:01:04. > :01:07.An emergency council meeting is under way in Poole this evening to

:01:08. > :01:09.try to resolve an issue which challenges local authorities and

:01:10. > :01:11.landowners across the region ` illegal travellers encampments.

:01:12. > :01:17.Poole doesn't have any official transit camps, making it harder to

:01:18. > :01:20.move`on trespassing caravans. So it's looking at setting up what it

:01:21. > :01:25.calls temporary stopping places but there's been an angry reaction

:01:26. > :01:38.around the two suggested sites. David Allard reports. August, 2013.

:01:39. > :01:42.An illegal travellers camp. They stayed for days. The police could

:01:43. > :01:45.not move them on because there is no alternative transit site in the

:01:46. > :01:50.borough to move them to. This waste ground could be a short`term

:01:51. > :01:58.solution. A temporary stopping place for the summer. It means police

:01:59. > :02:08.could move the legal campers here within 24 hours. What is better? To

:02:09. > :02:12.have our request `` to have our recreation grounds and sports were

:02:13. > :02:17.to lose is used instead? The majority of residents will want this

:02:18. > :02:28.to go ahead. Most residents are not in favour. They have to put extra

:02:29. > :02:31.security on. It is marshland. Although I am against the travellers

:02:32. > :02:40.being in the area, they do need to be somewhere. Is it right to put

:02:41. > :02:43.them in a place that is not healthy? A local councillor agrees. She is

:02:44. > :02:49.concerned about the effect on businesses. If the temporary

:02:50. > :02:54.stopping place does go ahead, they will put up security fencing.

:02:55. > :02:58.Businesses with very high`tech, expensive equipment. They have

:02:59. > :03:03.concerns. This is the other side being proposed. It is next to two

:03:04. > :03:09.major routes. There is a registered to substation. There is also a

:03:10. > :03:20.retail park. Most councillors are expected to back these two sites.

:03:21. > :03:24.They say it is not just NIMBYism. If nothing is done, it could be very

:03:25. > :03:28.serious. People could take the law into their own hands. That is not

:03:29. > :03:34.acceptable. That meeting is underway right now. Dozens of members of the

:03:35. > :03:48.public are here to hear that debate. Like other authorities, Poole has a

:03:49. > :03:55.duty towards travellers. The cost of turning those sites into suitable

:03:56. > :04:03.temporary stopping places, ?175,000. Compare that to the ?30,000 spent

:04:04. > :04:16.last year. There is a public consultation. That is when residents

:04:17. > :04:18.have their say. From what we hear today, they are not going to take it

:04:19. > :04:20.lying down. Liberal Democrats imports Portsmouth

:04:21. > :04:23.have begun the process of choosing a candidate to be Nick Clegg suspended

:04:24. > :04:29.Mike Hancock's membership last week, saying he was appalled by the

:04:30. > :04:32.results of an enquiry into alleged inappropriate behaviour. Mr

:04:33. > :04:40.Hancock's colleagues have been split as to whether to back him.

:04:41. > :04:43.Where do things stand? There are some totally opposite opinions. Some

:04:44. > :04:49.people are saying this is trial by media and Mike Hancock should be

:04:50. > :04:53.able to defend himself. Others feel that local people should put as much

:04:54. > :04:59.distance as possible from the MP. He is officially still a Cabinet

:05:00. > :05:10.member. Fellow councillors voted to support that on Friday. The process

:05:11. > :05:15.is going forward of selecting new candidates, and that Mike Hancock is

:05:16. > :05:31.not eligible to take part in the new selection. It was a narrow choice,

:05:32. > :05:35.ten councillors for and ten against. Jackie Hancock voted to

:05:36. > :05:42.support him. The most senior female councillor resigned in protest. She

:05:43. > :05:47.talked about what she called an unacceptable culture, especially

:05:48. > :05:54.towards women. I think Nick Clegg's stands need some serious looking

:05:55. > :06:04.at. He did know about the seriousness of the situation. I went

:06:05. > :06:10.to party headquarters in June, and I met with the chief executive of the

