:01:02. > :01:06.Scores of firefighters are tonight tackling a major fire at one of the
:01:06. > :01:08.South's main hospitals. Ten appliances and three vehicles with
:01:08. > :01:11.aerial ladder platforms were sent to the Royal Hampshire County
:01:11. > :01:18.Hospital in Winchester after a blaze broke out in the building
:01:18. > :01:26.housing the MRI scanner. Roads around the hospital are closed. We
:01:26. > :01:29.can join Steve Humphrey. Bring us up to date. This is a major
:01:29. > :01:34.emergency at the Royal Hampshire County Hospital in Winchester.
:01:34. > :01:41.There is a huge amount of emergency services activity. If I move around,
:01:41. > :01:45.you can get some idea of the number of people involved. We are told 100
:01:45. > :01:51.firefighters are on scene and a lot of people from the ambulance and
:01:51. > :01:56.police. This started in the MRI building, which is just behind me,
:01:56. > :02:02.at around about 4pm. Firefighters saved the managed to contain the
:02:02. > :02:07.fire quickly, but there was an evacuation of people. We were told
:02:07. > :02:12.that some patients were in the middle of operations at the time I.
:02:13. > :02:18.55 people were evacuated from do It areas affected. That included the
:02:18. > :02:25.intensive care unit. They have been moved to a safe area in another
:02:25. > :02:28.part of the hospital. And patients in the middle of operations have
:02:28. > :02:36.already been moved. The Accident and Emergency department is closed
:02:36. > :02:39.at the moment. So no admissions at the moment. Just joining me is
:02:39. > :02:47.someone from the fire and rescue Service. I think you came here
:02:47. > :02:53.around about four o'clock this afternoon? Yes. The MRI section was
:02:53. > :02:58.well alight and was threatening to impinge on the main hospital.
:02:58. > :03:05.was the main priority? Fortunately, the hospital had evacuated, so we
:03:06. > :03:12.could prioritise getting some water on that fire to extinguish it.
:03:12. > :03:17.big emergency. You have people from across Hampshire? Yes, nearly 100
:03:17. > :03:22.firefighters. We have surrounded the fire and had a four sided
:03:22. > :03:29.attack. A lot of the work is still being done, but we still have a lot
:03:29. > :03:35.of work to do. And no casualties? No. We have a lot of ambulances and
:03:35. > :03:41.the aerial response team standing back. I am pleased to say, we have
:03:41. > :03:44.no casualties, which is fantastic. Thank you. We were told by the
:03:44. > :03:49.hospital Accident and Emergency is likely to be closed until at least
:03:49. > :03:54.a moral and people are being advised to stay away from the area.
:03:54. > :03:58.Romsey Road is closed. If you look up here, it is clogged with
:03:58. > :04:05.emergency services vehicles. We have more later and more on the

