:00:06. > :00:09.Hello, I'm Sally Taylor. Welcome to South Today. In tonight's
:00:09. > :00:11.programme: Accusations of panic and chaos. Virgin Atlantic answers
:00:11. > :00:21.passenger claims about an emergency evacuation which left 15 in
:00:21. > :00:24.
:00:24. > :00:30.hospital. I sat on the runway for a few moments. The cabin crew threw
:00:30. > :00:33.open the doors and shouted, evacuate, evacuate! The murder
:00:33. > :00:36.victim found in a burning Mercedes was Albanian. Now the hunt is on
:00:36. > :00:43.for his second car. Behind the walls of a young offenders
:00:43. > :00:50.institution, but what are the chances of rehabilitating inmates?
:00:50. > :00:54.Flipping burgers on minimum wage or dealing crack on a street corner.
:00:54. > :00:59.There is no choice. And can a win over Forest give Reading the chance
:00:59. > :01:04.to climb up to the Premier League? If Reading get a better result than
:01:04. > :01:14.West Ham, they know they will be back in the Premier League and the
:01:14. > :01:15.
:01:15. > :01:18.Passengers on board a Virgin Atlantic plane, which had to make
:01:18. > :01:22.an emergency landing at Gatwick Airport yesterday, have been
:01:22. > :01:25.talking of the moment they were told to evacuate the plane. They
:01:25. > :01:31.spoke of a rush to escape down chutes onto the runway in case the
:01:31. > :01:35.aircraft caught fire. It had turned back an hour into a flight to
:01:35. > :01:39.Florida. Meanwhile, Virgin today defended staff who shouted at
:01:39. > :01:49.passengers during the evacuation, saying it was normal procedure. 15
:01:49. > :01:49.
:01:49. > :01:54.people were taken to hospital, many of them suffering from broken limbs.
:01:54. > :01:59.At 4:20pm, the passengers from yesterday's aborted Orlando flight
:01:59. > :02:06.were on their way again - this time on a jumbo - passing the spot on
:02:06. > :02:11.the runway where Beck Airbus was evacuated 24 hours earlier. Today
:02:11. > :02:15.the aircraft has been moved and has been examined by an accident
:02:15. > :02:20.investigators. Virgin Atlantic says it is investigating claims that
:02:20. > :02:26.there was panic among the cabin crew. I put it was a passenger
:02:26. > :02:32.being hysterical. I realised it was the cabin crew for a stub everyone
:02:33. > :02:36.was being screened at to get out as quick as possible. -- the cabin
:02:36. > :02:43.crew. One man was back home and said it was easy to see how some
:02:43. > :02:47.people ended up with broken bones. You just jumped out. Your legs hit
:02:47. > :02:53.the side and whizzed down to you flew off the bottom and hope we
:02:53. > :02:59.landed on the tarmac on your feet. Today Virgin defended its cabin
:02:59. > :03:02.crew, saying they take part in frequent training exercises, and
:03:02. > :03:12.that the company follows industry standards in its evacuation and
:03:12. > :03:20.
:03:20. > :03:29.training procedures. In a statement, Some passengers said the crew did a
:03:29. > :03:34.good job. It was a bit panicked but every mum was a bit panicked. --
:03:34. > :03:40.everyone. What was your reflection of the where the crew behaved?
:03:40. > :03:44.thought they did amazingly. They will start their holiday a day late
:03:44. > :03:49.but no doubt they are relieved to leave the anxiety and
:03:49. > :03:52.investigations behind. So, did the crew on the Virgin Atlantic flight
:03:52. > :03:58.panic? They clearly shouted loudly at passengers. Paul Clifton is here.
:03:58. > :04:01.Did the crew do the right thing? The suggestion is that Virgin staff
:04:01. > :04:06.shouted at passengers to rush off the plane. But they could see no
:04:06. > :04:11.fire, no damage, no reason to be forced out of the aircraft quickly.
:04:11. > :04:17.That was an absolutely text book response. The crew did precisely
:04:17. > :04:20.what they have been trained to do. If a tiny electrical fire came into
:04:20. > :04:30.contact with fuel fumes, the explosion would be sudden and
:04:30. > :04:31.