:06:11. > :06:17.Liberal Democrat party. I told them a fair bit about my feelings on the

:06:18. > :06:23.unacceptable culture. Strong words. Any response from the Lib Dems

:06:24. > :06:29.naturally? Not yet. She is urging Nick Clegg to intervene. Meanwhile,

:06:30. > :06:34.Mike Hancock is disputing that he has been deselected. Peter, thank

:06:35. > :06:37.you. Southern Water has issued a public apology after sewage and dead

:06:38. > :06:46.rats were washed up on the south coast. The waste has been discharged

:06:47. > :06:49.from an outfall pipe in Portsmouth ` after heavy rain and ground water

:06:50. > :06:53.inundated the sewage system. ?30 million is being spent on fixing the

:06:54. > :07:04.problem ` but work won't be finished until the end of the year. Steve

:07:05. > :07:07.Humphrey reports. A loss of sewage waste has been

:07:08. > :07:10.washed up here at Langstone Harbour over recent weeks because Southern

:07:11. > :07:14.Water's sewerage system has not coped with the amount of rainfall we

:07:15. > :07:31.have had. ? We have seen female sanitary products, hypodermic

:07:32. > :07:37.syringes, here but, unsightly waste. The last thing we want is for them

:07:38. > :07:47.to stay away. Southern waters of the problems have been caused by heavy

:07:48. > :07:54.rain. The problems are that there was a storm a few years ago but

:07:55. > :08:02.destroyed installation. We are in complete rebuilding process. We have

:08:03. > :08:13.been overtaken by the weather. ?10 million has been spent at Fort

:08:14. > :08:19.Cumberland. Clearing up the mess off the beach has taken a huge amount of

:08:20. > :08:25.effort over recent weeks. Everybody here is looking forward to the day

:08:26. > :08:29.when that new sewage system is brought into operation.

:08:30. > :08:32.There's anger over major delays to the reopening of a busy road bridge

:08:33. > :08:45.across the River Thames in Berkshire. Whitchurch Bridge in

:08:46. > :08:48.Pangbourne is being completely rebuilt, but the project has been

:08:49. > :08:52.dogged by delays during demolition and now, dangerously high river

:08:53. > :08:55.levels. It was supposed to reopen in April. But, as Nikki Mitchell

:08:56. > :09:01.reports, it's now unlikely to be back in use until July at the

:09:02. > :09:07.earliest. Work to rebuild this once to a halt before Christmas. The

:09:08. > :09:15.schedule is now three months behind. It is disappointing, because it is a

:09:16. > :09:24.ten mile round trip extra. Getting around can be a nightmare and we are

:09:25. > :09:27.spending more money on fuel. It has a big impact. Local businesses are

:09:28. > :09:33.suffering. Another three months is not what they want to hear.

:09:34. > :09:38.Customers are annoyed. It has hit trade quite hard, especially the

:09:39. > :09:50.food outlets. We are very frustrated and disappointed. The flows are

:09:51. > :09:58.still very high. We cannot go on the river. The bridge company had local

:09:59. > :10:01.people wanted the project done by the summer months. The Environment

:10:02. > :10:07.Agency said no because it would have been to disruptive for boaters.

:10:08. > :10:12.Contractors say they are confident they will get the vertical columns

:10:13. > :10:16.in the riverbed by the end of March, so this sector of the river can be

:10:17. > :10:22.opened to boaters as planned before Easter. Drivers, though, will have

:10:23. > :10:27.to wait until July. There has been plenty of stormy

:10:28. > :10:34.weather this winter, but so far, we have avoided snow and ice. But when

:10:35. > :10:37.two workers from a major Hampshire employer approached the BBC

:10:38. > :10:40.complaining that they'd been paid less than the minimum wage and were

:10:41. > :10:44.working in unsafe conditions Inside Out began to investigate. You can

:10:45. > :10:47.see the story tonight at 7.30pm on BBC One. A little earlier the show's

:10:48. > :10:52.presenter, Jon Cuthill, told me more about the company involved. These

