:00:20. > :00:24.way after poor election restlts for the Liberal Democrats.

:00:25. > :00:30.The scheme to keep elderly patients out of hospital

:00:31. > :00:41.I have been in hospital twice and they have been very good. Btt it's

:00:42. > :00:42.nothing like home. And he's gone ` Saints lose their

:00:43. > :00:46.manager to Spurs as the London club A jury has heard how an 82 xear old

:00:47. > :01:02.lollipop man was killed in Waterlooville by a motorhst who

:01:03. > :01:07.claims she was blinded by the sun. 23 year old Lauren Paul is charged

:01:08. > :01:09.with causing death Raymond Elsmore was knocked down as

:01:10. > :01:14.he was helping a pedestrian cross Caroline Richardson reports

:01:15. > :01:24.from Southampton Crown Court. He'd just started his shift

:01:25. > :01:29.as the lollipop man outside Queens Inclosure Primary School

:01:30. > :01:32.in Waterlooville. He'd stepped into the road

:01:33. > :01:39.to help Toni Ponting cross. She was heavily pregnant and

:01:40. > :01:54.on her way to collect her son. I could see behind him and see the

:01:55. > :01:59.cars coming. I thought the cat would stop but it didn't. He hit the

:02:00. > :02:00.windscreen and the car brokd. He was pushed down onto the road.

:02:01. > :02:04.The car was being driven by Lauren Paul, seen here in the striped top.

:02:05. > :02:07.In a statement to the policd, Miss Paul said she was drivhng

:02:08. > :02:11.straight into the sun so shd slowed down to what she believed w`s

:02:12. > :02:15.She put the sun visor down and took steps to adjust her

:02:16. > :02:27.The jury heard from another witness who was driving behind Laurdn Paul.

:02:28. > :02:31.She said the son had been blinding. After the accident, Lauren was

:02:32. > :02:36.distraught and said if she had seen him she would have stopped. The

:02:37. > :02:40.other witness said she did not see him either. She didn't see `nyone

:02:41. > :02:44.step into the road. If it h`d been ten seconds earlier, she sahd, it

:02:45. > :02:46.could have been me. The casd continues.

:02:47. > :02:49.The Liberal Democrat leader of Portsmouth City Council,

:02:50. > :02:51.Gerald Vernon`Jackson, says he'll resign after

:02:52. > :02:54.his party failed to win the support it needed in the local elections.

:02:55. > :02:57.The council was left with no overall control.

:02:58. > :03:01.The Conservatives, led by Donna Jones, say they're on coursd to take

:03:02. > :03:05.over if they have enough support from other parties, including UKIP.

:03:06. > :03:14.Our Political Editor Peter Henley reports.

:03:15. > :03:20.He's led a maritime city through ten years of stormy political w`ters.

:03:21. > :03:25.Now, Gerald Vernon`Jackson hs abandoning ship. I moved here

:03:26. > :03:31.expecting to get a part`timd job and have more time to do less work. The

:03:32. > :03:38.last ten years have thrown those plans out. It is a wonderful city to

:03:39. > :03:44.work in. It has been very enjoyable and interesting. Now I will do

:03:45. > :03:47.something different. Portsmouth is a city that faces many challenges In

:03:48. > :03:52.discussions this weekend, there was talk of a rainbow coalition with all

:03:53. > :03:58.parties coming together. But they couldn't manage it. The six UKIP

:03:59. > :04:03.councillors elected last wedk called the balance of power but ard

:04:04. > :04:09.refusing to use it. If you do a coalition, you sell out. Th`t is why

:04:10. > :04:15.the Lib Dems are dead in thd water. I gave away their flagship policy to

:04:16. > :04:24.get their feet under the table. We don't want to do that. We w`nt to

:04:25. > :04:40.act as `` we want to be inddpendent. Donna Jones says with UKIP support

:04:41. > :04:45.she have to cooperate. I was elected to do a job. I love this city and my

:04:46. > :04:51.children are growing up herd. I want to make sure that I'm doing the best

:04:52. > :04:55.job I can. I have my own business. I have worked for a bank and Diana

:04:56. > :04:59.stands finance. I know that I can do a better job than the peopld who

:05:00. > :05:12.have been running this city for the last decade. There are choppy waters

:05:13. > :05:17.ahead. Peter is here with md now. What is Gerald Vernon`Jackson doing

:05:18. > :05:23.next? He says he will not ptt himself forward for selection as a

:05:24. > :05:28.Lib Dem over the summer. Thdy could both stand at the same time because

:05:29. > :05:33.Mike Hancock as allegations hanging over him. But he is an independent.

