:01:07. > :01:09.The husband of a talented vholinist has told an inquest how his wife

:01:10. > :01:13.sank into despair ` after tdstifying against the teacher who had abused

:01:14. > :01:17.her as a child. Frances Andrade from Guildford, took a drugs

:01:18. > :01:20.overdose soon after giving dvidence at a trial in January last xear A

:01:21. > :01:24.serious case review later found that she had been let down as an adult by

:01:25. > :01:36.mental health services. Davd Guest reports.

:01:37. > :01:41.Frances Andrade was a gifted musician who had experienced a

:01:42. > :01:50.troubled childhood. As a tednager, she was abused by her tutor in

:01:51. > :01:56.Manchester. Frances Andrade had kept that abuse a secret for dec`des

:01:57. > :02:00.Then a friend reported it to the police and Frances Andrade had to

:02:01. > :02:05.confront her past. The man was put on trial in 2013 but within days of

:02:06. > :02:12.testifying against him, Frances Andrade was dead. Her husband,

:02:13. > :02:16.himself a musician, today told an inquest his wife fell into despair

:02:17. > :02:21.because she had had to recall those horrible memories from the past He

:02:22. > :02:27.said that after giving eviddnce his weight had been in a low mood. She

:02:28. > :02:31.said she felt the barrister had attacked her personally. Shd felt it

:02:32. > :02:38.was she who was on trial, and not him. On returning home, his wife had

:02:39. > :02:44.stayed in her bed. He told the inquest that in one morning he found

:02:45. > :02:50.her lying still and cold. She had taken an overdose of medication that

:02:51. > :02:57.had been prescribed for him. She did not live to see her abuser convicted

:02:58. > :03:01.and jailed. The inquest will resume later this week in walking. This is

:03:02. > :03:10.not the first time the case of Frances Andrade has been

:03:11. > :03:16.scrutinised. `` Woking. Hers was a death which could have been

:03:17. > :03:21.prevented, she had been let down by mental health services. Her husband

:03:22. > :03:22.says the trauma of reliving her troubled past was the sole reason

:03:23. > :03:28.for his wife's distress. For most people in the region, the

:03:29. > :03:31.recent fine and warm weather means the storms and the flooding of last

:03:32. > :03:34.winter are now a distant melory But some of those directly affected are

:03:35. > :03:37.still living with the damagd and distress the weather caused. At

:03:38. > :03:40.Buckskin in Basingstoke, more than 80 homes had to be evacuated after

:03:41. > :03:42.being filled with sewage`contaminated water. Nearly

:03:43. > :03:44.five months on, some people are not yet back in their homes and others

:03:45. > :04:05.never will be. Sally, the skip just beyond us

:04:06. > :04:10.here, evidence that this disaster is still not over. As you can see,

:04:11. > :04:14.there are lots of houses whhch remain empty, awaiting work to get

:04:15. > :04:24.them ready for people to move in once more. Work to repair this home

:04:25. > :04:29.was well under way today. She has spent 97 days in a hotel room and is

:04:30. > :04:36.now squeezed into a small btngalow. A return to her own home cannot come

:04:37. > :04:46.soon enough. Hi have done is fight. They have not offered us addquate

:04:47. > :04:54.accommodation. `` all I havd done is fight. I got to the point I could

:04:55. > :05:00.not take any more. It has bden a horrific time for us both. With

:05:01. > :05:07.electrics still and said, they have been relying on generators. It has

:05:08. > :05:14.been hard going. It has been challenging. At no point have we had

:05:15. > :05:21.homes free in the can't for people to move into. Some have been lucky

:05:22. > :05:28.enough to get a temporary home early on. The question is do they want to

:05:29. > :05:35.return to Buckskin? Our main concern is for the children. You want the

:05:36. > :05:39.best for the kids. You want them to be settled in school more than

:05:40. > :05:45.anything. Two of the oldest are struggling to get up early to get to

:05:46. > :05:51.school every day. The two lhttle ones have to get taxis everx day. We

:05:52. > :06:00.were told that the river runs underneath as, so it could happen

:06:01. > :06:05.again. For some residents, doubts loom large. Look at that. Wd asked

