:00:04. > :00:08.So Hello, I'm Sally Taylor. Welcome to South Today. In tonight's

:00:08. > :00:16.programme: Struggling to support the Ghurkas.

:00:16. > :00:19.Will financial help ease the pressure? It will not be enough.

:00:19. > :00:23.And long-running planning battle to develop an historic building

:00:23. > :00:27.finally gets approval for hundreds of homes.

:00:27. > :00:35.Fit teenager coping with ME. Her family claim they are losing a

:00:35. > :00:39.vital service. It is just so isolating. To not be able to do

:00:39. > :00:44.anything with your friends at the weekend or anything.

:00:44. > :00:54.And goals galore, as the FA Cup serves up a dream tie for AFC

:00:54. > :01:01.

:01:01. > :01:05.Totton. It was just like, is that The government has announced it is

:01:05. > :01:08.to give 1.5 million to help councils cope with the big increase

:01:08. > :01:14.in the number of Ghurkas who have settled here since winning the

:01:14. > :01:18.right to do so two years ago. In particular, it aims to ease

:01:18. > :01:22.exceptional pressures on Rushmoor Council in Hampshire, were around

:01:22. > :01:27.10 % of the population is now Nepalese. Already, questions are

:01:27. > :01:32.being raised about whether the money will be enough.

:01:32. > :01:35.Joe Campbell is in Rushmoor. Ever since the door was opened a

:01:36. > :01:41.couple of years ago, councils have been bubbling under the strain of

:01:41. > :01:45.the extra service. Take a look of this -- at this, leaflets on fire

:01:45. > :01:50.safety, getting access to a doctor, which have had to be translated at

:01:50. > :01:54.extra cost. After several months of complaining, the government has

:01:54. > :02:00.been listening and has announced 1.5 million extra for authorities

:02:00. > :02:04.dealing with the influx. Rushmoor, her between six and 12,000 people

:02:04. > :02:11.out of a population of 90,000 are from the Paul, expect the lion's

:02:11. > :02:21.share. The rest of that money will be spent -- being spent in a port

:02:21. > :02:22.

:02:22. > :02:25.trying to stop more people from Their Ghurkas were at a heart of

:02:25. > :02:31.events over the weekend, honouring those who have served in the

:02:31. > :02:34.military. The Nepalese veterans have been stirring up a song and

:02:34. > :02:41.dance here as thousands have settled in and around the town.

:02:41. > :02:47.They proudly boasted is the home of the British Army, raising an extra

:02:47. > :02:50.burden on the council and the NHS. We are very pleased the Government

:02:50. > :02:54.had recognised the pressures we face. The money will be very useful.

:02:54. > :02:58.We understand that is a national settlement, but we would expect the

:02:58. > :03:01.large proportion to come to Rushmoor, recognising that

:03:01. > :03:05.particular challenge we face. right of all the veterans to settle

:03:05. > :03:10.in Britain was backed by both parties in the coalition when they

:03:10. > :03:13.were in opposition. Now in government, they are using money

:03:13. > :03:18.from the Home Office, communities and defence ministries to establish

:03:18. > :03:21.the fund. But while the arrangement shows how difficult it is to raise

:03:21. > :03:25.cash in times of austerity, questions remain about whether it

:03:25. > :03:34.will be even a. It is a relief to hear that at least the government

:03:34. > :03:39.is waking up to the cry of help from Rushmoor. But having said that,

:03:39. > :03:44.1.5 million, for a size of this population, will not be enough. It

:03:44. > :03:48.might fill stockings for this Christmas, but that is it. Four

:03:48. > :03:53.groups say the labelling of the cash could be counter-productive.

:03:53. > :03:57.Making this area even more appealing as a place to settle.

:03:57. > :04:01.We saw in your piece that quite a number of the Ghurkas were quite

:04:01. > :04:05.elderly. Surely that in itself is cause for concern?