:05:34. > :05:39.Mike Hancock might decide not to run. It's interesting that he could

:05:40. > :05:45.move on to be an MP. These four were UKIP MEPs have been elected from our

:05:46. > :05:49.region. They are now saying that they want to campaign for a

:05:50. > :05:54.Westminster seat as well. It is an interesting time. If people have

:05:55. > :05:59.elected them to represent us in Brussels, how will they havd time to

:06:00. > :06:05.campaign for Parliament? Absolutely. They detest the EU who have given

:06:06. > :06:10.them a fund to try to get into Westminster. They will be gdtting

:06:11. > :06:20.big salaries, some of which will be handed over to UK to help them

:06:21. > :06:26.campaign. The way things ard going, the former leader of the cotncil

:06:27. > :06:33.could end up with three jobs. He could be an MEP and also trxing to

:06:34. > :06:38.get into Westminster. They're just going to make a protest votd in

:06:39. > :06:46.Brussels. The selection will be over the summer. It is critical what Mike

:06:47. > :06:49.Hancock might decide. If he gets within six months of the general

:06:50. > :06:53.election, there would not bd a by`election. He would carry on. If

:06:54. > :06:58.he continues to stand as an independent, he receives a big

:06:59. > :07:01.financial pay`out because hd will get resettlement allowances as a

:07:02. > :07:06.sitting member of Parliament. That might make a real differencd to his

:07:07. > :07:08.decision. So just wait and see. Thank you.

:07:09. > :07:10.A petition has been launched against Surrey county counchllors'

:07:11. > :07:13.decision to give themselves a rise in their allowances, in some

:07:14. > :07:18.Now a petition, carrying more than 350 signatures, is calling on the

:07:19. > :07:25.A little earlier, I spoke to our reporter Ben Moore, and askdd him

:07:26. > :07:32.As usual, this is one of those rows about councillors getthng more

:07:33. > :07:38.Last month, an independent panel suggested that those from

:07:39. > :07:42.the county council should bd able to increase their allowances, but at a

:07:43. > :07:50.vote, Surrey Council rejectdd that and voted for an even bigger hike.

:07:51. > :07:55.For example, the deputy teal leader's special allowance

:07:56. > :08:01.He now takes home ?44,000 a year in allowances.

:08:02. > :08:05.Yes, especially as the council rdcently

:08:06. > :08:08.voted against people who worked for it receiving the living wage,

:08:09. > :08:16.Obviously, the area has obviously got some of

:08:17. > :08:19.the problems associated with every council ` potholes, for exalple

:08:20. > :08:22.There is still damage remaining from the floods.

:08:23. > :08:28.Now a petition has been set up by the Labour prospective parlhamentary

:08:29. > :08:37.He says that the Tory`run council have showed that they are ott

:08:38. > :08:41.of touch and described this as a scandalous money grab.

:08:42. > :08:44.So far, 600 people have signed it and, on top of that, the three

:08:45. > :08:49.people who sat on that independent advisory panel have resigned.

:08:50. > :08:54.The council says that the government has increased

:08:55. > :09:00.It says there has been no rdview of allowances for years.

:09:01. > :09:04.While that was the right thhng to do at the time, it is now important

:09:05. > :09:07.that these allowances are adjusted to reflect increases in rolds

:09:08. > :09:17.Although Surreyy is overwhelmingly a Tory area, after recent elections

:09:18. > :09:20.this could prove to be a chhnk in the Conservative armour.

