:00:21. > :00:23.commissioner does? Desperate for news. The Filipino

:00:24. > :00:33.families here trying to find out what's happening back home. It is

:00:34. > :00:39.hard because I would like to know if they are alive or dead. It is very

:00:40. > :00:42.hard. And sharpening their spurs. The

:00:43. > :00:48.premier club ruffling the feathers of Fleet Spurs over their logo. It

:00:49. > :00:50.is a mighty premiership club, in essence, pressing a tiny local club

:00:51. > :01:00.to get what they want. Hundreds of people have gathered in

:01:01. > :01:03.Portsmouth this evening to protest against last week's announcement

:01:04. > :01:12.that around a thousand jobs are to go at the city's shipbuilding yard.

:01:13. > :01:14.The GMB Union says it hopes 200 jobs can be saved and today local

:01:15. > :01:18.politicians from all parties have come together with their calls for

:01:19. > :01:26.the way forward. Joe Campbell is live outside Portsmouth Guildhall,

:01:27. > :01:30.Joe. It is hard to believe that it is now

:01:31. > :01:34.a week since this announcement that came as such are below to the people

:01:35. > :01:38.of Portsmouth. In that time, the unions have been up to the

:01:39. > :01:42.Farnborough headquarters and this morning, they relate the outcome of

:01:43. > :01:46.those talks to these mass meetings here in the dockyard, and grim news

:01:47. > :01:50.it was. It was because of that, that there was such a turn out in the

:01:51. > :01:53.Guildhall Square tonight. It has been a long day in

:01:54. > :01:58.Portsmouth. Many people gathered here tonight have been in the

:01:59. > :02:02.dockyard first thing for the mass meetings. The news just forces the

:02:03. > :02:06.resolve to turn out on a chilled November night. It has got to be

:02:07. > :02:10.done. If you do not stand up and start speaking for what you believe

:02:11. > :02:15.is correct, then you might as well just roll over and play dead. We

:02:16. > :02:20.have to show them we will not lay down, really. What is happening to

:02:21. > :02:24.the community is devastating, it has got to stop. Today, the Prime

:02:25. > :02:28.Minister was asked to come here and here held guaranteeing work on a

:02:29. > :02:34.vessel might give vital breathing space to the port. If we could get

:02:35. > :02:41.that contract, it gives us more time to find alternative to ship holding

:02:42. > :02:45.or to see if something is on the horizon so we can build these type

:02:46. > :02:51.26 frigates that will come online after 2016. They say that basing the

:02:52. > :02:55.operation in one place reduces the opportunity to face other demands on

:02:56. > :02:59.ship building will stop once the building programme is underway, they

:03:00. > :03:04.ask how the government will cope logistically and financially in the

:03:05. > :03:08.event of delays in export orders. But many know that the clock is

:03:09. > :03:14.ticking here, and the move towards closure is gathering pace.

:03:15. > :03:18.What is happening is sure to be a major issue with British

:03:19. > :03:23.shipbuilding. BBC question Time comes from the Guildhall later this

:03:24. > :03:28.evening. But we're joined by the GMB union, Mr Heritage, there is a

:03:29. > :03:32.feeling that this is a juggernaut and it will be difficult to stop

:03:33. > :03:37.this? That is a tactic that BAE Systems want to put forward. What

:03:38. > :03:42.emerged from the discussions on Monday and Tuesday this week was

:03:43. > :03:46.that BAE Systems had looked at 42 options but only presented one

:03:47. > :03:50.option to the government, and unfortunately, that one option was

:03:51. > :03:53.to close down the yard. The situation is that lots of people

:03:54. > :03:57.said this was about Scottish independence and the vote next year,

:03:58. > :04:01.the situation is that logician to saying it could all be returned to

:04:02. > :04:07.Portsmouth. If this happens, the beer would not be a Portsmouth to

:04:08. > :04:13.pull it back to. `` there would not be. This is about manufacturing in

:04:14. > :04:19.general. They have no policy or strategy. They are quite prepared to

:04:20. > :04:25.close not just the shipyard, but a close industry in this country. This

:04:37. > :04:40.carry on their campaign. The northbound A34 will be closed

:04:41. > :04:43.near Newbury this evening for repair work after a serious accident this

:04:44. > :04:46.morning. A lorry involved in the crash was gutted by fire as rush

:04:47. > :04:49.hour approached, prompting police to close the entire road for over three

:04:50. > :04:52.hours. It's hoped the northbound repairs will be finished by 6am

:04:53. > :04:56.tomorrow. The judge in the trial of a woman

:04:57. > :05:00.accused of knocking down and killing a lollipop man who was on duty has

:05:01. > :05:02.dismissed the jury after they failed to reach a verdict. 22`year`old

:05:03. > :05:14.Lauren Paul from Waterlooville denies causing death by careless

:05:15. > :05:21.driving. Tom Hepworth reports. Ray was hit INS and Micra in

:05:22. > :05:25.Waterlooville. He was wearing high visibility clothing and had his

:05:26. > :05:29.lollipop with him as he was on duty. He suffered serious head and chest

:05:30. > :05:33.injuries and was airlifted to the hospital in Southampton but died

:05:34. > :05:37.shortly afterwards. Jury of seven women and five men spent nearly four

:05:38. > :05:42.and a half hours deliberating, but were unable to reach a majority

:05:43. > :05:46.verdict. They were discharged. Lauren Paul, same here with her for

:05:47. > :05:51.that, broke down in tears. The judge told the jury that it is one of

:05:52. > :05:56.those things that it is a reflection of all juror is being chewed to

:06:29. > :06:37.saved money. Our Home Affairs correspondent, Alex Forsyth reports.

