:01:13. > :01:15.Portsmouth MP and councillor Mike Hancock intensified today as the
:01:16. > :01:19.leader of the Liberal Democrats, Nick Clegg, was forced to defend his
:01:20. > :01:22.handling of the affair. Mr Hancock was at the city council carrying out
:01:23. > :01:25.his first official business since being suspended from the party. Our
:01:26. > :01:38.political editor, Peter Henley, joins me now from Portsmouth. Peter,
:01:39. > :01:41.what's the latest? Liberal Democrat councillors are meeting to decide
:01:42. > :01:47.whether they will continue to be loyal to one of the most senior
:01:48. > :01:53.colleagues, but a man who has been kicked out by Nick Clegg. Grasso
:01:54. > :01:59.stating he found the allegations against Mike Hancock appalling. Also
:02:00. > :02:06.another development: The High Court decided they would support the
:02:07. > :02:09.litigant, the woman who says she was subject to inappropriate sexual
:02:10. > :02:15.behaviour. They gave her the report which had been kept secret up until
:02:16. > :02:20.now saying that she deserved a fair hearing and a fair crack of the whip
:02:21. > :02:24.and being given the information was important. I spoke to that woman and
:02:25. > :02:31.she was delighted that she had won the first stage of a civil action.
:02:32. > :02:33.As for Mike Hancock, he's continuing to behave as if it is business as
:02:34. > :02:37.usual. A brisk departure from his midday
:02:38. > :02:40.council meeting but how much longer will it be business as usual for
:02:41. > :02:50.Mike Hancock? People in Portsmouth have been watching developments and
:02:51. > :02:55.forming their own opinions. They withdraw from now until things have
:02:56. > :03:03.been looked at. Let's wait and see the outcome. Today at the High
:03:04. > :03:07.Court, the woman who says she was sexually assaulted by Mr Hancock won
:03:08. > :03:10.a bid to force the full publication of a report into her allegations. It
:03:11. > :03:13.had been commissioned by Portsmouth Council and will now be available to
:03:14. > :03:18.her legal team at a forthcoming civil court action. Meanwhile, Lib
:03:19. > :03:21.Dem leader Nick Clegg has been answering claims his office was made
:03:22. > :03:32.aware of the allegations in March 2011, almost two years before he
:03:33. > :03:38.first took action. When I was given the specific allegations, I
:03:39. > :03:45.immediately asked are cheaper to investigate. As a result, Mike
:03:46. > :03:51.Hancock ceased to be an MP. When Bruce allegations were supported by
:03:52. > :03:54.the report, again, we acted immediately and Mike Hancock has
:03:55. > :04:00.been suspended. It's a harder line than he took when questioned on
:04:01. > :04:05.South Today in September last year. He was in the process chain claim
:04:06. > :04:08.his name. I will not confirm guilt on similar to that process is
:04:09. > :04:10.complete. Mike Hancock denies all the allegations against him. A
:04:11. > :04:20.police investigation last year found no further action should be taken.

:05:13. > :05:18.case to go ahead so he can answer this woman in court. Whether the
:05:19. > :05:23.councillors continued to back him in this situation, especially because
:05:24. > :05:31.the QC who wrote the report about him, who examined the evidence, Mike
:05:32. > :05:36.Hancock is urging the process be completed as speedily as possible.
:05:37. > :05:41.He has praised the mental strength of the women, a vulnerable woman,
:05:42. > :05:44.but he has said that if this continues longer, her mental health
:05:45. > :05:51.could be affected because she would feel she has not been believed.