:04:31. > :04:37.catastrophic. You need to get the passengers off and fast. There are
:04:37. > :04:43.usually some minor injuries. I am afraid that is the price you have
:04:43. > :04:45.to pay for not being burned alive. So, where does this idea of the
:04:45. > :04:48.crew shouting at passengers come from? It came about after a
:04:48. > :04:52.terrible incident at Manchester Airport in 1985, when a plane
:04:52. > :04:55.caught fire and 55 people died. The crew decided to brake slowly, and
:04:55. > :04:59.taxi off the runway before getting the passengers out. That movement
:04:59. > :05:09.fanned the flames, leading to an explosion. Critically, it reduced
:05:09. > :05:11.
:05:11. > :05:17.the amount of time available to evacuate passengers. 55 people died
:05:17. > :05:22.in that accident because they were not got off fast enough. No one
:05:22. > :05:27.needed to have died. What the Virgin crew were doing today was
:05:27. > :05:29.making sure an accident like that will never happen again. Since that
:05:29. > :05:32.crash, what the Virgin crew did yesterday has been standard
:05:32. > :05:34.procedure. The same goes for Gatwick Airport, which stopped the
:05:34. > :05:37.plane on the main runway, regardless of the huge impact on
:05:37. > :05:42.other flights. The sole objective was to get people out of danger
:05:42. > :05:48.fast. As we know now, it wasn't necessary. But no-one wanted to
:05:48. > :05:51.take that risk. Fire officers tackling a major fire at
:05:51. > :05:55.Southampton Docks say it is likely to last a couple of days. 100
:05:55. > :05:59.tonnes of scrap metal is alight at King George V Dry Dock. Cranes have
:05:59. > :06:01.been brought in to try and clear some of the rubble, so firefighters
:06:01. > :06:06.can tackle the blaze, which is burning deep inside. Local
:06:06. > :06:10.residents are being asked to keep their windows and doors shut. Fire
:06:10. > :06:14.crews in Sussex have tackled a roof fire at a 1 million property in
:06:14. > :06:16.Billingshurst. The alarm was raised at 4:30aam today. The building is a
:06:16. > :06:20.three floor property, which has been converted into two separate
:06:20. > :06:26.homes. All the occupants managed to leave the building and no-one was
:06:26. > :06:29.injured. An inquest has heard how a teenage Sea Cadet fell to his death
:06:29. > :06:32.from the rigging of a training ship off Gosport. The jury at Portsmouth
:06:32. > :06:34.Coroner's Court was told that Jonathan Martin, who was 14, was
:06:34. > :06:41.trying to help another cadet onboard the TS Royalist, when he
:06:41. > :06:51.unclipped his harness and lost his balance. Briony Leyland has been
:06:51. > :06:51.
:06:51. > :06:57.following the inquest and joins us from Portsmouth. The inquest heard
:06:57. > :07:02.that in May, 2010, the ship was here. It had been taking part in
:07:02. > :07:08.celebrations to mark Bebo and hundreds and 50th anniversary of
:07:08. > :07:18.the Sea Cadet movement. Jonathan and other sea cadets had been
:07:18. > :07:23.
:07:23. > :07:25.taking part in demonstrations and climbing up and down the rigging.
:07:25. > :07:29.Jonathan and others were furling the sails. He'd finished with the
:07:29. > :07:32.topsail and then went down to the next level on the mast to help a
:07:32. > :07:35.female cadet, who was struggling. The inquest heard he unclipped from
:07:35. > :07:39.safety lines and tried to pass another cadet by going behind her.
:07:39. > :07:43.She told him to clip back on but he continued. He said he was slipping,
:07:43. > :07:46.she tried to grab his arm but he fell 25 feet, 8 metres. He struck a
:07:46. > :07:48.wheelie bin below and then landed in the water. He sustained fatal
:07:48. > :07:54.chest injuries. What has the inquest heard about safety on
:07:54. > :07:57.board? Jonathan's fellow Sea Cadets were all interviewed by police.
:07:57. > :08:03.They said they had been given safety harnesses to be worn around
:08:03. > :08:06.the waist and told to clip on when they were up in the rigging. Some
:08:06. > :08:12.said they saw Jonathan unclip during the weekend displays but had
:08:12. > :08:15.not reported it. A Marine Accident and Investigation Branch report
:08:15. > :08:18.read to the jury detailed how Jonathan fell because he unclipped
:08:18. > :08:23.not because the harness failed but it did highlight concerns about the
:08:23. > :08:27.supervision of cadets and the suitability of the harnesses used.
