:00:31. > :00:33.would stop and offer a helping hand. Now I would not go near them. Save

:00:34. > :00:36.our nurseries ` a parents' campaign to stop the closure of facilities

:00:37. > :00:40.used by more than 200 children. And it was over in seconds, but it

:00:41. > :00:48.certainly made its mark. Clearing up after a freak tornado in Hayling

:00:49. > :00:52.Island. I heard this almighty bang. I came out and found that the wind

:00:53. > :00:53.had picked up the caravan, thrown it into the tree, resulting in this

:00:54. > :01:05.damage. Protestors trying to save four

:01:06. > :01:09.council`run care homes in Hampshire are calling for plans to shut them

:01:10. > :01:11.down to be scrapped, after the councillor overseeing a public

:01:12. > :01:18.consultation into their closure resigned from her post. Anna McNair

:01:19. > :01:22.Scott had failed to fully declare a conflict of interest. The leader of

:01:23. > :01:25.Hampshire County Council has told BBC South that her resignation won't

:01:26. > :01:30.affect the process to decide the future of the homes. But opponents

:01:31. > :01:32.of the plans say that process is now fatally flawed. Here's our Political

:01:33. > :01:45.Editor Peter Henley. The public meetings had been

:01:46. > :01:50.emotional. It has highly trained and caring staff, who make the people's

:01:51. > :01:54.life there worth living. The arguments over much loved relatives

:01:55. > :01:58.were fiercely debated. They are treating them like cattle. But

:01:59. > :02:03.Hampshire councillors seemed determined to press ahead with their

:02:04. > :02:07.plan to close four homes in Petersfield, Basingstoke, Romsey and

:02:08. > :02:10.Linda Hirst. On Friday, the counsellor leading the plan, Anna

:02:11. > :02:16.McNair Scott, resigned from her post. Investigations by this

:02:17. > :02:21.campaign forced her to admit that she had not declared an interest.

:02:22. > :02:25.Her husband's involvement in a property development included flats

:02:26. > :02:28.for assisted living. Once I discovered what her husband's

:02:29. > :02:35.business was, I could not see how that would mean that somebody could

:02:36. > :02:38.actually be impartial and those circumstances. It's only a year

:02:39. > :02:43.since the closure of three other care homes in gospel, Winchester and

:02:44. > :02:49.Fleet. But the council says they have to do something to tackle the

:02:50. > :02:54.growing cost of old age. More than 116,000 over 75s in a county, 6000

:02:55. > :03:01.in residential care at a cost of ?480 per week. The council say that

:03:02. > :03:04.the resignation will not affect the programme. I want the council and

:03:05. > :03:08.public to be crystal clear there could be no conflicts of interest,

:03:09. > :03:12.which is why I thought it was appropriate to accept her

:03:13. > :03:21.resignation. And you continue with the process? Oh, yes. The decision,

:03:22. > :03:25.in fact, had more or less arrived, the decision would be taken by the

:03:26. > :03:29.whole cabinet. Campaigners say the closures should be stopped now. I

:03:30. > :03:35.think the consultancy should be abandoned immediately. I think any

:03:36. > :03:39.of the individuals at Hampshire County Council that have been

:03:40. > :03:44.involved in this showed, frankly, back off. Hampshire County Council

:03:45. > :03:46.insists they can stick to their current timetable, with a decision

:03:47. > :03:50.on the future of the homes in November.

:03:51. > :03:54.How significant is this resignation in the scheme of things? It is

:03:55. > :04:00.embarrassing, but more important is the closure programme. Whether a

:04:01. > :04:04.counsellor filed a piece of paperwork correctly is not the

:04:05. > :04:08.centre of all of this. By resigning, before even taking the

:04:09. > :04:13.decision, she has saved the council a lot of trouble. Is it likely that

:04:14. > :04:17.the process will go ahead? There could be a legal challenge, she has

:04:18. > :04:20.probably done something to avoid that by resigning. But just as in

:04:21. > :04:25.the NHS, there is a move towards more care at home. Particularly for

:04:26. > :04:31.those with early stages of dementia, it is much better to be treated in

:04:32. > :04:35.your own home, research suggests. An assured him, there is a lot of

:04:36. > :04:41.trauma involved. I think long`term, they have to be able to fund not

:04:42. > :04:44.just the process, but also the change, moving residents into extra

:04:45. > :04:48.care at home. A good Samaritan has been describing

:04:49. > :04:52.how his life has been torn apart by a conman who repaid his kindness by

:04:53. > :04:55.making a wholly false allegation of rape. Will Clark says the episode

:04:56. > :04:59.led to the collapse of his charity and has left him with depression.

