:00:44. > :00:46.standby for a cocktail A Hampshire woman is warning online

:00:47. > :00:56.shoppers to beware after she struggled to get her bank

:00:57. > :00:59.to stop payments being taken Ann Squire took up an onlind offer

:01:00. > :01:05.for a "free trial" of face cream. But it ended up costing

:01:06. > :01:08.her almost ?200. She had unwittingly signed tp to

:01:09. > :01:12.what's called a It is similar to a direct ddbit but

:01:13. > :01:17.it can be more difficult to stop. Ann Squire signed up to what she

:01:18. > :01:21.believed to be Two anti`ageing products with

:01:22. > :01:27.just postage and packing to pay She entered her credit card details

:01:28. > :01:29.and waited Instead,

:01:30. > :01:38.what she found in her statelent I was very cross

:01:39. > :01:45.because I had no idea that these There was nothing on the advert

:01:46. > :01:58.to say that that is what it was Ann had unwillingly signed tp to

:01:59. > :02:01.continuous payment authoritx, a type of payment used for companids for

:02:02. > :02:06.things like magazine subscrhptions and payday loans. When I got the

:02:07. > :02:11.credit card statement and wdnt on to the website and read about seven

:02:12. > :02:19.pages, it still was not verx clear, actually. Many people have not had a

:02:20. > :02:24.CPAs. The years complicated ones. When you take it out, you do not

:02:25. > :02:29.realise it. I always like to read the sole print. The Financi`l

:02:30. > :02:32.Services Authority says you can cancel continuous payment atthority

:02:33. > :02:38.is through your card issuer and to complain if it does not do so. Right

:02:39. > :02:41.honourable gentleman to contacted her bank which block The colpany and

:02:42. > :02:45.yet today she was billed for the third bottle of the cream. This

:02:46. > :02:49.arrangement is a common onlhne technique. The sign up for ` product

:02:50. > :02:53.or service and have to cancdl in order to avoid repeat payments.

:02:54. > :02:58.Looking at this website tod`y, they make this clear in their terms and

:02:59. > :03:02.conditions. Despite Ann not seeing the terms, we have agreed to resolve

:03:03. > :03:06.the issue and this afternoon confirmed that her cancellation

:03:07. > :03:11.request has been completed. But web forums are littered with people who

:03:12. > :03:14.complain about payments not being stopped like Ann.

:03:15. > :03:17.A short time ago I spoke to Richard Koch from the UK Cards

:03:18. > :03:19.Association, which represents debit and credit card issuers.

:03:20. > :03:21.I asked him to explain the difference between

:03:22. > :03:24.a direct debit and a contintous payment authority or CPA.

:03:25. > :03:28.So, direct debit, you are ghving an instruction directly to xour bank

:03:29. > :03:34.In the case of the CPA, you are giving an instruction

:03:35. > :03:41.directly to the retailer and not involving the bank.

:03:42. > :03:44.The first the bank knows about it is when the payment is presdnted

:03:45. > :03:48.Most people know what a direct debit is.

:03:49. > :03:50.It is well known in our society today.

:03:51. > :03:53.I think a lot of people would not know what a CPA is at all.

:03:54. > :03:57.Well, possibly, but we are increasingly using them

:03:58. > :03:58.for insurance, for paying for services likd

:03:59. > :04:03.They are used fairly extenshvely although admittedly people light

:04:04. > :04:10.But it is using your card for a regular payment.

:04:11. > :04:17.Well, the banks have investdd an awful lot of money,

:04:18. > :04:22.time and effort in improving the system to cancel them.

:04:23. > :04:24.They have introduced systems to block them if people go to

:04:25. > :04:28.the banks to cancel them and you can go to your bank to cancel them if

:04:29. > :04:31.you're having problems getthng the retailer to stop those paymdnts

:04:32. > :04:34.Can the industry go further to put customers back in control

:04:35. > :04:42.I think we have done enough a lot to put people back in control of it.

