:02:40. > :02:43.this year, and we hope that next year will be better. I feel that the

:02:44. > :02:47.economy has been on the mend for some time.

:02:48. > :02:54.Here in Bracknell, a company in an enviable position. Redwood

:02:55. > :02:58.technologies employees people with an average age of just 26. They are

:02:59. > :03:03.beating Silicon Valley at its own game, sending the latest technology

:03:04. > :03:08.out in the US. We didn't want to tempt fate, but

:03:09. > :03:14.definitely here we see strong growth, and we are looking at

:03:15. > :03:23.percentages above 1%, which is good for around here full stop perhaps as

:03:24. > :03:27.high as two or 3% next year. Manufacturers only invest when the

:03:28. > :03:31.time is right. This company has spent nearly ?1 million on new

:03:32. > :03:36.equipment. Both firms have welcomed guidance on interest rates, and both

:03:37. > :03:43.say that if one thing will hold them back, it is a shortage of skilled

:03:44. > :03:47.workers. I am joined by Professor Adrian Bell. The Chancellor was keen

:03:48. > :03:53.to talk up measures to help business. What is your assessment?

:03:54. > :04:00.This is more of a political than economic statement. On the whole it

:04:01. > :04:03.is a positive story will stop but I would really mixed message,

:04:04. > :04:09.especially that of pension age for young people. Young people here will

:04:10. > :04:16.not be pleased with that message because it moves the burden on to

:04:17. > :04:20.future generations. Here in the Thames Valley things

:04:21. > :04:24.have been seen as strong, but yesterday there were fears of job

:04:25. > :04:31.losses. Chinese companies are setting up the

:04:32. > :04:40.basis year which benefits the local economy.

:04:41. > :04:44.Has the government got it right? The government says that the

:04:45. > :04:49.austerities has got us here, but you could argue that doing nothing would

:04:50. > :04:54.have got us here. Consumer spending is driving the growth, and people

:04:55. > :04:58.spend because the do not save because you get no return on

:04:59. > :05:04.savings. Thank you. There has been positive

:05:05. > :05:08.news here at Reading University today, the government has lifted a

:05:09. > :05:15.cap on students meaning that universities will teach more people

:05:16. > :05:21.from next year. Among today's announcements were

:05:22. > :05:30.several to boost high streets with a cap on business rate incentives to

:05:31. > :05:40.fill empty shops. Christmas has officially arrived

:05:41. > :05:44.Bishops Waltham this evening. Locals are hoping that the local economy

:05:45. > :05:47.will be boosted. This woman runs a local gift shop and feels the

:05:48. > :05:55.Chancellor has done little to help today. Customers remain cautious.

:05:56. > :06:02.The budget is set in people's minds, so whereas people in the past might

:06:03. > :06:08.say they might stretch to ?20, this time of year it will stay at ?15.

:06:09. > :06:11.It is a similar story in this copy shop. They feel the government has

:06:12. > :06:17.not tackled the biggest challenge they face.

:06:18. > :06:22.The cost of the raw materials the food we buy, has gone up

:06:23. > :06:26.considerably. You cannot pass that on whilst maintaining sales. Your

:06:27. > :06:32.profits take a dip. Will people spend more or less this

:06:33. > :06:34.Christmas? We are suffering because my business

:06:35. > :06:40.is suffering, therefore we are not spending money.

:06:41. > :06:50.Everybody goes all out at Christmas, don't they?

:06:51. > :06:55.I haven't noticed the economy picking up.

:06:56. > :07:01.Households are just hoping for a happier Christmas this year.

:07:02. > :07:05.An elderly couple in Bournemouth have died after falling from a block

:07:06. > :07:10.of flats. Police and the notes were called to the block of flats on

:07:11. > :07:15.Tuesday. The man and woman were pronounced dead at the scene. Older

:07:16. > :07:23.people in need of support have been urged to contact services.