:09:21. > :09:23.Richard Wilson says if he manages to get 20,000

:09:24. > :09:26.signatures on this petition, he s a long way off that at the loment,

:09:27. > :09:36.he will be able to present to the full council and force a full vote.

:09:37. > :09:39.That may lead to scrutiny that the council don't want.

:09:40. > :09:43.The number of children arrested in the South has dropped by almost

:09:44. > :09:52.New figures show Dorset had the largest fall in arrests

:09:53. > :09:55.from more than 3,000 in 2008 to just over 800 in 201 .

:09:56. > :09:58.The data is from the Howard League for Penal Reform `

:09:59. > :10:01.who say a review of police `rrest procedures in recent years has led

:10:02. > :10:08.Still to come in this evening's South Tod`y:

:10:09. > :10:17.the gladiator of the seas looks for a fifth world title.

:10:18. > :10:19.The families of the four missing sailors of

:10:20. > :10:22.the Southampton yacht, the Cheeki Rafiki, have spoken in publhc for

:10:23. > :10:26.the first time since the hull of the vessel was found in the Atl`ntic.

:10:27. > :10:29.James Male, who was from Rolsey and Andrew Bridge, from Farnham

:10:30. > :10:33.were part of a crew sailing back to the South when their yacht got

:10:34. > :10:38.The boat's upturned hull was found by the US Coastguard on Friday

:10:39. > :10:52.We would like to say how much we owe to the public. It is overwhdlming

:10:53. > :10:55.and unprecedented. The men would have been enormously touched to have

:10:56. > :10:59.known that they were in the minds of so many people. It would have

:11:00. > :11:07.brought them great comfort hn their moment of need. It could, jtst code,

:11:08. > :11:09.have made a vital differencd to saving their lives, had the

:11:10. > :11:14.circumstances been slightly different.

:11:15. > :11:18.A motorcyclist from Portsmotth has been jailed for causing the death

:11:19. > :11:22.Kristof Fairley's bike collhded with a car at the junction of

:11:23. > :11:24.Eastern Road and Airport Service Road in Jantary

:11:25. > :11:27.His new wife Ashley, who was also on the motorcycle, was

:11:28. > :11:30.Fairley was disqualified from driving

:11:31. > :11:43.He admitted causing his wifd's death and was today jailed for 32 months.

:11:44. > :11:47.Plans for an asbestos waste facility in the New Forest have been approved

:11:48. > :11:50.The site at Hardley Industrial Estate ndar Hythe

:11:51. > :11:52.would specialise in the disposal of the harmful mineral.

:11:53. > :11:55.Solent Environmental Servicds submitted the plans ` which were

:11:56. > :11:57.today unanimously approved by the council's regulatory colmittee.

:11:58. > :12:02.But some residents feel it's not a safe distance" from homes.

:12:03. > :12:05.Hundreds of elderly patients in Southampton are being moved out

:12:06. > :12:09.of Accident and Emergency ` to a new department treating falls,

:12:10. > :12:14.The aim is to prevent them from being admitted ` and possibly

:12:15. > :12:19.The unit is now seeing 20 p`tients a day ` mostly over the age of 5.

:12:20. > :12:32.Our Health Correspondent David Fenton reports.

:12:33. > :12:40.This woman is 84 and has ruptured her tendon. She has been to a indie

:12:41. > :12:43.and was sent to a special unit for elderly people.

:12:44. > :12:48.The emergency department is a terrifying aches in this, often with

:12:49. > :12:53.queues of people coming in `nd out and lots of loud noises. We are

:12:54. > :12:58.trying to move through `` move people through that area quhckly.

:12:59. > :13:04.This is a specially dedicatdd area for frail, older people.

:13:05. > :13:09.It costs two point ?5,000 e`ch time a patient is admitted to hospital as

:13:10. > :13:13.an emergency. `` it costs two and a half thousand pounds.

:13:14. > :13:17.Your muscles will atrophy and your brain will forget what it is doing

:13:18. > :13:22.if you leave someone in bed for a couple of days. You have allost aged

:13:23. > :13:27.than two years in the effect it will have on them.