:06:06. > :06:10.for this to be cleared and ht still has not been. We had reigned ten

:06:11. > :06:22.dates ago and the car park was starting to flood. `` we had rain

:06:23. > :06:28.ten days ago. They are not maintaining the drains. I h`ve

:06:29. > :06:35.spoken to residents who say they feel they could become victhms to

:06:36. > :06:36.local criminals who are bre`king into their sheds at night to steal

:06:37. > :06:42.the few possessions they have. Government ministers have bden

:06:43. > :06:44.fronting news conferences across the South today trumpeting the

:06:45. > :06:47.allocation of hundred of millions of pounds to local enterprise

:06:48. > :06:49.partnerships in so`called Growth Deals. It'll be spent on projects

:06:50. > :06:51.designed to stimulate busindss and create thousands of jobs and homes.

:06:52. > :06:55.But just how good a deal is it? Our Business Correspondent Alastair Fee

:06:56. > :07:02.has been taking a look. Let's take a look at some of the

:07:03. > :07:05.headlines first. South Hampshire is getting the biggest slice of the

:07:06. > :07:08.cash in the region, ?46 million in this initial wave of funding. In

:07:09. > :07:13.Hampshire, ?15 million will go towards moving and modernishng the

:07:14. > :07:16.Red Funnel ferry terminals hn Southampton and East Cowes. And

:07:17. > :07:20.there's nearly ?20 million for preliminary work on the Stubbington

:07:21. > :07:23.bypass ` to try and ease congestion in Gosport and Fareham. How this

:07:24. > :07:27.money is spent will be decided locally, something that Caroline

:07:28. > :07:39.Dineage, the Conservative MP for This is the money we are all

:07:40. > :07:45.celebrating because it is the end of the culture of Whitehall knows best

:07:46. > :07:48.and giving us the decision`laking into the hands of local authorities.

:07:49. > :07:51.Elsewhere, ?24 million will go to Dorset ` there are plans to improve

:07:52. > :07:54.the Bournemouth Spur Road and access routes to the airport and Poole

:07:55. > :07:56.port. Of the ?44 million allocated to Sussex, there's money av`ilable

:07:57. > :08:00.to ease congestion on the A29 at Bognor and build flood defences in

:08:01. > :08:02.Shoreham. And in Berkshire, there's money for road improvements to

:08:03. > :08:04.benefit business and open up housing developments in Bracknell and

:08:05. > :08:07.Newbury. The Government says these projects will create thousands of

:08:08. > :08:10.new jobs, and breathe new lhfe into the local economy. In the rdgion

:08:11. > :08:21.today was the Business Secrdtary, Vince Cable.

:08:22. > :08:33.There is a pot of money in the order of ?2 billion, for the next

:08:34. > :08:37.financial year, 2015, 2016. This is money which would otherwise have

:08:38. > :08:41.been with central Government and has been handed over to local enterprise

:08:42. > :08:42.partnerships across the country who will decide how they want to spend

:08:43. > :08:46.this money. Today's announcement has of course

:08:47. > :08:47.attracted some scepticism, particularly just how new the money

:08:48. > :08:50.is. Labour's Alan Whitehead, says the Government gives with one hand

:08:51. > :09:07.and takes away with the othdr. Labour has suggested that more money

:09:08. > :09:11.could go to local authoritids and it is giving back some of the loney

:09:12. > :09:14.that was removed by the Govdrnment when the regional development

:09:15. > :09:19.agencies were cancelled a while ago. Most of that money that would have

:09:20. > :09:22.gone into the area still relains unallocated. So it is facing in the

:09:23. > :09:23.right direction but there is a long way to go.

:09:24. > :09:27.Some of the money will be available immediately but most is expdcted

:09:28. > :09:30.later ` with much dependent on private companies, developers and

:09:31. > :09:33.councils. This is being talked about as a revolution in the way our

:09:34. > :09:36.economy is run. Whether it hs will depend in part on how different

:09:37. > :09:39.areas successfully bid for the next wave of money available and what

:09:40. > :09:44.happens to these growth deals after next year's general election.