:06:38. > :06:41.They were elected as a voice for the people, someone to lead the fight

:06:42. > :06:46.against crime in local communities, so after 12 months in the job, what

:06:47. > :06:52.impact do people in the South believe that these Police and Crime

:06:53. > :06:59.Commissioners have had? Not a lot. I think it is useless. I do not see

:07:00. > :07:03.the point, I think of we have any money to spend to improve policing,

:07:04. > :07:07.it should begin into the police. All of the commissioners in the south of

:07:08. > :07:11.try to engage with people by holding and attending a number of public

:07:12. > :07:15.meetings, like this neighbourhood watch Forum in Hampshire. They say

:07:16. > :07:20.that efforts to raise awareness of their role is paying off. 12 months

:07:21. > :07:23.has gone very quickly, but the work that we have done, that my office

:07:24. > :07:30.has done, the engagement we have with the public, it is beginning to

:07:31. > :07:32.explain to people what I am about as Police and Crime Commissioner and

:07:33. > :07:35.how we can work together to create better amenities and bring about

:07:36. > :07:41.social change across Hampshire and the Isle of Wight. The commissioners

:07:42. > :07:44.said the policing plans and holds the purse strings so they can look

:07:45. > :07:48.after the local forces. Indoor said they had been looking at Marine

:07:49. > :07:56.crime and helping victims, and in Sussex they are recruiting new

:07:57. > :08:00.police officers. `` in Dorset, they have been looking at Marine crime.

:08:01. > :08:05.They are also looking at reworking the police state. In the Thames

:08:06. > :08:13.Valley, rule and serious organised is at the top of the list. `` roll

:08:14. > :08:16.roll and serious. Things get done much quicker, I think the public

:08:17. > :08:21.concerns would be reflected much quicker. In the south, the

:08:22. > :08:25.commissioners, office and staff costs are less than the previous

:08:26. > :08:33.police authority, but not by much. In total, by ?7.3 million per year,

:08:34. > :08:35.instead of ?7.6 million. Some have appointed deputies and assistance,

:08:36. > :08:42.others have not, but they all have to work with the Chief Constable. My

:08:43. > :08:46.role is to make sure that the relationship is as professional as

:08:47. > :08:50.possible, and to have a good relationship, but one with tension,

:08:51. > :08:54.it is somebody having a critical overview, the critical friend that

:08:55. > :08:58.we need to listen to and try to respond. Some of the commissioners

:08:59. > :09:02.in the south have been questioned over things like expenses and

:09:03. > :09:06.spending, but none have faced the same controversy or public rows as

:09:07. > :09:08.have played commissioners elsewhere. But are they as

:09:09. > :09:16.transparent and accountable as was hoped? We looked at the 25 factors

:09:17. > :09:19.that by law, the police commissioner should put on their websites. If

:09:20. > :09:22.they were the football team, they would be very much challenging for

:09:23. > :09:27.the Champions League place, the other officers in the region, they

:09:28. > :09:32.would be mid`table, doing quite well. Could do a bit better. The

:09:33. > :09:36.current Police and Crime Commissioners will be imposed until

:09:37. > :09:39.2016, the true test of whether they have impressed the public will be at

:09:40. > :09:42.the ballot box. Divers have been searching the River

:09:43. > :09:45.Kennet for stolen goods in Reading. It follows a spate of street

:09:46. > :09:49.robberies near the towns Ring Road and the Oracle shopping Centre. The

:09:50. > :09:53.divers, from the Thames Valley force have been using a metal detector to

:09:54. > :09:56.trawl the mud at the bottom. So far they've found a number of wallets

:09:57. > :10:02.and handbags, most with ID inside them, which they hope to return to

:10:03. > :10:07.the people who've been robbed. What the offenders have done is taken

:10:08. > :10:10.what they wanted, like cash, from the wallet of the handbag that they

:10:11. > :10:14.have taken. They then discard the handbags and the wallets into the

:10:15. > :10:18.Reverend, and we have just been looking for what is loved, like cash

:10:19. > :10:22.cards and things like that. `` wallets into the river.

