:00:50. > :00:53.A deluge of rainfall caused chaos across parts of the south today. In

:00:53. > :00:57.Bournemouth, the first day of the air show was cancelled. Family

:00:57. > :01:00.funerals had to be postponed. Roads were closed, bus shelters were

:01:00. > :01:03.smashed and even the running of a leading hospital was disrupted when

:01:03. > :01:06.part of its roof fell in. 120 locations flooded in the town and

:01:06. > :01:11.the local authority dealt with over 1,000 calls in just over three

:01:11. > :01:15.hours. Looking at this map, you will see

:01:15. > :01:20.how the rain pattern tracked across the south. Bournemouth was in the

:01:20. > :01:24.eye of the storm at one point. In parts of Dorset, 58mm of rain fell

:01:24. > :01:26.in the space of nine hours - that's just over two inches. We'll be

:01:26. > :01:29.speaking shortly to our Transport Correspondent Paul Clifton in

:01:29. > :01:32.Southampton, but first we can join our reporter Chris Coneybeer, who

:01:32. > :01:37.has been following the story in Bournemouth.

:01:37. > :01:40.Chris, an emergency meeting held this afternoon. Just bring us up to

:01:40. > :01:44.date. Indeed, it is the peak of a holiday

:01:44. > :01:47.season, of course, and not many people have been on the beach today.

:01:47. > :01:52.Aware there is always a bit interesting and dramatic and it has

:01:52. > :01:56.been all of those things today -- our weather. Especially in Dorset.

:01:56. > :02:01.It didn't just rain, the water crashed from the sky, falling with

:02:01. > :02:05.such intensity that floods quickly and dangerous the developed. One

:02:05. > :02:08.flash point was that the centre of Bournemouth, where the flood began

:02:08. > :02:11.in the upper pleasure gardens and polished with terrifying speed

:02:12. > :02:16.across the main square and into the gardens below, on its way to the

:02:16. > :02:20.sea. I was a couple of miles away but it was pretty heavy, I had

:02:20. > :02:24.never seen it like this. Or we saw a lot of shops already closed, so

:02:24. > :02:33.we knew it was fairly dramatic. People were saying they have bore

:02:33. > :02:38.the inches of flooding. The damage was so spans -- substantial. Gas

:02:38. > :02:42.pipes were damaged. It exploded through a drain, cracking the road.

:02:42. > :02:46.Another bus, driving through a flooded roundabout, hit a manhole

:02:46. > :02:50.cover that came up through the floor of the bus. When the actual

:02:50. > :02:56.rain got under the pavement, the pavement lifted, the surface came

:02:56. > :03:03.up and the bus went down. So the bus actually got jammed on the

:03:03. > :03:06.Actual tarmac. This was the moment water started coming into a clothes

:03:06. > :03:12.shop, one of several businesses affected. The rain started this

:03:12. > :03:16.morning, and after half-an-hour, we both went to check the shop, and it

:03:16. > :03:21.came in through the window, literally within 10 or 15 minutes.

:03:21. > :03:26.An inch, two inches of water. Right the way through the store. Much of

:03:26. > :03:29.the stock has been affected but they hope to open again tomorrow.

:03:29. > :03:32.And a local hospital lost all of its power when the rain came

:03:32. > :03:36.through the roof. It is mid-afternoon there and --

:03:36. > :03:42.you can see, the level of the water has dropped almost as dramatically

:03:42. > :03:47.as it rose -- and that you can see. It has been extraordinary, by 0.5

:03:47. > :03:51.centimetres of rain fell here in just a couple of hours -- 5.5.

:03:51. > :03:55.There was some fun to be had as a kayak made its way through the

:03:55. > :03:59.pleasure gardens. Rather him than me, there was a

:03:59. > :04:05.rather distinctive and unpleasant spell, it -- smell coming from that

:04:05. > :04:10.quarter. With me is Mike from the council who has just come out of

:04:10. > :04:13.the emergency meeting. It has been a hectic day. It has. We have dealt

:04:13. > :04:18.with over 1,000 of phone-calls within the first couple of hours

:04:18. > :04:23.the following the abnormal rainfall. We have had the 20 roads that have

:04:23. > :04:26.been closed at one time or another, and other incidents to deal with.

