:00:00. > :00:12.How this small bird has landed a council with a half

:00:13. > :00:19.So why can't a hospital makd use of the empty council car park just

:00:20. > :00:26.A mid`morning treat for commuters from a band on its way

:00:27. > :00:34.And here comes the bank holiday weekend, which was

:00:35. > :00:51.As Portsmouth Council cuts jobs and services,

:00:52. > :00:54.it's emerged the authority has had to pay out almost ?500,000 because

:00:55. > :01:01.It had given permission for new flats behind Eastney beach but later

:01:02. > :01:09.When the developer took leg`l action, the council then cl`imed it

:01:10. > :01:16.was trying to protect the rare Dartford Warbler,

:01:17. > :01:24.At a risk of mixing metaphors, the council chickens have come home

:01:25. > :01:32.Sally, a row about this strdtch of seashore has left Portsmouth Council

:01:33. > :01:38.with a big compensation bill to find from its hard pressed coffers.

:01:39. > :01:42.The developers wanted a road into the development ` the counchl wanted

:01:43. > :01:48.to make sure people could still have free access to Eastney beach.

:01:49. > :01:53.They felt so strongly about it, they even ignored the advice of their own

:01:54. > :01:55.legal officers. It's this site owned

:01:56. > :01:58.by the defence firm QinetiQ that is Permission was granted for three

:01:59. > :02:12.apartment blocks in 2005, btt yet, When planning permission was 1st

:02:13. > :02:21.granted, the council agreed to widen this access road to allow the work

:02:22. > :02:28.to take place. The council were told they would not give access to the

:02:29. > :02:30.public bow and they blocked it for 2 reasons, to give access and to

:02:31. > :02:37.protect the Dartford Warbler. So, a very small bird soon found

:02:38. > :02:40.itself at the centre The case went to judicial rdview

:02:41. > :02:44.which found in favour of QinetiQ, leaving the council to pick up

:02:45. > :02:52.the bill ` totalling just under half I am disappointed and frustrated.

:02:53. > :02:58.The people of Portsmouth have had to fit a bill of almost ?500,000

:02:59. > :02:59.because of consistent mistakes made by the previous political p`rty

:03:00. > :03:01.running this city. The council paid ?125 thous`nd

:03:02. > :03:04.pounds in 2010, the remainddr But the man in charge

:03:05. > :03:15.of fighting this dispute saxs it was Portsmouth is a very developed,

:03:16. > :03:22.built`up city, so having an area like this, this wonderful bdach

:03:23. > :03:28.where the developers put up a fence, had security guards to stop the

:03:29. > :03:33.public having access, was tdrrible. This is a beautiful beach, so it is

:03:34. > :03:34.worth it. It is great for pdople in Portsmouth to keep the beaches open

:03:35. > :03:40.to everybody. The legal wrangle went on for nine

:03:41. > :03:43.years, which means the prevhous QinetiQ says it's now

:03:44. > :03:46."looking forward to develophng new The council has told me tod`y that

:03:47. > :03:57.any new plans submitted for the site Next year, they have further money

:03:58. > :04:02.cut from their budget and they cannot afford another legal row

:04:03. > :04:05.Two people, including a 14`xear`old boy, have been arrested on suspicion

:04:06. > :04:07.of raping a young woman at the Reading Festival. The 19`ye`r`old

:04:08. > :04:10.The 19`year`old victim reported being subjected to the sex `ttack in

:04:11. > :04:17.A 14`year`old from Surrey and a 31`year`old man from London are

:04:18. > :04:22.being held by the police. Whatever their results, the young

:04:23. > :04:25.people in the South who picked up their GCSE results yesterdax won't

:04:26. > :04:28.be going into full time work. A new law means all 16`year`olds

:04:29. > :04:30.must stay in training or They must now keep learning,

:04:31. > :04:45.whether that means A`levels, an Luke is training to work in

:04:46. > :04:48.construction. He left school two years ago at 16, something xoung

:04:49. > :04:54.people will not be able to do in the future. I left just before the rule

:04:55. > :05:00.changed and spent a year at home bored stiff and I now wish that I

:05:01. > :05:04.had gone back and done something. I started college last year, had just

:05:05. > :05:09.finished it, and now I am doing this. This centre is run by macro

:05:10. > :05:15.and is training 35 young people They look at the training and

:05:16. > :05:20.employment needs of the reghon. We look at the work opportunithes, the

:05:21. > :05:25.important opportunities, so we do not develop skills in an arda where

