:00:28. > :00:28.but it has depressed us, because you purchase something nice and it is

:00:29. > :00:31.ruined. A plumbing firm is fined

:00:46. > :00:50.owner has been dead for two years. 18,000 sailors take to

:00:51. > :00:54.the water to remember Dorset The company is in trouble

:00:55. > :01:12.for getting its profit forecast seriously wrong, while in Dorset,

:01:13. > :01:16.its reputation has taken a further Scores of motorists say

:01:17. > :01:21.their cars have broken down after they'd filled up with diesel

:01:22. > :01:25.at a Tesco store in Poole. The supermarket chain is trxing

:01:26. > :01:27.to establish whether the fudl was contaminated and whether more

:01:28. > :01:44.than one store was affected. It is disastrous for us, it could be

:01:45. > :01:48.that the engine has to be rdplaced, and with a car like this, are they

:01:49. > :01:51.going to be able to replace it? Will it be scrapped?

:01:52. > :01:55.The Dodge 4x4 they'd saved tp for a year to buy.

:01:56. > :01:57.But the morning after filling up with diesel,

:01:58. > :02:06.The car lost all power, the lights flashing, totally unhappy.

:02:07. > :02:11.What came out wasn't what they expected.

:02:12. > :02:18.It smelt like linseed oil and fat, it did not smell like diesel.

:02:19. > :02:21.Everybody knows what it smells like, it did not smell like that.

:02:22. > :02:23.This is where they bought that faulty fuel.

:02:24. > :02:26.The supermarket says it's urgently investigating the problem that's

:02:27. > :02:29.But it may not be the only store affected.

:02:30. > :02:32.Dan filled up at Tower Park Tesco after seeing the Branksome one had

:02:33. > :02:44.This is the colour of the dhesel that should be going in, but this is

:02:45. > :02:48.the colour of the fuel that he put into his car. I knew that w`s not

:02:49. > :02:51.quite, something was wrong. Recovery firms

:02:52. > :02:59.and mechanics are working flat out. Especially in the last couple of

:03:00. > :03:06.days, I am getting lots of phone calls, for the same reason. It is a

:03:07. > :03:09.nightmare. If it lasts a lot longer, we will have to hire a car.

:03:10. > :03:11.This afternoon, Tesco told Carl and Kerry they'd cover all

:03:12. > :03:15.Tesco told us initial tests on the fuel have proved inconclusive.

:03:16. > :03:19.Meanwhile, customers affectdd should go to the store with their

:03:20. > :03:34.For many, this has been hugdly frustrating. Out of ten, it is nine

:03:35. > :03:35.and a half. Tesco says it whll compensate driver is if the problems

:03:36. > :03:38.are found to be caused by its fuel. This story has prompted a vdry

:03:39. > :03:41.lively debate on our Facebook page. There are suggestions

:03:42. > :03:43.about what may have caused the problem and a discussion on the

:03:44. > :03:46.difference between the fuel sold in supermarket forecourts and garages

:03:47. > :03:51.run by the big oil companies. If you've got a view on it,

:03:52. > :03:54.you can join in too. Just search for BBC South Today

:03:55. > :03:59.on Facebook. The Health and Safety Executive has

:04:00. > :04:02.spoken of its determination to crack down on the shoddy and potentially

:04:03. > :04:06.lethal installation of gas boilers. It follows a case involving two big

:04:07. > :04:09.housing developments in Poole and Reading, when more than 300 defects

:04:10. > :04:13.with gas systems were discovered. At one stage,

:04:14. > :04:15.hundreds of residents had their gas supply switched off during

:04:16. > :04:19.the middle of winter after noxious Today, a heating company was fined

:04:20. > :04:37.?10,000 for its role in the episode. Safety concerns emerged over gas

:04:38. > :04:44.installations here and another development in the winter of 20 9.

:04:45. > :04:47.The Health and Safety Executive discovered gas leaks and problems

:04:48. > :04:53.with the boiler after some people complained about ill`health. 34

:04:54. > :04:58.defects were discovered. People could have been put at risk, there

:04:59. > :05:02.was risk of people suffering long`term health effects or even

:05:03. > :05:09.death. That was a credible `nd realistic risk. At one stagd, these

:05:10. > :05:12.supply to 340 homes was cut off Residents were given electrhc

:05:13. > :05:17.heaters, but many were wearhng outdoor clothes indoors. Thhs man

:05:18. > :05:24.was among those affected. Freezing, very cold. We had blankets, socks

:05:25. > :05:29.and slippers on. We ended up in a hotel. An investigation was carried

:05:30. > :05:32.out, and a plumbing and heating company and to gas engineers were

:05:33. > :05:41.sentenced at Bournemouth Crown Court. The company, now in

:05:42. > :05:45.liquidation, pleaded guilty to two breaches of legislation and was

:05:46. > :05:52.fined ?10,000, with ?1000 cost. A gas fitter admitted a singld breach

:05:53. > :05:57.of safety legislation relathng to a gas installation at one property.

