:01:08. > :01:10.A Royal Navy sailor has been jailed for life at Winchester Crown Court

:01:10. > :01:13.after pleading guilty to killing an officer on board the nuclear

:01:13. > :01:18.submarine HMS Astute while she was on an official visit to Southampton

:01:19. > :01:21.in April. 23-year-old Ryan Donovan will serve a minimum of 25 years in

:01:21. > :01:27.jail after admitting the murder of Lieutenant Commander Ian Molyneux

:01:27. > :01:30.and the attempted murder of three other officers. Steve Humphrey was

:01:30. > :01:39.in court for today's sentencing, and joins us now from Winchester

:01:39. > :01:45.Crown Court. In court we heard Ryan Donovan had

:01:45. > :01:48.gone on board the nuclear submarine with the intention of shooting

:01:48. > :01:52.colleagues who were going to discipline him for failing to carry

:01:52. > :01:58.out a cleaning past. He shot dead one officer and injured another.

:01:58. > :02:03.The widow of the officer killed was in court today. This afternoon she

:02:03. > :02:09.walked from court after seeing her husband's killer sentence --

:02:09. > :02:13.sentenced. Lieutenant Commander Ian Molineux died from a single shot to

:02:13. > :02:19.the head. He was fired by Ryan Dungiven he severely injured

:02:19. > :02:24.another officer and took shots at two other sailors -- Ryan Donovan.

:02:24. > :02:30.Nothing can ever replace him, my husband and soulmate and the father

:02:30. > :02:34.of our four beautiful children. There is no pleasure no relief for

:02:34. > :02:39.me today. Only the ongoing heartbreaking sadness for the loss

:02:39. > :02:45.of Ian. HMS astute was in Southampton on a goodwill visit

:02:45. > :02:48.when the shooting happened. The court heard Donovan was upset and

:02:48. > :02:55.angry at facing disciplinary action and returned to the submarine for

:02:55. > :02:59.guard duty after today's drinking heavily on shore leave. -- two days

:02:59. > :03:07.drinking. Colleagues performed a sniff and I pulled test to check

:03:07. > :03:13.for alcohol. He fired a total of seven shots, killing one and

:03:13. > :03:17.injuring another before being wrestled to the ground.

:03:17. > :03:21.submarine service has a proud history of undertaking its

:03:21. > :03:26.operations in the most challenging of circumstances and to a high

:03:26. > :03:29.level of professionalism that exists within the service has had

:03:29. > :03:35.this come to terms with this extraordinary sad event and

:03:35. > :03:40.continue with our operations. The barrister said he accepted

:03:40. > :03:45.responsibility for what he has done. A psychiatric report shows he was

:03:45. > :03:49.not suffering mental illness. Mr Parker said Donovan was angry about

:03:49. > :03:54.the disciplinary matter he was facing and had wanted to leave the

:03:54. > :03:59.submarine service. In his summing up the judge said

:03:59. > :04:06.O'Donovan had been guilty of an offence which had involved

:04:06. > :04:11.premeditated planning and an outrageous breach of trust. He was

:04:11. > :04:15.sentenced to life imprisonment and was said he must serve 25 years

:04:15. > :04:18.before he is considered for parole. Well as we've heard, the shooting

:04:18. > :04:21.started during an official visit to HMS Astute by Southampton City

:04:21. > :04:25.Council and just minutes after a party of children from a New Milton

:04:25. > :04:34.school had left the vessel. Roisin Gauson has been talking to some of

:04:34. > :04:38.those caught up in the day's tragic events. A VIP trip that turned to

:04:38. > :04:46.tragedy. Local dignitaries were minutes into their tour of HMS

:04:46. > :04:50.astute when a gunman opened fire in the cramped control room.

:04:50. > :04:54.He was holding a parallel to the ground and aimed it towards me. I

:04:54. > :04:58.was the next person in his line and he moved to a few inches and

:04:58. > :05:03.instead of shooting me he shot Chris, who fell backwards, which

:05:03. > :05:07.was just dreadful. At that point I realised the best form of defence

:05:07. > :05:11.was attacked and we needed to get the rival from him so I charged at

:05:11. > :05:16.him, wrestled with him, pulled the rug pulled from him and got into

:05:16. > :05:22.the floor and Alastair came to my assistance and held him down until

:05:22. > :05:26.the Navy could come and arrest him properly.

:05:26. > :05:36.Whilst she not studying his face you are looking at it continuously.

:06:46. > :06:50.repair dry rot at her home in Southampton. In all Margaret Moran,

:06:50. > :06:55.who was the Labour MP for Luton South, faces 21 charges of fiddling

:06:55. > :06:57.her expenses by around �80,000. It's alleged she "flipped" her

:06:57. > :07:05.designated second home, making claims for her property in

:07:05. > :07:08.Southampton, as well as others in Luton and London.

