:00:02. > :00:08.Hello, I'm Sally Taylor. Welcome to South Today. In tonight's

:00:08. > :00:16.programme: The river should run through it, and warnings of worse

:00:16. > :00:21.to come if the rain doesn't fall. unless we see significantly above

:00:21. > :00:28.average rainfall for the next few months, we will see more permits

:00:28. > :00:30.him place in the early spring. in place. A police manhunt is

:00:30. > :00:33.underway and the search for a weapon after a shooting in

:00:33. > :00:37.Southampton. Turned away from two hospitals: The woman forced to give

:00:37. > :00:44.birth at home on her sofa. Absolutely terrified. I was in

:00:44. > :00:54.quite a lot of pain. And a hat trick of the wrong sort: Brighton's

:00:54. > :01:02.

:01:02. > :01:06.It is official. The south-east of England is in a state of drought.

:01:06. > :01:11.Two dry winters have left rivers and reservoirs well below normal

:01:11. > :01:15.levels right across the region. The Department of Environment says

:01:16. > :01:19.shortages in Hampshire and Isle of Wight, Sussex, Surrey and Berkshire

:01:19. > :01:23.in particular are serious enough for those counties to be as bad as

:01:23. > :01:28.eastern England, which has been drought affected since last summer.

:01:28. > :01:37.The average rainfall in the south- east is 776.8 millimetres, just

:01:37. > :01:42.under 31 is to -- inches. Last year's rainfall is well below that

:01:42. > :01:47.at just over 25 inches. The threat to the environment posed by their

:01:47. > :01:52.short for is already clear. would be forgiven for thinking

:01:52. > :02:01.these are some scorched pictures from summer. But this is the driver

:02:01. > :02:05.of a bed -- the dry river bed in Surrey. There has been no

:02:06. > :02:10.substantial rainfall in the winter months. It is not just a surface

:02:10. > :02:14.problem. This issue goes deep. The idea we are facing a drought is no

:02:14. > :02:20.news to this man, because from September he has had to delve

:02:20. > :02:29.deeper and deeper to find water. It used to be metres deep, but now

:02:29. > :02:34.there's just a trace. At the moment, it is 18 ft, and there is nothing.

:02:34. > :02:39.Last weekend, we were promised quite a lot of rain. We had about

:02:39. > :02:44.10 minutes of it and that was it. Ground water levels are at their

:02:44. > :02:49.lowest since 1976. The dark that you were so severe that firemen

:02:49. > :02:54.were unable to stop forest fires raging in the New Forest. In London,

:02:54. > :02:59.the summit was held today to get to grips with this year's problem. The

:02:59. > :03:05.Secretary of State for the Environment said we need to act now.

:03:05. > :03:09.The important thing is, now is the time to do it. We often think of

:03:09. > :03:13.water-saving minute -- measures in the summer, but we need to start

:03:13. > :03:23.saving money now. Southern Water say ground water levels are just

:03:23. > :03:25.

:03:25. > :03:28.below average, but restrictions may be on their way. It is our built

:03:28. > :03:33.environment that is exacerbating the problem. We have one of the

:03:33. > :03:39.lowest rainfall levels in the UK in the south, and one of the greatest

:03:39. > :03:44.population growth issues in the UK. So, yes, we are managing that

:03:44. > :03:48.balance every day. I would anticipate that we will seek in

:03:48. > :03:51.Hampshire, river levels are quite low, in West Sussex and on the Isle

:03:51. > :04:00.of Wight, so if we don't see above average rainfall in those areas, we

:04:00. > :04:10.will seek drought permits in the spring. -- we will see. It is down

:04:10. > :04:11.

:04:11. > :04:13.to households to conserve water this winter. Police investigating a

:04:13. > :04:17.shooting in Southampton so they are still looking for the weapon used,

:04:17. > :04:21.thought to be a heart -- a handgun. They are also looking for one other

:04:21. > :04:28.person involved in the attack. A man arrested last night is being

:04:29. > :04:35.held in suspicion of attempted murder. The shooting was said not

:04:35. > :04:37.to be a random event. As more details emerged about the shooting

:04:37. > :04:43.here and the Townhill Park area of Southampton, local people give

:04:43. > :04:51.their reaction to last night's dramatic events. Considering we use

:04:52. > :04:56.that shop, it is kind of scary. is terrible. Does it surprise you

:04:57. > :05:02.that somebody has actually been shot here? Not really, to be honest.