:04:05. > :04:09.For yes, the situation was that when the changes came in a couple

:04:09. > :04:14.of years ago, they opened the door to former Ghurkas who had served

:04:14. > :04:19.between the late 1940s and 1997. Inevitably a lot of them are a bit

:04:19. > :04:24.older. And with quite a few of them, in the next few years they will be

:04:24. > :04:29.needing to move into care homes. Ghurka charities are warning that

:04:29. > :04:33.should be a concern. Earth a 46-year-old man has

:04:33. > :04:38.appeared before magistrates in Reading charged with murder. Sandra

:04:38. > :04:41.Maralha's body was found on Friday last week. Luis Marrafa from

:04:41. > :04:46.Coronation Square has been remanded in custody and will appear before

:04:46. > :04:52.Reading Crown Court later this week. The Sussex Police have apologised

:04:52. > :04:55.to the family of a mother who died in police custody last year. Sharon

:04:55. > :04:59.McLaughlan was 32 and had been arrested for shoplifting. She was

:04:59. > :05:04.found unconscious in her cell in Worthing. The inquest started today

:05:04. > :05:06.and will run for two weeks. The he was a self-styled

:05:06. > :05:13.international money trader who promised his investors a fantastic

:05:13. > :05:17.rate of return. They believed him, handing over 750,000. Today, Golam

:05:17. > :05:23.Rashed Choudhray from Portsmouth went on trial accused of defrauding

:05:23. > :05:26.members of the city's Bangladeshi community. The prosecution and --

:05:26. > :05:29.claims much of the money ended up in his own pocket.

:05:29. > :05:33.Golam Rashed Choudhray was described in court as a prominent

:05:33. > :05:38.member of the Bangladeshi community in Portsmouth. But he was said to

:05:38. > :05:43.have abused the Trust and respect he received. He defrauded people

:05:43. > :05:47.out of a total of 750,000. The prosecutor told the court that he

:05:47. > :05:51.would offer people different ways of investing their money, these

:05:51. > :05:55.included buying cheap air tickets and the chance to invest in a car

:05:55. > :05:59.parts business or at Bangladeshi tea garden - businesses that did

:05:59. > :06:04.not exist. He also claimed he could invest or transfer money to

:06:04. > :06:09.Bangladesh at preferential rates, rates the prosecution described as

:06:09. > :06:14.too good to be true. One alleged victim gave him 20,000 due in rest

:06:14. > :06:18.and was promised dividends of 800 per week. After the first payment,

:06:18. > :06:22.she received nothing. Golam Rashed Choudhray told her he had been

:06:22. > :06:26.kidnapped and lost the money to the Mafia. When he was arrested, he

:06:26. > :06:32.told police he had never promised to invest money for everyone -- any

:06:32. > :06:39.one. He denies 10 counts of fraud, and the first witnesses will appear

:06:39. > :06:44.at his trial tomorrow. A few months ago, a controversial

:06:44. > :06:48.plans to build homes at a site in the South Downs National Park were

:06:48. > :06:51.thrown out. Today, the scheme was given conditional approval.

:06:51. > :06:55.Developers want to convert their historic King Edward VII Hospital

:06:55. > :06:58.near Midhurst into accommodation, and build new properties in the

:06:58. > :07:04.grounds. Objectors say it is the wrong place for such a large

:07:04. > :07:08.development, and the scheme is not viable.

:07:08. > :07:12.There has been a chorus of disapproval about so many new homes

:07:12. > :07:15.at a King Edward VII Hospital near Midhurst. Sat at a meeting of the

:07:15. > :07:20.South Downs National Park austerities planning committee,

:07:20. > :07:24.property developers were given conditional approval. The idea is

:07:24. > :07:28.for 410 homes on the site. Some would be in the old hospital, but

:07:28. > :07:33.there would be new properties built in the grounds. It's the extra

:07:33. > :07:37.development would pay to save these decaying historic buildings. They

:07:37. > :07:41.are of national importance. But opponents think the plans are not

:07:41. > :07:45.viable. Four we are concerned about hundreds of houses being parachuted

:07:45. > :07:51.into an area of woodland miles from the nearest town, and further from

:07:51. > :07:55.a railway station. It is so isolated. It was billed as an

:07:55. > :07:59.isolation unit. This is just creating a gated community in the

:07:59. > :08:03.middle of nowhere. But the planning committee approved the project, on

:08:03. > :08:06.condition that developers agreed to more controls to protect the

:08:06. > :08:10.landscape and wildlife. We could have been under a lot of pressure

:08:10. > :08:14.to go with the local people. But you cannot get away from the fact

