:00:49. > :00:52.there were several sheep and they were all green!

:00:52. > :00:55.Hello and welcome to a special edition of South Today. Later in

:00:55. > :00:58.tonight's programme, we'll hear how last night's storms hit the South,

:00:58. > :01:05.including the story of the man who escaped this tree crashing into his

:01:05. > :01:07.bedroom. But first tonight, we begin a series of reports looking

:01:07. > :01:12.at the economy and turn our attention to today's inflation

:01:12. > :01:15.figures. It was announced this morning that the current rate of

:01:15. > :01:17.inflation is 4.8% - that's using the Consumer Price Index which is

:01:17. > :01:21.the Government's preferred measure of inflation and excludes mortgage

:01:21. > :01:26.interest payments. That's down from the previous month, but still well

:01:26. > :01:30.above the Bank of England target of 2%. While inflation is still at

:01:30. > :01:36.some of its highest levels we've seen this century, many of you will

:01:36. > :01:39.remember 1975, when inflation peaked at more than 24%. But what

:01:39. > :01:44.do today's figures mean for our household budgets? Allen Sinclair

:01:44. > :01:48.has been studying the data. Allen. The headline figure of 4.8% tells

:01:48. > :01:51.us how much goods are increasing in price. But what about the money in

:01:51. > :01:55.our pockets? Is it keeping pace? It's difficult to get regional

:01:55. > :01:57.inflation figures because so many of our prices are set nationally.

:01:57. > :02:03.So we've been studying local wages using the Government's 2011 Annual

:02:03. > :02:12.Survey of Earnings, for the year up to April. During that year, median

:02:12. > :02:15.weekly pay for full time workers While that's three times faster

:02:15. > :02:18.than the UK figure, inflation during the same period was running

:02:18. > :02:24.at 4.5%, so pay awards are failing by some way to keep pace with price

:02:24. > :02:28.rises. There's wide variation within the region. Dorset has some

:02:28. > :02:31.of the lowest levels of pay, but wages there rose by 3%. In West

:02:31. > :02:37.Sussex, part time workers saw their pay rise by an inflation busting

:02:37. > :02:41.5.7%. But the figures suggest wage packets in Reading and Portsmouth

:02:41. > :02:44.have fallen. And the trend across the board is that public sector

:02:44. > :02:49.workers were getting higher increases than those in the private

:02:49. > :02:52.sector. We begin our reports tonight in the

:02:52. > :02:55.world of business. The cost of raw materials is rising, and firms say

:02:55. > :02:58.there's nothing they can do to escape that. Chrissy Sturt has been

:02:58. > :03:03.to a foundry in Poole which turns out the largest number of disc

:03:03. > :03:13.brakes in the whole of Europe. The price of the metal they buy is up

:03:13. > :03:14.

:03:14. > :03:19.by 50% and eventually that will be This is molten metal at 1,500

:03:19. > :03:24.degrees. It is how life begins for the brake discs that end up in our

:03:24. > :03:29.cars. The heat is always on and the price of the raw materials that

:03:29. > :03:35.feed this boundary have leapt and that fans the flames of inflation.

:03:35. > :03:43.-- Foundry. They have had to pass a 50% rising cost to their customers

:03:43. > :03:49.and that means the price of new cars and spare us goes up and up.

:03:49. > :03:53.Raw-material are higher priced than ever before. It is difficult to

:03:53. > :03:58.know what our government can do about that problem. 200 people work

:03:58. > :04:02.here, all facing rising costs in their own homes. They asked for a

:04:02. > :04:08.wage rise and got it this year but were costs in the foundry will keep

:04:08. > :04:11.rising there is no guarantee their pay packets will keep up.

