:01:24. > :01:28.routes have all combined to get the first days of 2014 off to difficult

:01:29. > :01:32.start for many. Homes in ham hire, Dorset and Surrey all saw power

:01:33. > :01:37.supplies disrupted over the last 24 hours, and electricity engineers are

:01:38. > :01:42.preparing to further problems. High winds and rain are forecast,

:01:43. > :01:45.creating the risks of falling trees and damage to power lines again. The

:01:46. > :01:49.Prime Minister said the energy companies's response to loss of

:01:50. > :01:54.supply over the festive period was unacceptable. Jo Kent is in

:01:55. > :01:59.Fullerton for us tonight what is the situation there tonight? Well,

:02:00. > :02:04.Sally, like many place, Fullerton suffered a power cut on the 23rd

:02:05. > :02:07.December, but unlike most of those other place, still hasn't been

:02:08. > :02:11.reconnected to the main supply. Instead, this generator has been

:02:12. > :02:16.installed. Round 20 homes totally reliant on it at the moment for

:02:17. > :02:21.their power. But already, it has failed twice, leading to further

:02:22. > :02:26.long power out ages. Let us talk to one couple here, a bit of an

:02:27. > :02:29.eventful Christmas Very much so. Our family came from Christmas as

:02:30. > :02:36.planned on Christmas Eve, although we had no power, we kept hoping it

:02:37. > :02:41.was going to be OK. By Fiv.00 on Christmas Day, I thought we would go

:02:42. > :02:45.to the village hall and heat up our cottage pie, by Boxing Day, the

:02:46. > :02:49.turkey and everyone was smelling horrible and all our food was going

:04:56. > :04:59.Hazelmere until Monday after landslips on the line. In farm ham

:05:29. > :05:32.We expect to have flood alerts in place along the coast, for tomorrow

:05:33. > :05:38.lunchtime's tide. In addition to that we expect flood warnings in

:05:39. > :05:44.places like here in Lymington, Cowes on the Isle of Wight, Langston

:05:45. > :05:49.harbour, shore ham, Littlehampton, the types of places we expect those,

:05:50. > :05:53.the very high levels and property flooding. Households are being asked

:05:54. > :05:58.to check for flood warnings and plan ahead if they are likely to be

:05:59. > :06:01.affected. So the south bracing itself tonight

:06:02. > :06:06.for more wild and stormy condition, after all the disruption over

:06:07. > :06:10.Christmas, many people like those here were hoping for more settled

:06:11. > :06:15.condition, a chance to get back to normal, but instead 2014 bringing

:06:16. > :06:22.renewed risks of damage, flooding and power cuts.

:06:23. > :06:25.Now as the economy be gings to improve the Help to Buy mortgage

:06:26. > :06:29.scheme is aimed at helping buyers and stimulating the property market.

:06:30. > :06:33.So far over 6,000 people have applied for a mortgage through the

:06:34. > :06:38.initiative. It lets people buy homes with a deposit as small as 5% of the

:06:39. > :06:42.total cost. The 95% loan is guaranteed by the taxpayer. Labour

:06:43. > :06:44.says more houses now need to be built to meet demand. The Prime

:06:45. > :06:49.Minister, who has been in Southampton today says the scheme is

:06:50. > :06:53.stopping people frozen out of the housing market. Our political editor

:06:54. > :06:57.reports. A New Year and a new home in

:06:58. > :07:01.Southampton for Sharon, and a very unexpected new visitor, the Prime

:07:02. > :07:06.Minister. Sharon's two`year`old Maisie likes the new flat. She gets

:07:07. > :07:12.a garden to play in for the first time, it has cost ?135,000, and a 5%

:07:13. > :07:16.deposit was loaned by the taxpayer. Part of Help to Buy, a scheme to get

:07:17. > :07:20.the housing market moving. I wouldn't have been able to afford

:07:21. > :07:26.childcare, and be able to afford to save at the same time. So it really

:07:27. > :07:30.helped me be able to get on the ladder. The Prime Minister went on

:07:31. > :07:35.to visit this scheme where more than half the people who have bought new

:07:36. > :07:41.flats have used various forms of the Help to Buy scheme. On the site of

:07:42. > :07:44.the old ship card, 1600 homes, shops and a surgery are being built. The

:07:45. > :07:49.Government says that an investment of tax payers' money is needed, not

:07:50. > :07:54.just to give confidence to house buyers by builders too, to persuade

:07:55. > :07:58.them to invest outside of London. While small and medium sized

:07:59. > :08:02.developers are struggling to get going again, firms like this one are