:08:27. > :08:34.And Jonathan's parents were in court? Yes, they were. His father,
:08:34. > :08:41.Andrew, said: Jonathan had been a Sea Cadet for three years and
:08:41. > :08:44.enjoyed it immensely. He remembered looking at pictures of the Royalist
:08:44. > :08:47.together and saying to his son it looked a bit dangerous. But
:08:47. > :08:52.Jonathan said, don't worry, we are all clipped on with our harnesses.
:08:52. > :08:56.The inquest will continue tomorrow. Back to you. Detectives hunting the
:08:56. > :09:00.killers of a man found dead in a burnt out car have revealed they
:09:00. > :09:04.are still trying to find out where he was murdered. They say one of
:09:04. > :09:07.their top priorities is to find a Ford Mondeo owned by the victim. He
:09:07. > :09:16.has been identified as an Albanian crane driver, who was living in
:09:16. > :09:22.Southampton. Police started a murder investigation last Tuesday,
:09:22. > :09:27.after a body was found in a burnt out Mercedes Cup on the edge of
:09:27. > :09:32.Southampton. The victim has been named. He is from Albania and lived
:09:32. > :09:38.in Southampton, working as a crane driver on building sites. We are
:09:38. > :09:43.looking at his lifestyle, friends and associates, to try to determine
:09:43. > :09:53.the motive for this horrific killing. In a statement, his family
:09:53. > :09:55.
:09:55. > :10:01.Police believe he was killed before his silver Mercedes was driven and
:10:01. > :10:07.set on fire. The car was seen in Southampton on the night he died.
:10:07. > :10:10.Investigations have been taking place. We are working around the
:10:11. > :10:16.clock to establish a possible location of the murder. Police are
:10:16. > :10:21.anxious to trace the car identical to this fund which is owned by the
:10:21. > :10:26.dead man and thought to be part in the Southampton area. It has this
:10:26. > :10:30.registration number. I really need to locate that vehicle, if nothing
:10:30. > :10:36.else to us to rule it out of my inquiry. Big Blue know him a might
:10:36. > :10:42.have information that could help, please get in touch. -- people who
:10:43. > :10:48.know him. So by the cause of death has not been established. Police
:10:48. > :10:58.had been given more time to question a man in connection with
:10:58. > :11:05.
:11:05. > :11:08.the murder. Portland Port has built two new berths that can accommodate
:11:08. > :11:10.larger ships. A 5 million scheme to revamp the Queen's Pier has
:11:10. > :11:14.increased the number of large deepwater berths available at
:11:14. > :11:18.Portland to 12. It means most Royal Navy vessels, cruise ships and
:11:18. > :11:20.super yachts, will be able to dock there. The new berths are already
:11:20. > :11:30.earmarked for use during the Olympic Sailing events to take in
:11:30. > :11:44.
:11:44. > :11:53.the Games. 19-year-old, Saunders died at the weekend. Friends joined
:11:54. > :12:00.together for a candlelit vigil. Irrational and unlawful, that was
:12:00. > :12:09.the damning judgment of the courts today on a decision to rule out
:12:09. > :12:12.building homes for that very purpose. Basingstoke and Deane
:12:12. > :12:16.Council bought the Manydown site in 1996 using money from the sale of
:12:16. > :12:19.council houses. But when it drew up plans for where new homes should be
:12:19. > :12:22.built, the site was missing from the list. Joe Campbell has been
:12:22. > :12:25.following the story and joins me now. This is a damning ruling.
:12:25. > :12:27.has been a hugely controversial case and today's ruling leaves
:12:27. > :12:30.Basingstoke and Deane embarrased and out of pocket. The Manydown
:12:30. > :12:34.site was sold to the council by local landowners on the basis it
:12:34. > :12:37.would be used to meet some of the demand for new homes in the area.
:12:37. > :12:40.But when a blueprint for Basingstoke's future was drawn up,
:12:40. > :12:43.the site was nowhere to be seen. Now the Manydown company, who had
:12:43. > :12:46.sold the site, took the council to court and today a judge ruled they
:12:46. > :12:49.had to think again They said, having been persuaded to part with
:12:49. > :12:59.the site, the council then squandered the opportunity it
:12:59. > :13:04.