:10:53. > :10:57.two men had been working for a company called nationwide gritting

:10:58. > :11:02.services, and it runs a huge stockpile of salt in Southampton. It

:11:03. > :11:08.is so big you can see it from the main road as you drive past. The

:11:09. > :11:11.workers complained they had been paid less than the minimum wage and

:11:12. > :11:17.there has been working in unsafe conditions. Just to make it clear,

:11:18. > :11:25.they worked for NGS until February last year. They were so concerned,

:11:26. > :11:30.they said they used a mobile phone to video footage of equipment they

:11:31. > :11:38.say regularly gave them electric shocks, of wires dripping with water

:11:39. > :11:43.and poor conditions. They also said they were working 12 hour shifts

:11:44. > :11:49.with just a half`hour unpaid break, including Christmas Day and Boxing

:11:50. > :11:54.Day. And that they worked 14 days in a row before having a day off. What

:11:55. > :11:57.does the company say about the allegations? We have not spoken to

:11:58. > :12:01.them directly. They referred as to their legal team. Their lawyers say

:12:02. > :12:09.they deny the allegations, which they put down to disgruntled former

:12:10. > :12:19.employees. They pointed out the HSC has visited the site and are happy

:12:20. > :12:27.with conditions `` HSE. We have been unable to verify this. What about

:12:28. > :12:32.pay? An employment tribunal case was settled out of court by the company.

:12:33. > :12:37.They paid each of the men more than ?3000 with no addition of liability.

:12:38. > :12:41.The reason the company did it, it says, is for commercial reasons. It

:12:42. > :12:48.says it is down to money and it is cheaper to make that settlement.

:13:56. > :13:58.today, the Prime Minister took centre stage at the National

:13:59. > :14:02.conference of the Federation of Small Businesses. The message,

:14:03. > :14:09.nicking things easier by cutting red tape. `` making things easier.

:14:10. > :14:14.Legislation is unbelievably own arrest. You almost would not employ

:14:15. > :14:25.people, you would use contractors. Very difficult for businesses of

:14:26. > :14:30.below ten people to engage. 18 months ago, we caught up with Colin,

:14:31. > :14:36.an ex`banker who now advises new firms. The big issue was access to

:14:37. > :14:40.finance. As I improved? Lott will not go to the banks. They will try

:14:41. > :14:46.to get it from friends, family and other people. They feel they will

:14:47. > :14:49.get rejected do things are not comfortable with doing. The last

:14:50. > :14:53.budget contained a number of measures aimed at small firms. There

:14:54. > :14:58.was a ?300 million investment scheme to boost lending small businesses.

:14:59. > :15:04.They were given ?2000 cut in employers national contributions,

:15:05. > :15:08.and by Kevin as, benefited from the cancellation of the fuel duty rise

:15:09. > :15:12.in 2013. Removing the so`called barriers to growth is exactly what

:15:20. > :15:23.welcome. I don't think it goes far enough, it is on the periphery.

:15:24. > :15:34.Small companies like is really need funding and proper funding. They

:15:35. > :15:42.employ three, and plan to take on more staff if the climate continues

:15:43. > :15:50.to improve. The message still hasn't changed. Free up money.

:23:10. > :23:13.garden shed. On Saturday afternoon, she watched a strong winds ripped it

:23:56. > :24:03.came down on top of them. They escaped with just minor injuries.

:24:13. > :24:15.branches. A massive branch was ripped off a tree here, crushing a

:24:38. > :24:41.cannot confirm because they do not have the evidence. They've is an

:24:42. > :24:49.organisation looking into it. They always send someone to have a look.

:25:38. > :25:41.see the rain showers, they will merge into longer spells of rain at

:25:42. > :25:50.times. Quite heavy in a few places. Perhaps some hair and thunder.

:25:51. > :26:04.Potentially, we could see up to an inch of rain. Lows tonight of four,

:26:05. > :26:17.five Celsius. Frost free and ice free, but the winds are blustery.

:26:18. > :26:25.Ltd brightness. If you catch sunshine, you will be very lucky.
