:01:11. > :01:13.lives. Mental health chiefs in Portsmouth

:01:14. > :01:17.say a series of improvements have been carried out since a patient was

:01:18. > :01:19.found hanged in the grounds of a hospital. Stephen Hipkins was a

:01:20. > :01:23.voluntary patient in the mental health unit at St James' Hospital.

:01:24. > :01:26.Today Coroner David Horsley recorded a narrative verdict saying Stephen

:01:27. > :01:29.was a disturbed and distressed young man. But, from the evidence, the

:01:30. > :01:32.coroner could not say that Stephen had deliberately taken his own life.

:01:33. > :01:42.Steve Humphrey was at the inquest and joins us from Portsmouth. Steve.

:01:43. > :01:46.Yes, in his closing comments, the Portsmouth corner used that telling

:01:47. > :01:57.phrase, describing Stephen Hipkins as a disturbed and distressed young

:01:58. > :02:02.man. The coroner said that he could not say that Stephen Hipkins had

:02:03. > :02:06.intended to take his own life. It was here in the grounds of St James'

:02:07. > :02:10.Hospital in Portsmouth that Stephen Hipkins's body was found. The

:02:11. > :02:16.28`year`old had been depressed, drinking heavily and was self

:02:17. > :02:23.harming. He left a note saying, sorry, mum, that it has to be this

:02:24. > :02:27.way, I cannot deal with life any more. He was a voluntary patient at

:02:28. > :02:32.St James' Hospital, free to go home at any time. He managed to leave the

:02:33. > :02:38.hospital with no risk assessment when doors to the assessment centre

:02:39. > :02:44.were locked. The family spoke to reporters. I thought the verdict was

:02:45. > :02:48.OK but I never got the answer I was looking for which was how he got out

:02:49. > :02:55.to take his own life. They could not give me that answer because they did

:02:56. > :03:02.not know. I think it is a bit late now to put those security systems

:03:03. > :03:07.in. It would have prevented this happening. The inquest heard that

:03:08. > :03:13.following Stephen Hipkins's death, the NHS trust commissioned to

:03:14. > :03:20.reports into the security and care and treatment of Stephen Hipkins.

:03:21. > :03:23.Some recommendations were made. We can confirm that all recommendations

:03:24. > :03:27.in that plan had been implemented, and we have carefully considered the

:03:28. > :03:31.conclusions of the coroner today. On the half of the NHS trust, we would

:03:32. > :03:36.like to offer our condolences to family and friends. The improvements

:03:37. > :03:41.made at the hospital since Stephen Hipkins's death included making

:03:42. > :03:47.fences hire and improving clinical risk assessment. In his closing

:03:48. > :03:52.remarks, the Portsmouth coroner said, everything that can be done

:03:53. > :03:58.has been done. Stephen Hipkins's mother, Tina, said she hopes that no

:03:59. > :04:02.other family has to go through what she has been through over the last

:04:03. > :04:05.few years. Thank you. A regional newspaper has apologised after

:04:06. > :04:07.publishing an article linking the Hillsborough stadium tragedy with

:04:08. > :04:10.football hooliganism. The Reading Chronicle made the comment as it

:04:11. > :04:17.suggested Reading football club had big problems with hooligan fans. Its

:04:18. > :04:21.claims have been refuted by the owner of the club which has now

:04:22. > :04:30.banned the paper from the stadium. Joe Campbell reports. This is the

:04:31. > :04:35.image most people have. It is, though, a sham, according to one

:04:36. > :04:41.local newspaper. Fighting and Nazi salutes, evidence that things often

:04:42. > :04:49.turn ugly, say the Reading Chronicle. I have been here for five

:04:50. > :04:54.years and never seen anything. I am not sure I believe that, I have not

:04:55. > :05:00.seen anything. A need to apologise to the Reading fans and Reading

:05:01. > :05:03.football club. The article makes a link between hooliganism and the

:05:04. > :05:12.Hillsborough disaster, leading to fans on social media to condemn the

