:00:33. > :00:34.are bracing themselves for more flooding.

:00:35. > :00:38.Fundraisers trying to help this six`year`old boy are duped by

:00:39. > :00:42.fraudsters in America. It is quite upsetting to see

:00:43. > :00:49.pictures of your children being posted on someone is page. `` for

:00:50. > :00:53.someone else's gain. And the Sussex charity helping to

:00:54. > :00:56.replace a Sri Lankan man's DIY tin leg.

:00:57. > :00:58.He has got a leg that is home`made, looks like something out of the dark

:00:59. > :01:11.ages. New Year, same old weather. The

:01:12. > :01:15.South has again been lashed by storm conditions. There are currently

:01:16. > :01:19.three severe flood warnings in Dorset, the only part of the entire

:01:20. > :01:23.country placed on the highest alert. They affect parts of Christchurch,

:01:24. > :01:26.Portland and Weymouth. At Hurn in Dorset, 25 millimetres, that's

:01:27. > :01:32.around an inch, of rain has fallen in the last 24 hours. And wind gusts

:01:33. > :01:42.of 81 miles an hour have been recorded at the Needles. Let's join

:01:43. > :01:47.Ed Sherry who is in Christchurch. The water level has dropped

:01:48. > :01:55.significantly but it could rise again, the ground very wet. Behind

:01:56. > :01:58.me the river is 40 metres away and the water is still coming up to the

:01:59. > :02:02.building. This is the second time they have had to deal with this

:02:03. > :02:08.stretch of flooding in a fortnight. The call to evacuate came late last

:02:09. > :02:13.night. Police warning residents water levels could rise to over 5ft

:02:14. > :02:16.and they should leave immediately. Things are always scary at

:02:17. > :02:20.night`time. Was scary for me because the speed the water had come up. The

:02:21. > :02:26.police officer also said it was still coming up fast, as a result

:02:27. > :02:33.how much water is there going to be, I had to make sure myself and my

:02:34. > :02:36.wife were safe. It really scared me. Paul and his wife spent an anxious

:02:37. > :02:41.night in their car watching water levels rise just stopping short of

:02:42. > :02:47.the door. But home owners on the ground floor weren't so lucky on

:02:48. > :02:56.Christmas Day. I got up and after about 20 minutes,

:02:57. > :03:03.half an hour, the whole flat was flooded. It was coming up above my

:03:04. > :03:06.ankles, reached about 18 inches in depth.

:03:07. > :03:09.Just downstream at Iford Bridge home park a severe flood warning remains

:03:10. > :03:13.in place. Residents were evacuated on Friday and face another two

:03:14. > :03:17.nights out of their homes. The scene has been repeated across the south.

:03:18. > :03:19.Floods through the centre of Titchfield where villagers helped

:03:20. > :03:24.unblock drains and gullies to help water drain away. In Wareham the

:03:25. > :03:29.south causeway closed. Locals saying the River Froome was at the highest

:03:30. > :03:32.level they'd ever seen. Heavy rain in Salisbury saw the newly

:03:33. > :03:39.refurbished Elizabeth gardens underwater. In Blandford East Street

:03:40. > :03:42.was flooded yesterday evening. Standing water still causing

:03:43. > :03:49.problems. Back at Stour Bank residents now want to see flood

:03:50. > :03:52.defences installed. The properties may become impossible

:03:53. > :03:57.to live in, people may be dragged out of their homes. Many of the

:03:58. > :04:03.residents are quite elderly, and it might well fall to the local council

:04:04. > :04:07.to house these people, maybe at some considerable cost. What I would like

:04:08. > :04:12.to see is a review of the plans to put a band into our garden area

:04:13. > :04:15.between us and the river. Like in many communities across the

:04:16. > :04:19.south the clear up continues, while keeping a watchful eye on the

:04:20. > :04:24.weather. That is very much watch the

:04:25. > :04:29.situation is. `` what the situation is. Residents are anxious, and the

:04:30. > :04:32.Met office have issued a warning for rain tomorrow.

:04:33. > :04:35.A Grade I listed church near Dorchester has been badly damaged

:04:36. > :04:39.after a neighbouring river burst its banks. St Mary the Virgin Church in

:04:40. > :04:42.Charminster was flooded partly because a nearby bridge couldn't

:04:43. > :04:45.cope with the volume of water. Parishioners are angry that the

:04:46. > :04:50.bridge can't be modified for higher water flows because it's listed.

:04:51. > :04:54.James Ingham reports. This looks like a wall. It is in

:04:55. > :04:59.fact a bridge, its three low arches hidden below the river swamped by

:05:00. > :05:02.the sheer volume of water. This blockage is forcing the river

:05:03. > :05:11.through a cemetery flowing over graves and into the nearby church.