:06:05. > :06:08.convicted of carrying out an historic sex offence on a teenage

:06:53. > :06:55.predict where crimes will take place. The technology, which was
:06:56. > :07:00.developed in America, is already being used by some forces. It works
:07:01. > :07:04.by analysing crime data and suggests where officers should concentrate
:07:05. > :07:07.their patrols at certain times. Critics say the software doesn't
:07:08. > :07:19.give an accurate picture of crime and there are also concerns about
:07:20. > :07:29.privacy. What it ties is a year 's large quantities of data to analyse
:07:30. > :07:33.the risk of crime today. It is able to sort out the signal from the
:07:34. > :07:35.noise and put police on the right place at the right time.
:07:36. > :07:38.With more rain on the way, communities across the South are
:07:39. > :07:41.being warned that rising ground water could mean MORE flooding. In
:07:42. > :07:45.some places, water is forcing its way into the sewers, causing them to
:07:46. > :07:48.overflow. Thames Water says it's monitoring the sewer network and has
:07:49. > :07:55.tankers on stand`by to stop any raw sewage from spilling out.
:07:56. > :08:00.This summer has been nursing for days now, spilling paper and other
:08:01. > :08:07.unmentionables onto the street. There are fears noisy tankers will
:08:08. > :08:13.be needed soon. Last year, we had an operation going on for many months.
:08:14. > :08:19.We fear that will happen again. If that doesn't happen, we will get
:08:20. > :08:25.sewage coming up in people's gardens and toilets being blocked. I feel
:08:26. > :08:29.sorry for the pensioners. There was one man who couldn't flush as
:08:30. > :08:40.toilet, and he can't flush it again this year! Hopeless! Thames Water's
:08:41. > :08:44.flood bus was in Lambourn today. Regular testing of the water is
:08:45. > :08:50.showing what is coming out of the man house is not raw sewage. We have
:08:51. > :08:54.given proactive advice to the people that live closest to the Tank Ring
:08:55. > :08:59.points, but there is a possibility we may have to tanker, but we
:09:00. > :09:05.understand it is concerning the local people. At the moment, there
:09:06. > :09:11.is not a pollution risk. On Monday, Thames water were due to start work
:09:12. > :09:16.relining the entire summer to try and stop this thing happening. But
:09:17. > :09:22.the ground water levels are so high, this project has had to be
:09:23. > :09:24.postponed. So the monitoring continues and people are being
:09:25. > :09:39.warned to stay vigilant to be prepared.
:09:40. > :09:42.Councils are setting their budgets for next year but one local
:09:43. > :09:45.authority has a major additional revenue stream to draw on.
:09:46. > :09:48.Basingstoke and Deane has a property portfolio worth a quarter of a
:09:49. > :09:51.billion pounds, one of the largest of any local authority. The rental
:09:52. > :09:55.income that generates is more than the council gets from council tax or
:09:56. > :09:58.the government grant. There are many people who are saying, look of his
:09:59. > :10:02.assets. I don't mind using them. Investing wisely, see you get a