:07:24. > :07:27.It is about supporting people and making good choices and having

:07:28. > :07:31.healthy lifestyles, and aspirations for a healthy retirement. Rather

:07:32. > :07:43.than waiting for people to get a crisis, we work with people to make

:07:44. > :07:46.choices earlier on. Villagers in Hampshire are afraid

:08:05. > :08:09.These lanes are not as tranquil as they once were. This lorry has just

:08:10. > :08:15.made a delivery to a farm being used for storage and distribution without

:08:16. > :08:20.the right permission. That is typical. That is what we

:08:21. > :08:24.experience every day, HGVs, lorries, career bands, all types of vehicles

:08:25. > :08:29.which are servicing that business. It is extremely intimidating. There

:08:30. > :08:33.is barely enough space for you to get off the road and allow them to

:08:34. > :08:37.go past. I don't feel safe to let my

:08:38. > :08:40.daughter, my nine`year`old go to the local park. You get wedged into the

:08:41. > :08:43.side of the road waiting for something to go past. It is just not

:08:44. > :08:48.safe. The company working from this site

:08:49. > :08:58.is called Redwood UK, it imports would jeepers. They turned down our

:08:59. > :09:03.request for a statement, but their website states that they comply with

:09:04. > :09:10.the development plan and the site does not affect the area. Happiness

:09:11. > :09:14.say it does. As the business grows, the economy

:09:15. > :09:19.grows, it's going to get much worse.

:09:20. > :09:25.You can see the sort of damage caused by the HGVs. There is a big

:09:26. > :09:33.abrupt, and damage for anyone walking or cycling. The business

:09:34. > :09:36.could move to one of the industrial parks that have road and rail

:09:37. > :09:43.networks. The local borough council says

:09:44. > :09:48.safety will be a serious consideration and planners make

:09:49. > :09:51.their decision next week. Suspicious material has been found

:09:52. > :09:57.in Southampton by the search for a suspect. Police attended the scene

:09:58. > :10:02.at Bitterne Triangle just before noon. The material was thought to be

:10:03. > :10:07.explosive, but poses no risk to the public. Man has been detained under

:10:08. > :10:12.the Mental Health Act until next month.

:10:23. > :10:25.A Dorset woman has successfully appealed against parking fines

:10:26. > :10:28.because they were not enough signs warning drivers that a mobile camera

:10:29. > :10:34.car was operating in the area. Jo Green from Parkstone was issued with

:10:35. > :10:41.three separate parking charges within a fortnight, all issued by a

:10:42. > :10:48.mobile CCTV car. The school run nearly cost Jo Green

:10:49. > :10:54.?210. She parked on a single yellow line near the gates to pick up her

:10:55. > :10:57.daughter three times in nine days. In the space of a couple of days I

:10:58. > :11:03.have three parking penalties from the two weeks previous.

:11:04. > :11:07.Jo Green thinks she would not have got the second to penalties if she

:11:08. > :11:11.had been moved on the first`time. It seems it must be about making

:11:12. > :11:15.money, because if it was a child safety, they would move you one

:11:16. > :11:19.straightaway. There is no reason why they could not stop themselves and

:11:20. > :11:23.said to me, you need to move. Jo Green appealed and the Traffic

:11:24. > :11:28.Penalty Tribunal found in her favour because the council had not put out

:11:29. > :11:32.enough signs warning that motorists were being filmed. They had also not

:11:33. > :11:38.produce evidence to say that their cars comply with statutory

:11:39. > :11:42.guidelines. The borough council insists that camera cars are not

:11:43. > :11:48.cash cows. We started the operation in 2011.

:11:49. > :11:54.The income from that car parking operation has decreased since that

:11:55. > :12:00.time. I feel that it has been a really successful operation.

:12:01. > :12:03.Any council can use CCTV cars if they wish. In Bournemouth we have

:12:04. > :12:10.led to an increase in the number of parking fines handed out. The AA

:12:11. > :12:13.says camera cars are not the answer. They cannot discriminate between a

:12:14. > :12:18.parked car and someone who is dropping someone off, they may not

:12:19. > :12:24.see the person inside the car is wrongly aligned, that's why they are

:12:25. > :12:27.a Testament. Jo Green's dispute is the first were

:12:28. > :12:30.like a signage was a factor in the decision. The question now is

:12:31. > :12:40.whether it could lead more motorists to appeal.

:12:41. > :12:42.The Chancellor has announced a ?2.95 increase to the state pension, but

:13:21. > :13:25.How does that make you feel? What can I say? I would like to kick

:13:26. > :13:29.their backsides. I really would. Because when you stop and think

:13:30. > :13:35.about it, we are all in this together, according to Mr Cameron.

:13:36. > :13:41.In their modest home, the cost of living has forced them to cut back.

:13:42. > :13:46.That means less holidays and reducing the money they give to

:13:47. > :13:50.charities. They kept increasing prices, and our

:13:51. > :13:58.pensions didn't cover it, even with money we managed to save.

:13:59. > :14:02.This tai chi class is a good way to relax, keep moving and catch up with

:14:03. > :14:07.others. When you view the government say the

:14:08. > :14:10.economy is growing... I never believe anything the

:14:11. > :14:14.government says. It is an iniquitous government.

