:00:23. > :00:32.freight off roads, but will it be a shock for passengers with rising

:00:32. > :00:37.fares? And after a huge crowds followed the torch this weekend,

:00:38. > :00:47.today it has made its way into Sussex where 10,000 people will see

:00:47. > :00:50.the cauldron it here in Hove. Police from three forces in the

:00:50. > :00:55.South are being drafted in to fill the gaps in Olympics security after

:00:55. > :00:58.the private firm, G4S, failed to provide enough staff. Officers in

:00:58. > :01:02.Dorset, Surrey and the Thames Valley will step in to help keep

:01:02. > :01:07.Olympic venues in their regions safe. In Dorset, the military are

:01:07. > :01:14.also on patrol at sailing venues after G4S staff failed to show up.

:01:14. > :01:19.Our Home Affairs Correspondent has the story.

:01:19. > :01:23.In less than two weeks, Weymouth and Portland will be packed with

:01:23. > :01:27.spectators here to see Olympic sailing. Soon, the main venues are

:01:27. > :01:32.due to be lockdown meaning they have been searched and security

:01:32. > :01:37.stepped up, but Dorset Police Federation so there has been a

:01:37. > :01:42.shortfall in staff from G4S, the private firm contracted to do this.

:01:42. > :01:48.On Sundays they say just 40% of the plan work force have shown up.

:01:48. > :01:52.We should not have to use the army, but through it route falls and

:01:52. > :01:57.ability to fulfil its contractual obligations, the army has been

:01:57. > :02:03.called in by the government. military already had a central role

:02:03. > :02:06.in the operation. HMS Bulwark will be offshore throughout, but the

:02:06. > :02:11.Ministry of Defence confirmed they are taking on extra work to make up

:02:11. > :02:14.the shortfall left by G4S. We are getting on with the job of working

:02:14. > :02:19.with them as they will still provide a significant number of

:02:20. > :02:25.guards was security so we will continue to work with them to

:02:25. > :02:29.insure we can provide the security that we need. Dorset police are

:02:29. > :02:33.also supplying officers' to plug the gaps that Olympic sites, but

:02:33. > :02:37.because Weymouth council employed are different contractor, security

:02:37. > :02:43.elsewhere in the town will not be affected. Thames Valley Police have

:02:43. > :02:47.been called Arne on the Berkshire border and in Surrey, extra

:02:47. > :02:52.officers were drafted into Cycling venues. The force says that from

:02:52. > :02:56.today they are no longer affected by the problems at G4S. G4S say

:02:56. > :02:59.they hope to have enough personnel to relieve all police in coming

:02:59. > :03:02.days. Thousands of NHS staff in the South

:03:02. > :03:06.West could be facing pay cuts after a group of Hospital Trusts got

:03:06. > :03:09.together to put forward a cost cutting plan. The consortium of 20

:03:09. > :03:12.hospitals includes Poole, Bournemouth and Salisbury. In a

:03:13. > :03:15.leaked document, pay cuts of up to 5% have been proposed for doctors,

:03:15. > :03:18.nurses and other staff, although the lowest paid workers would be

:03:18. > :03:22.exempt. One suggested option is to sack staff who refused to accept

:03:22. > :03:31.new lower pay contracts. These were the views of people outside Poole

:03:31. > :03:35.hospital. They are stretched, stress and

:03:35. > :03:40.overwork as it is. They are trying to do the best work they can with

:03:40. > :03:44.the conditions at the moment. I think that would make matters worse.

:03:44. > :03:50.They probably have their own families to support. The jobs these

:03:50. > :03:56.people do in hospitals are amazing. It is really wrong. You don't see

:03:56. > :03:58.MPs or bankers taking pay cuts. As service like the NHS which is vital

:03:58. > :04:01.for the community and country should not be cut.