:04:11. > :04:13.Many households are tightening their belts as they feel the

:04:13. > :04:17.squeeze between income and outgoings. Danielle Glavin has been

:04:17. > :04:25.to meet a single mum in West Sussex, who finds making ends meet more and

:04:25. > :04:29.more difficult. Fiona's luxury used to be sugar in

:04:29. > :04:34.her tea. She doesn't have that any more. She is 19 and a full-time

:04:34. > :04:40.student but she has no parents to help her. I sit here with the

:04:40. > :04:45.lights off to try and save on bills and stuff like that. It does get

:04:45. > :04:50.really hard. I go to bed early so I do not have to keep the TV arm. I

:04:50. > :04:59.need to catch up on my college work but I can't afford to put into a

:04:59. > :05:03.net on, -- internet on, so the fact there everything is going up, I

:05:03. > :05:08.have to make sure that he has everything he needs. I wanted to

:05:08. > :05:12.cope -- pay for private school for him but that hope is gone. Why do

:05:12. > :05:16.people work hard for their children? I want to give him more

:05:16. > :05:22.than just food. This world is hard and it is even harder when you work

:05:22. > :05:28.and work and get nothing in return, nothing. I am barely able to pay

:05:29. > :05:32.the bills. Even after three years of studying I cannot do that.

:05:32. > :05:38.landlord has reduced the red. Friends held out as well. The money

:05:38. > :05:40.soon goes. Fiona says debts quickly build up.

:05:40. > :05:43.Low interest rates mean low mortgage payments for homeowners.

:05:43. > :05:46.But they also mean poor returns for savers. And those returns are

:05:46. > :05:48.struggling to keep pace with inflation. Laura Trant has been to

:05:48. > :05:58.meet Anne Pettman, a retired Hampshire County Council worker,

:05:58. > :05:59.

:05:59. > :06:03.who's now secretary for her local bowls club in Christchurch.

:06:03. > :06:07.This woman is a prudent saver and like her finances to be on target

:06:07. > :06:11.but retirement is not what she expected. I have always been one of

:06:11. > :06:15.these people who like to think ahead and that I would ultimately

:06:15. > :06:20.retired and have a comfortable lifestyle without too much worry.

:06:20. > :06:26.Of course, that is not how it has turned out. Her investments have

:06:26. > :06:31.not paid off in the way that she hoped. I had an amount invested

:06:31. > :06:36.eight years ago and it was about �7,500. When I checked recently,

:06:36. > :06:41.because I thought I would cashiered in, it was a stock market-based

:06:41. > :06:49.investment, it was worth another 2000. That is all it has increased

:06:49. > :06:52.over eight years. That is a return of 3% a year, around 2% less than

:06:52. > :06:56.inflation and a report this week says there is no standard savings

:06:56. > :07:01.account which keeps up with inflation. It means her lifestyle

:07:01. > :07:06.has taken a knock. We have saved on our holidays. We certainly do not

:07:06. > :07:10.furnish a house as often as we might have done. While her pensions

:07:10. > :07:15.are increasing at the rate of inflation, being prudent is not

:07:15. > :07:19.paying off. The actual value of your savings is going down but you

:07:19. > :07:22.can't have not saved because the do not know what might come up.

:07:22. > :07:27.Saver Anne Pettman ending that report by Laura Trant. You've been

:07:27. > :07:30.talking to people on the street - what sort of reaction did you get?

:07:31. > :07:36.The big thing is that the mismatch between what people get in their

:07:36. > :07:42.pay packet and the cost of living. We are paying a lot more. Food

:07:42. > :07:46.prices have gone up, gas and electricity, petrol. Lots of things

:07:46. > :07:50.are going up but few of us have had a wage rise that reflects that and

:07:50. > :07:54.can counteract that. On top of that, the economy is still in the

:07:54. > :07:58.doldrums, public sector workers are having a pay freeze. Things are

:07:58. > :08:05.beginning to look bleak for the month to come. This is the sort of

:08:05. > :08:13.thing that people were telling me earlier... I had a pay rise in

:08:13. > :08:17.September but everything has gone up so much. Everything is going up.