:05:12. > :05:17.It has done huge damage was him sure `` within the church, particularly

:05:18. > :05:24.to the flooring, the pews, and probably the organ. It is a

:05:25. > :05:27.beautiful old church. To see it in this state is heartbreaking.

:05:28. > :05:31.The problems caused by the low bridge were first flagged up by the

:05:32. > :05:34.vicar here in 1894. It was to be demolished but that never happened

:05:35. > :05:37.and now it's listed. But some parishioners believe too much

:05:38. > :05:44.emphasis is being placed on protecting the bridge.

:05:45. > :05:49.We are stuck with the bridge that floods because English Heritage say

:05:50. > :05:55.it is a grade two listed structure, three arches presume to take

:05:56. > :06:02.priority over peoples and. `` over peoples homes and this church. We

:06:03. > :06:06.would ask them to reconsider the decision.

:06:07. > :06:10.After protracted debate a flood defence scheme has now been drawn up

:06:11. > :06:14.that leaves the bridge untouched. If all parties with a say give it the

:06:15. > :06:28.go ahead this church may be better protected in the future.

:06:29. > :06:31.There's been considerable damage caused by heavy rain and rising

:06:32. > :06:34.waters, especially in parts of Surrey and Berkshire. People living

:06:35. > :06:38.near the River Thames in Walgrave say it's the worst flooding that

:06:39. > :06:41.they have seen for ten years. It is just a case of getting

:06:42. > :06:43.everybody in and out safely, we are moving the kids out because they

:06:44. > :06:47.have got school tomorrow. The nurses cannot get to me so I

:06:48. > :06:50.have to come out and stay out until I can get back.

:06:51. > :06:53.The return to work for rail commuters was less stressful than

:06:54. > :06:56.expected this morning. Network Rail have been working round the clock

:06:57. > :06:59.following the earlier storms. A landslip which had blocked the main

:07:00. > :07:02.line between Portsmouth and London near Liphook was repaired in time

:07:03. > :07:05.for this morning's commute. Flooding near Hamble in Hampshire resulted in

:07:06. > :07:08.speed restrictions on services, but these passengers had feared the

:07:09. > :07:11.worst. Absolutely fine, I checked Twitter

:07:12. > :07:18.every day. I get to drains to work every morning. Everything was fine.

:07:19. > :07:22.I read earlier on the Internet the train was delayed because of

:07:23. > :07:31.flooding between one `` Salisbury and Romsey but it was fine. A

:07:32. > :07:35.detailed forecast, not later. You'll remember the Prime Minister

:07:36. > :07:39.came in to see us last week at South Today. One of the people he met on

:07:40. > :07:43.that trip to Southampton has caused a storm on`line and in the papers.

:07:44. > :07:46.Sharon Ray was one of the first in the country to buy a new property

:07:47. > :07:49.through the Help`To`Buy scheme. Downing Street invited the cameras

:07:50. > :07:52.to film in her new flat. And David Cameron described her as a single

:07:53. > :07:55.mum, someone who would have struggled to find the deposit

:07:56. > :07:59.without help from the taxpayer. But then it was revealed she was a sales

:08:00. > :08:02.director of the estate agents selling the flat, still married, and

:08:03. > :08:05.that she'd boasted on Twitter that she'd bought a brand new convertible

:08:06. > :08:09.BMW. Our political editor Peter Henley was the reporter with the

:08:10. > :08:13.Prime Minister at the flat that day. Were you sold a pup? Is this a case

:08:14. > :08:16.of too much spin to sell a political policy?

:08:17. > :08:19.It might look like that, and there were a lot of people making comments

:08:20. > :08:23.on line. But then Sharon started to point out a few facts. Yes, she's

:08:24. > :08:26.married, but separated six months ago, that's why she needed the flat

:08:27. > :08:30.for her and two`year`old Maisie. She never hid that she was an estate

:08:31. > :08:34.agent, while her job title is sales director it's more of a branch

:08:35. > :08:37.manager, not a huge salary. The car was bought a year and seven months

:08:38. > :08:40.ago, through a company scheme, before the break up and not the

:08:41. > :08:50.flashy three Series in the picture but the smaller one Series. Still

:08:51. > :08:53.the BMW convertible loan. And on the day of the visit she talked of how

:08:54. > :08:58.important the scheme was to her. I wouldn't have been able to afford

:08:59. > :09:02.childcare and be able to afford to save at the same time so it helped

:09:03. > :09:05.me get onto the ladder, and being in an estate agent I appreciate the

:09:06. > :09:09.importance of having your own home. All this digging around in her

:09:10. > :09:10.private life must have really upset her?

:09:11. > :09:13.The remarkable thing in many ways was how she fought back against the

:09:14. > :09:17.online criticism by providing details of her private life online.

