:01:04. > :01:06.in a hit`and`run crash in Poole has made a heartfelt appeal to the

:01:07. > :01:09.driver to come forward. 69`year`old Christopher Colegate was on his way

:01:10. > :01:16.to the Oakdale Conservative Club last Friday evening when he was hit.

:01:17. > :01:22.Well, our reporter Jo Kent is in Poole for us this evening. Jo,

:01:23. > :01:25.what's the latest? It was at this junction almost

:01:26. > :01:30.exactly one week ago that Christopher Colegate was hit by a

:01:31. > :01:35.car and left fatally injured in the road. He died later in hospital. He

:01:36. > :01:39.was a husband, father and grandfather to four children, all

:01:40. > :01:43.under the age of ten. Earlier, his family urged the drivers come

:01:44. > :01:47.forward. Putting a brave face on breaking

:01:48. > :01:54.hearts. Christopher Colegate's widow and his two daughters. Last Friday,

:01:55. > :02:01.their world is changed for ever. Christopher was killed by a hit and

:04:14. > :04:16.An inquiry will look at how a serial paedophile from Southampton was able

:04:17. > :04:19.to repeatedly abuse children in his foster care. Rex Case was convicted

:04:20. > :04:23.of 18 charges including rape and indecent assault and jailed for 21

:04:24. > :04:26.years in February last year. The Local Safeguarding Children's Board

:04:27. > :04:37.will now begin a Serious Case Review into why the abuse was not

:04:38. > :04:41.prevented. Two businessmen who ran Pizza Hut

:04:42. > :04:44.takeaways have each been sentenced to 18 months in prison for failing

:04:45. > :04:46.to pay almost ?600,000 in VAT. Mukesh Patel and Harishchandra Desai

:04:47. > :04:49.operated four outlets in Southampton, Poole and Bournemouth.

:04:50. > :04:52.HM Revenue Customs said their four`year VAT fraud was driven by

:04:53. > :04:54."greed and desire". Our Home Affairs correspondent, Alex Forsyth,

:04:55. > :04:56.reports. Arriving at court, two business

:04:57. > :05:02.partners who cheated the public purse out of more than half ?1

:05:03. > :05:10.million. Harishchandra Desai, seen here on the left and Mukesh Patel

:05:11. > :05:19.ran four Pizza Hut franchises but failed to pay the proper tax on

:05:20. > :05:25.their takings. When you buy Peter, you pay VAT, it is included in the

:05:26. > :05:30.price. The VAT from all of the pizzas sold must be declared. Any

:05:31. > :05:33.VAT the businesses already he has been taken off the total and the

:05:34. > :05:39.rest has to beat Pete to the Treasury. In this case, the men

:05:40. > :05:44.suppressed sales figures, saying that they had received less money

:05:45. > :05:52.than they had. One year, they pay no VAT at all. They avoided payments of

:05:53. > :05:59.nearly ?600,000. This is money that customers have believed was being

:06:00. > :06:14.taxed. Instead, it was being put into their own pockets. It is theft

:06:15. > :06:18.of ?600,000. Pizza Hut itself has done nothing wrong in this case. The

:06:19. > :06:25.franchises were run entirely by these two men. In fact, Revenue and

:06:26. > :06:31.Customs praised Pizza Hut for helping with this investigation.

:06:32. > :06:34.Mukesh Patel and Harishchandra Desai now no longer run the franchises.

:06:35. > :06:44.They will be jailed for 18 months. The barrister said they were putting

:06:45. > :06:47.the money back into the businesses to keep them afloat. They were

:06:48. > :06:54.ashamed of their actions and words determined to repay what they owe.

:06:55. > :07:04.The franchises are now under new management.

:07:05. > :07:06.Traffic Wardens are to strike on Monday in Portsmouth. City council

:07:07. > :07:09.management were locked in discussions with union reps all day

:07:10. > :07:12.but failed to reach an agreement. Civil Enforcement Officers, as

:07:13. > :07:21.they're now known, are taking action over working practices.

:07:22. > :07:24.Now, the big Christmas getaway is set to start in earnest this

:07:25. > :07:27.weekend. Air traffic control company NATS say 5,800 flights are being

:07:28. > :07:30.handled today, the busiest day in the festive period. But, for many of

:07:31. > :07:33.the South's rail passengers, it's looking like a Christmas of delays

:07:34. > :07:34.and replacement buses. Here's our Transport Correspondent, Paul

:07:38. > :07:40.express train from Christmas Day until the end of New Year's Day.