:04:26. > :04:31.But importantly, we know that people's homes have been affected,

:04:31. > :04:36.which is the saddest part. You have highlighted it all day. What has it

:04:36. > :04:39.been like for your people the link up with it? We have been quite

:04:39. > :04:43.stretched at times, but we have been happy to get out and help

:04:43. > :04:49.people, get the traffic moving and help people in their homes where we

:04:49. > :04:53.can. That is our job. Do you have anyone homeless tonight? A not that

:04:53. > :04:59.we are aware rock. This is going to go on tomorrow, big recovery

:04:59. > :05:03.operation? Certainly it. We have a major clean-up for the gardens, to

:05:03. > :05:08.make sure they are fit for public use tomorrow -- certainly. Thank

:05:08. > :05:12.you, we will let you get back to the emergency meeting. Before we go,

:05:12. > :05:17.we do have some more flood warnings that are coming in from the

:05:17. > :05:24.Environment Agency. Rivers in the Christ Church area are getting very

:05:24. > :05:28.bad, especially the River Avon. Back river is rising fast right now

:05:28. > :05:31.and they do expect it to burst its banks before too long -- that the

:05:31. > :05:36.river. The other thing to tell you is that the air show in Bournemouth,

:05:36. > :05:39.which was due to get under way this afternoon had to be cancelled, but

:05:39. > :05:42.the great news is that the displays for this evening are going to go

:05:42. > :05:47.ahead, they are going to be enhanced and they will be starting

:05:47. > :05:50.in about 15 minutes. Chris, thank you very much. Those

:05:50. > :05:56.are the problems in Bournemouth and in Dorset. Now let's go to

:05:56. > :06:00.Southampton and joint Paul Clifton, he is just outside Mayflower Park.

:06:00. > :06:05.-- join. There have been serious problems on the main route in and

:06:05. > :06:09.out of Southampton. Sally, for much of the afternoon,

:06:09. > :06:11.Southampton has been largely at a standstill, and the reasons were

:06:11. > :06:16.different all over the city. Incidents and accidents, blocked

:06:16. > :06:19.drains, roads flooded. Just down from here, at Mount Batten way, the

:06:19. > :06:24.main road heading out of Southampton to the west, it was

:06:24. > :06:30.blocked for several hours, causing chaos for people heading home. The

:06:30. > :06:33.reason was a blocked drain. Here, passengers heading for cruise ship

:06:33. > :06:37.sailings had difficulty getting there on time. Shoppers coming out

:06:37. > :06:41.of the West Quay shopping centre were held up for for so long that

:06:41. > :06:45.they actually had to give them free car-parking, because they weren't

:06:45. > :06:50.getting out at all. There were road closures in Basingstoke, in

:06:50. > :06:53.Winchester, in Romsey and throughout the New Forest.

:06:54. > :06:57.Hampshire police say they have had a steady stream of emergency calls

:06:57. > :07:03.all afternoon and they don't think that part was intentional, because

:07:03. > :07:08.many of these have been very serious -- pun. We have had nearly

:07:08. > :07:13.a fortnight rain today. Thank you very much. Alexis is here

:07:13. > :07:17.now. Obviously, there have been all sorts of problems across the south.

:07:17. > :07:22.Business rate moving and how much have we had?

:07:22. > :07:26.-- is the rain moving? Over nine hours, around 2.2 inches

:07:26. > :07:30.and we are not out of the woods yet. The Met Office still have a weather

:07:30. > :07:34.warning enforced until around about 10:00pm this evening, when further

:07:34. > :07:39.ready -- rain could cause localised flooding.

:07:39. > :07:41.And what about flood warnings? There are flood warnings in a place

:07:41. > :07:48.and you can check with the Environment Agency.