:08:17. > :08:22.It is very expensive compared to last year. Loads of people lost

:08:22. > :08:26.their jobs. Why have been trying to find a job and I am stuck for God

:08:26. > :08:30.knows how long. I have not had a big enough pay rise to cover the

:08:30. > :08:37.cost of living. We do not have any extra money in our pockets like we

:08:37. > :08:43.used to. The everything goes on the family costs and saving has become

:08:43. > :08:47.a secondary issue. What about the political reaction, particularly to

:08:47. > :08:51.the slightly better inflation figures? Or of the politicians will

:08:51. > :08:56.welcome any reduction in the rate of inflation but the amount is so

:08:56. > :09:00.tiny that I think most of us will barely notice it at all. That has

:09:00. > :09:03.not stop the opposition from making a great play of the fact that they

:09:03. > :09:06.think the government should be doing a lot more. It quite simply

:09:06. > :09:10.means that people are tightening their belts and thinking very

:09:10. > :09:15.carefully about what they spend their money on, where they go and

:09:15. > :09:19.shop, and of course, that means that businesses are depressed as a

:09:19. > :09:23.result, money is not flowing through to retail businesses,

:09:23. > :09:29.people are not making buying decisions, and worth that might be

:09:29. > :09:38.masked by the Christmas period, it certainly is a difficult outlook

:09:38. > :09:43.for the area. Let's talk to the Conservative MP for Gosport. She is

:09:43. > :09:49.in Westminster for us. Thank you for joining us. Inflation figures

:09:49. > :09:52.might be going in the right direction but people watching

:09:52. > :09:56.tonight are feeling really difficult times still ahead? It is

:09:56. > :10:01.a very hard time for hard-working families and pensioners across the

:10:01. > :10:06.region. I think this is the second consecutive month were inflation

:10:06. > :10:12.has gone down and albeit a small amount it is a step in the right

:10:12. > :10:17.direction. It is comforting to see that actually it has only kept --

:10:17. > :10:22.been kept as high as it is by alcohol and cigarette prices.

:10:22. > :10:26.Things like food and clothes that families really need, it is going

:10:26. > :10:33.up more slowly. The Bank of England target of 2% seems an awfully long

:10:33. > :10:38.way off. The fact that wages are certainly not keeping up? Obviously

:10:38. > :10:40.monetary policy is set by the Bank of England, who are independent.

:10:40. > :10:47.Independent economic experts do think that now it is dropping, it

:10:47. > :10:51.will continue on that trend. Let's hope it is a respite. I think you

:10:51. > :10:55.heard the despair from some people this morning, particularly the

:10:55. > :11:00.young mother struggling. Financial commentators are saying it will get

:11:00. > :11:05.worse before it gets better. 2012 could be worse than this year for

:11:05. > :11:09.people. It is a very tough economic climate and we want to do

:11:09. > :11:12.everything we can to support people through this. There are things

:11:12. > :11:19.coming out of the government of the time for the young mother that you

:11:19. > :11:24.mention, with an extra of �380 million into free childcare places,

:11:24. > :11:29.a quarter of a millionth free childcare places and we are lifting

:11:29. > :11:35.people out of tax. And there will be the biggest ever single increase

:11:35. > :11:43.in pensions next year. Tomorrow night, we'll be looking at

:11:43. > :11:47.jobs on the day the latest unemployment figures are released.

:11:47. > :11:52.BBC so it has learned that plans to sell the Rose Bowl cricket ground

:11:52. > :11:55.to Eastleigh Borough Council could face a legal challenge. The council

:11:55. > :11:59.announced last week it was considering investing in the ground

:11:59. > :12:01.but now the chief executive of a hotel ground who took High Court

:12:02. > :12:07.action to block a development said they are talking to lawyers about

:12:07. > :12:11.further action. From pop concerts to international

:12:11. > :12:15.cricket, the Rose Bowl has seen a sell-out crowds. The business

:12:15. > :12:20.dealings behind it have been under strain. Despite substantial

:12:20. > :12:22.investment, the venue has been making a loss and last week,

:12:22. > :12:27.Eastleigh Borough Council announced they were considering putting

:12:27. > :12:32.taxpayers' money into the venue. That was a controversial move but

:12:32. > :12:37.now this man, whose company operates the Holiday Inn hotel next

:12:37. > :12:40.to the site, says he will fight any deal that creates new facilities at

:12:40. > :12:45.the cricket ground. There are significant risks and get the

:12:45. > :12:52.council wants to spend 38 million at the first shot. It could go up

:12:52. > :12:57.to 50 million. It is going to take its borrowings up to 130 million.