:05:26. > :05:34.there is no shortage of those skills. Here, we do catering,

:05:35. > :05:46.construction, childcare, a wide priority dash`mac a wide variety of

:05:47. > :05:53.courses focused on work readiness. Employers take you more eashly if

:05:54. > :05:56.you have got skills and expdrience and the qualifications that you need

:05:57. > :06:01.instead of jumping straight out into the working world. At this centre in

:06:02. > :06:06.Redding, they help young people find work. Every year, they help hundreds

:06:07. > :06:12.of teenagers not in education, employment or training. It's a

:06:13. > :06:20.win`win situation for the elployer as they get young people who are

:06:21. > :06:24.more work ready. Good communication skills and general work readiness

:06:25. > :06:30.are there. For the young people it gives them the opportunity to have

:06:31. > :06:35.more Pip `` more time to develop. The South needs these young people.

:06:36. > :06:40.Current estimates provide `` predict a need for thousands of skilled

:06:41. > :06:41.workers in time to come. By keeping them working, it is hoped they will

:06:42. > :06:46.have the best start in life. Questions are being raised

:06:47. > :06:48.about the large number of elpty spaces at one of Guildford's park

:06:49. > :06:51.and ride schemes ` and it's the The Royal Surrey County hospital

:06:52. > :06:55.doesn't have enough bays and says its car park is a daily battleground

:06:56. > :06:58.for staff and visitors. But it's been told it can't use the

:06:59. > :07:10.nearby park and ride, even though This growing hospital now elploys

:07:11. > :07:17.around 4000 people, many of them working shifts. Their parking

:07:18. > :07:22.problems have reached crisis point. For the 9am start, I have to get it

:07:23. > :07:27.at 7am because I have no hope of parking. It has become worsd over

:07:28. > :07:31.the years as well. The staff are very frustrated about not fhnding a

:07:32. > :07:36.parking space when they arrhve or having to queue. That makes them

:07:37. > :07:41.late for the ward so that h`s a domino effect on the handovdr. We

:07:42. > :07:46.seem to be going from bad to worse. Many patients have given up on the

:07:47. > :07:50.hospital car park completelx, parking at the local superm`rket or

:07:51. > :07:56.on nearby streets altogether. My daughter has been having to come

:07:57. > :08:01.every day so she has had to tell me when to pick her up because of no

:08:02. > :08:09.parking. I have to park in Tesco's. I find it too expensive to park in

:08:10. > :08:13.the hospital. The hospital hs still expanding to meet needs, but it

:08:14. > :08:17.can't afford the ?8 million needed for the multistorey car park.

:08:18. > :08:22.Instead, it has built`in pl`nning permission requests to build an

:08:23. > :08:32.extra 400 spaces on the land. We could benefit from the park`and`ride

:08:33. > :08:38.but we are not able to, despite having asked. You can see all of the

:08:39. > :08:42.empty spaces at the hospital wants to use but Guildford Council says

:08:43. > :08:47.the planning restrictions mdan they cannot allow it. With the council's

:08:48. > :08:53.hands tied with red tape, the battle for parking continues. The count ``

:08:54. > :08:57.the hospital is even considdring stopping afternoon visiting hours so

:08:58. > :09:03.that staff shift have a better chance of finding a space.

:09:04. > :09:10.There are delays around the region as people set off for the b`nk

:09:11. > :09:15.holiday weekend. Earlier on, a driver was killed in a car crash

:09:16. > :09:21.near Fareham. The white link very is running 20 minutes behind schedule.

:09:22. > :09:26.Smaller airports are giving travellers are much better

:09:27. > :09:37.experience than larger ones, include `` according to which. Southampton

:09:38. > :09:43.achieved 70% customer satisfaction. Stay with us. Still to come, the

:09:44. > :09:47.bank holiday weather forecast. Two thirds of this bank holiday weekend

:09:48. > :09:56.do look fine for the most p`rt but can bank holiday Monday, we have got

:09:57. > :10:06.some brain to content with. `` some brain to content with `` rahn to

:10:07. > :10:10.contend with. The road across these tracks could

:10:11. > :10:12.be blocked off as part of a programme to close level crossings

:10:13. > :10:21.considered to be too dangerous to leave as they are.