:04:01. > :04:04.A little earlier I spoke to Joanne Kaye, the South West Regional

:04:04. > :04:07.Secretary for UNISON, the union representing many health workers. I

:04:07. > :04:15.began by asking her why pay shouldn't be cut in areas with a

:04:15. > :04:21.lower cost of living? It will be people working in front line

:04:21. > :04:25.services to patients, people working on 247 shifts that will be

:04:25. > :04:31.most affected. Some of the work that we have done show that around

:04:31. > :04:35.80% of patient contact is done by the lowest-paid staff on bands 1-4.

:04:35. > :04:40.It is likely it will be the lowest paid most badly affected by

:04:40. > :04:45.proposals. The trust themselves are saying that, if this is the case

:04:45. > :04:48.and it has to go through and they have got to reduce costs, one way

:04:48. > :04:54.of doing it is cutting pay otherwise it means cutting jobs,

:04:54. > :04:59.doesn't it? Their last year's figures show that the trust over

:04:59. > :05:03.all art �62 million in the black. Many of them have turned around

:05:03. > :05:07.serious financial positions to being in a better place. They have

:05:07. > :05:11.done that by working with staff in the trust to make sure they are

:05:11. > :05:16.efficient. The problem is, they may lose the goodwill of staff that

:05:16. > :05:21.will allow them to make efficiency savings which means services to

:05:21. > :05:27.patients would be affected. Isn't it fair to say that pay has got to

:05:27. > :05:31.affect cost of living? Hasn't a pay cut to reflect that and the public

:05:31. > :05:36.sector? The South West does not have a lower cost of living than

:05:36. > :05:41.the south-east. Families are struggling and there cut to cost-

:05:41. > :05:46.of-living could send them over the edge. These 20 trusts that have got

:05:46. > :05:51.together are clearly stelae in their resolve, aren't they? Yes, so

:05:51. > :05:55.are we. Trade unions that represent workers across the NHS are

:05:56. > :05:58.determined to defend conditions and defend patients.

:05:58. > :06:00.Meanwhile one social services department is working out how to

:06:00. > :06:03.recover from the consequences of cutting pay. Southampton Council

:06:03. > :06:06.has admitted it lost more than a third of children's services staff

:06:06. > :06:10.during last year's industrial dispute. Today they held an open

:06:10. > :06:20.day to try to fill the vacancies. Our Political Editor Peter Henley

:06:20. > :06:20.

:06:20. > :06:25.reports. Good social workers are not easy to

:06:25. > :06:29.find. The open day in Southampton was popular with graduates, but

:06:29. > :06:33.they have a shortage of experienced that. Social workers were among

:06:33. > :06:38.those on strike last year after a pay cut Conservatives said would

:06:38. > :06:43.protect jobs. Many left for more money in neighbouring authorities.

:06:43. > :06:48.It is unfortunate we have had so many at once. In the last six to 12

:06:48. > :06:53.months we have lost more staff then we would like. We have been able to

:06:53. > :06:59.replace those of valuable agency workers, but that has left us with

:06:59. > :07:03.30% of our posts vacant. After the Baby P case, schools and charities

:07:03. > :07:07.are being extra careful dealing with youngsters. Councils are

:07:07. > :07:12.struggling dealing with up to a third more referrals.

:07:12. > :07:16.Local authorities need experience staff most and they don't hesitate

:07:16. > :07:20.to pay more to poach the staff they need.

:07:20. > :07:24.This open day was Southampton's way of fighting back, getting

:07:24. > :07:28.applicants from as far away as Manchester and York. They usually

:07:28. > :07:33.think it is child-protection taking children away, but it is completely

:07:33. > :07:37.different. You are working with emotions, vulnerable people I want

:07:37. > :07:41.to deliver the best service. This department has a majority of social

:07:41. > :07:50.workers with less than two years' experience. They believe that by

:07:50. > :07:56.hiring the latest graduates they can build a fresh, new team.

:07:56. > :08:02.It is 11 days to go until the start of the Olympic Games. As we have

:08:02. > :08:07.seen, that athletes have started to arrive at venues. The Olympic Torch

:08:07. > :08:15.Relay carries on, this is a 59 and it has moved from Hampshire into

:08:15. > :08:19.his Sussex. Tony Husband is waiting for it now.