:09:18. > :09:20.The idea that this was all a stunt spread widely on the internet,

:09:21. > :09:24.promoted by people who disagree with David Cameron and with the

:09:25. > :09:27.Help`to`Buy policy. But when people heard her side of the story they

:09:28. > :09:30.started to realise it wasn't quite the con they thought it was. There

:09:31. > :09:33.are legitimate questions about whether schemes like this should be

:09:34. > :09:36.available on properties up to ?600,000, whether they will create a

:09:37. > :09:44.property bubble, what will happen when they end. But despite the

:09:45. > :09:49.online articles it's clear Sharon Ray and many others are perfectly

:09:50. > :09:52.entitled to apply. Still to come in this evening's

:10:04. > :10:08.Charity fundraisers are being urged to make sure they take proper

:10:09. > :10:12.precautions to avoid being targeted by internet scammers. One

:10:13. > :10:15.Bournemouth family set up a website to raise money for an operation for

:10:16. > :10:18.their disabled son, but soon found eight fake websites in America

:10:19. > :10:24.raising money in his name and siphoning off donations made by

:10:25. > :10:33.unsuspecting well`wishers. Katy Austin reports.

:10:34. > :10:42.Elliott is six and a half years old, he has cerebral palsy, which affects

:10:43. > :10:46.his legs. Eliot relies on crutches or a wheelchair to walk. He needs an

:10:47. > :10:55.operation soon to strengthen his legs. I like to run a lot, to give

:10:56. > :11:02.me plenty of exercise. And when your legs are better you will be able to

:11:03. > :11:08.do more. Yes. The operation will cost over ?66,000, fundraising has

:11:09. > :11:15.gone well but... We found out somebody had copied details from our

:11:16. > :11:19.website, our first website we set up, and WorldCom mandrake pretending

:11:20. > :11:24.to be someone else to get money. They have got some of the fake sites

:11:25. > :11:29.in America" that only after strangers had donated hundreds of

:11:30. > :11:35.pounds to them. Action Ford says it is hard to tell whether it is

:11:36. > :11:40.genuine `` fraud. The advice they give is to check a charity is

:11:41. > :11:43.registered with the charities commission, check the collection is

:11:44. > :11:48.authorised by their charity and look out for any spelling mistakes in a

:11:49. > :11:52.fundraising e`mail. A charity is helping them to safely

:11:53. > :11:56.fund raise online. We would ask all the families that we support and

:11:57. > :12:15.help to go through a registered charity like ours and use a

:12:16. > :12:18.respected brand. People living in the Hampshire town

:12:19. > :12:21.of Yateley are being asked whether or not the local cemetery should

:12:22. > :12:24.allow decorations and ornaments to be left on graves. Heathlands

:12:25. > :12:27.Cemetery is officially meant to be laid to lawn with plain headstones,

:12:28. > :12:31.but some families have embellished the graves of loved ones. For the

:12:32. > :12:34.second time in two years the town council is attempting to clarify the

:12:35. > :12:38.rules on an issue which divides opinion. Chrissy Sturt reports.

:12:39. > :12:44.Heathlands Cemetery, gently warmed by winter sunshine, a place of

:12:45. > :12:48.tranquillity. But some of those who come regularly to tend the graves of

:12:49. > :12:53.their loved ones feel far from peace. This is officially a lawn

:12:54. > :12:55.cemetery and the town council is again consulting on whether

:12:56. > :13:07.decorations and adornments should be allowed, or cleared away. The grave

:13:08. > :13:12.of David Cox's father is one of the more elaborate. We should have a

:13:13. > :13:15.choice, if a person wants grass on their loved ones' graves let them

:13:16. > :13:19.have grass but if people want to decorate their graves up, I think

:13:20. > :13:23.they should be able to do it. We would like to go back as it was. We

:13:24. > :13:26.feel all the time we are in life we feel we can come and look after it.

:13:27. > :13:29.Warned they were breaking the rules by the council two years, this

:13:30. > :13:33.couple cleared their daughter's grave. We used to come up in the

:13:34. > :13:38.summer and I put some plants on it, make it like a garden. I didn't want

:13:39. > :13:43.them taking our stuff off so I did it. But a lot of other people

:13:44. > :13:50.haven't done it, that has made us angry. I feel it is not the same.