:08:03. > :08:05.pressing ahead. Help to Buy has clearly freed up a lot of people to

:08:06. > :08:08.enter the housing market, who previously couldn't, we did share

:08:09. > :08:12.the stats on this site, that of those 17 people that have bought on

:08:13. > :08:17.the Help to Buy since April here, they were all first`time buyers. We

:08:18. > :08:21.are not helping people to buy flats and homes they can't afford, we are

:08:22. > :08:26.helping people who don't have wealthy parents, who can't get a big

:08:27. > :08:29.deposit and helping them realise their dreams. Ate good thing for

:08:30. > :08:34.them and the economy because house billing is growing again. It may not

:08:35. > :08:36.be consolation for those worried about sprawling development but

:08:37. > :08:43.there will be many more people looking in the windows of estate

:08:44. > :08:48.agents this year than last. It but does Help to Buy work for all

:08:49. > :08:52.buyers or will it fuel another boom which will bust? How is it being

:08:53. > :08:56.seen by estate agents? Nicky Mitchell has more.

:08:57. > :09:00.Monika Golec have been trying and failing to buy a house in Reading

:09:01. > :09:05.for months. Despite offering the asking price on this one. There

:09:06. > :09:10.aren't enough homes for sale and December pass buyers are pushing

:09:11. > :09:16.prices up. It is frustrating. Whenever we put an offer in someone

:09:17. > :09:22.outbids us, people are prepared to pay over the asking price. This

:09:23. > :09:26.estate agent sold 46 homes here on the avenue site more quickly than

:09:27. > :09:31.expected. When the Government introduced the initial phase of its

:09:32. > :09:34.Help to Buy scheme sales on this development rocketed, almost a third

:09:35. > :09:38.of the people who bought houses or apartments here did so with the Help

:09:39. > :09:42.to Buy loan. But the latest Help to Buy scheme is

:09:43. > :09:45.not a loan it is a mortgage guarantee, many estate agents are

:09:46. > :09:48.sceptical it will have the same impact on sales. Still, some feel

:09:49. > :09:53.the Government should stopped meling and leave the market to sort itself

:09:54. > :09:59.out. Even talks about boom and bust, if the market continues to increase

:10:00. > :10:03.with the help of the Government scheme fuelling thing, what happens

:10:04. > :10:08.when they take it ga aren't you left with an overinflated market that

:10:09. > :10:12.people can't afford to buy? Monika is not keen tb small print of the

:10:19. > :10:21.then they are living in her mum's basement.

:10:38. > :10:40.Earlier etoday the Prime Minister was in Southampton to meet some of

:10:41. > :10:43.those who have taken up the Government Help to Buy scheme, to

:10:44. > :10:47.get on the property ladder. He joined me here in the studio and we

:10:48. > :10:51.began by talking about the power cuts over Christmas and the New

:10:52. > :10:56.Year. He gave his reaction to the length of time it has taken to get

:10:57. > :11:00.power restored in some areas. Much too long. That is not

:11:01. > :11:03.acceptable. The power companies need to work round`the`clock to get

:11:04. > :11:07.people sich switched back on. There is tough regulation, people are

:11:08. > :11:12.meant to be back on within 48`hours, most people are, but you know, with

:11:13. > :11:18.a young family and having had power cuts myself, a few hours is is a

:11:19. > :11:22.major inconvenience. Tim Yeo, says the compensation as well is

:11:23. > :11:26.derisory, what do you think about that? First of all we need to work

:11:27. > :11:30.on the energy companies to get them to switch people back on now, that

:11:31. > :11:34.is the short`term emergency work, then we should take time and ask is

:11:35. > :11:37.the regulation tough enough, is the compensation good enough? Happy do

:11:38. > :11:41.that work, what people want to hear is they will get switched back on

:11:42. > :11:45.and we will go on investing in these flood defences to try and stop homes

:11:46. > :11:49.being flooded in the first place. Let us talk about homes. That is why

:11:50. > :11:53.you were here, talking about the Help to Buy scheme. Helping people

:11:54. > :11:58.to get OK on the that rung of the ladder to home ownership. Why is the

:11:59. > :12:01.ceiling then at ?600,000? Those people aren't first`time buyers? It

:12:02. > :12:05.is right to have a scheme that is available for all people and for all

:12:06. > :12:09.regions of the country. Sometimes governments design schemes and they

:12:10. > :12:13.are too small and fiddly and don't work, this scheme is working and it

:12:14. > :12:17.is being used by people who are first time buyer, who can afford a

:12:18. > :12:21.mortgage and a mortgage payment, but they can't get together a ten or 20%