:08:19. > :08:25.Day 59 and the crowds keep coming to see this remarkable Olympic

:08:25. > :08:29.Torch Relay. Look at the same here tonight. Normally home to Sussex

:09:23. > :09:29.blank. The rain was not doing the runners any favours as a torch

:09:29. > :09:34.headed to Petersfield. Then down the A27 to Midhurst where Susan her

:09:34. > :09:41.bed enjoyed well deserved cuddles. Bennett was on to Petworth with

:09:41. > :09:45.hundreds of cheering youngsters. A young carer, Ryan, carried the

:09:45. > :09:51.torch into the sculpture park. first I didn't realise how big it

:09:51. > :09:55.was unknown nearer to the moment I felt very proud and very lucky.

:09:55. > :10:00.former chairman of the sports charity created his own living

:10:00. > :10:06.sculpture. In Chester, there were big crowds and more dancing and

:10:06. > :10:11.some very happy torch bearers. sea of people was incredible.

:10:11. > :10:17.Absolutely brilliant. The streets were lined. I have never smiled and

:10:18. > :10:23.had so many people say hello. It was brilliant. In bulk the Regis,

:10:23. > :10:28.the torch was carried by Sally Gunnell. There were huge and

:10:28. > :10:33.enthusiastic crowds and Arundel and plenty of cheers for Claire Forbes

:10:33. > :10:40.from Crawley who lost both her legs after contracting meningitis. It

:10:40. > :10:48.might have been a wet day, but it has not dampened the Olympic spirit.

:10:48. > :10:51.Plenty of rain in Hove today but the crowd ignoring that. Robin

:10:51. > :10:55.Cousins figure-skating gold medallist, one of the last torch-

:10:55. > :10:58.bearer us today, will hope Elysee the cauldron it later in the

:11:03. > :11:05.Billions of pounds will be invested in the south's railways. An

:11:05. > :11:07.electrified link from Southampton to the Midlands could transform

:11:07. > :11:10.passenger services. It could also dramatically decrease the amount of

:11:10. > :11:12.freight on the roads. And there's more. Our Transport Correspondent,

:11:12. > :11:15.Paul Clifton, is here. Talk us through the details.

:11:15. > :11:18.What we're getting is an electric rail spine the length of the

:11:18. > :11:21.country. We already knew the diesel Great Western line would be

:11:21. > :11:23.electrified. Today we learned the busy route from Southampton to the

:11:23. > :11:29.Midlands would be electrified too. Including the disused east-west

:11:29. > :11:32.route from Oxford. A new link from the west into Heathrow is confirmed.

:11:32. > :11:38.This opens up a huge range of options for passenger journeys from

:11:38. > :11:40.the south. It could also pave the way for a steady increase in

:11:40. > :11:45.freight going by rail from Southampton docks, taking lorries

:11:46. > :11:55.off the roads. It is all due to happen by 2019 which is, of course,

:11:55. > :12:01.well past the next general election. It is five to seven years away. If

:12:01. > :12:05.it is fully electrified maybe that will mean a move away from diesel

:12:05. > :12:09.to electric and that time frame. think it shows the government is

:12:09. > :12:13.intent on doing major projects that a lot of people in industry have

:12:13. > :12:15.been saying for many years is needed.

:12:15. > :12:17.The government says the money will come from above-inflation fare

:12:17. > :12:20.increases and from as-yet unspecified savings in the railway.

:12:20. > :12:23.Now the platforms at Waterloo station will be made longer as well,

:12:23. > :12:25.to take longer commuter trains. And there's a suggestion that all

:12:25. > :12:31.electric third rails across southern England, could eventually

:12:31. > :12:37.be replaced with overhead wires. For that, every train would have to

:12:37. > :12:40.be modified. Add that to the work underway already at Reading, and

:12:40. > :12:43.new intercity trains there, and we are looking at billions of pounds

:12:43. > :12:48.in this region. A transformation of the railway and genuinely very

:12:48. > :12:50.exciting. A decision on a wind farm on the

:12:51. > :12:55.Isle of Wight will be made by councillors tonight. Planning

:12:55. > :12:58.officers have recommended a refusal. They say putting turbines at Wellow