:14:15. > :14:21.I am aware of it picking up in some areas, but for myself, it doesn't

:14:22. > :14:25.affect me terribly. The government says all sectors of

:14:26. > :14:29.the economy are better off. That is not true for people of all ages.

:14:30. > :14:34.Businesses say it will take longer period of sustained recovery to help

:14:35. > :14:40.wages go up, but that will not help those who are not working.

:14:41. > :14:43.The Chancellor says more work is needed to fix the economy, and

:14:44. > :14:50.Labour says Mr Osborne is in denial about written's cost of living

:14:51. > :14:54.crisis. A lot of people will pick through

:14:55. > :14:58.this to see if they have won or lost from the Autumn Statement. Those who

:14:59. > :15:02.are in favour of wind farms off the Dorset coast may be pleased to.

:15:03. > :15:08.Those who think it will be a blot on the seascape will be concerned.

:15:09. > :15:14.Those who are interested in shale gas, that is the different story

:15:15. > :15:27.entirely. Let's see what two of our MPs think. First of all, Richard,

:15:28. > :15:32.those on the housing list will be pleased, but some are concerned

:15:33. > :15:36.about sprawl? I was elected nearly nine years ago,

:15:37. > :15:42.there was a third of the people on housing waiting list there are

:15:43. > :15:46.today. There is a huge demand for people for housing. It has got to be

:15:47. > :15:50.in the right place, but it is also good for the economy. More

:15:51. > :15:53.house`building is so necessary, it has not happened for the last decade

:15:54. > :15:57.and a half, and it is a welcome boost.

:15:58. > :16:03.It is not happened under this government yet, as it?

:16:04. > :16:06.House`building is the lowest since the nineteen twenties. What we need

:16:07. > :16:11.is house`building, but affordable house`building.

:16:12. > :16:17.It looks like prices will go up and there will be sprawling estates.

:16:18. > :16:20.There are strict rules about the percentage of houses that have to be

:16:21. > :16:24.affordable, so this is good news for those who are on the list for

:16:25. > :16:28.affordable housing. The government does seem to be

:16:29. > :16:33.recovering, and the government is handing commuters ?45 a season

:16:34. > :16:36.ticket. It is remarkable government is able

:16:37. > :16:39.to cap rail fares but unable to catch energy prices. The biggest

:16:40. > :16:43.question remains the cost of living. We have a cost of living crisis that

:16:44. > :16:47.continues, and in the small print we see that wages and prices will

:16:48. > :16:54.continue to diverged. Google will continue to feel worse off in the

:16:55. > :17:05.South. There is no feel`good factor?

:17:06. > :17:10.I think Ed Balls's readability has been completely shot by the upturn

:17:11. > :17:18.in jobs. There are prices now for the high Street which is what really

:17:19. > :17:20.matters. George Osborne wants a pat on the

:17:21. > :17:29.back for getting his figures wrong every year four years. The economy

:17:30. > :17:35.is starting to recover, but we will not be better off until 2019, when

:17:36. > :17:39.George Osborne said it will all be better by 2015. We are in for a long

:17:40. > :17:45.haul. Thank you both. Now one openly

:22:33. > :22:36.always played a big part in his life.

:22:37. > :22:41.It is not my sport, it is more my lifestyle. I have grown up with it,

:22:42. > :22:51.my dad and brother do it. It is more of a family thing. I only started

:22:52. > :22:54.competing six or seven years ago. Now he is one of the top talent in

:22:55. > :22:59.the country. He is back from winning two silver medals in the European

:23:00. > :23:07.Championships in Portugal. The 16`year`old's first major event on

:23:08. > :23:11.such a stage was a huge moment. It was mixed emotions. I was

:23:12. > :23:18.excited, I was nervous, I was quite overwhelmed by the experience.

:23:19. > :23:23.He studies at Totton College near Southampton and works with top

:23:24. > :23:25.coaches at the sports Academy. The condiments as karate practice with

:23:26. > :23:29.specialist workouts here at the college. It is training designed to

:23:30. > :23:34.maximise his performance through strength and conditioning.

:23:35. > :23:37.We're trying to create more power for him, better movements so that he

:23:38. > :23:41.remains strong and powerful throughout his competitions, but

:23:42. > :23:45.also so that it restricts the number of injuries you might get.

:23:46. > :23:53.The work is proving effective. Brandon was selected by the elite

:23:54. > :23:55.England squad yesterday. He travels to more European Championships next