:04:43. > :04:45.They will always get a refund if they have cancelled the

:04:46. > :04:54.So they have a lot of protection here

:04:55. > :04:57.and there should be no problems and the bank should be really hdlpful

:04:58. > :05:05.Firefighters across the region have gone on strhke

:05:06. > :05:08.for 24 hours in a dispute whth the Government about changes to pensions

:05:09. > :05:12.These were the scenes at thd picket line in Chichester this morning

:05:13. > :05:14.The Fire Brigades Union said Government proposals were

:05:15. > :05:16."unfair and unaffordable" btt ministers accused the union

:05:17. > :05:23.Fire services have moved to reassure the public that all

:05:24. > :05:32.A memorial service has taken place this afternoon in Gosport for a

:05:33. > :05:35.Royal Navy sailor who went lissing just over two years ago in Dubai.

:05:36. > :05:36.Timmy MacColl served on HMS Westminster

:05:37. > :05:40.and was last seen getting into a cab while on shore leave in Dub`i.

:05:41. > :05:43.He was only legally declared dead at the beginning of the month

:05:44. > :05:49.after an application from the Navy, despite no body having been found.

:05:50. > :05:51.A cash`strapped police forcd is being urged to review

:05:52. > :05:53.a decision to introduce an annual charge for holding details

:05:54. > :05:56.of people who need to be contacted when burglar alarms go off.

:05:57. > :05:59.Hampshire Police says it has suffered cuts of around ?80 million

:06:00. > :06:03.in recent years and can longer offer the service without charge.

:06:04. > :06:06.However, the region's biggest police force ` Thames Valley `

:06:07. > :06:08.is continuing to provide a free key`holder registration system.

:06:09. > :06:24.It is designed to scare off criminals and bring help. This man

:06:25. > :06:29.has either burglar alarms for 3 years. The system makes a noise but

:06:30. > :06:33.is not connected to securitx firm's control room. To make sure the

:06:34. > :06:36.police know who to contact hf it goes off, Nicholas uses a H`mpshire

:06:37. > :06:42.Police key`holder registrathon system. Up till now, it has been

:06:43. > :06:47.free. He has been told charges being introduced ` ?24 a year for domestic

:06:48. > :06:52.properties and ?50 a year for commercial premises. Is this

:06:53. > :06:55.something the police should do as part of their normal duties? Of

:06:56. > :07:03.course I do. Otherwise they will start operating a system whdre they

:07:04. > :07:08.charge for a break`in on a road traffic accident. Where will it end?

:07:09. > :07:13.It is a view supported by some people here in Overton. We

:07:14. > :07:16.appreciate this is a time of this territory and budgets are bding

:07:17. > :07:21.tightened. But is ridiculous and when will it stop? It is wrong. You

:07:22. > :07:27.pay once and it should not be paid again. The police need to gdt on

:07:28. > :07:31.their hind legs and showed for more money and more men and get on and

:07:32. > :07:35.give the service they used to give. But others think the police should

:07:36. > :07:41.leave all aspects of burglar alarms to the private sector. Mini to have

:07:42. > :07:44.someone on the end of a phone answering calls about the btrglar

:07:45. > :07:49.alarm that is going off bec`use your dog is in the house. It shotld cost

:07:50. > :07:52.you 20 quid. One alarm comp`ny says getting a security firm to lonitor

:07:53. > :07:59.and alarm costs at least ?280 a year. In a statement, Hampshire

:08:00. > :08:02.Police says it appreciates people value the three key`holder scheme.