:05:00. > :05:03.The conman, who claimed to be a gay gypsy on the run from his family,

:05:04. > :05:06.has been jailed for perverting the course of justice. Will, who lives

:05:07. > :05:14.in Salisbury, has been talking to our reporter Steve Humphrey.

:05:15. > :05:17.Will Clark is trying very hard to rebuild his life after months of

:05:18. > :05:23.turmoil and anguish caused by a conman. What do I think of him? I

:05:24. > :05:29.hate him. I absolutely hate him. I have tried to use the old head that

:05:30. > :05:34.I had, with the charity, to try to understand what could have damaged

:05:35. > :05:38.him to do this. As I can't. I absolutely hate him for what he has

:05:39. > :05:44.done. This is Shane Peek, the man that caused the heartache. He used

:05:45. > :05:48.the name Stephen Shaw, one of his many aliases. In Salisbury, he told

:05:49. > :05:53.people he was a 17`year`old gay gypsy, on the run from his family in

:05:54. > :05:59.South Yorkshire. In fact, he was a 26`year`old conman who told some

:06:00. > :06:08.very elaborate lies. He was put in contact with will Clark's charity,

:06:09. > :06:12.which had won plaudits for supporting gay, lesbian and bisexual

:06:13. > :06:18.people. Will let him stay at his home, but became suspicious and

:06:19. > :06:21.confronted him. At that point, he removed himself, with the help of a

:06:22. > :06:29.friend he had made, called his social worker and told them I had

:06:30. > :06:33.raped him. When Wiltshire Police began investigating, they soon

:06:34. > :06:36.discovered Shane Peek's true identity and evidence of other

:06:37. > :06:43.offences. Here at Salisbury Crown Court, he was jailed for four and a

:06:44. > :06:48.half years, after he admitted perverting the course of justice and

:06:49. > :06:51.other offences including burglary, theft and fraud. The trial judge

:06:52. > :06:59.said he had targeted people who had gone out of their way to help him.

:07:00. > :07:02.Will says that episode has had a profound impact. He has closed down

:07:03. > :07:09.his charity and is now receiving medical help. I have a psychiatric

:07:10. > :07:15.treatment with a psychologist, this coming week. That is going to be one

:07:16. > :07:19.of many. You are the classic good Samaritan who has tried to do

:07:20. > :07:25.something to help. But all you have hard in return is grief and

:07:26. > :07:30.anguish? Yes, and it does take away your trust in people. I have zero

:07:31. > :07:36.trust. I will not allow myself to be in a position where I can be even

:07:37. > :07:42.looked at or miss read in any way. So I just avoid people. I go out in

:07:43. > :07:46.the daytime, to go to the shops, at certain times of the day when I know

:07:47. > :07:49.there will be less people around will stop taking the dogs out, I do

:07:50. > :07:51.the same. I don't have trust in people any more.

:07:52. > :07:55.A woman has gone into hiding with her dogs after a court ordered that

:07:56. > :07:57.they should be destroyed. The Staffordshire Bull Terriers attacked

:07:58. > :08:01.and killed another dog in Wimborne in Dorset. The owner says it was an

:08:02. > :08:03.accident and she's willing to move away from her home permanently if

:08:04. > :08:16.they could be spared. Back in March, Nadine Deuters had

:08:17. > :08:21.just taken her three staffies out for a walk in a field near her home.

:08:22. > :08:24.Two of them suddenly attacked and killed another dog being walked

:08:25. > :08:31.nearby. In the fracas, the elderly owner broke his ankle. Her dog later

:08:32. > :08:38.died. Mum and son just went direct to the dog, and I did my utmost to

:08:39. > :08:42.save the little thing. And at one stage I know I was able to hold

:08:43. > :08:59.Diamond's lead and I tried so hard to pull her away, but she was just

:09:00. > :09:07.so strong. The dogs have been in trouble before. . This summer a

:09:08. > :09:12.court decided that the two dogs involved should be destroyed. I did

:09:13. > :09:16.say that even if I never came back to Dorset with the dogs would they

:09:17. > :09:19.spare their lives and could there be a reprieve? Because it was an

:09:20. > :09:25.accident, it wasn't intentional. I'm full of deep regret and remorse.