:04:17. > :04:20.programme. The controversial plans to spend
:04:20. > :04:22.more than �30 million of council tax payers' money on building a
:04:23. > :04:26.hotel at Hampshire's Rosebowl cricket ground have taken a new
:04:26. > :04:29.tonight. Within the last couple of hours, Eastleigh Borough Council
:04:29. > :04:33.has announced it won't just be building a hotel. It's going to buy
:04:33. > :04:38.the whole of the Rosebowl ground, stadium and all. Chris Coneybeer is
:04:38. > :04:40.here. This is a dramatic development. The
:04:41. > :04:43.council had already committed itself to spending �32 million on a
:04:44. > :04:47.new hotel. Now it will spend an additional �6.5 million on the
:04:47. > :04:51.whole of the Rosebowl site. The Rosebowl will then pay rent to the
:04:52. > :04:54.council. A short time ago, the leader of the council told me why
:04:54. > :04:58.they see it as a great deal for the borough.
:04:58. > :05:03.But its very much alongside other investments we have made over the
:05:03. > :05:09.last few years. -- it fits. We have acquired sites, shopping centres,
:05:09. > :05:13.hotels, with strong rental income we have been able to use to protect
:05:13. > :05:17.services from public sector cuts, produce more income and keep
:05:17. > :05:20.council tax down. It keeps within that way of doing things.
:05:21. > :05:25.Why does the Rosebowl want this development? And why does Eastleigh
:05:25. > :05:29.council want to be involved? idea is to make the Rosebowl more
:05:29. > :05:33.attractive and therefore a more profitable cricket ground. They
:05:33. > :05:37.want to build a big new hotel on the site with 175 beds. That is
:05:37. > :05:40.along with a conference centre and 18-hole championship golf course.
:05:40. > :05:48.The council says it wants to be involved, because the project would
:05:48. > :05:51.benefit its local tax payers. They say it would create 500 jobs,
:05:51. > :05:55.secure others and generally have a positive economic impact on the
:05:56. > :05:59.area. And why does the Rosebowl need all this?
:05:59. > :06:02.The ground itself does need a significant boost financially. The
:06:02. > :06:05.latest figures show the Rosebowl made a loss of getting on for
:06:05. > :06:09.�900,000 last year. That is nearly double the loss of the previous
:06:09. > :06:12.year. So it needs to attract international and Test match
:06:12. > :06:18.cricket and top events. And that is where they feel these developments
:06:18. > :06:23.could help. We have followed this and it has been controversial
:06:23. > :06:27.throughout. Very much so. The plans at one stage were challenged by
:06:27. > :06:29.hoteliers, who tried to get the decision overturned by the courts.
:06:30. > :06:32.But they ultimately withdrew that challenge after reaching an
:06:32. > :06:35.agreement with the council that their concerns have been listened
:06:35. > :06:41.to. What were described as appropriate measures were taken to
:06:41. > :06:48.address those concerns and ensure the viability of the project. But
:06:48. > :06:55.there does remain opposition. Earlier I spoke to the leader of
:06:55. > :07:01.the minority Conservative group. The idea is all right, the ideas of
:07:01. > :07:08.right. But this is outside of the function of local Government to
:07:08. > :07:11.fund, build and operate a hotel. -- the idea is all right.
:07:11. > :07:15.So what happens now? This new revised plan wll go to the full
:07:15. > :07:18.council next Thursday. If they approve it, work on the hotel will
:07:18. > :07:24.start early next year and should be finished in 18 months. The we shall
:07:24. > :07:28.watch with interest, thank you. A 27-year-old man, who has been
:07:28. > :07:30.charged with the murder of a baby girl, has been remanded in custody.
:07:30. > :07:34.Jerome Edwards, who is from Midhurst, will appear at the Hove
:07:34. > :07:37.Trial Centre on 20th January, when he will enter a plea. Crystal Hall
:07:37. > :07:42.Hummell, who was from Worthing, died at St Thomas's Hospital in
:07:42. > :07:46.London in May earlier this year. It has been open for less than five
:07:46. > :07:49.months. But last night, the Hindhead Tunnel had to be closed
:07:49. > :07:53.completely after a power cut caused by bad weather. Thousands of
:07:53. > :07:56.motorists were caught in the gridlock. The tunnel takes traffic
:07:56. > :07:59.under the Devil's Punchbowl on the A3 London to Portsmouth road. The
:07:59. > :08:05.Highways Agency says the three-hour closure was necessary because a
:08:05. > :08:11.back-up generator also failed. A full investigation is underway.
:08:11. > :08:15.Then mile long Hindhead Tunnel cost �371 million to build, with the
:08:15. > :08:20.purpose to relieve a notorious bottleneck between London and
:08:20. > :08:23.Portsmouth. Traffic has slowed since the end of July. But there
:08:23. > :08:28.was a power failure last night and the back-up power generator did not
:08:28. > :08:32.kick in, meaning there was no air ventilation at no lights were
:08:32. > :08:36.switched on. The Highways Agency say closing the tunnel was a
:08:36. > :08:39.precautionary measure, also saying diversions were put in place as
:08:39. > :08:45.quickly as possible. But there was also a recognition that lessons may
:08:45. > :08:53.be needed to be learnt. But last night's the ham is not a surprise
:08:53. > :09:03.to residents who campaigned about closing the old stretch of the A3.

:09:04. > :09:09.We would have preferred that parts of it was kept open. Thousands of
:09:09. > :09:12.vehicles go through the tunnel each day. It was terrible, but I do not

:09:24. > :09:28.traffic trying to go up through the Old A3. Because the sat navs
:09:28. > :09:33.situation has not changed. There was a queue of lorries going
:09:33. > :09:38.straight through as a normal. local residents I spoke to said
:09:38. > :09:47.they hoped the tunnel will stand the worse whether that may be yet
:09:47. > :09:50.to come. Talks over controversial plans to
:09:50. > :09:53.build 2000 new homes on land at Barton Farm near Winchester will
:09:53. > :09:56.continue into the new year. Councillors met last night to agree
:09:56. > :09:59.proposals, despite earlier plans by a private developer being thrown
:09:59. > :10:01.out by the Secretary of State. Winchester City Council says, while
:10:01. > :10:05.the specific application by Carla Homes was rejected, Barton Farm is
:10:05. > :10:11.still a preferred site. It is part of plans for 11,000 new homes in
:10:11. > :10:14.parts of Hampshire over the next 20 years.