:13:28. > :13:32.The aim here is to get the patients treated and home again as qtickly

:13:33. > :13:36.and safely as possible. In the last three years, I have been

:13:37. > :13:41.in hospital twice. They havd been very good but it is nothing like

:13:42. > :13:45.home. Even so, the number of elderly

:13:46. > :13:51.patients in our hospitals is increasing. Southampton Gendral has

:13:52. > :13:58.about 1,100 beds, this many occupied by older patients. In the l`st

:13:59. > :14:03.year, those numbers have gone up by 6%. Of course, it is not thdir

:14:04. > :14:11.fault. Many would prefer to be at home, but that often means complex

:14:12. > :14:16.social care organising. We discharge mostly two thirds of

:14:17. > :14:20.our patients. Some that we `ssess our really quite unwell and need to

:14:21. > :14:24.come to hospital. All we can say is that we add to that patient

:14:25. > :14:28.experience. This unit has been very successful,

:14:29. > :14:34.keeping at least 20 patients per week out of hospital. Five hours

:14:35. > :14:36.after pro's accident, she is going home with a care package arranged by

:14:37. > :14:44.the team. `` after her accident An organisation that works with

:14:45. > :14:46.vulnerable people in Hampshhre says it's concerned about the impact

:14:47. > :14:50.of a proposed cut to the funding it Hampshire County Council nedds to

:14:51. > :14:54.make ?4 million of savings to its Supporting People budget `

:14:55. > :14:57.money which pays for emergency The Crescent here

:14:58. > :15:03.in Yateley has been Wanda's home for more than 40 Its bungalows allow

:15:04. > :15:07.the tenants the choice to ldad independent lives, safe in

:15:08. > :15:12.the knowledge that help is nearby. But now a 37 percent cut

:15:13. > :15:15.in funding from the Hampshire County We used to have social activities

:15:16. > :15:24.in the evening, and doing p`inting and card making and watching

:15:25. > :15:29.the karaoke on the big scredn. We don't have anything

:15:30. > :15:36.like that now. The site provides work

:15:37. > :15:38.for residents and others with Cuts to council funding havdn't just

:15:39. > :15:47.hit quality of life but threaten the very survival of

:15:48. > :15:51.one resident, after a wake`tp visit by staff was branded extrav`gant

:15:52. > :16:03.by the site's paymasters. The residential support man`ger

:16:04. > :16:05.was asked to investigate. She went to his bungalow and he was

:16:06. > :16:10.collapsed on the floor in a coma. He had to be rushed to hosphtal

:16:11. > :16:13.and is still not working now. Had he not been working that day,

:16:14. > :16:17.had it been a weekend or holiday, then he would have been missed

:16:18. > :16:25.until it was too late. Yateley Industries will survive

:16:26. > :16:28.the cuts. Hampshire County Council insists

:16:29. > :16:32.what it is doing is priorithsing But the idea that

:16:33. > :16:36.the policy isn't being felt on the front line, that helps those

:16:37. > :16:40.with disabilities, seems rather A club for blind people in Dorset

:16:41. > :16:51.has found itself While more and more people want

:16:52. > :16:56.to join, it's funding is falling. The club offers a way out

:16:57. > :16:58.of isolation But now there's

:16:59. > :17:03.a real danger it could closd down. So, as Roger Finn reports,

:17:04. > :17:04.it's mounted What would you miss

:17:05. > :17:10.if you went blind? That's the question being posed

:17:11. > :17:13.by the Dorset Blind Association ` and this You Tube video is one

:17:14. > :17:16.of the responses being postdd Along with pictures of sunsdts

:17:17. > :17:23.and loved ones. The idea is to draw attention to

:17:24. > :17:27.what these people might soon miss. Seven years ago the

:17:28. > :17:29.Dorset Blind Association set up There are over a hundred melbers

:17:30. > :17:46.and this group meets regularly This club is fantastic with the

:17:47. > :17:52.people who come here. It gives them a chance to get out and sochalise.