:13:04. > :13:08.offered. The council needs to go back and review its core strategy.
:13:08. > :13:13.It has to look at it afresh. We are happy to work with them and help
:13:13. > :13:19.come up with a plan for Basingstoke to deliver all the benefits at no
:13:19. > :13:22.cost to the tax payer. So, how has the council responded to all this?
:13:22. > :13:26.Well, they now say they have to go and consider the implications of
:13:26. > :13:36.this and can't do that until they know the makeup of the new council
:13:36. > :13:36.
:13:36. > :13:39.after next month's elections. Those who oppose the Conservatives say it
:13:39. > :13:45.is part of promises that are made a previous elections that the site
:13:45. > :13:50.will not be developed. Labour and the Lib Dems say it has left them
:13:50. > :13:55.with an unholy mess. The Conservatives say they were going
:13:55. > :13:59.along with what voters wanted to and not having another development
:13:59. > :14:05.stuck on the side of Basingstoke. Bedsides degree they are not having
:14:05. > :14:15.a coherent blueprint means they are probably going to face a rash of
:14:15. > :14:18.
:14:19. > :14:21.new planning applications. When it first launched its plans for the
:14:21. > :14:23.justice system, the Government said, unless youth crime was tackled, the
:14:24. > :14:27.young offenders of today will become the prolific career
:14:27. > :14:30.criminals of tomorrow. With that in mind, a jail in Dorset has been
:14:30. > :14:33.trying a series of measures to reduce the number of people stuck
:14:33. > :14:35.in the so-called revolving door of prisons. The majority of inmates in
:14:35. > :14:43.Portland Young Offenders Institution are from the South West
:14:43. > :14:47.area. Our Dorset reporter has been given special access to the jail.
:14:47. > :14:50.Overlooking the Olympic sailing waters, there are hundreds of young
:14:50. > :14:57.offenders. A former Borstal, teenage prisoners have been held
:14:57. > :15:04.here since the mid- 1800s. The coastline a fire -- far cry from
:15:04. > :15:09.the inner cities some have left behind. Prison life is almost
:15:09. > :15:13.unrecognisable today to the server side joined 20 odd years ago. Focus
:15:13. > :15:18.was not on rehabilitation. The choice of flipping burgers on
:15:18. > :15:22.minimum wage were dealing crack on a street corner, there is no choice.
:15:22. > :15:26.We have to instil a sense of work ethic and combine that with the
:15:26. > :15:30.opportunity of getting into meaningful employment on release.
:15:30. > :15:36.From laying bricks to railway lines, there is the opportunity to gain
:15:36. > :15:40.new skills. Staff believe everyone has the talent. Their job is to get
:15:40. > :15:45.inmates interested in learning. In some cases, there are more
:15:46. > :15:50.fundamental problems to overcome. Watch the horse relax and drop its
:15:51. > :15:55.head! The tension in the air has just disappeared. This young
:15:55. > :15:59.offender is learning to keep his calm. It may not be everyone's
:15:59. > :16:04.vision of a jail sentence but the aim is not just to punish but
:16:04. > :16:07.prevent the need to punish again. With 1 million people unemployed,
:16:07. > :16:13.how much hope to they really have of saying goodbye to Portland for
:16:14. > :16:20.good? You are getting nowhere applying for jobs. I applied for so
:16:20. > :16:28.many jobs and was being turned down. I'm will move to a different area
:16:28. > :16:35.and want a fresh start. You are not going to go back to your old life?
:16:35. > :16:40.No. I have gained qualifications. Now it will be easier. Are you
:16:40. > :16:45.convinced these schemes work? Are you walking the walk, talking the
:16:45. > :16:51.talk and then heading out and coming back? I am convinced what we
:16:51. > :16:56.offer here is effective. It does work. We will be able to seat in
:16:56. > :17:00.the very near future the results of some of the work we are doing.
:17:00. > :17:06.Government is trying to reform prisons. Essentially that means
:17:06. > :17:12.reforming prisoners. Portland things it has turned the corner.