:05:02. > :05:05.There has been stabbings and stuff. Police and response teams were

:05:05. > :05:09.immediately deployed after the emergency services were told about

:05:09. > :05:13.the shooting at 7:15pm last night. The victim was shot them a leg. He

:05:13. > :05:19.has undergone an operation in hospital to treat the wind. He has

:05:19. > :05:23.been able to talk to detectives investigating what happened. It is

:05:23. > :05:26.understood the attacker used a hand gun. The police are still should --

:05:26. > :05:31.searching for the firearm, and they want to trace at least one other

:05:31. > :05:41.person involved in shooting. Officers say initial investigations

:05:41. > :05:43.

:05:43. > :05:48.so the victim and the man arrested last night unknown to each other --

:05:48. > :05:53.say the victim. Tonight, police are appealing anyone who witnessed what

:05:53. > :05:57.happened all who soon -- saw a car leaving the area immediately

:05:57. > :06:01.afterwards to contact them as quickly as possible. A 25-year-old

:06:01. > :06:06.Southampton man arrested last night is being questioned on suspicion of

:06:06. > :06:09.attempted murder. A man has been arrested on

:06:09. > :06:14.suspicion of attempted murder following a fire -- a fire at a

:06:14. > :06:19.flat in Salisbury. The blaze broke out on Sunday in Middleton Road. A

:06:19. > :06:23.number of residents were moved from their homes. If 43 Rodman has been

:06:23. > :06:28.arrested and questioned by detectives. Witnesses but urged to

:06:28. > :06:30.come forward. A woman has appeared in court in

:06:30. > :06:34.form if the charged with grievous bodily harm and wounding with

:06:34. > :06:40.intent. A police officer was stabbed in the leg in Dolphin

:06:40. > :06:44.shopping centre. Danielle Preston was remanded in custody.

:06:44. > :06:49.A Sussex woman says she had her -- she has had to give birth on a sofa

:06:49. > :06:52.after being turned away from two hospitals. Tracey Morris was told

:06:52. > :06:57.the maternity unit at the Princess Royal Hospital in Haywards Heath

:06:57. > :07:00.was full. Mrs Morris then to cough of the Royal Sussex County Hospital

:07:00. > :07:10.in Brighton, where they were told - - where they told her her baby was

:07:10. > :07:11.

:07:11. > :07:15.not to react. This baby may be just eight days old, but he has already

:07:15. > :07:19.had a lot of media attention. When his mum went into labour, the

:07:19. > :07:22.hospital was full, so her and her husband was sent to the Royal

:07:22. > :07:28.Sussex County Hospital in Brighton. But staff at them home again saying

:07:28. > :07:34.the birth was not imminent. Within minutes of arriving home, Tracey

:07:34. > :07:38.Morris went into labour and had to call 999. I was absolutely

:07:38. > :07:44.terrified. I needed some pain relief, so as soon as I had some

:07:44. > :07:52.paramedics coming through the door, it was a relief. Lisa, she asked me

:07:52. > :07:55.if I needed some pain relief, which was good! The couple say they are

:07:55. > :07:58.surprised that staff at the Royal Sussex County Hospital did not spot

:07:58. > :08:04.that the birth was so imminent, which made the whole process much

:08:04. > :08:09.more stressful than in needed to be. A bit disappointed with the system,

:08:09. > :08:13.but if there is a baby boom at the time that you're pregnant, these

:08:13. > :08:19.things can obviously happen. We are just grateful that everything

:08:19. > :08:23.turned out OK and we have the paramedics hit on time. They trust

:08:23. > :08:27.responsible for for the hospital said that when Tracey arrived in

:08:27. > :08:31.Brighton she was not in labour, which is why she was sent home.

:08:31. > :08:36.When she started going to Labour two hours later, she was offered a

:08:36. > :08:40.bed, but by then the couple had called for an ambulance.