:12:22. > :12:27.deposit for their house or flat because they haven't got a rich mum

:12:28. > :12:32.or dad. They should be able to buy one I am helping them do that. Are

:12:33. > :12:36.you concerned the bubble could burst? I don't think that will

:12:37. > :12:39.happen, because we have expressly given the Bank of England the role

:12:40. > :12:47.of advising us and intervening if they see any bubbles emerge in any

:12:48. > :12:51.markets, but in terms of housing house prices are 16% below what they

:12:52. > :12:55.were in 2007. We don't have enough housing stock, we have issues down

:12:56. > :13:00.here with many planning... We need to build more, but the idea you can

:13:01. > :13:04.totally separate helping buyers with helping builder, and those are two

:13:05. > :13:08.totally different issues a myth. The builders won't build unless the

:13:09. > :13:13.buyers can buy, we are correcting the market failures so construction

:13:14. > :13:16.sup. More people are buying homes. You talk about stability and

:13:17. > :13:20.security, but if interest rates go up and the difficulties with making

:13:21. > :13:23.the may wants, that makes the whole thing very fragile for people. Of

:13:24. > :13:27.course, that is why it is very important we get the deficit down,

:13:28. > :13:31.and we run our economy sustainably and sensibly, to keep interest rates

:13:32. > :13:34.low. Interest rates are a matter for the Bank of England, but if we are

:13:35. > :13:38.dealing with debts and deficits it makes it easier for them to keep it

:13:39. > :13:41.low. If you talk ant the security and stability you mentioned

:13:42. > :13:46.yourself, you know, some of the problems we have had down here, just

:13:47. > :13:51.before Christmas, we had 1900 job losses in three company, Portsmouth

:13:52. > :13:55.very badly hit. As people look at their wage packets or not coming in,

:13:56. > :14:00.the cost of living is going higher and higher, you say we are on the

:14:01. > :14:05.road to recovery with tough times ahead. They are not feeling or

:14:06. > :14:08.seeing that. We are recovering from a dreadful and deep recession, there

:14:09. > :14:12.have been disappointing announcements over particular

:14:13. > :14:16.factory, if we look at the overall economy of the south`east, there are

:14:17. > :14:20.167,000 more people in work today, than there were three years ago,

:14:21. > :14:23.there are 35,000 fewer people claiming unemployment benefit. The

:14:24. > :14:27.economy is grow, new businesses are starting, more people are getting

:14:28. > :14:34.job, do I want more people to work, or do I want them to be paid more,

:14:35. > :14:39.do I want them to paid lore taxes? Yes. They take time. They are facing

:14:40. > :14:45.high energy bills. Rail fares today, to get to and from work, they have

:14:46. > :14:49.gone up again. We are helping all the ways we can. We have helped

:14:50. > :14:53.freemsz council tax, we have cut petrol duty to help on that journey

:14:54. > :15:00.to, who, we are making sure that rail fares are going up by less

:15:01. > :15:04.today than almost in all... We have cut energy prices by ?50 through the

:15:05. > :15:08.schemes we announced some weeks ago. Let us talk NHS. It is struggling

:15:09. > :15:12.here, A to cope. I have statistics come out. Portsmouth was the second

:15:13. > :15:16.worst in the country for waiting time, Southampton is is the fourth.

:15:17. > :15:19.The problem seems to be the care packages at the other end to get

:15:20. > :15:23.people through hospital out into the community, it is not working. Why is

:15:24. > :15:27.it not working? We need to join up better health and social care. There

:15:28. > :15:32.is no doubt about that. We should be clear about one thing, there are

:15:33. > :15:37.every day, you know, 2000 more people going through A within four

:15:38. > :15:43.hours than three years ago. Because we haven't got GP... What we need to

:15:44. > :15:46.do is make sure that GPs are doing more to help people, I think

:15:47. > :15:51.diverting people away from A when it is not necessary, but as you say

:15:52. > :15:55.we have got to get out of A into the homes with proper care package,

:15:56. > :15:59.so the solution to A problems is both making sure the hospitals are

:16:00. > :16:03.well run but making sure we invest in GPs surge I haves and making sure

:16:04. > :16:07.we deal with social care. We did make a decision as a government,

:16:08. > :16:11.yes, we have had to make cuts in policing and other programmes, but

:16:12. > :16:17.the NHS we haven't cut but we need reroom to as well. But doctors are

:16:18. > :16:20.saying having this money is not the solution, long`term... I agree with

:16:21. > :16:24.that There needs to be this joined up thinking, which is not there and

:16:25. > :16:28.never has been there. It is in parts of the country but we need it in

:16:29. > :16:33.every part of the country. In the best performing parts of the

:16:34. > :16:38.country, social and healthcare are working closely together. Peoplen't

:16:39. > :16:42.blocked in hospital because they are take ininto their homes or care

:16:43. > :16:48.homes, that is what we will put in place. Prime Minister thank you for

:16:49. > :16:53.coming in. Do you have a New Year's resolution? In my resolution, that

:16:54. > :16:57.is to stick to the five point plan for our country, that is what I want

:16:58. > :17:01.to deliver. I don't think I have time for any other resolutions.