:17:12. > :17:16.The chief inspector will give his verdict in a few months' time. On
:17:16. > :17:19.to sport, and Reading Football Club stand on the brink of a 90 million
:17:19. > :17:21.windfall and a place in the Premier League tonight. They play
:17:21. > :17:30.Nottingham Forest at the Madejski Stadium but events elsewhere will
:17:31. > :17:39.also dictate whether Royals fans are celebrating come 10pm.. Let's
:17:39. > :17:47.join Tony at the stadium. It all comes down to the last few games
:17:47. > :17:51.where it depends on other teams and what they do. Yes. The fate of
:17:51. > :17:55.Reading is in their own hands. If they are going to celebrate
:17:55. > :17:59.promotion tonight, it will be events elsewhere that will dictate
:17:59. > :18:05.that too is certain extent. Tonight is all about getting a better
:18:05. > :18:10.result than the team in third place and also chasing promotion - West
:18:11. > :18:18.Ham United. This is the league table. Bedding have a six-point
:18:18. > :18:22.lead over West Ham. They -- four points will guarantee promotion.
:18:22. > :18:28.Tonight if they better the result of West Ham they know they are up
:18:28. > :18:38.and the promotion party can start here. They are in this position
:18:38. > :18:38.
:18:38. > :18:44.because of the excellent result on Friday night. The royals got a 14th
:18:44. > :18:51.win in 16. No one has won more games than Reading in 2012. That
:18:51. > :18:57.was the key result. It is changing times. A takeover has been in the
:18:57. > :19:04.offing for several months. It is still to be completed. Half the
:19:04. > :19:10.club will be sold to the son of a Russian tycoon. He went to school
:19:10. > :19:20.in the Thames Valley. He is seen as a Royals fan. That still has not
:19:20. > :19:25.happened. That is due to be fit and proper persons test still going on.
:19:25. > :19:29.It is felt it is a good thing for the club. It will bring stability a
:19:29. > :19:35.major financial firepower. The Football League is refusing to
:19:35. > :19:39.comment on the status of that ongoing takeover. It is all about
:19:40. > :19:47.events on the field. We can get excited about all of this, what
:19:47. > :19:51.might happen come 10pm. The players need to stay focused, don't they?
:19:51. > :19:57.The philosophy of the manager all season is about concentrating on
:19:57. > :20:03.the next game. Nottingham Forest, 8pm kick-off. Their 19th in the
:20:03. > :20:09.Championship table. They have some big names but I do expect Reading
:20:09. > :20:16.to win. Let's hear what Brian McDermott has been saying. He very
:20:16. > :20:21.much keeps his feet on the ground. It is just a time for doing your
:20:21. > :20:26.job. There is nothing else on the agenda but Nottingham Forest. That
:20:26. > :20:29.is the only thing that is in my mind. We trained yesterday and we
:20:29. > :20:35.will train again today so we can put on a performance for our fans
:20:35. > :20:41.on Tuesday. He gets excited on the side of the pitch but he is level-
:20:41. > :20:47.headed. What about the other games? Tough games. Southampton are away
:20:47. > :20:56.at Peterborough and West Ham are at Bristol City. I do not think
:20:56. > :21:05.Reading, West Ham and Southampton will all winter night. -- win
:21:05. > :21:07.tonight. The builder will begin at Sevenoaks 5:00pm. Meanwhile,
:21:07. > :21:10.tonight, Southampton hope to bounce back from that defeat against
:21:10. > :21:16.Reading and keep their own promotion campaign on track. They
:21:16. > :21:24.are at Peterborough. Let's go live to Kris Temple. Two of the last
:21:24. > :21:28.three games are away from home. They need a result against a
:21:28. > :21:33.Peterborough side. Here is what Nigel Atkins makes of the challenge.
:21:33. > :21:38.We need to impose ourselves on the game. The pictures beatable up
:21:38. > :21:42.there. I hope there will be conducive to the way we want to
:21:42. > :21:46.play. This is why we are in football. We want to get to the
:21:46. > :21:52.Premier League. The last couple of weeks of the season, this is what
:21:52. > :21:57.we're in it for. He is unfailingly positive. If the Saints when all
:21:57. > :22:03.three games, they will be in the Premier League. West Ham will be
:22:03. > :22:09.ready to pounce. Expect the same 11 from Friday night against Reading.
:22:09. > :22:16.The Saints win and the West can defeat will leave Saints on the