:09:45. > :09:48.An inquest's started to est`blish how a schoolboy from Salisbtry came

:09:49. > :09:51.to be dragged from his tent and killed by a polar bear. 17`xear`old

:09:52. > :09:54.Horatio Chapple died in 2010 in Norway, on a trip organised by the

:09:55. > :09:57.British Schools Exploring Society. Today the leader of the expddition

:09:58. > :09:59.admitted there were problems with the group's equipment. Four others

:10:00. > :10:05.were hurt in the attack before the bear could be killed.

:10:28. > :10:29.Hill near Thatcham at lunchtime on Saturday. He's five foot ten inches

:10:30. > :10:33.tall with a four inch scar on his cheek. People are urged not to

:10:43. > :10:45.A fresh appeal's been made for witnesses after two unprovoked

:10:46. > :10:47.attacks on women in Portsmotth. Last Sunday, a 45`year`old woman was

:10:48. > :10:51.stabbed in the chest as she walked her dog along Ports Creek in Hilsea.

:10:52. > :10:53.A similar incident took place nine days earlier in Southampton Road

:10:54. > :11:01.nearby. Neither woman received life`threatening injuries.

:11:02. > :11:04.A new car sharing scheme is launching in Bournemouth.

:11:05. > :11:07.Backed by the council, drivdrs hire a vehicle by the hour or day.

:11:08. > :11:09.The aim ` to cut congestion and improve the environment.

:11:10. > :11:12.It's for people who need a car only occasionally,

:11:13. > :11:16.or two`car families who want to get rid of the second car.

:11:17. > :11:19.But similar schemes have fahled and the AA says it only makds sense

:11:20. > :11:21.for a small number of very low`mileage drivers.

:12:40. > :12:47.Alex also has a smaller schdme in Eastleigh.

:12:48. > :13:04.This company in Winchester folded after just six months.

:13:05. > :13:07.Here is a new scheme where private car owners are money by letting

:13:08. > :13:11.You search online by postcode or car type.

:13:12. > :13:19.The AA thinks this has a bright future.

:13:20. > :13:22.I think car clubs may be expensive for some people because

:13:23. > :13:24.if you do high mileage, the charges made up quickly.

:13:25. > :13:31.It works alright for some, but probably a minority.

:13:32. > :13:34.Car club vehicles are usually small, not much use for collecting

:13:35. > :13:37.furniture from a DIY store or taking holiday luggage to the airport.

:13:38. > :13:40.The AA says it may make sense for low mileage drivers who do

:13:41. > :13:55.It is not going to reduce traffic jams, but it will suit some people.

:13:56. > :13:58.The main road through Wiltshire will close completely in just ovdr an

:22:14. > :22:16.on a harness. It is nerve wracking because maybe our teachers `ren t so

:22:17. > :22:22.good at flying, but I can only hope! When the harness first goes on

:22:23. > :22:27.and you get a feeling of excitement and adrenaline going through you.

:22:28. > :22:32.You're going to fly or the first time, it is amazing! Then when the

:22:33. > :22:39.lift you up for preparation, you get the feeling of, this is going to

:22:40. > :22:43.happen. This is good! For m`ny children at this school, thhs is a

:22:44. > :22:47.once in a lifetime experience, as the school only put on prodtctions

:22:48. > :22:59.on this scale once every five years. But the sky is the limit for them

:23:00. > :23:02.now! They were brilliant, considdring

:23:03. > :23:13.they have not flown before. That show is on this week. Break a leg!

:26:33. > :26:49.They are clear and safe and that is what we do. `` we design thdse

:26:50. > :26:57.boats. The mission was simple, to raise money for charity. Passing

:26:58. > :27:08.vessels were no match. One of the world's busiest shipping lanes was

:27:09. > :27:13.overcome. 3.5 miles completd. I got there in four hours, averagd bead of

:27:14. > :27:20.just over one mile per hour. Quite an achievement! All the mondy will

:27:21. > :27:24.go to child victims of the Chernobyl disaster to travel to the UK for a

:27:25. > :27:34.holiday. It is nice to be ldt out once in a while for these boats
