of the marine engineering before they started working here. The idea

:01:51. > :01:56.is to attract more companies like this to operate here. We are

:01:56. > :02:02.looking to expand the company, getting younger people and train

:02:02. > :02:07.them up. The plan is to turn the site into a specialist hub for

:02:07. > :02:13.aviation and marine engineering, attracting up to 45 new businesses

:02:13. > :02:20.and creating around 650 jobs by 2015. How are they planning on

:02:20. > :02:25.attracting businesses and people to the area? By simplifying planning

:02:25. > :02:29.laws, provided faster broadband and giving tax breaks for the next four

:02:29. > :02:36.years. This is not the first time that enterprise zones have come up.

:02:36. > :02:40.Margaret Thatcher introduce them in the 1980s. They failed and were

:02:40. > :02:44.costly. The coalition government says that this time, it is

:02:44. > :02:47.different. The business rates that are collected here go straight into

:02:48. > :02:52.the local council and they have an incentive to be invest them on the

:02:52. > :03:02.site and make them a success. It is all about trying to grow our way

:03:02. > :03:04.

:03:04. > :03:10.out of a recession, rather than spend our way out. We need jobs for

:03:10. > :03:15.people that are not qualified, or not highly qualified. We need more

:03:15. > :03:20.housing as well. And I know a lot of people that the jobs in the area.

:03:20. > :03:24.It will be good if there is training. We need specialised

:03:24. > :03:28.training before be can start the work. This is just the start. For

:03:28. > :03:32.it to work, it will need a lot of private investment and local

:03:32. > :03:42.support. But the hope is that it will provide a much-needed boost to

:03:42. > :03:44.

:03:44. > :03:54.the area. Good news for the Enterprise Zone at Daedalus, but

:03:54. > :03:58.

:03:59. > :04:01.there was disappointment for the along the coast. In Bognor Regis

:04:01. > :04:04.the town's bid to become an enterprise zone was unsuccessful.

:04:04. > :04:07.They expected to create over 7,000 jobs by building a manufacturing

:04:07. > :04:10.plant and some business premises on farmland. But the team behind the

:04:10. > :04:13.failed bid say they are now looking for funding elsewhere and some of

:04:13. > :04:15.the projects are going ahead. They will come, but it may take a

:04:15. > :04:18.little bit longer than if we had that enterprise zone status. But

:04:18. > :04:21.with our partners, where there is a well, there is a way. We will find

:04:21. > :04:24.a way through and we will deliver those jobs.

:04:24. > :04:26.A little earlier I spoke to David Arrell, the Pro Vice Chancellor at

:04:27. > :04:29.Portsmouth University. Part of his role is looking at regional

:04:29. > :04:32.economic development. I asked him why, when back in the '80s

:04:32. > :04:38.enterprise zones did not work particul+arly well, he thought they

:04:38. > :04:44.would work this time around. This time round, it is very

:04:44. > :04:47.different. In the 1980s, the government used and unfocused

:04:47. > :04:53.approach and most of the projects were unsuccessful and just fizzled

:04:53. > :04:57.out. Here, particularly in the Solent region, the plan for the

:04:57. > :05:07.enterprise on that was put forward is one that is focused very much on

:05:07. > :05:07.

:05:07. > :05:14.areas of strength, knowledge-based industries, defence, transport,

:05:14. > :05:16.automotive, energy. The Solent region has got significant

:05:16. > :05:25.expertise that is recognised internationally.

:05:25. > :05:29.It is interesting that a piece of work from earlier this year said

:05:29. > :05:34.that enterprise zones are likely to be ineffective but stimulating

:05:34. > :05:39.growth. The suggestion is that they are OK in the short term, but not

:05:39. > :05:45.the long term. If you look at the focus for the industries in the

:05:45. > :05:49.Solent Enterprise zone, they are hi-tech industries. They will build

:05:49. > :05:53.on their expertise in the area are already. They will make the maximum

:05:53. > :06:00.use of graduates coming out of universities in pause mode and

:06:00. > :06:04.Southampton. Not only do you have existing skills -- Portsmouth. But

:06:04. > :06:09.there is room for expansion and a ready made work force that will

:06:09. > :06:13.stay in the region rather than leave and go elsewhere. The biggest

:06:13. > :06:17.problem in that area of Gosport is access and the infrastructure.

:06:17. > :06:22.Until you get that sorted out, it does not matter how much money you

:06:22. > :06:27.throw at the region. That has always been a problem. But if you

:06:27. > :06:34.look at the nature of the industry we are developing their, it is all

:06:34. > :06:38.very computer-based. That takes pressure away from the road

:06:38. > :06:45.infrastructure. One of the sectors that we are targeting is a marine

:06:45. > :06:55.engineering. That means looking at access to the site using the water

:06:55. > :06:57.

:06:57. > :07:00.rather than roads and land. A ship which is fully laden with

:07:00. > :07:02.gravel has grounded in the River Arun at the entrance to

:07:02. > :07:05.Littlehampton Harbour. The coaster Mungo has six people on board.

:07:05. > :07:07.Littlehampton Coastguard Rescue Team has been sent to the scene and

:07:07. > :07:11.Shoreham RNLI lifeboat has been requested to launch and provide

:11:41. > :11:44.units, to social housing. But Pierfront has offered the council

:11:44. > :11:48.�600,000 to get out of that obligation, saying the project is

:11:48. > :11:52.not financially viable if social housing is included. But that money

:11:52. > :11:59.would only pay for about six social housing units, not the 28 the

:11:59. > :12:09.council could have expected. Our political reporter Alex Forsyth is

:14:42. > :14:46.paid for far fewer homes that they would have had to provide. If we

:14:46. > :14:52.are talking about a straight commercial decision, I think it is

:14:52. > :14:56.quite hard to justify from a local authority's point of view.

:14:56. > :15:02.council can review its decision in three years if the site is not

:15:02. > :15:05.completed. The council set that time frame to make sure this

:15:05. > :15:11.development happens. I spoke to Pierfront Developments yesterday

:15:11. > :15:13.and they did not want to comment officially. But there agency said

:15:13. > :15:23.that Pierfront Developments will want to bring the Savoie aside back

:15:23. > :15:34.