:13:51. > :13:55.7,000 questionnaires have been sent to homes in Yateley, asking what

:13:56. > :13:59.people want the rules to be, then it's up to the town councillors to

:14:00. > :14:02.make a decision. The solution would be something

:14:03. > :14:07.everybody feels comfortable with, and reflect the solution everyone

:14:08. > :14:14.would feel would be the right one. People have until the middle of

:14:15. > :14:16.February to make their views known. There are warnings that Portsmouth's

:14:17. > :14:27.Queen Alexandra Hospital is under intense pressure following the

:14:28. > :14:31.festive period. More than 300 people turned up to A on New Year's Day

:14:32. > :14:34.alone, exceeding capacity by 10%. There's also been a big influx of

:14:35. > :14:37.elderly patients with serious chest infections. Another issue is people

:14:38. > :14:39.who've put off seeking medical help over the holidays.

:14:40. > :14:46.Now, Inside Out South returns for the New Year tonight. And for the

:14:47. > :14:49.first programme the team has been looking at cycling in the South and

:14:50. > :14:53.asking whether the sport has grown out of control. More and more people

:14:54. > :14:56.have been getting in the saddle since the London Olympics. But the

:14:57. > :15:00.growth in road races has angered some residents in the New Forest who

:15:01. > :15:02.say laws are needed to regulate the events.

:15:03. > :15:05.To see people out trying to go down narrow, single`track planes in mass

:15:06. > :15:12.numbers as fast as they can, without any regard to anybody else is not

:15:13. > :15:17.acceptable. It is not some of the extension of the anti`cyclist 's

:15:18. > :15:20.back gardens, it is a national park for everybody to enjoy.

:16:06. > :16:08.David Whitehead's idea quickly spread and by Sunday night he'd

:20:16. > :20:21.the competition at least. West Ham saw how distraught he was, and they

:20:22. > :20:25.have invited him to be a guest in the directors box at a future game.

:21:26. > :21:32.the New Year's resolutions are testing your resolve. So here's an

:21:33. > :21:37.uplifting story for you about a Sri Lankan tea farmer called Lakshman

:21:38. > :21:40.who lost his leg in an accident. For more than a decade Lakshman's been

:21:41. > :21:43.getting around on a false limb he fashioned out of tin. That's right,

:21:44. > :21:48.a homemade metal leg because he couldn't afford a proper prosthetic.

:21:49. > :21:52.Now a charity run from West Sussex has decided he needs an upgrade. Rob

:21:53. > :21:55.Powell has the story. Fashioned from tin, this homemade

:21:56. > :22:00.prosthetic leg looks more like medieval armour than a mobility aid.

:22:01. > :22:03.It's owner, and maker, is Lakshman, a Sri Lankan tea farmer, now being

:22:04. > :22:12.helped by the West Sussex charity Extra Cover.

:22:13. > :22:15.He had a story that would melt anybody's heart, he lost his leg in

:22:16. > :22:20.a bear trap which was bad enough then a few months later he was

:22:21. > :22:24.helping his brother built a house and they had to blow up a rock to

:22:25. > :22:25.make room for it and unfortunately the expression blinded him

:22:26. > :22:29.completely. Lakshman's wife and teenage son are

:22:30. > :22:32.also both disabled. The three of them live together in one room,

:22:33. > :22:38.supported by Lakshman's tea picking and brush making. All carried out

:22:39. > :22:46.with no eyesight and a homemade leg. There is a foot that is very popular

:22:47. > :22:50.in Asia, a rubber foot, which is for a lot of people who have lost their

:22:51. > :22:55.feet in mines and explosions, and I think he gets hold of those and then

:22:56. > :22:58.he fashions those with the rest of the lake that he makes himself.

:22:59. > :23:02.Now Matthew, his family, and his charity are raising money to get

:23:03. > :23:05.Lakshman a new leg, and a new home. Matthew set up the charity Extra

:23:06. > :23:09.Cover after the Boxing Day Tsunami. Sri Lanka has special significance,

:23:10. > :23:13.his son Ben had been playing cricket on the island just three days before

:23:14. > :23:19.the tsunami hit. It is humbling, having that thought

:23:20. > :23:23.in our heads as dad heads out year in, year out keeps this going, there

:23:24. > :23:26.is no reason to stop and help is needed.

:23:27. > :23:30.And they're not going to stop. The next Sri Lanka trip is planned for

:23:31. > :23:37.February. And for Lakshman, plans are currently being drawn up for his

:23:38. > :23:40.new home, and his new leg. The poor people in Jalandhar are as

:23:41. > :23:46.poor as anywhere in the world, but they do make you think what have we

:23:47. > :23:53.got to worry about? Lax man has made that feel `` made us feel that more

:23:54. > :23:56.than anyone. His life is bizarre, and we walk away from him and say

:23:57. > :24:01.why on earth do we worry about anything? It certainly does put

:24:02. > :24:06.things into perspective. We wish him all the best and

:24:07. > :24:13.hopefully the charity can help them. Let's move on to the weather.

:24:14. > :24:17.We are not out of the woods until midweek onwards when we see the

:24:18. > :24:20.high`pressure turning it more settled.