:17:02. > :17:05.The Prime Minister there. It is a radical idea to reduce the number of

:17:06. > :17:11.crimes committed by young people. Hampshire Police is to pilot an

:17:12. > :17:20.American`style teen court system where youngsters take on the roles

:17:21. > :17:26.of prosecutors, defence and jurors. . In Portsmouth the problem is

:17:27. > :17:31.particularly bad. Half of off young offenders go on to commit another

:17:32. > :17:37.crime. That is up 15% since 2005. Our Home Affairs correspondent has

:17:38. > :17:40.this exclusive report. Anti`social behaviour can plague

:17:41. > :17:45.local communities, with offences that may be deemed leave, causing

:17:46. > :17:50.great distress. And for some young people, what starts as a laugh with

:17:51. > :17:54.their mates can lead to a life of offending, it is something Casey

:17:55. > :17:59.Taylor knows well. First started getting in trouble at 15, thought it

:18:00. > :18:05.would be funny with my mates, going out drinking on the street. Petty

:18:06. > :18:09.stuff, graffiti, but I started getting like, worse and worse. Casey

:18:10. > :18:14.ended up in trouble with the police and in prison on remand but she has

:18:15. > :18:18.turned things round. She is a member of Hampshire Youth Commission, a

:18:19. > :18:22.group of young people who talk to others about youth crime and

:18:23. > :18:27.reoffending. I feel like I can relate to them more, because where I

:18:28. > :18:35.have been in that situation, I feel like I get a sense of chive. Out of

:18:36. > :18:37.it, thinking I am proud to do this. Hampshire's Police and Crime

:18:38. > :18:41.Commissioner set up the Youth Commission. It is one of only two

:18:42. > :18:44.such schemes in the country Young people offend, they commit a crime,

:18:45. > :18:49.but they can reform, they can change their lives and we need to welcome

:18:50. > :18:53.them back. And not just assume that because somebody has a criminal

:18:54. > :18:59.record, a criminal past, that they will continue to conduct their lives

:19:00. > :19:03.in that way. A 17`year`old driver was found to have been involved in

:19:04. > :19:06.minor prosecute damage collision. In America young people can be directly

:19:07. > :19:10.involved in the criminal justice system through teen courts, this

:19:11. > :19:14.footage was filmed by a Hampshire Police officer who went to America

:19:15. > :19:20.to see the system work. It shows young people acting as prosecutors,

:19:21. > :19:24.defenders, and jurors for real offence, committed by their young

:19:25. > :19:29.peers. Teen court is an awesome platform for both the jurors and the

:19:30. > :19:34.defendant, because the jurors are able to see people their age, their

:19:35. > :19:39.peers that have been mistakes and they are able to em thies, as far as

:19:40. > :19:44.the defendant it is a great opportunity for them to have a

:19:45. > :19:49.punishment set out by their peers, I think that punishment will have a

:19:50. > :19:53.greater impact. PC Mark Walsh plans to introduce a similar scheme to the

:19:54. > :19:58.UK with young people taking leading roles in community courts for low

:19:59. > :20:04.level offences. When I did research in our communities in Portsmouth,

:20:05. > :20:10.100% of the 362 young people said they commit an offence as a result

:20:11. > :20:14.of peer pressure, what they did with that information in the States if it

:20:15. > :20:20.gets them into trouble, can it get them out of trouble? Youth courts is

:20:21. > :20:25.one response to that all question of peer pressure. The community court

:20:26. > :20:29.system will be trialled in Hampshire in a three year pilot starting in

:20:30. > :20:34.April. It is the fist time such a scheme has been attempted in the UK

:20:35. > :20:41.and will be closely watched to see what impact it has on youth crime

:20:42. > :20:45.and reoffending. `` first. And tomorrow, we will take a closer

:20:46. > :20:50.look at how teen courts will work and meet some of the young people

:20:51. > :20:56.who are keen to get involved. On to sport now. Happy New Year to you. It