:08:14. > :08:18.that that building has to have something done to it. It is a

:08:18. > :08:22.listed building. They were refused planning permissions earlier this

:08:22. > :08:27.year, but have since agreed to work on the Grade two Style listed

:08:28. > :08:32.sanatoriums and the chapel before any new buildings go up. There have

:08:32. > :08:36.been concerns around viability. Us we had been in business for 40

:08:36. > :08:39.years with specialists in this type of development. That should give

:08:39. > :08:43.people the confidence to know that we can deliver, and everyone should

:08:44. > :08:49.be proud of the end result. Its so developers say they want to start

:08:50. > :08:52.work as soon as possible. It is a controversial scheme, as the most

:08:52. > :08:57.difficult planning case the new South Downs National Park of

:08:57. > :09:01.authority has had to consider in his short existence.

:09:01. > :09:07.And mother from Hampshire whose daughter has ME says vital home

:09:07. > :09:11.support is being withdrawn because of NHS cutbacks. Eleanor Read has

:09:11. > :09:15.chronic fatigue, and until two months ago was helped by a

:09:15. > :09:20.specialist nurse from Frimley Park Hospital. That has now stopped. Tha

:09:20. > :09:25.hospital says the service is no longer sustainable.

:09:25. > :09:34.Eleanor Read can spend 12 hours a day too tired to do anything. Today

:09:34. > :09:37.is a good day - she is making charity cards. It is kind of like

:09:37. > :09:43.having a really rocky day, your legs are very heavy and you just

:09:43. > :09:49.cannot really do anything. It is like having that every day. She has

:09:49. > :09:54.ME. Her leg shaking is a sign of extreme physical fatigue. This is

:09:54. > :10:02.higher in 2007, an active little nine-year-old. Now she struggles to

:10:02. > :10:07.leave a house. It is just so isolating. Two not be able to do

:10:07. > :10:10.anything with your friends at the weekend or anything. Four she has

:10:10. > :10:16.been in part-time school for five years, she has not really been in

:10:16. > :10:21.schools since Christmas 2010. She gets bored, lonely, frustrated, I

:10:21. > :10:26.am happy. She has been helped by a specialist nurse in the four years

:10:26. > :10:31.since these pictures were taken. Without a specialist services, we

:10:31. > :10:36.know the prognosis is poor. To allow these children to lose their

:10:36. > :10:39.childhood, their teenage years, and going to have a life with a long

:10:39. > :10:44.term, debilitating condition is a travesty. It must not be allowed to

:10:44. > :10:48.happen. The hospital says the role was part of a limited national

:10:48. > :10:54.pilot scheme. There are only nine similar posts across the country,

:10:54. > :10:57.and the service was no longer sustainable. One in 1000 secondary

:10:57. > :11:01.school children are affected by ME. The hospital says it is committed

:11:01. > :11:06.to providing an excellent service. But the family are worried that she

:11:06. > :11:10.will get worse, Nat -- rather than better.

:11:10. > :11:14.Imagine being tricked out of the home you have lived in for decades

:11:14. > :11:19.and forced to move out. That is what has happened in a pensioner

:11:19. > :11:25.from West Sussex. Tonight's Inside Out examines whether her solicitor

:11:25. > :11:32.failed to protect our interests. Four this woman had lived in her

:11:32. > :11:36.family home for almost 40 years. She was tricked into taking out a

:11:36. > :11:43.1 million loans By Sheila Mason, who used Treharris as security.

:11:43. > :11:47.whole life has been ruined. That is what has happened. I have not the

:11:48. > :11:53.courage to commit suicide. They travelled to Wales, where she met

:11:53. > :11:57.her lawyer, Geoffrey Townsend, and the broker for that alone. Not only

:11:57. > :12:02.was he and business partner of the broker, he also represented Sheila,

:12:02. > :12:05.who eventually walked off with her money. Two very clear conflict of

:12:05. > :12:13.interest. There was a risk that if the loan

:12:13. > :12:16.was called in, only one party would have the ability to meet that

:12:16. > :12:20.obligations. In those circumstances, it is foolhardy to accept

:12:20. > :12:24.instructions from both parties. I think it would have been evident to

:12:24. > :12:28.even a solicitor who was only just qualified that he had difficulties

:12:29. > :12:32.in this situation. When we showed him and evidence, he was so

:12:32. > :12:38.concerned he reported Mr Townshend to the regulator.