:05:13. > :05:13.Reading Chronicle. Club chairman has fired a broadside at the Reading

:05:14. > :06:10.Chronicle, meant to suggest that there was a

:06:11. > :06:16.link between hooliganism and what happens at Hillsborough, offering an

:06:17. > :06:19.unreserved apology. For fans closer to home, angered by the suggestion

:06:20. > :06:28.that football violence is still alive and well here, there was

:06:29. > :06:35.nothing. Can putting ex`offenders into a boxing ring help them stay

:06:36. > :06:40.away from crime? Portsmouth boxing Academy was visited today by Justice

:06:41. > :06:44.Secretary Chris Grayling. He came to see a programme today that helps

:06:45. > :06:52.offenders turn their lives around. Out of jail, and in the boxing ring.

:06:53. > :06:55.After being caught in a cycle of drug related crime, Gabriel was

:06:56. > :06:59.referred to the Heart of Portsmouth boxing club by Hampshire Probation.

:07:00. > :07:08.I had to break away from the people I knew. I needed to embrace positive

:07:09. > :07:17.people. They believed in me and have shown me love. They show me respect

:07:18. > :07:22.and dignity. One of the safest places in the world is a boxing

:07:23. > :07:25.club. You will not get any bullying or people mouthing off here. Soon

:07:26. > :07:27.most probation work with offenders will be handed over to private

:07:28. > :07:31.companies. Today Justice Secretary Chris Grayling said the reforms will

:07:32. > :07:38.mean more schemes like this will be offered to offenders who previously

:07:39. > :07:43.were left to their own devices. In a future, probation work taken on by

:07:44. > :07:49.the private sector will work under a payment by resources system. Schemes

:07:50. > :07:52.like this stands to be rewarded. But critics are worried this won't work,

:07:53. > :07:59.and nearly a third of Hampshire's probation chiefs have chosen to

:08:00. > :08:03.leave the service. It is simply having an element of performance

:08:04. > :08:06.related pay. It is saying that we will pay you the full amount when

:08:07. > :08:12.you get the job done, and we want to see results at the end of it. We are

:08:13. > :08:16.structuring a system which is not about reducing absolute levels of

:08:17. > :08:19.reoffending, but it is reducing the levels of crime as well. Currently

:08:20. > :08:26.more than a quarter of offenders re`offend within a year. The

:08:27. > :08:29.government needs the success at this club to be replicated on a much

:08:30. > :08:32.wider scale. Emma Vardy, BBC South Today. Military personnel from the

:08:33. > :08:35.south have been decorated for their bravery in the latest round of

:08:36. > :08:39.honours. From surviving a suicide bomb attack and still giving crucial

:08:40. > :08:42.first aid to others, to saving a sinking ship in freezing waters, the

:08:43. > :08:49.Queen's Commendation for Bravery recognises outstanding

:08:50. > :08:53.contributions. Frankie Peck reports. It was a daring rescue mission to

:08:54. > :08:57.stop 200 tonnes of diesel leaking into the sea off the Devon coast.

:08:58. > :09:02.Chief Petty Officer Neal Horsley stepped aboard the sinking tub and

:09:03. > :09:07.spent hours working in shoulder height freezing water. It was

:09:08. > :09:14.sinking quickly after it had been hit by a larger vessel. It was quite

:09:15. > :09:18.scary because you think, there was a lot of water here, how much is in

:09:19. > :09:26.the engine room? Will we have to get off quickly? Sinead Dodds was

:09:27. > :09:31.commended for her bravery after she was badly hurt in a suicide bomb

:09:32. > :09:36.attack in Afghanistan. The 21`year`old gave life`saving aid to

:09:37. > :09:43.two comrades also injured. I was unconscious, I woke up and there was

:09:44. > :09:46.a pain in my ears. I heard the casualties screaming and that is

:09:47. > :09:53.when I knew I had to get up and do something. Charlie Locklear and Bob