:12:57. > :13:02.Does this make sense and is it prudent? It is the repeat of an

:13:02. > :13:11.unsuccessful action that he took up the holiday end -- at the High

:13:11. > :13:17.Court for years ago. People say you do not want the competition?

:13:17. > :13:21.business has been there for eight years now and is established. The

:13:21. > :13:25.situation we have is, we have no issues at all when the planning

:13:25. > :13:29.application was put in. At that time, the council had no

:13:29. > :13:36.involvement in terms of any proposal to finance the project.

:13:36. > :13:40.The situation changed for us when the council started in its own

:13:40. > :13:44.judgment to want to become a hotelier. We thought this was

:13:44. > :13:47.improper and unfair. In a statement the Rose Ball said they are not in

:13:47. > :13:51.debt to the England and Wales Cricket Board and they point out

:13:51. > :13:55.that their business is not just cricket. It also involves event

:13:55. > :13:59.management and conference facilities. There was no comment

:13:59. > :14:03.this morning -- this evening from Eastleigh Borough Council, he will

:14:03. > :14:11.consider the deal on Thursday. Still to come in this evening's

:14:11. > :14:13.South Today... The fake flock of sheep causing motoring problems.

:14:13. > :14:17.The government's announced that 20 towns and cities - including

:14:17. > :14:20.several in the South - are to get their own TV stations within two

:14:20. > :14:23.years. Brighton and Hove, Oxford and Southampton are all in the list

:14:23. > :14:33.of 'pioneer areas' which will be the first to roll out the service

:14:33. > :14:33.

:14:33. > :14:36.which will include news, current affairs and entertainment.

:14:36. > :14:40.Fallen trees and flooded roads - last night saw heavy rain and winds

:14:40. > :14:43.of up to 80 mph across the South. This power line in Handcross came

:14:43. > :14:46.down after a tree fell on it. Five cottages lost power. As high winds

:14:46. > :14:50.battered Dorset, this was the scene at Sandbanks. And this year's �1.5

:14:54. > :14:57.council have repaired the breaches with sandbags. But one of the most

:14:57. > :15:00.extraordinary stories of the night happened in Winchester, where one

:15:19. > :15:24.It was a very stormy night right across the south and in Winchester

:15:24. > :15:28.it will come some was lying in his bed here when a large -- Dick

:15:28. > :15:32.Wilkinson was lying in bed when a beech tree crashed through the roof.

:15:32. > :15:36.He had to be rescued by firefighters and needed specialist

:15:36. > :15:41.treatment to one of his ears. Moments after arriving home from

:15:41. > :15:44.hospital, Dick Wilkins and posed for photographs outside his house

:15:44. > :15:49.and gave a graphic description of the moment a tree came crashing

:15:49. > :15:54.through his bedroom roof. I was between sleeping and waking,

:15:54. > :16:00.listening to the storm and there was an enormous crash. It was like

:16:00. > :16:07.the Eiffel Tower falling on Crystal Palace, as it were, I felt quite a

:16:07. > :16:12.hard blow to the side of my head and then the noise stopped. A 60 ft

:16:12. > :16:18.beech tree was brought down by strong winds this morning. It's

:16:19. > :16:24.daughter was sleeping in another part of the house. Pure horror I

:16:24. > :16:30.suppose. I instantly thought, a bomb, but then, no, a tree. It was

:16:30. > :16:36.very frightening. It was probably much more frightening for my father.

