:01:41. > :01:43.advisors' in Reading and Oxford ` Nikki Mitchell has this

:01:51. > :01:53.the streets after dark, They're walking around just checking
:01:54. > :02:00.in with people that we know. They give out packs
:02:01. > :02:04.which have condoms, rape alarms, And sometimes we have things from
:02:05. > :02:15.Berkshire women's aid, like lipsalve This prostitute is telling the Rahab
:02:16. > :02:17.support staff about some housing You try and find out
:02:18. > :02:25.for definite when the appointment is While they often help with housing,
:02:26. > :02:29.health or hardship problems, But if anything does go wrong,
:02:30. > :02:53.you've always got Rahab to call. It's definitely been
:02:54. > :03:00.the case that it's increased Sometimes we have Joe punter,
:03:01. > :03:04.if they don't think they're getting And other times, it's organised
:03:05. > :03:10.crime and organised violence by gangs of people who go with the
:03:11. > :03:14.specific aim of hurting somebody. People have been punched, kicked,
:03:15. > :03:18.threatened at knifepoint, gunpoint, raped, kidnapped and held
:03:19. > :03:21.against their will. We work with them
:03:22. > :03:25.in the hope that they contact police Many girls do not call
:03:26. > :03:35.the police or report because they They just shrug it off and carry
:03:36. > :03:42.on with it. We couldn't find an increase
:03:43. > :03:48.in the level of violence but that We understand the pressures
:03:49. > :03:56.and issues on the street and the fact we may not receive full
:03:57. > :03:59.reports on every occasion. We only encourage sex workers
:04:00. > :04:01.themselves and their advocates The new independent trauma advisers
:04:02. > :04:09.in Reading and Oxford help victims from the point
:04:10. > :04:12.of crisis right through the process It is hoped they will be able to
:04:13. > :04:18.highlight the plight of those working in the sex trade behind
:04:19. > :04:20.closed doors where exploitation It's designed to shift beggars
:04:21. > :04:30.and rough sleepers from the streets of one
:04:31. > :04:34.of the south's top seaside towns. Local politicians
:04:35. > :04:36.in Bournemouth are putting up hard hitting posters saying that giving
:04:37. > :04:41.handouts is killing with kindness. Instead they want people to
:04:42. > :04:43.donate cash to a charity that Steve Humphrey has been
:04:44. > :04:53.listening to the arguments. We're from BBC South East asking
:04:54. > :04:55.people about this campaign. In Bournemouth I met Dean who
:04:56. > :04:58.describes himself as a busker. He has strong views on
:04:59. > :05:00.Bournemouth Council new campaign aimed at getting beggars
:05:01. > :05:05.and rough sleepers off the streets. Where is the evidence
:05:06. > :05:10.people are being killed? Another homeless man has been given
:05:11. > :05:15.a lot of support by the town's rough sleepers team but he doesn't like
:05:16. > :05:20.the tone of the new campaign either. The reason they don't go after help
:05:21. > :05:28.is because they find it difficult in The big idea behind the posters is
:05:29. > :05:34.to get people to donate money to a charity that helps rough sleepers
:05:35. > :05:38.and not to give cash hand`outs to That way all of the money is
:05:39. > :05:44.supporting them to get them off the street rather than perpetuating
:05:45. > :05:47.the problem by giving money there and then which isn't changing their
:05:48. > :05:53.life and keeps them on the street. Across the town,
:05:54. > :05:54.the council initiative is generating a lot of discussion `
:05:55. > :05:59.amongst residents and visitors. You have to be cruel
:06:00. > :06:04.to be kind sometimes. Condemning people for handing money
:06:05. > :06:08.out of people isn't the idea. Are you allowed to hand
:06:09. > :06:15.them food and things? Bournemouth Council says there's
:06:16. > :06:17.been a 5`10% increase in the number of beggars and rough
:06:18. > :06:21.sleepers in the last year. It describes its new campaign
:06:22. > :06:25.as robust. It is a tough message
:06:26. > :06:28.but we want to help those people to assist them and to make
:06:29. > :06:33.their lifestyle better than it is. Amongst those questioning
:06:34. > :06:35.the approach is Claire Matthews who runs a soup kitchen three nights
:06:36. > :06:39.a week in Bournemouth. She says she helps up
:06:40. > :06:43.to 100 people a week. There is a cause behind why they
:06:44. > :06:47.are doing what they are doing. If you get to the root of the cause
:06:48. > :06:54.then crack the circle and help them. The new campaign is
:06:55. > :06:56.proving controversial. It has opened up a fresh debate over