:08:40. > :08:45.The jury had retired to consider its verdict have an inquest into

:08:45. > :08:47.the deaths of an RAF reservist and a teenage cadet in June 2009. 15-

:08:47. > :08:52.year-old Nicholas Rice from Reading died alongside 62-year-old Flight

:08:52. > :08:57.Lieutenant Mike Blee after the RAF training playing the way in

:08:57. > :09:02.collided with a glider over Abingdon in Oxfordshire. A jury

:09:02. > :09:05.heard that the two seated playing nosedived after the crash. --

:09:05. > :09:09.aeroplane. A mother from West Sussex who

:09:09. > :09:12.believes her children disability are led to an epileptic drug she

:09:12. > :09:16.took whilst pregnant is campaigning for lifelong support for her

:09:16. > :09:19.children and others. Janet Stockley-Pollard and other parents

:09:19. > :09:24.have gained a National Lottery funding for the new charity called

:09:24. > :09:31.the Fetal Anti-Convulsant Trust. The manufacture of the drug Janet

:09:31. > :09:34.took denies any wrongdoing. Janet and Steve have spent years battling

:09:34. > :09:40.for their four children, who were born with various physical,

:09:40. > :09:46.emotional or behavioural bull problems, which Janet police

:09:46. > :09:55.Arlington took Epilim, which she took from the age of 14. -- which

:09:55. > :09:58.Janet believes are linked to Epilim. Janet has now set up a trust which

:09:58. > :10:03.will campaign for long-term financial and practical support for

:10:03. > :10:09.children such as her sons, who feel more help is needed for people with

:10:09. > :10:14.their condition. I struggle with social life and Cameron doesn't

:10:14. > :10:22.like talking much. What sort of support which you like? Can sling

:10:22. > :10:27.and staff, help to manage to get ourselves a better social life.

:10:27. > :10:31.They need to help with supporting education, social care, and it is

:10:31. > :10:35.what is going to happen when we as parents were not there to look

:10:35. > :10:39.after them any more. That is the biggest worry for us, that they are

:10:39. > :10:49.not going to be around for ever. You want to know that they are

:10:49. > :11:14.

:11:14. > :11:17.provided for. In a statement, Janet is backing the Downing Street

:11:17. > :11:26.online petition calling for better warnings against potential side-

:11:26. > :11:31.effects of epileptic -- epilepsy drugs. That people say that women

:11:31. > :11:36.should not take -- stop taking these drugs without talking to

:11:36. > :11:38.their doctors. The campaign to secure a medal for

:11:38. > :11:41.veterans who braved the Arctic Convoys during World War Two was

:11:41. > :11:44.raised in Parliament again today. Gosport MP Caroline Dinenage called

:11:44. > :11:47.for a progress report on a new review into the Arctic Convoys,

:11:47. > :11:50.which kept the Ross -- Russian supply route open. It's the only

:11:50. > :11:53.major sea campaign of the war not to have been granted a specific

:11:53. > :12:01.medal. Does the Minister agree with me that quickness is of the

:12:01. > :12:05.absolute imperative that this time? Medals are not awarded by me. I can

:12:05. > :12:10.assure her that I am told that this will be a swift review and will

:12:10. > :12:13.take place shortly. The Chief Constable of Wiltshire

:12:13. > :12:15.Police is to become the interim head of the new UK Border Force.

:12:15. > :12:22.Brian Moore's appointment follows revelations that passport controls

:12:22. > :12:25.were relaxed last summer without the authority of the Home Office.

:12:25. > :12:29.Still to come in this evening's South Today: The weather forecast.

:12:29. > :12:32.Will we get the much needed rain we need?

:12:32. > :12:42.And a nightmare with three own goals for Brighton as they end

:12:42. > :12:42.

:12:42. > :12:45.their FA Cup dream. The development company it is

:12:45. > :12:50.taking Basingstoke and Deane council to the High Court over land

:12:50. > :12:54.it sold to the council more than 15 years ago. The company claims that

:12:54. > :12:58.land on the outskirts of the town has not been considered properly as

:12:58. > :13:08.a potential site for future housing. The future of the land has split

:13:08. > :13:13.political parties and the public in There is no escaping the demand for

:13:13. > :13:18.more homes bad as the more pressure for basing taupe -- Basingstoke to

:13:18. > :13:25.expand, many expect this to be the next building site. Now at the

:13:25. > :13:30.crucial moment, local councillors are accused of turning in the.