:09:26. > :09:30.Nadine's now gone in to hiding and says her dogs are part of her

:09:31. > :09:32.family. The BBC approached Christchurch and

:09:33. > :09:36.East Dorset Councils for an interview. It told us in a statement

:09:37. > :09:40.that the order to destroy the dogs still stands, and that they must be

:09:41. > :09:43.surrendered. And you can watch more on this story on Inside Out South

:09:44. > :09:47.tonight at 7.30 on BBC One. There's been a 17% drop over the

:09:48. > :09:50.last year in the number of young people in West Berkshire who are not

:09:51. > :09:54.in education, employment or training according to the local council. The

:09:55. > :09:57.figures apply to those aged between 16 and 19. West Berkshire Council

:09:58. > :10:00.puts it down to a ?1 million grant from the Education Funding Agency,

:10:01. > :10:03.that it says has helped more teenagers get vocational

:10:04. > :10:08.qualifications. Still to come in this evening's

:10:09. > :10:16.South Today: Aiming high ` the Paralympic gold medallist shooting

:10:17. > :10:19.for gold again this week in Spain. Plans to demolish a clubhouse used

:10:20. > :10:22.by anglers in Weymouth have been rejected by councillors. The lease

:10:23. > :10:27.on the current clubhouse expires next year. The council wants to

:10:28. > :10:30.knock it down and build a car park in order to generate more money.

:10:31. > :10:36.Members of the Harbour Management Board voted 4`1 to keep the club on

:10:37. > :10:39.the site. One year after the collapse of the company that

:10:40. > :10:42.installed Bournemouth's artificial surf reef, and its owner still can't

:10:43. > :10:45.be traced. Nick Behunin ran New Zealand`based

:10:46. > :10:48.ASR Limited which built the ?3.2m Boscombe Reef in 2009 but the

:10:49. > :10:55.company went into liquidation last September. Bournemouth Council is

:10:56. > :10:57.owed almost ?15,000 and other local contractors involved in the reef's

:10:58. > :11:04.construction four years ago are still owed as much as ?34,000.

:11:05. > :11:08.Parents in Dorset have vowed to fight a decision to close day

:11:09. > :11:11.nurseries which are run by the County Council. The facilities in

:11:12. > :11:17.Blandford and Shaftesbury, which include an out of school club, are

:11:18. > :11:20.used by 250 children. The council says the loss of Government grants

:11:21. > :11:23.means it can no longer afford to keep them open, but parents fear

:11:24. > :11:31.finding suitable alternatives may be impossible.

:11:32. > :11:36.It's the weekend and playtime at Lola's house. But during the week

:11:37. > :11:40.the children gathered here spend time playing away from their homes.

:11:41. > :11:44.They go to Shaftsbury Nursery, which is run by Dorset County Council. The

:11:45. > :11:53.news that it's to close has devastated the parents who depend

:11:54. > :11:57.upon it. It was a complete shock and a bolt out of the blue. It caused

:11:58. > :12:00.panic, because I thought, there are going to be all of these children,

:12:01. > :12:05.looking for other nursery places in a very small town. It is so good

:12:06. > :12:08.there, I can't see how they can justify closing somewhere that would

:12:09. > :12:13.give our children the best start in life. Dorset County Council say the

:12:14. > :12:16.loss of the Government's Early Years Foundation grant means that its two

:12:17. > :12:20.nurseries, at Sure Start centres in Shaftsbury and Blandford, as well as

:12:21. > :12:21.an out of school club there, are losing around ?130,000 a year and

:12:22. > :12:32.are no longer financially Viable. It is unusual for councils

:12:33. > :12:37.to directly operated nurseries for children. It becomes increasingly

:12:38. > :12:42.difficult, when there is a deficit budget, to keep those sorts of

:12:43. > :12:45.facilities open. It is with a heavy heart we are having to take this

:12:46. > :12:49.decision. Parents have until the end of March to find somewhere else for

:12:50. > :12:51.their children to go, and are being offered support. These mums says

:12:52. > :12:55.Shaftsbury's only other nursery and pre`school are full. They're working

:12:56. > :13:00.together to try and to persuade the council to rethink a decision they