:08:03. > :08:07.But it says it is no longer affordable in times of austdrity. It

:08:08. > :08:09.says by making a small charge, the system will be more efficient and

:08:10. > :08:16.it'll be self financing. Friends of the skipper of the

:08:17. > :08:18.Cheeki Rafiki, whose crew went missing in the

:08:19. > :08:22.Atlantic, will take part in a yacht Andrew Bridge

:08:23. > :08:25.from Farnham was meant to ldad the crew in the Sevenstar Round

:08:26. > :08:28.Britain and Ireland Race in August. The team says it will now r`ce to

:08:29. > :08:31.remember the missing crew The crew of the Cheeki Rafiki had

:08:32. > :08:38.been sailing back to the Sotth Its upturned hull was found

:08:39. > :08:42.by the US coastguard last month with James Male, from Romsey,

:08:43. > :08:46.and Andrew Bridge, from Farnham Andrew was to take part in the

:08:47. > :08:50.Round Britain and Ireland R`ce Now his friends will do it

:08:51. > :09:06.in the crew's memory. Very young but highly experhenced.

:09:07. > :09:09.He instilled great confidence in me. He was always climbing, would never

:09:10. > :09:14.judge when you made a mistake. Would always help. We will miss hhm. I

:09:15. > :09:21.want to do it and completed for Andrew. `` complete it.

:09:22. > :09:24.There are a number of fundraising challenges under

:09:25. > :09:33.The RNLI is on stand`by 24 hours a day, seven days a week. When you

:09:34. > :09:39.call, we will, and that really vital part of the rescue procedurd within

:09:40. > :09:43.the UK. `` we will come. We endeavour to keep everyone safe We

:09:44. > :09:47.are touched that these families have chosen to donate to the RNLH in

:09:48. > :09:52.memory of the crew of the Cheeki Rafiki. Fundraising has alrdady

:09:53. > :09:57.topped ?25,000. They start training tomorrow.

:09:58. > :09:59.A seafront leisure centre b`dly damaged by sea water in the winter

:10:04. > :10:05.of water in February, causing extensive damage to

:10:06. > :10:09.The company which runs the centre says repair costs have

:10:10. > :10:25.Flybe will run a daily servhce to Hamburg from October. Yesterday the

:10:26. > :10:29.airline announced its first profits in four years. It has cut more than

:10:30. > :10:33.a thousand jobs nationwide `nd withdrawn all services from Gatwick.

:10:34. > :10:38.The airline carried a record number of passengers last year and see set

:10:39. > :10:42.as a key part of its future. `` Southampton Airport.

:10:43. > :10:44.Still to come in this evening's South Tod`y:

:10:45. > :10:46.Efforts for a new theatre in Reading.

:10:47. > :10:48.What's the best way to discourage the 00

:10:49. > :10:52.Talk about lung cancer and other fatal diseases?

:10:53. > :10:56.Well, new research carried out by a Hampshire`based charity stggests

:10:57. > :11:00.it might be best to highlight the link between smoking and

:11:01. > :11:03.the most common form of blindness called macular degeneration.

:11:04. > :11:06.I'm joined by Tony Rucinski from the Macular Society.

:11:07. > :11:21.Well, based on the findings that 90% of kids did not realise there is a

:11:22. > :11:24.direct link between smoking and psych class, and also that these

:11:25. > :11:28.kids had empathy with peopld who suffered macular degeneration. We

:11:29. > :11:32.fight we would do research `round the fact that we need to rahse

:11:33. > :11:36.awareness saw kids realise there is a direct link between smoking

:11:37. > :11:41.cigarettes and politeness that could result later. A lot of people will

:11:42. > :11:47.be surprised by that. Argue? Very much so. Statistics indicatd your

:11:48. > :11:54.four times as likely, depending on genetics, up to 20 times as likely,

:11:55. > :11:57.to go blind if you smoke. A lot of adults and kids did not know that.

:11:58. > :12:03.They were staggered when we told them. Talking of kids, let's hear

:12:04. > :12:06.what six former had to say when we told them about the research and if

:12:07. > :12:12.there were enough warnings `bout the risks of blindness. The ones with

:12:13. > :12:19.longs are worse because it shows what it can do to you. Over`ll,

:12:20. > :12:25.smoking is worse for your ltngs I did not know it could cause

:12:26. > :12:31.blindness. I did not take notice of the pictures. With the knowledge it

:12:32. > :12:37.can cause blindness, would that make you reconsider smoking? Yes, if I

:12:38. > :12:41.have more about it. They ard saying if they hear more about it. The

:12:42. > :12:47.interesting thing is kids fdeling blindness more than cancer. That

:12:48. > :12:53.part of the research it has thrown up. That is the amazing thing. Kids

:12:54. > :12:59.feel a mortal. They do not think it will happen to them. `` immortal.

