:00:55. > :01:00.tonight as temperatures plunge. This week it's fallen as low as
:01:00. > :01:04.minus 6.1. That figure was recorded in South Farborough. And at Hurn in
:01:05. > :01:07.Dorset it got as low as minus 5.7 C. And it will get worse, the Met
:01:08. > :01:12.Office has issued its first level three cold weather alert of the
:01:12. > :01:18.winter. That's the second most serious warning it can put out.
:01:18. > :01:22.Allen Sinclair is at a gritting depot in Berkshire tonight. Sally,
:01:22. > :01:26.nobody wants to get caught out the way we all were a couple of years
:01:26. > :01:28.ago so all our councils are stocking up on rock salt. This
:01:28. > :01:37.mountain is destined for the roads around Wokingham and gritting
:01:37. > :01:43.lorries across the south are on standby. We do not yet know whether
:01:43. > :01:46.they are going out from here because the roads are quite dry.
:01:46. > :01:49.Our airports have all got their snow plans in place. In Wiltshire
:01:49. > :01:51.they're running a gritter Twitter. With up-to-the minute advice for
:01:51. > :01:55.drivers to their mobile phones. Hampshire's increased its salt
:01:55. > :01:57.stock to 18,000 tonnes. And Surrey is trying something new this year
:01:57. > :02:01.as well as extra gritting lorries, they're experimenting with using
:02:01. > :02:06.gritting quad bike. Looks pretty cool and it should be able to
:02:06. > :02:10.tackle smaller and steeper roads than the heavy trucks. They're
:02:10. > :02:12.hoping to be able to keep more of the country moving if the worst
:02:12. > :02:20.happens. And here in Wokingham they're confident they've done all
:02:20. > :02:25.they can to prepare. Restarted planning at the end of the summer
:02:25. > :02:31.for this winter's maintenance programme. We have got our
:02:31. > :02:38.maintenance lorries all ready. G Ps systems up and running. We have an
:02:38. > :02:42.extra 100 tons of salt coming at the end of this week. It is not
:02:42. > :02:49.just the roads that are freezing, there is a real worry about ponds
:02:49. > :02:53.and small lakes freezing over. A warning has gone out to children
:02:53. > :03:00.and pet owners not to go out on frozen water. A few are walking
:03:00. > :03:04.your pet near iced over what to do not let your dog off the lead. If
:03:04. > :03:09.it is off the lead and it goes on to the pond and follows in the
:03:09. > :03:16.water, do not try to help. If a dog can fall through the ice the dog
:03:17. > :03:21.walker is likely to fall through the eyes as well. If the worst
:03:21. > :03:26.happens we should not be venturing out on the roads but some people
:03:26. > :03:31.have to. We have someone from the be with us, what are the sorts of

:04:28. > :04:30.street in Crawley it's cold all winter. Residents of housing
:04:30. > :04:33.association homes in Castlerigg Close haven't had a properly
:04:33. > :04:42.working heating system for two years. Some tenants say they've
:04:42. > :04:47.faced heating bills of over �200 per month. Sean Killick reports.

:04:52. > :04:57.fleecy blanket we have had to put on. You can feel for yourself, the
:04:57. > :05:03.bedding is called. The heating is supposed to be energy efficient but
:05:03. > :05:08.she says it is totally inefficient. You can have the heating on for 18
:05:08. > :05:13.hours but still nothing, it is icy cold in the rooms. You do not want
:05:13. > :05:20.to get changed for bed because you are shivering. I have got pains at
:05:21. > :05:27.from osteoporosis and it is not helping. The system takes the air
:05:27. > :05:37.from the outside, he set and pump it into the house, it is like a
:05:37. > :05:37.
:05:37. > :05:41.fridge in reverse. This system is a new one that is sustainable but it
:05:41. > :05:46.is causing problems for the tenants. They say they are having to run
:05:46. > :05:53.their heating continuously costing a fortune in electricity. The bells

:05:57. > :06:02.is supposed to be low-cost affordable housing but we are not

:06:14. > :06:21.have supplied heaters to try to help everyone stay warm in the
:06:21. > :06:30.current cold spell. Chris you will hear tomorrow if he is to be
:06:30. > :06:38.prosecuted over allegations that he passed off points from his driving
:06:38. > :06:42.licence on to his ex-wife. She made the claims. He could be forced to
:06:42. > :06:48.resign from the Government. He has always denied all along that he has
:06:48. > :06:52.done nothing wrong but things seem to be coming to ahead. Yes. The
:06:52. > :06:57.Crown Prosecution Service will announce tomorrow what the results

:14:59. > :15:05.From the outside, the Transit van's fuel source is made obvious. This
:15:05. > :15:10.is what sets it apart. It needs a special place to refuel. Alongside
:15:10. > :15:17.is a hydrogen storm, enough to run three vans, and this machine makes
:15:17. > :15:23.it. All it needs is electricity and a water supply. The water is
:15:23. > :15:26.separated by their electrolysis into hydrogen and oxygen.
:15:26. > :15:29.usually transport fuel vast distances by tanker or pipeline.
:15:29. > :15:33.With this, you will eliminate the need for the fuel supply chain,
:15:33. > :15:38.because you make your own fuel. is claimed the running costs are
:15:38. > :15:42.about the same as a conventional vehicle, but that excludes the cost
:15:42. > :15:47.of setting up the equipment to make hydrogen. As a mass-market system,
:15:47. > :15:51.this is not yet commercially viable. The council is looking at this
:15:51. > :15:54.concept today and across the board to see a wide range of options for
:15:54. > :15:58.looking at electric vehicles, hydrogen vehicles for our own
:15:58. > :16:02.purposes, but also to build a new emerging economy in the green
:16:02. > :16:08.sector. This is potentially the greenest form of motoring. The only
:16:08. > :16:12.waste product is water. Many people see hydrogen as a very long term
:16:12. > :16:16.solution, but for now electric power or a combination of a battery
:16:16. > :16:22.and a conventional engine is seen as the most practical Greenhaugh
:16:22. > :16:27.Way Forward. To drive, it is like any other Transit van, but
:16:27. > :16:32.underneath there are three hydrogen tanks giving a range of about 100
:16:32. > :16:37.miles. But because this is also a normal petrol engine, there is a
:16:37. > :16:42.full tank of petrol as well. This is 82 week trial of leading-edge
:16:42. > :16:49.technology. It will be years before you can buy anything like this. --
