:12:34. > :12:38.some of those Conservative backbenchers saying that Scotland

:12:39. > :12:43.has been given too much. It is also a way for David Cameron to deal with

:12:44. > :12:49.opposition MPs north of the border. Leaders may have made a soldmn vow,

:12:50. > :12:55.how long will it last? The Prime Minister says he wants a balanced

:12:56. > :12:59.settlement. How do we defind that? It is about sharing the cakd

:13:00. > :13:02.equally. That is not straightforward. And the ovdr

:13:03. > :13:08.responsibility for services and how much money to pay for it. `` handing

:13:09. > :13:14.over. Leeds, Manchester, Shdffield, have been lobbying for northern

:13:33. > :13:37.turnout. 89%, 90%. Is that fervour going to be there in the general

:13:41. > :13:46.down here. Regularly with the rise of UKIP. Better Together, does that

:13:47. > :13:52.apply to our plans in Europd as well? There is a different tone

:13:53. > :13:57.around that debate. Is it the principle of separation or the

:13:58. > :14:07.particular circumstances in the north? Soon we may be looking

:14:08. > :14:10.further south towards Europd. They are meant to get more peopld

:14:11. > :14:22.shopping, business improvemdnt districts already exist in several

:14:23. > :14:29.towns. They can help with m`rketing and putting on festivals. Some

:14:30. > :14:36.traders object. There is only one butcher ldft here

:14:37. > :14:40.now. For a small independent, times are still tough and they have to

:14:41. > :14:45.find extra money for a schele to drum up more trade. Small btsinesses

:14:46. > :14:50.are stretched as it is. Ratds are very high and the rent is hhgh.

:14:51. > :14:57.Larger businesses are supported by the big firms. We are not. We are

:14:58. > :15:01.just trying to survive. His is one of over 500 businesses to rdceive a

:15:02. > :15:06.demand for the levy which starts at ?350 a year. Fewer than a qtarter

:15:07. > :15:12.voted for the business improvement district. It hopes to raise ?2

:15:13. > :15:19.million plans to make this city a more pleasant place to shop. The

:15:20. > :15:25.board will decide where to spend the cash. The cost of parking is a big

:15:26. > :15:32.issue in Salisbury. One car park has been free from 3pm but it is not

:20:42. > :20:47.you are able to produce such an event? I knew him for 30 ye`rs and

:20:48. > :20:52.lived with him over to Mich`el Olympic campaigns, but everxone who

:20:53. > :20:57.knows him knows that he was the most generous and selfless person and he

:20:58. > :21:01.had so many friends because so many able recognise those qualithes. We

:21:02. > :21:07.are honoured for him. He wotld have liked this event. He would have

:21:08. > :21:13.loved the family element. There are so many people this is their first

:21:14. > :21:21.time sailing. I am sailing with his son. It is his first time. How is

:21:22. > :21:29.the sailing community moving on from what was such a shocking and tragic

:21:30. > :21:32.moment? One of those moments where those of us who were in contact with

:21:33. > :21:37.him remember where we were when we heard. Absolutely. Some of the

:21:38. > :21:43.people close to him will always remember the fond things, the things

:21:44. > :21:47.that he changed in my life `nd the way he made me change perspdctive.

:21:48. > :21:52.He was a man I always talk to about my problems. He was always there for

:21:53. > :22:00.all his friends. I remember those moments. We wish you the best of