:13:00. > :13:02.But when they realised they would live with blindness, the results are

:13:03. > :13:08.staggering. Our campaign is called Is It Real, because that is what

:13:09. > :13:11.kids said to us. Would I have to live with this? If you smokd, it

:13:12. > :13:16.increases the likelihood yot would have to live with that. We know

:13:17. > :13:20.about warnings on cigarette packets that talk about cancer and the

:13:21. > :13:26.risks. But in this Julia, they talk about the risk of blindness. We have

:13:27. > :13:30.not got that year. We have not but we should have. An EU directive came

:13:31. > :13:34.into force last year and should be implemented meaning we have a

:13:35. > :13:38.warning to that effect on chgarette packets. It adds up to letthng

:13:39. > :13:40.people know that smoking is strongly linked to Cyclops. When will it

:13:41. > :13:44.happen? linked to Cyclops. When will it

:13:45. > :13:52.I do not know. We would likd it to happen as soon as possible. ``

:13:53. > :13:59.strongly linked to blindness. How do you make the policy work? T`lking to

:14:00. > :14:02.you is one of the good ways to get the message out there. Letthng

:14:03. > :14:06.people know and raising the profile of the fact that even though you

:14:07. > :14:10.information on the NHS webshtes and information on the NHS webshtes and

:14:11. > :14:14.other places, it makes the ball well that smoking increases your risk of

:14:15. > :14:19.blindness in later life and nobody wants that. `` it makes you aware

:14:20. > :14:22.that. Would you go to see a West Dnd

:14:23. > :14:25.musical in a former prison? Well, that's one

:14:26. > :14:27.of the options being put forward Those behind the proposal s`y

:14:28. > :14:31.the town has been culturallx underserved for far too long

:14:32. > :14:34.and it needs more investment to But what will the increased

:14:35. > :14:44.competition mean for amateur groups They've rehearsed insurances and

:14:45. > :14:51.performing churches. Reading Between the Lines is a professional company

:14:52. > :14:54.without a theatre. No surprhse that its director has put togethdr

:14:58. > :15:10.identity and put an end to the in its capacity to nurture

:15:11. > :15:13.Reading's own talent. So th`t amateurs can feel at home as well.

:15:14. > :15:19.While outlining the vision for this, this man admitted funding is a

:15:20. > :15:25.huge obstacle. Potential investors are desperately needed and whoever

:17:19. > :17:21.shocked by the injury is Jesse here ended up with after lying on the

:17:36. > :17:41.the playground, nothing has been cleared up. `` builder's debris It

:17:42. > :17:45.highlights the bigger issue is that it could have been a child. The mess

:17:46. > :17:52.around it, it could have looked neater. It is a waiting gamd, isn't

:17:53. > :17:55.it? We have been waiting for ages. We got the footpath opened because

:17:56. > :17:59.it was blocking a public right of way. It would be a good ide` if they

:18:00. > :18:03.cleared up the surrounding `rea because it really needs to be made

:18:04. > :18:08.safe for children. It is not just the recreation area people `re fed

:18:09. > :18:12.up about. This pile of rubble should have been transformed into ` shop

:18:17. > :18:19.that the shops of not been built but also because I cannot drive, it is

:18:20. > :18:24.difficult for me to get to the shops. They have made a lot of money

:18:25. > :18:27.out of selling houses here `nd have not kept their part of the bargain.

:18:28. > :18:33.This will be a wonderful development. It is almost there But

:18:34. > :18:39.people need a shop. They nedd the shop finished and open. Thex need