:12:58. > :13:01.will have too great an impact on the landscape, and on the people

:13:01. > :13:05.living nearby. But the developer, Infinergy, says it is a suitable

:18:11. > :18:17.to see these crowds in Arundel. I think this probably rivals crowds

:18:17. > :18:21.we've seen before. And a multi- storey car park in Worthing was a

:21:19. > :21:23.Olympic Games. It was a special day for two schools today. Arundel

:21:23. > :21:31.Church of England School and St Philip's primary school. They had

:21:31. > :21:38.their moment to shine in Sussex. From the playing field, in the art

:21:38. > :21:43.room, during history lessons and music classes. The Olympics are

:21:43. > :21:48.everywhere at this school and today the torches in town. Every child

:21:48. > :21:52.has been excited because they have been inspired by topics at school.

:21:52. > :21:57.They are looking forward and learning from it. Anticipation has

:21:57. > :22:02.been building for weeks. I think lots of people will be cheering,

:22:02. > :22:12.lots of happy faces. For how quiet to be singing on the day is really

:22:12. > :22:21.

:22:21. > :22:25.The song is called aspire to inspire. It is kind of like you are

:22:25. > :22:35.going for your goal in life and how you will spread your wings and try

:22:35. > :22:49.

:23:00. > :23:03.in a moment. Let's have one more torch-bearer story. Chris Lynch was

:23:03. > :23:08.a policeman and missed his Sussex five years ago. He threw himself

:23:08. > :23:18.into the local community wanted to set up a youth club, but did not

:23:18. > :23:35.

:23:35. > :23:41.have a venue so he and his friends I was a policeman for 30 years the

:23:41. > :23:47.move down here about five years ago. I am going to be a torch-bearer, it

:23:47. > :23:53.is fantastic. I was nominated by my colleagues in the youth forum for

:23:53. > :23:58.my work with the youth bus. We wanted premises and that is still

:23:58. > :24:04.the long-term aim, but out of the blue found this burst so we drove

:24:04. > :24:11.it down and the prisoners decorated it as you see. There are lots of

:24:11. > :24:21.provisions for games and they do lots of craft. We get 8-13 year-old

:24:21. > :24:27.son they are great. They love it and are willing to help.

:24:27. > :24:32.Another torch-bearer, Amy Wilton, a girl who was diagnosed with

:24:32. > :24:36.diabetes and Hastie inject insulin four times a day. It did not stop

:24:36. > :24:42.her bouncing back in life. She is going to college in September and

:24:42. > :24:52.she was chosen as a youth ambassador for a diabetes charity.

:24:52. > :24:55.

:24:55. > :25:01.She had a very special moment and here is her story.

:25:01. > :25:07.There are diabetes Research Foundation asked my dad to do a

:25:07. > :25:13.speech about having a child with type 1 diabetes. I was 12 at the

:25:13. > :25:20.time and I said, if you are talking about me, why can't I say it? So

:25:20. > :25:24.they were happy for me to do the speech myself. I was fortunate in

:25:24. > :25:29.2090 be the only UK diabetic to go to the children's Congress in

:25:29. > :25:33.Washington DC. We were invited to the White House and President Obama

:25:33. > :25:39.showed his support and why more funding needs to be set aside for

:25:39. > :25:44.research. Basically, everything you eat you have to do a blood test

:25:44. > :25:50.before and work out the correct ratio of insulin to the amount of

:25:50. > :25:55.carbohydrate. If I go art I have to think, do I have snacks, tablets,

:25:55. > :26:01.my insolent and my phone to contact my parents. My mum nominated me. I

:26:02. > :26:09.am running in Midhurst on 16th July. I am nervous and excited because I

:26:09. > :26:16.am clumsy, but it should be fantastic. Aymes big moment came

:26:16. > :26:21.today. Let's take a look at her running with the torch. You can see

:26:21. > :26:29.the crowds really turned out. Wonderful stuff. Look at the smile