:13:30. > :13:33.it gets to the decision it disappears of the list but the east

:13:33. > :13:38.of Basingstoke remains, the North remains that is where they are

:13:38. > :13:45.dumping thousands of houses. It is not long ago that all of modern

:13:45. > :13:49.Basingstoke, places like this, was just open fields. But developing

:13:49. > :13:55.the site within the eyes of critics be the same as developing a new

:13:55. > :13:59.town half as big again and plonking it down on Basingstoke's doorstep.

:13:59. > :14:03.The council gearing up to undergo legal scrutiny of its actions says

:14:03. > :14:09.a planning inspector told them more workers needed before the site

:14:09. > :14:13.could be developed. The council has not got to a point where it has

:14:13. > :14:18.undertaken all the work and looked at all the options. When it has

:14:18. > :14:22.done that then there will be full public consultation before a

:14:22. > :14:28.decision is taken. Beside's previous owners were not available

:14:28. > :14:33.for comment but others on the list of development sites are making

:14:33. > :14:36.their views plane. The this plot was bought with taxpayers' money

:14:36. > :14:40.deliberately for the growth of Basingstoke. By excluding this

:14:40. > :14:45.piece of land you put greater pressure on other green field sites

:14:45. > :14:51.which are far less appropriate for development. Bedsides arguments

:14:51. > :14:56.will be tested next month in the High Court.

:14:56. > :14:59.New evidence that the missing aristocrat Lord Lucan was smuggled

:14:59. > :15:06.out of the UK to a secret life abroad will be broadcast tonight on

:15:06. > :15:11.inside doubt here in the south. An ex detective claims there was a

:15:11. > :15:18.sighting over seats and a former employee at of Lucan's friend John

:15:18. > :15:23.Aspinall says she arranged for the P's children to fly to Africa.

:15:23. > :15:30.Another twist in an intriguing tale that so many of us follow.

:15:30. > :15:35.Absolutely. 1974 - Lord Lucan disappears after the death of his

:15:35. > :15:40.children's nanny. The theories ever since have been going into

:15:40. > :15:45.overdrive since they found his car abandoned in East Sussex. Did he

:15:45. > :15:50.kill himself? Was he murdered? Or did he feel overseas? What is new

:15:50. > :15:55.tonight? We have spoken to a new witness he wanted to remain

:15:55. > :16:01.anonymous but she claims that while working for John Aspinall she had

:16:01. > :16:07.to book flights for Lucan's two children to Africa in order that he

:16:07. > :16:10.could see them. At some point and I believe it was in Gabon, their

:16:10. > :16:16.father would observe them and see them which is what he wanted to do

:16:16. > :16:20.to see how they were growing up and look at them from a distance. It

:16:20. > :16:25.was quite clear that he would not meet them or speak to them or make

:16:25. > :16:30.himself known to them. Have we cracked the case? I am not sure but

:16:30. > :16:36.it is another part of the puzzle. Why would she say that if there was

:16:36. > :16:40.no reason to? You are talking about another story also? We have done

:16:40. > :16:45.some filming in Thailand. We are following the work of a charity

:16:45. > :16:48.which is sending drug addicts abroad for the world's toughest

:16:48. > :16:55.detox and for the last eight months we have been following one woman

:16:55. > :16:58.from Serie. As she comes to terms with her addiction. I went with her

:16:58. > :17:04.to Thamkrabok Monastery where she found going very tough indeed.

:17:04. > :17:09.would be out the door. That is the truth. I would go home and score

:17:09. > :17:13.again but I know I cannot do that because I have to change my life.

:17:13. > :17:18.It is a real eye opener and hopefully dispel a few stereotypes

:17:18. > :17:27.some of us have about addicts and fuel the ongoing debate about how

:17:27. > :17:34.to help them. Lord Lucan and the story about detox. You can see it

:17:34. > :17:40.tonight at 7:30pm on BBC One. Can say is no longer automatically

:17:40. > :17:43.be deadly killer it once was. The treatment for cancer can often be

:17:43. > :17:48.unpleasant. The situation made worse if the treatment centre is

:17:48. > :17:58.many miles away and that is the case for patients in North caption,

:17:58. > :18:03.