:13:01. > :13:05.find hard to accept. Claims of poor pay and zero hour

:13:06. > :13:06.contracts for cleaners working on First Great Western trains have

:13:07. > :13:11.resulted in further strike action this Friday. Members of rail union

:13:12. > :13:15.RMT, working for sub`contractors Mitie, will take industrial action

:13:16. > :13:19.for 24 hours from Friday morning. The union say it's a fight for a

:13:20. > :13:21.living wage and workplace justice. First Great Western said

:13:22. > :13:27.negotiations are ongoing and accused the RMT of playing political games

:13:28. > :13:30.rather than resolving the issues. Smart card tickets for commuters

:13:31. > :13:34.travelling into London will be rolled out to more stations in West

:13:35. > :13:37.Sussex today. Southern Rail is extending usage of its Key smart

:13:38. > :13:42.card to enable commuters to buy tickets into London. The company

:13:43. > :13:43.says the scheme marks the first step towards abandoning paper tickets all

:13:44. > :13:59.together. On to sport. Saints did very well?

:21:05. > :21:07.headlines. Residents on Hayling Island in Hampshire have been

:21:08. > :21:14.assessing the damage after a freak tornado struck there yesterday

:21:15. > :21:19.morning, affecting around 100 homes. This is the moment it struck. It

:21:20. > :21:25.caused an estimated ?100,000 worth of damage as it swept through the

:21:26. > :21:29.yard, leaving a trail of devastation. This footage shows how

:21:30. > :21:34.boats were thrown around and left badly damaged, with mast snapped

:21:35. > :21:38.off. It really was dreadful. It also uprooted trees, knocked over walls

:21:39. > :21:44.and four tiles from roofs. There is a fully, nobody was injured but a

:21:45. > :21:48.big clean`up was underway today. The clear and Patrick was continuing

:21:49. > :21:52.today on Hayling Island. About 100 properties are believed to have been

:21:53. > :21:56.damaged. Local roofer Paul Croft has already worked on repairing many of

:21:57. > :22:03.them. Today about five, yesterday about six. We have had another three

:22:04. > :22:09.or four calls today. Quite busy. How badly damaged? It was mostly tiles

:22:10. > :22:13.flying off, hitting cars or next`door's windows. It's caused

:22:14. > :22:19.quite a bit of damage, namely this road and Blackthorn Drive on the

:22:20. > :22:23.end. Fairly localised? Yes. This was the scene yesterday. As well as

:22:24. > :22:30.damaged roofs, several trees were blown down, causing damage to houses

:22:31. > :22:35.and cars. It was just after 7am when it struck. We heard and felt this

:22:36. > :22:38.big, strong, howling wind. My husband described it as a ball of

:22:39. > :22:46.wind that came through the house. The house shock, like there was an

:22:47. > :22:48.earthquake. It felt like the roof was going to come through the

:22:49. > :22:56.house, the windows rattled and the roof rattled. Then it was gone in a

:22:57. > :23:02.blast. The seafront border brunt of the tornado hit. This beach hut had

:23:03. > :23:06.the roofs blown off. This one lost most of the felt. This one was blown

:23:07. > :23:12.from its base by the sheer force of the wind. The high wind also brought

:23:13. > :23:17.down trees elsewhere in the south, including in this garden in West

:23:18. > :23:23.Sussex. At Finchampstead, near Woking, lightning struck a house,

:23:24. > :23:28.causing serious damage. We heard an almighty bang, that sounded just

:23:29. > :23:34.like a bomb. It took a few seconds to sink in, what was it? We came out

:23:35. > :23:38.the front and we looked cross the road to see there was a massive hole

:23:39. > :23:42.in the roof of the property opposite. High wind continued to

:23:43. > :23:52.buffet part of the South today. Next, the threat of heavy rain.

:23:53. > :23:57.Quite frightening when something like that happens. Is it a tornado?

:23:58. > :24:00.I have spoken to The Met office and they have been looking at their

:24:01. > :24:04.radar, which is effectively the radar that occurred during that time

:24:05. > :24:08.between seven o'clock and eight o'clock in the morning. They can

:24:09. > :24:13.confirm there was a storm rotation, what you would see with a twist, a

:24:14. > :24:17.circulating tornado. With the defined damaged track that the storm

:24:18. > :24:21.tuck, and the eyewitness reports, all evidence points to it being a