:08:02. > :08:06.It's been revealed that the cost of additional policing during the

:08:06. > :08:08.recent riots came to more than a third of a million pounds for

:08:08. > :08:12.Hampshire Police. Most of the south's forces sent police officers

:08:12. > :08:14.to London during the riots. Some also helped boost numbers in

:08:14. > :08:17.Bristol and the Midlands, and cancelled leave to strengthen

:08:17. > :08:20.coverage in their own areas. And the final cost may rise, because

:08:20. > :08:26.London is likely to need additional support for several more weeks. Our

:08:26. > :08:32.Political Editor Peter Henley is here. Peter?

:08:32. > :08:37.Yes, sadly, all of our forces actually cancelled leave and sent

:08:37. > :08:43.some of their staff home, paying overtime to send officers to London,

:08:43. > :08:47.and in Sussex in particular, they sent 75 officers, but in

:08:48. > :08:51.Hampshire... I am sorry, I have to get my script, because it is not on

:08:51. > :08:55.the screen. In Hampshire, there is a gap, because they spent a lot

:08:55. > :09:00.more dealing with the potential threat of disturbance in the city.

:09:00. > :09:04.Hampshire say they think they will be out of the pocket by at least

:09:05. > :09:08.�300,000. That is only a small proportion of their annual budget

:09:08. > :09:14.of �313 million, but if other forces in the region are in the

:09:14. > :09:17.same boat, those four days of madness could top �2 million.

:09:17. > :09:21.extremely grateful to my staff, I put them on 12 hour shifts,

:09:21. > :09:25.cancelled their days off but I think they understand why. It cost

:09:25. > :09:28.money to do it but I think it was a good investment and I praise my

:09:28. > :09:32.staff for the attitude they showed in getting out there, countering

:09:32. > :09:37.the rumours and being present on the streets to make sure we had a

:09:37. > :09:40.safe and peaceful Hampshire and Isle of Wight. The other costs

:09:40. > :09:45.incurred in the quiet, things like compensation for damage that has

:09:45. > :09:49.been paid, he -- in the riot, a round-the-clock court sittings and

:09:49. > :09:53.legal aid, they will all be paid from central government contingency

:09:53. > :09:56.fund. But looking ahead, local councils expect to squeeze to meet

:09:56. > :10:01.the Government promises that are being made to prevent riots in

:10:01. > :10:08.future. Schemes like community pay back an early intervention, with

:10:08. > :10:12.problem families, could increase costs for a probation and social

:10:13. > :10:16.services. So many different ages this in local government are

:10:16. > :10:25.counting the costs of these riots - - agencies. They are arguing the

:10:25. > :10:29.case for more money in future. Divers have been assessing the

:10:29. > :10:39.whole of the cargo ship Mungo which became wedged at the harbour wall

:10:39. > :10:42.yesterday. She was pulled free in the early hours of this morning.

:10:42. > :10:45.Police on the Isle of Wight have revealed that a couple who plunged

:10:45. > :10:47.to their death off a cliff near Bembridge are from the island.

:10:47. > :10:49.Detectives are now trying to establish what happened last night

:10:49. > :10:53.and are appealing for witnesses. Steve Humphrey explains.

:10:53. > :10:58.The car went over the cliff edge here at Culver at around 8pm last

:10:58. > :11:01.night. The emergency services immediately launched an emergency

:11:01. > :11:07.rescue operation. The bodies of the two people who died were found

:11:07. > :11:11.amongst the wreckage at the bottom of the clip. The car fell 340 ft

:11:11. > :11:14.and today, the beach was sealed off as the police continued their

:11:14. > :11:19.investigation. The wreckage of the blue Renault car was not visible

:11:19. > :11:23.from this vantage point. Meanwhile, at the top of the cliff, police

:11:23. > :11:27.have been searching for clues. The car had to go over a ditch and

:11:27. > :11:31.through a fence to reach the clifftop, a distance of around 200

:11:31. > :11:36.yards from the nearest road. Coastguards say that car was

:11:36. > :11:39.travelling at some speed when it went over the edge. It is still