:10:22. > :10:26.People using this road used to have to walk across the tracks. Now,

:10:27. > :10:32.there is a shiny new footbrhdge to keep them out of harm 's wax. When

:10:33. > :10:37.we did an investigation, yot had four seconds from the sound of the

:10:38. > :10:42.train horn to the train being on the crossing. It is a fast railway, 90

:10:43. > :10:46.mph. You are talking about people crossing with children, queteing up

:10:47. > :10:50.to get across the crossing, and they had not got time to get cle`r. We

:10:51. > :10:56.could not allow that to continue and the bridge the result. We h`ve other

:10:57. > :11:01.level crossings in the vill`ge which we have been more concerned about.

:11:02. > :11:10.This is a difficult crossing and it is a good safety achievement. A

:11:11. > :11:15.little further along the line, this road crossing could be repl`ced by a

:11:16. > :11:19.footbridge to. Network rail has been criticised in the past for being too

:11:20. > :11:24.cavalier about safety at level crossings. After a change in

:11:25. > :11:29.culture, some people believd it s level crossing closure programme is

:11:30. > :11:34.too cautious. 2000 local people have signed a petition against the

:11:35. > :11:39.closure, believing it will damage trade and divide the communhty. 30

:11:40. > :11:43.pubs a week of going to the wall and we don't want to be one of them

:11:44. > :11:50.There are only three raids hn, so if they take away one of them, that is

:11:51. > :11:57.only two left. It could be `n extra 30 minute rush hour `` an extra 30

:11:58. > :12:02.minute journey in and out, dven without rush`hour. That divdrsion

:12:03. > :12:07.could add minutes to people 's journeys so we are looking `t a

:12:08. > :12:09.package of measures to mitigate that and make travelling easier whilst

:12:10. > :12:16.maintaining the safety of the railway. 35 crossings along this

:12:17. > :12:24.route alone are due to be closed over the next five years.

:12:25. > :12:30.The residents of Hurst born Tarrant said it was the worst floodhng in

:12:31. > :12:34.living memory. The deluge that a whole in the refurbishment of the

:12:35. > :12:40.village pub, but this weekend sees its grand reopening. We havd been to

:12:41. > :12:45.visit it. The pub will finally welcomd

:12:46. > :12:48.customers on Monday. Its refurbishment has been set back by

:12:49. > :12:54.floods at the beginning of this year, causing a costly delax. It has

:12:55. > :12:58.added up, delaying everything because we could not start work

:12:59. > :13:05.Because of flood damage, we have had to take longer to do things whilst

:13:06. > :13:14.waiting for everything to dry. The flooding led to improvise s`nd bag

:13:15. > :13:21.walls and we leaving `` whedlie bin transport management. It has been

:13:22. > :13:27.very difficult for some people, though the community has bedn good.

:13:28. > :13:32.Because is thought to be a blocked pipe. When the water from the pipe

:13:33. > :13:36.broke the surface, it was hdre, just outside the pub, and the residents

:13:37. > :13:41.want something done to ensure that does not happen again. Hampshire

:13:42. > :13:47.county council says the Colbert that pipe, is its responsibhlity and

:13:48. > :13:52.it has identified a blockagd. It says it will be fixed beford the

:13:53. > :13:57.winter. Meanwhile, it is working to try to prevent future floodhng. The

:13:58. > :14:02.pub owner hopes they come up with something. When it starts r`ining, I

:14:03. > :14:09.am probably more on edge th`n most people would be. He does not want a

:14:10. > :14:12.repeat of last year. Redding is already rocking with the

:14:13. > :14:18.annual bank holiday music fdstival which is underway. More than ?9 ,000

:14:29. > :14:31.day. New this year, there is a system where people can spot

:14:32. > :14:38.themselves in photographs in the crowds. Walk in this field lost of

:14:39. > :14:43.the year and all you will h`ve for company is some animals. But then

:14:44. > :14:52.along comes the August bank holiday weekend and, as you can see, things

:14:53. > :14:58.are just a little bit different Things were a bit different for

:14:59. > :15:05.commuters into Reading as wdll, with this band entertaining passdngers

:15:06. > :15:09.bound for the town as they got ready to perform. For others, it was the

:15:10. > :15:15.harsh reality of camping out and what is needed for a camping

:15:16. > :15:19.weekend. Lots of baby wipes, and sanitiser, get here early, stashed

:15:20. > :15:24.bottles of water. Get down to basics. We are washing out hair with

:15:25. > :15:33.a bottle of water over our heads. Slumming it. Some are old h`nds and

:15:34. > :15:42.know you need to get set up for what is ahead. Eat and drink as luch as

:15:43. > :15:47.you can. We decided to get ` hotel in town because we are too old for

:15:48. > :15:53.that kind of thing now. You can have a shower and we charge your phone.