:17:53. > :17:56.It sounds so simple but it hs actually quite difficult for people

:17:57. > :17:58.with visual impairments. Two thirds of people with sight loss s`y they

:17:59. > :18:01.barely members have taken part in ` variety

:18:02. > :18:10.of activities including cricket and donations has been fallhng while

:18:11. > :18:13.demands to join have been rhsing. The club now needs

:18:14. > :18:25.?12,000 just to survive. What is most frightening is when you

:18:26. > :18:30.start losing contact with pdople. You can't drive and are constantly

:18:31. > :18:34.relying on family. Being able to do something like this gives us

:18:35. > :18:43.independence. It means so mtch for your self`esteem. I was verx scared

:18:44. > :18:51.of coming here. I got confidence here from doing things. Talking to

:18:52. > :18:56.other people who were in yotr shoes is really helpful. It supports that

:18:57. > :19:03.you need because there are few blind people around. By coming here to the

:19:04. > :19:12.coughing warnings, you can talk with people that have a similar problem

:19:13. > :19:16.that you understand. There hs evidence that the number of blind

:19:17. > :19:21.people in Britain is growing. At charity says this is becausd of the

:19:22. > :19:28.greater survivability of severely premature babies.

:19:29. > :19:31.A fact that this group believes makes it's own

:19:32. > :19:42.Sussex Cricket manager Mark Robinson has said

:19:43. > :19:45.On to sport, and it's been confirmed within the last hour that

:19:46. > :19:48.Mauricio Pochettino has reshgned as Southampton manager to t`ke over

:19:49. > :19:54.He moves to the London club on a five year contract.

:19:55. > :20:00.We thought this news was coling They have confirmed in the last hour

:20:01. > :20:04.that Mauricio Pochettino is leaving the club. Spurs have said that he

:20:05. > :20:08.will be joining them on a fhve`year contract. When he initially joined

:20:09. > :20:13.Saint Mary 's last year, he was relatively unknown will stop in the

:20:14. > :20:36.past 16 months, he has transformed the club.

:20:37. > :20:39.This now provides a big test to new Southampton chairman Ralph Kruger,

:20:40. > :20:42.who crucially must find a new manager to help South`mpton

:20:43. > :20:47.England duo Adam Lallana and Luke Shaw have both been subject to

:20:48. > :20:50.Malcolm Mackay and Michael Laudrup are at the early bookmakers'

:20:51. > :21:09.Thank you. I'm sure Saints fans will be watching keenly for news.

:21:33. > :21:34.12 sailing crews competing at destinations around the globe.

:21:35. > :21:38.Skipper of one of those crews, Ian Williams from Lymington, is hoping

:21:39. > :21:48.Sarah Farmer has been out on the water to meet him.

:21:49. > :21:51.More game sailing than plain sailing.

:21:52. > :21:56.Tactical, gladiatorial, head to head.

:21:57. > :21:59.The world match racing tour starts next week and a sailor

:22:00. > :22:06.from the south is hoping to bring home the silver.

:22:07. > :22:11.Because there are only two boats, a lot of the tactics involvd

:22:12. > :22:14.The boats tend to stay closd together,

:22:15. > :22:20.We have a few crashes every now and then.

:22:21. > :22:23.The trophy bears Ian's name four times already.

:22:24. > :22:25.A fifth victory would land him in the record books

:22:26. > :22:31.as the first British sailor to win five championship world titles.

:22:32. > :22:34.It's all for Ian now to try to break a world record.

:22:35. > :22:43.He is certainly one to watch and one to beat.

:22:44. > :22:45.Part of the challenge is learning to sail

:22:46. > :22:52.Talking of challenges, it's my turn for a masterclass on the water.

:22:53. > :23:02.12 teams compete at six different countries

:23:03. > :23:07.At each stop, a new fleet of boats to compete in.

:23:08. > :23:09.It's really tight teamwork between all of you.

:23:10. > :23:14.Each boat is different how the teamwork works.

:23:15. > :23:17.We get two hours of practice a set for each dvent.

:23:18. > :23:25.One of the key things when you're sailing is feelhng

:23:26. > :23:38.When you're sailing upwind, it gives you quite a lot of field.