:11:39. > :11:43.subject to a police investigation, they are still at call that a

:11:43. > :11:49.moment having a look at the tyre tracks and other evidence to see

:11:49. > :11:53.why the vehicle ended up going over the cliff. Within minutes of being

:11:53. > :11:58.alerted last night, the emergency services have lodged a major rescue

:11:58. > :12:01.operation. We were sat outside the caravan and we saw what we thought

:12:01. > :12:05.was a plane at first. What was your reaction when you heard what had

:12:05. > :12:10.happened? We only heard this morning and it is shocking. You

:12:10. > :12:14.just think, oh my goodness. Police are trying to build up a picture of

:12:14. > :12:18.what happened before the car went over the cliff last night. We had a

:12:18. > :12:21.team of officers investigating the incident and obviously, they are

:12:21. > :12:26.requested that any witnesses or people in the area come forward and

:12:26. > :12:29.make contact with us as soon as possible. Post-mortem examinations

:12:29. > :12:32.on the two victims were being carried out today and the results

:12:32. > :12:37.have not been released yet. The police say that the man and the

:12:37. > :12:40.woman who died were a middle-aged couple who'd bet -- lived on the

:12:40. > :12:47.Isle of Wight. They have not been name-check but police say their

:12:47. > :12:51.families have been informed of the tragedy. -- Name up yet.

:12:51. > :12:55.It's been a big day for thousands of youngsters in the south as they

:12:55. > :12:58.find out their A-level results. More students are trying to get to

:12:58. > :13:00.university than ever before. With the clock ticking on tuition fees,

:13:00. > :13:07.universities have been inundated with calls from students desperate

:13:07. > :13:11.to get a place before the fees hike up to �9,000 next year. Catharina

:13:11. > :13:15.Moh has been to meet some of the students.

:13:16. > :13:20.This morning, A-level results were released and the real race to get a

:13:20. > :13:26.place at university began. Some did better than expected. A amazing

:13:26. > :13:36.that, completely amazing. I am so excited. Others, not quite.

:13:36. > :13:43.How did it go? Not very good. I get a Deep in business, a You in a

:13:43. > :13:50.biology and a You in chemistry. Better get on to the university and

:13:50. > :13:55.see if they will accept you. A young man with a sea and a deep, we

:13:55. > :14:01.got on the University of the Winchester. Bash at grade C and a

:14:01. > :14:05.great deal. And the UCAS website crashed today and this young man

:14:05. > :14:09.could not find out whether he had got a place that his chosen

:14:09. > :14:13.university. He is now desperately looking for a second choice.

:14:13. > :14:16.don't think I am going to university this year. He now joins

:14:16. > :14:23.thousands of university fighting for a place through the clearing

:14:23. > :14:30.process. Here, a staff have been inundated with calls since 8am. As

:14:30. > :14:34.you can see from the screen, they have had a nearly 2,500 calls. The

:14:34. > :14:38.average wait time is around two minutes and 49 seconds, so it is

:14:38. > :14:42.not too long. The students called into this main central helpline.

:14:42. > :14:46.They get a divided into the other room, where staff of from

:14:49. > :14:53.successful or not. Students are very anxious about A-level results

:15:16. > :15:22.a place or who have opted not to study for any longer? Sarah-Jane

:15:29. > :15:36.identical degrees. A poor Ben and Jerry, university remains the

:15:36. > :15:39.perfect choice. -- 4. It is the experience that gives you a solid

:15:39. > :15:44.basis for life skills. University is a place where you can broaden

:15:44. > :15:49.that interest and get to know some great people and really fuel your

:15:49. > :15:53.enthusiasm for I subject. But with the prospect of a hike in fees next

:15:53. > :15:56.year, many students are thinking different peoples are I decided to

:15:56. > :16:00.go down the apprenticeship route, because I thought it was better for

:16:00. > :16:05.me. I have friends and family who have been to university and they

:16:05. > :16:08.are in major debt. This caused shows students the very latest in

:16:08. > :16:14.apprenticeships, job vacancies and opportunities to volunteer, if they

:16:14. > :16:19.can take the time out to do that. In Eastleigh, they are capitalising

:16:19. > :16:23.on A-level students who may want to take a different track. Before the

:16:23. > :16:27.first time, a rail freight operator is offering apprenticeships for 18

:16:27. > :16:32.year-olds. We are in an industry that is constantly on the move and

:16:32. > :16:35.is on the up. It is a three-year apprenticeship scheme. Training

:16:35. > :16:40.progresses college-based and in the workplace and it is looking to

:16:40. > :16:43.provide genuine skills. People should consider on-the-job training.

