:01:12. > :01:14.Emergency waiting times at the Royal Berkshire Hospital. Its finances and
:01:14. > :01:17.problems with a controversial new computer system will also be
:01:17. > :01:20.examined. The hospitals' regulator, Monitor, ordered senior managers to
:01:20. > :01:24.a meeting today, to explain what was being done. The Royal Berkshire in
:01:24. > :01:27.Reading has missed its A&E waiting time target for nine months in a
:01:27. > :01:32.row. Our Health Correspondent David Fenton has been looking into the
:01:32. > :01:36.story and he joins me now. It sounds like they're in trouble? Yes, I
:01:36. > :01:39.think they are. What is perhaps most worrying is the cocktail of problems
:01:39. > :01:42.they are facing, not just Accident and Emergency waits, but also
:01:42. > :01:45.financial problems. They could be heading for a �9 million deficit and
:01:46. > :01:51.this issue with their new computer system, which is costing a great
:01:51. > :01:55.deal of money, �7 million a year - and not really working very well.
:01:55. > :01:58.How big a problem are the waits at A&E because that is what patients
:01:59. > :02:02.are going to notice? All hospitals having problems with A&E -
:02:02. > :02:04.especially this four hour waiting time to be treated. In Reading they
:02:05. > :02:09.have failed that for nine consecutive months. But they have
:02:09. > :02:15.seen unprecedented numbers of patients coming through. Normally
:02:15. > :02:22.might see 230 a day, running at more than 300 a day. Of course, with A&E
:02:22. > :02:32.it's never an even flow, it can be manic or quiet. We asked patients
:02:32. > :02:39.
:02:39. > :02:47.today how long they waited. About having our. I was assessed by a
:02:47. > :02:57.nurse and then taken through to a cubicle to be seen by a doctor.
:02:57. > :02:58.
:02:58. > :03:02.About 90 minutes. I was quite happy. That was better than last time.
:03:02. > :03:09.much happier with them now. It was getting to a point I wanted to
:03:09. > :03:13.change hospitals, but I am much happier with them now. Now the
:03:13. > :03:16.hospital has put an extra half a million pounds in to help, taken on
:03:16. > :03:22.new staff and most serious cases are now being seen by consultants
:03:22. > :03:26.straightaway. But the problems persist. Why is it so busy?There's
:03:26. > :03:30.no one clear reason. You speak to staff, they say just a lot of
:03:30. > :03:33.seriously ill people about. Many of them having to stay in hospital for
:03:33. > :03:38.weeks afterwards. Of course, it's never just about A&E, also about how
:03:38. > :03:43.busy rest of the hospital is. That is pretty busy too. So what is the
:03:44. > :03:47.hospital saying? Not very much, obviously this is an embarrassment.
:03:47. > :03:49.They said today, "We continue to provide high quality and safe care
:03:49. > :03:53.to our patients... This investigation is not related to the
:03:53. > :03:56.quality of patient care we deliver but rather the speed at which we
:03:56. > :04:00.have addressed some of the challenges facing the Trust." I
:04:00. > :04:02.think Monitor will want to wrap this up pretty swiftly and will want to
:04:03. > :04:05.see the hospital Trust getting a grip on these problems equally
:04:06. > :04:09.quickly. Firefighters in Dorset are treating a second heath blaze on
:04:09. > :04:13.Studland in as many days as arson. It comes after a number of fires
:04:13. > :04:15.broke out on heathland in Canford in Poole last month where seven
:04:15. > :04:19.hectares were destroyed. Around 40 firefighters fought to bring the
:04:19. > :04:22.flames under control on Godlingston Heath last night. Roger Finn is on
:04:22. > :04:32.Studland tonight. The fire service is very much looking for the
:04:32. > :04:34.
:04:34. > :04:41.public's help, Roger? Absolutely. This is one of the most beautiful
:04:41. > :04:47.parts of our region. This patch was destroyed on Sunday night, this is
:04:47. > :04:52.nitric -- right next to the road. There was another fire which is much

:05:00. > :05:06.destroyed. 36 firefighters at that. The flames were seen from as far
:05:06. > :05:13.away as for life. It was not far from houses and I spoke to one woman
:05:13. > :05:18.who saw what happened. We ran up here, we saw this big line of
:05:18. > :05:24.blazing gorse. The trouble was the firefighters could not get close
:05:24. > :05:29.enough. I was quite worried because the children were going to sleep in
:05:29. > :05:39.a tent and I did not know if our spark could come over to the tent in
:05:39. > :05:39.
:05:39. > :05:46.the garden. That was the fourth blaze in five weeks, is it
:05:46. > :05:50.carelessness or something more worrying? I am afraid this is not
:05:50. > :06:00.carelessness, this is a deliberate act by someone who is pitting
:06:00. > :06:10.people's life at risk. Could it not have been killed cigarette tossed
:06:10. > :06:16.aside or a barbecue gone wrong? Absolutely not. Someone suggested a
:06:16. > :06:23.bottle in the sunshine. There is no question of that. These are really a
:06:23. > :06:28.deliberate act. These fires must be quite a headache for you to tackle
:06:28. > :06:35.them? Yes, we have got to get the resources here. On Sunday evening
:06:35. > :06:40.there was also quite a severe property fire in Swanage and what we
:06:40. > :06:47.are doing is putting lives at risk. It is not just the members of the
:06:47. > :06:49.public but also the firefighters and peoples homes. If it was not for the
:06:49. > :06:59.professionalism of fire control where with these resources come
:06:59. > :07:02.from? Back to you in the studio. Thank you. A commercial garage has
:07:02. > :07:05.been completely destroyed in a fire in Bognor Regis. An argon welding
:07:05. > :07:08.cylinder exploded in the fire causing extensive damage to the
:07:08. > :07:11.garage and neighbouring properties. A nearby residential care home also
:07:11. > :07:14.had to be evacuated. Members of staff and more than 20 residents
:07:14. > :07:19.took shelter at the local leisure centre. Another year, another rise
:07:19. > :07:23.in rail fares. Commuters face an average increase of just over 4% on
:07:23. > :07:26.regulated rail fares, those are the ones the government controls. From
:07:27. > :07:31.next January an annual season ticket from Reading to Paddington will go
:07:31. > :07:35.up by an estimated �160 to more than �4,000. Commuters from Southampton

:13:41. > :13:47.waste food costs the average family �680 per year. It costs council
:13:47. > :13:51.taxpayers 3.5 million in landfill tax. At the moment, some of the
:13:51. > :13:54.town's food waste ends up here in Canford to be turned into compost.
:13:54. > :13:58.But from March, it'll all go to another plant where it'll be made
:13:58. > :14:01.into compost AND methane gas will be extracted which will then be burnt
:14:01. > :14:04.to generate electricity. The compost you see here will be used to fill in