:12:38. > :12:45.Did you ever think this day would come? Well, I had hoped it would

:12:45. > :12:49.not. Why I have been hit in this way I do not know. Thefts her fight

:12:49. > :12:59.for justice goes on, but she has got to leave her home for the last

:12:59. > :13:09.time. It has all ended. All due to something I never really understood.

:13:09. > :13:10.

:13:10. > :13:19.More on that story on Inside Out Coming up, it is Children In Need

:13:19. > :13:24.week. The fund-raising starts here. Fire has destroyed be thatched

:13:24. > :13:28.cottage near Petersfield. Fire- fighters from Hampshire were sent

:13:28. > :13:35.to tackle the blaze. It happened in South Lane in Buriton just after 7

:13:35. > :13:39.o'clock last night. Wind helped the flames engulf the roof. They are

:13:39. > :13:45.trying to extinguish the fire and nobody has been injured. A night

:13:45. > :13:48.shelter in Brighton open for more than 25 years is closing. The

:13:48. > :13:52.Riverside group that operates St Patrick's says the accommodation is

:13:52. > :13:58.basic and needs development. The housing scheme at the former judge

:13:58. > :14:02.will remain open but the night shelter closes in January. A

:14:02. > :14:08.Berkshire father is encouraging parents to wise up to the risk of

:14:08. > :14:11.supplying alcohol to their children. The son of John Higgins died after

:14:11. > :14:16.falling from a cliff in Newquay. He was celebrating the end of his

:14:16. > :14:22.exams and had been drinking. One MP is calling for parents to be

:14:22. > :14:27.prosecuted for giving their children alcohol. For the pupils at

:14:27. > :14:33.this school, this is just another teacher. This was the day they

:14:33. > :14:40.found out he was the father of John Higgins, who died after falling off

:14:40. > :14:44.the cliffs in Newquay. To see how such a story would affect somebody

:14:45. > :14:52.personally, hits it home. A my mum says at the end of exams I can go

:14:52. > :14:57.on holiday and now I am a bit nervous. Trying to make sure they

:14:57. > :15:02.learn about the potential dangers, they talked about the dangers on

:15:03. > :15:06.the coast. They launched a video and education pack distributed

:15:07. > :15:13.throughout Berkshire and Cornwall. But the message must go further

:15:13. > :15:17.afield. The minister James Birkenshaw talk about the safety

:15:17. > :15:22.pack and said we do not need to legislate against binge drinking,

:15:22. > :15:25.we must educate and this is the project we must support.

:15:25. > :15:30.authorities have learned the lessons of the summer but some

:15:30. > :15:34.parents have not and one MP has called for the law to be used

:15:34. > :15:39.against parents sending children to the south-west stock up with

:15:39. > :15:43.alcohol. I am not a lawyer and politician and I did not know where

:15:44. > :15:50.the line is drawn but it is about educating the parent so that they

:15:50. > :16:00.take their responsibility properly. This was a hard-hitting lesson but

:16:00. > :16:01.

:16:01. > :16:06.one parents cannot ignore. On to sport and what a weekend for AFC

:16:06. > :16:12.Totton. They did it on Friday. They set the records tumbling on

:16:12. > :16:18.Saturday. Eight goals. I was watching the fans and they could

:16:18. > :16:23.not believe it. Fantastic. first non-League team to score

:16:23. > :16:29.eight since the 1930s. Walthamstow did it. A hat trick in 15 minutes

:16:29. > :16:36.and it was the parties to hat-trick by a substitute in the FA Cup. --

:16:36. > :16:46.fastest. Everybody is watching. We can take a look at the reaction to

:16:46. > :16:50.

:16:50. > :16:58.the draw. AFC Totton! The Mighty stags from Hampshire, Bristol

:16:58. > :17:04.Rovers. I think they enjoyed that. It was a tremendous draw for them.

:17:04. > :17:12.Great scenes yesterday at the stadium. A plum draw in round two.

:17:12. > :17:16.They could get 100,000 from ticket sales and further inducements.