:10:23. > :10:26.Six days on from the devastating Typhoon in the Philippines and a

:10:27. > :10:28.huge international aid effort is now underway. The Prime Minister has

:10:29. > :10:31.announced that the Portsmouth based aircraft carrier, HMS Illustrious,

:10:32. > :10:35.will be sent to help survivors. She's expected to arrive there in

:10:36. > :10:38.around ten days time and is likely to relieve HMS Daring. Meanwhile,

:10:39. > :10:41.Filipinos in the South continue to wait for news of their loved ones.

:10:42. > :10:44.For one Hampshire couple, the lack of information about their family

:10:45. > :10:47.has left them concerned as Katy Austin reports.

:10:48. > :10:54.This is the Philippines as the Fitzgerald family remember it.

:10:55. > :10:58.Green, sunny, a place of joy. Sheila Fitzgerald grew up there and still

:10:59. > :11:03.has a house there. Her extended family still lives on the islands.

:11:04. > :11:13.But in the aftermath of Typhoon Haiyan, she doesn't know what's

:11:14. > :11:17.become of most of them. Because they are new to this see, I am sure they

:11:18. > :11:21.are gone. At home near Lymington, Sheila and her husband John are

:11:22. > :11:24.finding it hard to come to terms with the devastation on the other

:11:25. > :11:27.side of the world. It is hard, because I would rather know that

:11:28. > :11:33.they are alive for they are dead. Every time I see food, I do not

:11:34. > :11:40.truly want to touch it, because I knew that people there, my family,

:11:41. > :11:43.they don't have any food since this typhoon. With communication hampered

:11:44. > :11:46.by the Philippines' crippled infrastructure, most information is

:11:47. > :11:49.coming from news reports and social media. Their daughter has been

:11:50. > :11:58.appealing on Facebook for information relatives, but they've

:11:59. > :12:04.had no response so far. The potential for violence, threatening

:12:05. > :12:08.behaviour, people robbing, stealing, desperate to obtain food, and it

:12:09. > :12:16.kind of supplies. It is really very disturbing. As relief efforts start

:12:17. > :12:20.in earnest, the Fitzgeralds hope aid reaches their family in outlying

:12:21. > :12:24.towns, not just the urban centres. A council care home threatened with

:12:25. > :12:26.closure has been given a reprieve. There were protests by the relatives

:12:27. > :12:29.of people with dementia after Hampshire County Council suggested

:12:30. > :12:32.closing Cranleigh Paddock at Lyndhurst. After consultation

:12:33. > :12:36.they've decided it will stay open. But the future of three other homes

:12:37. > :12:43.is still in the balance. The other three in Romsey, Petersfield and

:12:44. > :12:46.Basingtoke are still likely to shut. Winchester's boom town Festival is

:12:47. > :12:49.to have its license reviewed, following an investigation into

:12:50. > :12:51.noise levels by the City Council. The local authority have praised

:12:52. > :12:55.organisers for putting on a successful music event but say a

:12:56. > :12:58.review is the best way to secure further improvements. Questions have

:12:59. > :13:02.still been left unanswered as to the breaches of the noise levels and

:13:03. > :13:08.also of the time the event was due to finish.

:13:19. > :13:21.In Need. Residents at Billingshurst in West

:13:22. > :13:23.Sussex are angry that a field they were trying to save has been

:13:24. > :13:27.bulldozed by developers. Bellway Homes, which has permission to build

:13:28. > :13:30.46 houses, says the work it has started is part of a reptile

:13:31. > :13:37.trapping exercise and it has done nothing wrong. But, residents say

:13:38. > :13:40.the firm should have waited for the outcome of a public inquiry to grant

:13:41. > :13:48.the site Village Green status. Sean Killick reports.

:13:49. > :13:52.This is how the field in the area once looked, and residents say they

:13:53. > :13:57.have been used for recreation for decades, but this is the scene here

:13:58. > :14:03.now. Earlier this year, the developer, Bellway Homes, was

:14:04. > :14:06.granted planning permission, but the residents that live there, they

:14:07. > :14:11.applied for it to be given village green status. The inspectors were

:14:12. > :14:15.due to rule by the end of the year. They are appalled that the developer

:14:16. > :14:20.has started work before the inspector has published the report.

:14:21. > :14:26.These fields may not be allowed to be used for building, it may be that

:14:27. > :14:29.the public enquiry is in our favour and they had to be restored. But in

:14:30. > :14:33.the meantime, they have just made to did, they have removed wildlife, and

:14:34. > :14:39.they have done this to prevent people from using these fields. I

:14:40. > :14:43.think are elected representatives should certainly intervene, because

:14:44. > :14:46.essentially, they are making a mockery of the consultation

:14:47. > :14:51.process. They are showing complete and utter contempt for local people.

:14:52. > :14:56.Bellway Homes says the works that have taken place are connected with

:14:57. > :15:02.the completion of a reptile trapping and translocation exercise and this

:15:03. > :15:04.work can be undertaken ahead of a planning application to stop the

:24:49. > :24:54.the combination of legs waxing and cake sales. Even Pudsey joined in.