:09:54. > :09:57.Sunderland, both based in Hampshire, have also been commended. They were

:09:58. > :10:02.in an RAF Chinook when they came under fire. Bob Sunderland was hit

:10:03. > :10:09.by flying shrapnel. Despite this and severe damage to the helicopter,

:10:10. > :10:14.Charlie Locklear still managed to land and recover the aircraft back

:10:15. > :10:19.to base. The effectiveness of the enemy in the area, the degrading

:10:20. > :10:24.systems on the aircraft, all made a difficult situation, but we worked

:10:25. > :10:27.our way through it as a crew. The Queen's Commendation for Bravery is

:10:28. > :10:31.awarded to those who have shown exceptional courage in the line of

:10:32. > :10:39.duty. 117 personnel have been commended in the latest honours.

:10:54. > :10:58.about what's lying around our homes ` but if you look closely enough you

:10:59. > :11:06.may just uncover a piece of history. For more than 70 years an iron bell

:11:07. > :11:09.sat in a garden. It turns out that it belonged to a German warship

:11:10. > :11:13.which played an important part in the first attack on British soil in

:11:14. > :11:17.World War One. The story ends in Southampton but started 100 years

:11:18. > :11:31.ago off the North East coast. Chris Robinson reports. When German

:11:32. > :11:37.battleships attacked Britain in December 1914, the coastal town of

:11:38. > :11:42.Hartlepool took a direct hit. The shelling killed more than 100

:11:43. > :11:46.people, injuring hundreds more. Violet was a seven`year`old girl at

:11:47. > :11:50.the time. She was interviewed by the BBC for a recent documentary. I went

:11:51. > :11:59.upstairs and looked out the bedroom window. I could see the flashes. I

:12:00. > :12:06.thought they were going to come and take us, and kill us. One of the

:12:07. > :12:09.ships was this vessel. It fought in the Battle of Jutland but after the

:12:10. > :12:17.war was sunk when the German fleet surrender. She was submerged until

:12:18. > :12:23.1938 when she was raised and sold for scrap. Locked away in storage in

:12:24. > :12:28.Southampton, this is the ship's Bell. It spent 70 years sat in a

:12:29. > :12:36.garden. It was only when other items were looked at to be auctioned was

:12:37. > :12:43.its history being told. Having found it in a brush, I thought, this is

:12:44. > :12:52.something special. `` rush. I was not sure, but I and did some

:12:53. > :12:59.research. How significant is this? Very significant. There are very few

:13:00. > :13:06.of these Bell is left in existence. I know of one other. The Dell will

:13:07. > :13:17.be auctioned tomorrow and is expected to fetch ?5,000.

:13:18. > :13:20.The music and fashion industries are still reeling from the news earlier

:13:21. > :13:23.this week that Mick Jagger's girlfriend L'Wren Scott had been

:13:24. > :13:26.found dead. Fellow Rolling Stone Ronnie Wood has Tweeted that all

:13:27. > :13:29.their thoughts are with Mick and L'Wren's family. The band are

:13:30. > :13:32.currently on tour, something which has been a trademark of their long

:13:33. > :13:36.musical career. Five decades ago, the Rolling Stones were just making

:13:37. > :13:40.their way in the industry. And they were making their way across the

:13:41. > :13:50.Solent to play on the Isle of Wight. Alex Dyke looks back on that event.

:26:03. > :26:07.not reserved for the young. Elderly residents, volunteers and staff from

:26:08. > :26:15.a care home walked more than a mile along the seafront, collecting many

:26:16. > :26:21.smiles from passers by. They got on their hands and knees at this

:26:22. > :26:27.school. 940 human wheelbarrows were completed for charity. I am so

:26:28. > :26:33.tired! Your hands and wrists really hurt. It is really good and makes

:26:34. > :26:37.people know that people want to do something about it. It is really

:26:38. > :26:45.good. The aim for this year was to cycle, swim or do anything, and that

:26:46. > :26:51.is exactly what people did. Well done to all of you. All that money