:07:08. > :07:10.We're here for the long haul, that's the message from Portsmouth

:07:10. > :07:13.Football Club's latest owners, the Russian businessmen Vladimir

:07:13. > :07:17.Antonov and Roman Dubov in an exclusive interview with BBC South.

:07:17. > :07:20.Pompey dropped out of the Premier League in 2010 at the height of a

:07:20. > :07:26.financial crisis which saw the club in the hands of four different

:07:26. > :07:29.owners in less than a year. But Antonov and Dubov insist they have

:09:41. > :09:44.toy, or something like that. their plans are stadium

:09:44. > :09:47.redevelopment and expansion. The Academy is also a top priority

:09:47. > :09:51.bringing youngsters through from a youth ranks rather than spending

:09:51. > :09:55.exorbitant amounts in the transfer market seems to be their approach.

:09:55. > :10:01.Sport is the centrepiece of the business and Portsmouth seemed a

:10:01. > :10:05.welcome addition. What will the fans make of this?

:10:05. > :10:09.Will they be convinced? I think they will be reassured.

:10:09. > :10:12.They are saying we are sportsmen in the world of business and here for

:10:12. > :10:16.the long term. Portsmouth have had no stability of the last three

:10:16. > :10:20.years. A couple of big issues, the stadium, and not sure they know

:10:20. > :10:23.exactly what they want to do with it, they are landlocked at the

:10:23. > :10:28.moment. New stadium or refurbishment? Investing in youth

:10:28. > :10:32.is great but not a great to the start of the football season so

:10:32. > :10:40.they want some short-term ambition, marrying the two together is the

:10:40. > :10:45.challenge. The Liberal Democrat conference is

:10:45. > :10:48.under way in Birmingham. Cuts in Social Care in West Sussex

:10:48. > :10:52.have been ranked among the most damaging in the country. The Think

:10:52. > :10:55.tank DEMOS says the county is now among the worst ten in England for

:10:55. > :10:57.care support for the disabled and elderly. Our Political editor Peter

:10:57. > :11:04.Henley is at the Liberal Democrat conference in Birmingham, where

:11:04. > :11:07.they've been discussing this issue. The Liberal Democrats went into

:11:07. > :11:10.coalition with the Conservatives saying they would provide a safety

:11:10. > :11:16.net to protecting the Most Honourable in society. But the

:11:17. > :11:21.challenge of how to pay for elderly care is setting a real challenge --

:11:21. > :11:27.most vulnerable in society. He is the story of one elderly person who

:11:27. > :11:31.found her care withdrawn. In what was called a reassessment

:11:31. > :11:34.of needs of 93-year-old Elizabeth Parker from Horsham was told she

:11:34. > :11:40.would have to spend her regularly paying for twice-daily care visits.

:12:20. > :12:24.is, the vulnerable and elderly are not being protected at all. Cuts in

:12:24. > :12:27.Sussex were opposed by local Liberal Democrats and the ruling

:12:27. > :12:34.Conservatives on the county council have now slowed the reassessment

:12:34. > :12:39.process. They say to insure it is done properly and professionally.

:12:40. > :12:45.With me now is so a Patrick is beat for the Liberal Democrats on social

:12:45. > :12:50.care. A national party trying to get cuts but on a local level

:12:50. > :12:55.Liberal Democrats oppose cuts in adult social care. National League

:12:55. > :12:59.we are working very hard with ministers on half and social care

:12:59. > :13:07.to Mitchell many of our policies are put through. Locally when we

:13:07. > :13:09.see the vulnerable and we are having effect we speak up for them.

:13:09. > :13:14.Liberal Democrats argue with Liberal Democrats. Does that

:13:14. > :13:19.matter? We are not arguing, we are putting in place many of our

:13:19. > :13:22.parties that we have said all along we will put into fruition. We are

:13:22. > :13:25.not opposing Liberal-Democrats. We are opposing the Conservatives when

:13:25. > :13:31.we have to eat, locally, when they are making their skirts and we did

:13:31. > :13:38.agree with them, we are standing up for those people -- making those

:13:38. > :13:42.cuts. An interesting debate here at the conference with Liberal-

:13:42. > :13:48.Democrats saying they're of a brake on the Conservatives put other

:13:48. > :13:58.Liberal Democrats say we should be in the driving seat steering the

:13:58. > :14:05.

:14:05. > :14:10.car. Even as the keys are handed over those in the queue for

:14:10. > :14:15.improved housing face a long wait. From 2013 the government is putting

:14:15. > :14:21.on hold any further upgrades in housing in an attempt to plug the

:14:21. > :14:28.black hole in the defence budget. The army had wheeled out some of

:14:28. > :14:32.its big guns to help celebrate this housing milestone. Inside these