:17:17. > :17:22.is a small club making big ways. The magic of the Cup is rubbing off

:17:22. > :17:26.on the minnows and a lucrative prize awaits after the staggering

:17:26. > :17:32.win at Bradford Park Avenue. They only move to their new ground this

:17:32. > :17:36.year. We might got -- and not get many days like this. It was not

:17:36. > :17:38.helped when they lost a couple of players to red cards. But the team

:17:38. > :17:45.players to red cards. But the team produced a clinical finishing to

:17:45. > :17:51.earn their place in round two. By the time the substitute scored the

:17:51. > :17:56.first goal of his 15 minute hat- trick, they led 4-1. Park Avenue

:17:56. > :18:01.crumbled after they took their crumbled after they took their

:18:01. > :18:08.chances to rub salt into the wind. It was the headline result of the

:18:08. > :18:14.round. It was joy yesterday as they prepare to face Bristol Rovers.

:18:15. > :18:20.last couple of games, we have come out really well. It is a fantastic

:18:20. > :18:24.draw and it will really grab the imagination of everybody. It was

:18:24. > :18:28.such a highlight yesterday. I was thinking about the draw and could

:18:28. > :18:34.not get to sleep and I made a cup of tea and could not get back to

:18:34. > :18:38.sleep. It was like a late shift. They are consulting with the

:18:38. > :18:42.authorities before confirming that the stadium can accommodate the

:18:42. > :18:49.second round match. On this evidence, they would not want to

:18:49. > :18:54.give up home advantage! I will show you the full draw later it. Five

:18:54. > :18:58.other clubs are hoping to make it into the next round. The round-up

:18:58. > :19:02.into the next round. The round-up starts at Griffin Park. One a

:19:02. > :19:09.moment of quality and did Basingstoke. It was a free kick to

:19:09. > :19:16.send them out. Salisbury were in charge for much of the match here.

:19:16. > :19:22.They took an early lead. Then, Salisbury went back in front. The

:19:22. > :19:30.substitute curled in the third. Crawley's lost a Cup tie was in

:19:30. > :19:34.Manchester, beaten at Old Trafford. But a victory two-0 at Bury.

:19:35. > :19:40.Bournemouth's lead against Gillingham. A great goal head. But

:19:40. > :19:45.this effort was even better. A couple of goals in two minutes gave

:19:45. > :19:52.them a 3-1 advantage. A third scored here. But they fought back

:19:52. > :20:02.in the data 20 minutes. This equaliser came in the final seconds.

:20:02. > :20:03.

:20:03. > :20:09.The club's blushes were spared with It Bournemouth beat Gillingham next

:20:09. > :20:15.Tuesday, they get to Leyton Orient. Salisbury against Port Vale or

:20:15. > :20:20.Grimsby. Sheffield Wednesday based Maidenhead or Aldershot. London

:20:20. > :20:26.Irish were beaten in the opening Heineken Cup pool match. They

:20:26. > :20:31.surrendered a nine-point advantage in front of the home crowd. A try

:20:31. > :20:38.by Ross Samson and two conversions by the visitors 11 minutes from

:20:38. > :20:48.time and Edinburgh edged it at all stop this Blair was saying --. This

:20:48. > :20:48.

:20:48. > :20:52.player was sin-binned. Basingstoke 13-2 but Gilford bounced back and

:20:52. > :20:57.were victorious. It was a win double at the weekend and Bracknell

:20:57. > :21:02.were beaten at Sheffield on Saturday. I have got a great

:21:02. > :21:10.Olympic story. Nick Rogers, the Olympic medallist has mortgaged

:21:10. > :21:20.himself up to be held to get to London, 2012 Aug. More about that

:21:20. > :21:24.tomorrow it will stop -- 2012. are going to be at the National

:21:24. > :21:31.Museum and boy, had he been busy this week raising money for

:21:31. > :21:37.Children In Need. We have been busy and we are going to find out some

:21:37. > :21:44.of the fund-raising methods. 15 miles pounding the streets and the

:21:44. > :21:49.countryside of the New Forest. 200 Scouts and explorers from across

:21:49. > :21:57.Hampshire took part in a sponsored expedition for Children In Need. I

:21:57. > :22:05.turned up for the final three miles and even this one took part. He has

:22:05. > :22:13.really enjoyed it. Exhausting. people were wary but pushed on

:22:13. > :22:21.through and it was certainly worth it. I would like to make a donation