:10:34. > :10:35.a horse on the A31 in the New Forest on Wednesday evening has been named.
:10:36. > :10:38.31`year`old Daniel Robins from Bournemouth was one of two riders
:10:39. > :10:41.involved in the collision. The second man, from Broadstone, remains
:10:42. > :10:45.in a critical condition in hospital. The accident left thousands of
:10:46. > :10:48.drivers stuck on the road for up to six hours. Today Hampshire's police
:10:49. > :10:51.and crime commissioner has suggested such long delays could have been
:10:52. > :10:54.avoided and the welfare of motorists taken more seriously. Our reporter,
:10:55. > :10:58.James Ingham, has been looking at today's developments. James, this
:10:59. > :11:02.accident is all subject to ongoing inquiries, isn't it?
:11:03. > :11:04.Yes, it is. The Road Death Investigation team at Hampshire
:11:05. > :11:17.Police is looking at the circumstances that led to this
:11:18. > :11:20.accident. Crucially, it's what happened before this crash that will
:11:21. > :11:24.be considered. The police had held drivers after reports that a horse
:11:25. > :11:28.was loose on the road but it was not found, so traffic was allowed to
:11:29. > :11:31.continue. The motorbikes were at the front of that queue. The collision
:11:32. > :11:34.happened shortly after they drove away. The police say motorists were
:11:35. > :11:38.told to proceed with caution but we've heard from a number who say
:11:39. > :11:42.they had no idea an animal may be in the road. That includes a lady who
:11:43. > :11:46.was first on the scene of the accident and who cared for the man
:11:47. > :11:49.as he died in her arms. Thousands of motorists were stuck for six or
:11:50. > :11:53.seven hours after this accident. What's been said about that? Well,
:11:54. > :12:01.the police say they had to close the road for that long to carry out a
:12:02. > :12:05.thorough investigation. They told me the safety of motorists was their
:12:06. > :12:08.priority but many drivers were very frustrated, telling us they received
:12:09. > :12:12.little or no information and as this road is remote, using phones was
:12:13. > :12:15.almost impossible. Hampshire's police and crime commissioner, Simon
:12:16. > :12:25.Hayes, has serious concerns. He told me the welfare of drivers was not
:12:26. > :12:29.taken seriously enough. It was right that the police closed the road.
:12:30. > :12:33.They had to close the road and look into it but the issue is, how do we
:12:34. > :12:37.deal with people who are stuck in traffic, how do we inform them of
:12:38. > :12:43.that is going on, how long they might expect to stay there? And
:12:44. > :12:47.indeed, how we can look at turning it round and a quicker way.
:12:48. > :12:50.Mr Hayes has already met the chief constable of Hampshire Police to
:12:51. > :12:53.discuss his concerns. He wants lessons to be learnt. The police say
:12:54. > :12:56.they will assess whether anything could be done better in the future
:12:57. > :13:07.and, of course, the circumstances that led to Mr Robins' death will be
:13:08. > :13:10.examined at a future inquest. It's been described as the worst
:13:11. > :13:13.building in Berkshire and this year, it looks as though the 3M building
:13:14. > :13:17.in Bracknell will be demolished as part of the town's regeneration. But
:13:18. > :13:21.before that can happen, the council has been asking residents what they
:13:22. > :13:24.want to see happen to it and the town's market that's been under the
:13:25. > :13:27.building for decades. Stall holders say the way the council has worded
:13:28. > :13:30.the consultation has already sealed their fate. Ben Moore reports.
:13:31. > :13:32.Few would deny Bracknell's skyline would look better without the 3M
:13:33. > :13:36.building but the stall holders underneath fear their fate is
:13:37. > :13:46.purposely being bound up with the behemoth that towers above them.
:13:47. > :13:51.This building, which everybody wants to see the back off, is being used
:13:52. > :13:56.as a weapon. The consultation is asking what people want about the
:13:57. > :14:00.building rather than the market, so whatever option you choose, it's all
:14:01. > :14:03.about the building coming down rather than what people want for
:14:04. > :14:07.their market. Plans for new flats on the site have already been drawn up.
:14:08. > :14:11.Now the council are asking the public whether it wants to keep the
:14:12. > :14:15.building and the market, get rid of both or get rid of the building and
:14:16. > :14:19.move the market. Stalls like Sew Devine have been here decades. The
:14:20. > :14:28.owners fear moving to an outdoor, temporary stall won't be possible.
:14:29. > :14:32.The whole thing of having the Internet marketing is another stock

:15:33. > :15:47.next month. Stall holders hope they can work with any proposed trade`off
:15:48. > :15:51.for the loss of the market. A new type of pub at Worthing in
:15:52. > :15:54.West Sussex is proving so popular it's applying to extend its opening
:15:55. > :15:58.hours. Anchored In Worthing opened in August as the first "micro`pub"
:15:59. > :16:05.in the county. It's a small licensed premises serving only beers and
:16:06. > :16:11.wines that are produced locally. Customers are toasting its success.
:16:12. > :16:19.But not with champagne. The pub sells only one input from Sussex.
:16:20. > :16:27.Nigel Watson believes his pub is the first so`called micro`pub in the
:16:28. > :16:34.county. It's totally different. It's a new concept or special beers. It's
:16:35. > :16:40.supporting local brews, vineyards and the community. It's an
:16:41. > :16:46.old`fashioned drinking house. However, when it opened last August,
:16:47. > :16:52.council rules meant the pub was restricted to opening only 5.5 hours
:16:53. > :16:58.a day. Those rules have now been dropped. Mr Watson wants to open
:16:59. > :17:04.longer. It makes the difference between breaking even and scraping a
:17:05. > :17:13.living. I can take advantage between opening day. Worthing Borough
:17:14. > :17:20.Council told us Mr Watson needs to be applied to changes hours of use.