:15:54. > :16:03.But whether you are in a tent or a hotel, it is the music that counts.

:16:04. > :16:10.Samak has been on this part of grass `` Reading has been on this part of

:16:11. > :16:18.the grass for many years and that matters to the fans. The he`dline

:16:19. > :16:24.act for this Friday well have this entire field will of people enjoying

:16:25. > :16:31.themselves to the max. It wraps up on Sunday and then on Mondax, people

:22:42. > :22:49.They were coming from everywhere. They were being blitzed by people

:22:50. > :22:53.throwing rocks at them. The powers that be didn't expect them to be

:22:54. > :23:03.fighting each other instead of fighting the powers that be. By now,

:23:04. > :23:05.the original spirit of the Lods had been hijacked by troublemakdrs and

:23:06. > :23:11.turned into something it was never meant to be.

:23:12. > :23:17.Looking back, you can see that programme tonight at 7:30 p.m.. Onto

:23:18. > :23:19.the weather. We want to know all the details for the bank holidax weekend

:23:20. > :23:26.it will be great? A lovely view to wake up to `

:23:27. > :23:28.daybreak in Portsmouth Harbour. Thank you to Maureen Coles

:23:29. > :23:32.for that one. Stephen Baker captured this gorgeous deer in woodl`nd

:23:33. > :23:36.near Ringwood. And the cows were enjoying a stroll along

:23:37. > :23:53.the Hungerford Common earlidr today So, we did enjoy dry and find

:23:54. > :23:57.conditions for the most part but there were one or two showers today

:23:58. > :24:02.and we still have a couple to content with today. Drifting through

:24:03. > :24:05.northern or eastern fringes of our region. Working their way ott as we

:24:06. > :24:13.go through this evening. Becoming dry generally as we go throtgh

:24:14. > :24:22.tonight. Temperatures, as a result, taking a mop `` a knock, with lows

:24:23. > :24:26.of eight or nine Celsius. As sunrises tomorrow, it will be a

:24:27. > :24:32.fresh start, but still seeing decent brightness. Yes, there will be some

:24:33. > :24:36.cloud and a north`westerly breeze, but it looks like we will sde a

:24:37. > :24:42.generally dry day with just the risk of one or two showers. Highs, 1

:24:43. > :24:47.Celsius. Three tomorrow evening and tomorrow night, the winds whll begin

:24:48. > :24:51.to drop out. We are looking at seeing the temperatures drop a

:24:52. > :24:56.little further still, with towns and cities seven or 8 degrees, four or

:24:57. > :25:02.five in rural spots. It will feel rather chilly first thing on Sunday

:25:03. > :25:08.morning. For the latter part of Sunday, you can see we stay fine and

:25:09. > :25:12.dry, particularly in eastern parts, but the cloud will increase as this

:25:13. > :25:22.weather system comes in, wotld be wet weather beginning to affect us

:25:23. > :25:25.into the evening. As we takd a look to the weekend, there is pldnty to

:25:26. > :25:27.look forward to in terms of weekends.

:25:28. > :25:41.And the Appleshaw Fete may see some spells of rain but not a colplete

:25:42. > :25:51.Watch out for the bank holiday Monday. Call overnight on S`turday

:25:52. > :25:55.into Sunday, staying generally dry, best of the brightness to the east,

:25:56. > :26:01.the further west you could see more clout. Rain arriving overnight

:26:02. > :26:07.Sunday into Monday and bank holiday Monday looks like we will sde heavy

:26:08. > :26:16.rain. Amongst the many bank holid`y

:26:17. > :26:21.weekend events, we have got CarFest, which I can tell you is alrdady a

:26:22. > :26:25.sell`out. Last year, the evdnt raised over ?1 million for the

:26:26. > :26:42.BBC's children in need appe`l. A great day out for the whole

:26:43. > :27:11.family. Lots for the childrdn to do. It has been fabulous. One of my

:27:12. > :27:15.favourites has to be the red Devils. They were spectacular. But

:27:16. > :27:17.everything is. And the weather is glorious, isn't it? What a gorgeous

:27:18. > :27:30.day. No matter what you are doing this

:27:31. > :27:40.weekend, go and support somdthing local. The weather is looking good.

:27:41. > :27:43.Saturday and Sunday definitdly. More at 10:25 p.m.. Goodbye.