:16:36. > :16:41.With his bedroom wall topped -- blocked by debris he had to be

:16:41. > :16:45.rescued by firefighters. He was taken to the Royal Hampshire County

:16:45. > :16:50.Hospital in Winchester and then went to the plastic surgery unit in

:16:50. > :16:56.Salisbury so his ear could be treated. A I think I am all right

:16:56. > :17:01.really, very lucky. Yes, very lucky. It could have been very much works

:17:33. > :17:37.facing disruption tonight because of a fire at Brighton railway

:17:37. > :17:39.station. No one was hurt but the station was closed for a time. It

:17:39. > :17:41.follows disruption earlier today at Waterloo when signalling problems

:17:41. > :17:44.caused huge delays for morning commuters. The fault between

:17:44. > :17:46.Clapham and Waterloo is the second signalling trouble to affect local

:17:46. > :17:56.services this week. Yesterday a cable theft at Twickenham caused

:17:56. > :18:00.hours of disruption for passengers. A businessman who has seen �500,000

:18:00. > :18:05.worth of profit go up in smoke as put up a cash reward to help catch

:18:05. > :18:09.the arsonist he believes are responsible. He believes he is

:18:09. > :18:14.being deliberately targeted and is refusing to back down.

:18:14. > :18:20.This is the moment that arsonists poured petrol through his house and

:18:20. > :18:28.set it alight. The damage cost more than �100,000. It was the start of

:18:28. > :18:32.a vendetta against him, he believes. Obviously my family are extremely

:18:38. > :18:44.over me. Since the initial attack, five of his business vehicles have

:18:44. > :18:49.all been destroyed by fire. Each one cost �40,000 to replace. It is

:18:49. > :18:55.a total of �200,000 in the last 18 months. The latest ban fire could

:18:55. > :19:00.have wiped out an entire family. An employee we was it -- an employee

:19:00. > :19:06.was in bed when he heard an explosion. The flames quickly

:19:06. > :19:09.engulfed the front of the house. The family had a close escape.

:19:21. > :19:24.everywhere. They were petrified. Jock has had enough and he is

:19:52. > :19:57.killed. Hampshire Police are aware of a number of arson attacks in the

:19:57. > :20:03.area and say investigations are ongoing. They want any witnesses to

:20:03. > :20:06.contact them directly or through the crime stoppers line.

:20:06. > :20:09.They completed a tour of Afghanistan earlier this year, but

:20:09. > :20:12.today 400 Officers and Guardsmen of the 1st Battalion Irish Guards were

:20:12. > :20:14.on a different type of duty. They marched from their base in

:20:14. > :20:24.Aldershot for their annual christmas carol service. Sarah

:20:24. > :20:29.

:20:34. > :20:37.Singing carols may be part of most people's traditional Christmas but

:20:38. > :20:42.for the soldiers the service was particularly significant. This time

:20:56. > :21:01.colleagues did not come home. These soldiers were all killed in action.

:21:01. > :21:05.It is hard to think those guys will not be coming back. For the lads

:21:05. > :21:11.that have lost friends and some had lost a brother as well, it is a

:21:11. > :21:15.poignant moment when you are in their singing carols.

:21:15. > :21:20.Lieutenant received a mention in dispatches for his courage. He is

:21:20. > :21:24.now looking forward to a traditional roast and 80 trip to

:21:24. > :21:30.the pub. It is very nice to be back here with your family and friends

:21:30. > :21:34.and I just want to go for a pint on the weekend. After their busy year,

:21:34. > :21:38.today's service was an opportunity to get together. It is nice to get

:21:38. > :21:42.a whole battalion together whatever time of year it is. It does not

:21:42. > :21:46.happen that often. To have the carol service that we missed last

:21:46. > :21:49.year so it is nice to get back with the family. The soldiers will soon

:21:49. > :21:59.be on Christmas leave and this year they will be enjoying the

:21:59. > :22:01.festivities away from the dirt and dust of Afghanistan.