:16:43. > :16:49.It is not just the people who don't think they are suitable for

:16:49. > :16:53.University, it is suitable for anybody. When I started my degree,

:16:53. > :16:58.that was the gateway to every job, whereas now, I think I would have

:16:58. > :17:02.thought twice, due to the expense of it all. Although the starting

:17:02. > :17:07.salary for a new apprentices here may not be as much as a graduate's,

:17:07. > :17:10.for many, the attraction will be the opportunity to earn, rather

:17:10. > :17:15.than spend three she is getting into debt.

:17:15. > :17:19.With me in the studio is Dr John Martin, director of Enterprise at

:17:19. > :17:23.Southampton University. There is quite a big difference in at three

:17:23. > :17:27.years, those graduates who are coming out of university now and

:17:27. > :17:32.those A-level students who are may be going into university. At a huge

:17:32. > :17:36.difference, and we don't know what it will be like in three years -- a

:17:36. > :17:41.huge difference. It could be anything. The jobless figures have

:17:41. > :17:46.gone up. 2.5 million. Where are the jobs that the moment? There are

:17:46. > :17:50.still jobs, surprisingly in areas like finance and bind -- banking

:17:50. > :17:53.and accountancy and there are quite a lot of jobs being created in

:17:53. > :17:57.retail. Unfortunately, the Government would love to rebalance

:17:57. > :18:02.the economy but there are not many jobs in manufacturing. So that is

:18:02. > :18:06.not an area to go into? It is just more difficult, there are not many

:18:06. > :18:10.jobs around. We are obviously losing jobs and the public sector

:18:10. > :18:16.and we were told that the private sector would pick up those jobs. Is

:18:16. > :18:19.that the case? No. Unfortunately, it is not. That was absolutely the

:18:19. > :18:24.hope, the public sector shake-up was necessary and the private

:18:24. > :18:27.sector would take it on but it is not happening. We were just

:18:27. > :18:31.watching that pace from Sarah-Jane Bungay and she was talking to the

:18:31. > :18:37.screen about vocational things, apprenticeships and you were saying

:18:37. > :18:40.that, more of back. Absolutely. It is good to see that there is an

:18:40. > :18:44.increase in apprenticeships and we need more of that. Some of these

:18:44. > :18:49.people will end up with huge debts when they are starting their

:18:49. > :18:56.working life. They won the day job. You don't want to come out of

:18:56. > :19:00.university with a debt of �50,000 and no job. It must -- we must not

:19:00. > :19:04.make it bleak. This is a good day for A-level students if they have

:19:04. > :19:07.got these grades. Then queue for joining us.

:19:07. > :19:11.-- thank you. A decision has been made on the

:19:11. > :19:16.first statue of Charles Dickens in the UK which will be erected in

:19:16. > :19:20.Bournemouth last year for -- next year. A statue by the Oxford Scott

:19:41. > :19:45.it over to them. The Save Saltdean Lido group claim that the present

:19:45. > :19:48.owner has let it fall into a state of disrepair. They want Brighton &

:19:48. > :19:51.Hove City council to start legal proceedings to reclaim the lease so

:19:51. > :19:56.it can be run as a community project. We would like to reinstate

:19:56. > :20:01.the main rotunda and terraces that have not been used for many years,

:20:01. > :20:04.and reinstate a cafe, tables and chairs, so people can use it all

:20:04. > :20:14.year round. We would see it flourish and become the hub of the

:20:14. > :20:22.