:07:41. > :07:45.Other services through one of the region's busiest stations will also

:07:46. > :07:49.be severely curtailed. That is because a new platform is being

:07:50. > :07:52.built to ease a radical bottleneck on the main line between London and

:07:53. > :07:58.Brighton. For tens of thousands of airport passengers, there will be

:07:59. > :08:03.buses instead. It means all of the work can be completed in one go and

:08:04. > :08:05.there are roughly 40% fewer passengers travelling at this time

:09:09. > :09:10.for a view days. The advice for all Christmas period passengers, check

:09:11. > :09:29.carefully before you travel. Controversial plans to build a new

:09:30. > :09:33.hotel, shops and homes on parkland in the centre of Wokingham have been

:10:34. > :10:36.shipbuilding in Portsmouth. It follows BAE's decision last month to

:10:37. > :10:40.shut its yard in the city, with the loss of over 1,000 jobs. BBC South

:10:41. > :10:43.has been told at least 15 businesses have now expressed an interest in

:10:44. > :10:46.using the shipyard and taking on some skilled workers. The Portsmouth

:10:47. > :10:50.North MP, Penny Mordaunt, says there's still a lot to do for the

:10:51. > :10:53.plan to succeed. What we have to do is a lot of hard work. The

:10:54. > :10:57.nitty`gritty of making all of that happened. Working out quickly what

:10:58. > :11:00.those overheads will be for those businesses so they can put those

:11:01. > :11:07.plans together. Getting the local authority to do some things to

:11:08. > :11:09.incentivise companies. We have all of the ingredients there, we need to

:11:10. > :11:20.make it happen. I am optimistic about the future.

:11:21. > :11:24.Dorset Police are to share services with Devon and Cornwall Police in a

:11:25. > :11:28.bid to save money. Both forces say its not a merger, but have warned

:11:29. > :11:31.that some jobs could go. A review will now look at which services in

:11:32. > :11:40.particular will be affected. Senior officers hope any savings will help

:11:41. > :11:44.to protect front line policing. Radical changes are being made to

:11:45. > :11:47.the way people with diabetes are treated in parts of Berkshire. The

:11:48. > :11:50.National Diabetes Audit shows too many diabetics in Reading and the

:11:51. > :11:53.Wokingham area have been getting inadequate care. Services in the

:11:54. > :11:56.area have ranked among the worst in the country. Nikki Mitchell reports.

:13:56. > :14:05.have further impact, the cost of not carrying out these improvements,

:14:06. > :14:08.would be much worse. It will be horrible for them. We don't want

:14:09. > :14:12.that to happen to them and we don't want to have to pay for it if and

:14:13. > :14:16.when it does. So actually it is a win`win. There are now hopes that

:14:17. > :14:22.this way of treating diabetics could be used to treat people suffering

:14:23. > :14:25.from other long`term conditions such as asthma.

:14:26. > :14:28.Now, chances are you've probably ordered some presents over the

:14:29. > :14:32.internet this year. Our love affair with online shopping shows no sign

:14:33. > :14:36.of cooling off. And many of those items have to get to us before the

:14:37. > :14:39.big day next week. Our Business Correspondent, Alastair Fee, has

:14:40. > :14:47.been to meet a new company in Basingstoke trying to get in on the

:14:48. > :14:50.internet delivery act. It is selling very, very well.

:14:51. > :14:53.At a product meeting, OnBuy, the UK's newest online market place

:14:54. > :14:59.discuss some of their most popular toys. It's their first Christmas and

:15:00. > :15:08.have on trial 100,000 items. That might sound a lot but Amazon has

:15:09. > :15:11.millions. We sell other people's products. Sellers come to us with

:15:12. > :15:20.their infantry and we list them for sale. We do not actually sell items

:15:21. > :15:28.ourselves. The website has an emphasis on buying British. From a

:15:29. > :15:31.warehouse in Wales, items are picked, packed and sent out across

:15:32. > :15:33.the country. Hundreds of products leave here every day. We have plans

:15:34. > :15:41.to preserve another building directly opposite where we are now.

:15:42. > :15:44.When this grows, we know we have a facility to take hold. It's

:15:45. > :15:47.certainly ambitious but they view Amazon as a rival. The online giant,

:15:48. > :15:50.together with other multinational firms like Starbucks and Google have

:15:51. > :15:57.been criticised for paying minimal tax here in the UK. The controversy

:15:58. > :16:05.surrounding Amazon is adding to our message that we are going to pay UK

:16:06. > :16:11.tax and try and ensure that the public sees OnBuy as a viable

:16:12. > :16:14.marketplace. YOYOTech make gaming machines and are among the first

:16:15. > :16:18.retailers to choose to sell via the website. Onbuy makes money through a

:16:19. > :16:21.monthly charge and by taking a percentage of every item sold. Both

:16:22. > :16:32.are cheaper for the retailer than selling on Amazon. If you are pro

:16:33. > :16:38.UK, which OnBuy are, they pay UK taxes, they will grow in the UK and

:16:39. > :16:41.create UK jobs which strengthens our economy, which makes our business

:16:42. > :16:44.stronger as more people buy from us as well. This Christmas, the big

:16:45. > :16:48.sellers have been magic kits and video games. Compared to Amazon, who

:16:49. > :16:56.have thousands of employees in the UK, OnBuy has begun with just 26.

:16:57. > :17:04.The ambition is to take 5% of Amazon's market share, a massive

:17:05. > :17:08.?190 million in sales. Don't worry, that big box for you but I have

:17:09. > :17:18.bought will be delivered before Christmas Day. Yours is all ready in