:18:03. > :18:08.There and Trish are on a mission. When Trish was diagnosed with

:18:08. > :18:14.breast cancer she received most of her treatment locally. But for one

:18:14. > :18:20.vital part, radiotherapy, she had to endure a tiring journey. I had

:18:21. > :18:26.to travel to Southampton and that involves daily journeys for six

:18:26. > :18:31.weeks. It is about a 70 mile round trip from my home in Basingstoke

:18:31. > :18:36.and when you are suffering with the effects of other treatments, that

:18:36. > :18:41.is really the last thing that you want to be doing, a journey like

:18:41. > :18:49.that on a daily basis. Now there is a plan to build a radiotherapy

:18:49. > :18:55.centre in Basingstoke. But it will cost up to 16 million, a price

:18:55. > :18:58.leak NHS cannot or will not pay. The NHS will find all of the

:18:58. > :19:03.radiotherapy equipment. Some of the other treatments that we will be

:19:03. > :19:07.offering, supportive care, complementary therapies and other

:19:07. > :19:12.Erzsebet -- aspects of supported care will be funded through the

:19:12. > :19:20.fund-raising campaign. A daunting task but one that all concerned is

:19:20. > :19:23.achievable. Mighty oaks from tiny acorns grow. It is an ambitious

:19:23. > :19:29.target but I am up for a challenge and so are the members of my

:19:29. > :19:33.committee. A end-use is wonderful for all those other poor patients

:19:33. > :19:37.that have to go through that experience. Thankfully, Trish is

:19:37. > :19:41.now well again and given the all- clear. She and the other

:19:41. > :19:51.fundraisers are hoping the new centre will be open within the next

:19:51. > :19:52.

:19:52. > :19:58.four years. Sport now. What happened to the sea

:19:58. > :20:03.gulls? Brighton scored four. When you go for an FA Cup upset you need

:20:03. > :20:12.to have a bit of luck and Brighton got no leg at Anfield. In the

:20:12. > :20:17.modern way that we look at own- goals, quite harsh. Both our team's

:20:17. > :20:24.loss this weekend. Crawley and Brighton were both in FA Cup fifth-

:20:24. > :20:31.round action. Both lost. Martin Skyrtel put Liverpool in an early

:20:32. > :20:37.lead but one of the goals of the game. Then the own goal problem

:20:37. > :20:41.starts. This header comes often Bridcutt and goes into the net.

:20:41. > :20:51.Then another one and that may sit for half an one after Liverpool

:20:51. > :20:53.

:20:53. > :21:01.have extended their lead. What is Lewis Dunk doing here? Andy Carroll

:21:01. > :21:11.set up Luis Suarez to make it 6-1. Stich beat Crawley by two goals to

:21:11. > :21:12.

:21:12. > :21:18.Now the lead and Portsmouth's administrators describe wages of

:21:18. > :21:23.more than 30,000 a week paid to Tal Ben Haim as crazy. The player

:21:23. > :21:26.was signed when Portsmouth were in the Premier League. Trevor Birch is

:21:26. > :21:32.now running affairs at the club which went into administration on

:21:32. > :21:36.Friday. He hopes to find a buyer to avoid further points penalties.

:21:36. > :21:44.Pompey went into the bottom three on Saturday with a defeat at

:21:44. > :21:47.Barnsley. That leaves Portsmouth in the division's bottom three as

:21:47. > :21:52.Nottingham Forest managed by former boss Steve Cotterell climbed out of

:21:52. > :21:57.the relegation zone with a win. Guess who Pompey play it on the

:21:57. > :22:05.last day of the season? Nottingham Forest. Reading's win over

:22:06. > :22:11.Birmingham watched by potential owner and Tom in Dalavich. -- Anton

:22:11. > :22:21.Zingaravitch. Southampton's a pass Derby and scored at least three

:22:21. > :22:28.

:22:28. > :22:34.goals in the game for the 10th time The third encapsulated all that has

:22:34. > :22:44.been good about Southampton's football. From right-to-left,

:22:44. > :22:48.

:22:49. > :22:54.across the field, culminating in He has conducted himself so well.

:22:54. > :23:00.Hard-working, respectful, he settled in so well. He is really

:23:00. > :23:04.trying hard. Bournemouth's defender Steven purchase faces months on the