:05:58. > :06:02.Another gas fitter from Gosport admitted one charge of making false

:06:03. > :06:08.entries on document. Both mdn were given conditional discharges and

:06:09. > :06:11.told to pay ?250 costs. We need to ensure that people have confidence

:06:12. > :06:16.that when a gas registered dngineer does some work, that is going to be

:06:17. > :06:21.undertaken properly. If not, they are going to be held to account

:06:22. > :06:25.Substantial remedial work h`s been carried out at Brenda's flat and the

:06:26. > :06:28.others that were affected to make them safe.

:06:29. > :06:30.The husband of a nurse discovered dead hn a car

:06:31. > :06:33.in Bournemouth a week after she went missing has denied murdering her.

:06:34. > :06:37.44`year`old Rui Li's body was found in May.

:06:38. > :06:40.Her husband, Pierre Legris, also pleaded not guilty to a charge of

:06:41. > :06:47.His 26`year`old son Jonathan Legris pleaded not guilty to assisting

:06:48. > :06:51.And a woman in her 60s denids perverting the course of justice.

:06:52. > :07:10.If I asked how many council homes were built in our region last year,

:07:11. > :07:13.you would only need the fingers on two hands.

:07:14. > :07:16.But now, one local authoritx in our area is proposing to build at

:07:17. > :07:23.least 1,000 new homes, in an attempt to tackle its housing crisis.

:07:24. > :07:28.The government appears to bd suggesting the Labour counchl needs

:07:29. > :07:33.to do more. I have got my baby boy in hdre.

:07:34. > :07:37.Eight people in this house. Her family have been on the waiting list

:07:38. > :07:41.for a council house for almost a decade. She has bid for dozdns but

:07:42. > :07:47.there has always been anothdr family had of her. It gets frustrating

:07:48. > :07:51.this house is too small, yot are living on top of each other. If one

:07:52. > :07:58.person wants some space, evdrybody feels it. It is hard. She is one of

:07:59. > :08:04.9000 people waiting and hophng for an affordable home. Over thd next

:08:05. > :08:08.three decades, the most Reading believes it can build is 1000,

:08:09. > :08:12.because there are limits on the amount of money it can borrow and

:08:13. > :08:18.the lack of affordable land. The council is hoping to build the first

:08:19. > :08:22.40 homes here in Tilehurst, but as it is building, it will also be

:08:23. > :08:27.losing some of its existing stock, as the tenants continued to assert

:08:28. > :08:33.their right to buy. If we do not build them, we will have 850 fewer

:08:34. > :08:38.houses that are affordable, so right to buy is a problem. We support the

:08:39. > :08:42.right for council tenants to purchase their properties, but even

:08:43. > :08:45.people in key areas like te`ching and nursing are struggling to find

:08:46. > :08:49.affordable accommodation, so we have got to do all we can and lobby

:08:50. > :08:54.central government to support is building more homes in the future.

:08:55. > :08:58.This is a small step forward, a drop in the ocean, it does not m`ke the

:08:59. > :09:02.change for those people livhng in overcrowded conditions. Really

:09:03. > :09:08.suffering because of it. Thd council part funded these flats for older

:09:09. > :09:12.people who need extra care to live independently. Margaret is ` retired

:09:13. > :09:16.nurse and has lived in council housing for 17 years. Not everybody

:09:17. > :09:25.can afford to purchase a hotse, and it is getting worse. I conshder

:09:26. > :09:30.myself blessed, because I al here, and I do not have to worry. The

:09:31. > :09:33.housing minister told us thd government has given councils

:09:34. > :09:38.additional borrowing to delhver new homes in their area, new funding

:09:39. > :09:43.which Reading has not applidd for. The council says there are too many

:09:44. > :09:45.strings attached. This lady is not holding out much hope of getting a

:09:46. > :09:50.council house for her familx. A fourth councillor has left

:09:51. > :09:52.the ruling independent group on Isle Charles Chapman's resignation

:09:53. > :09:55.follows the recent departurd Policy differences and leaddrship

:09:56. > :09:58.style are among issues cited. It leaves the independents with 16

:09:59. > :10:01.councillors, just one more than Still to come

:10:02. > :10:10.in this evening's South Tod`y. Sarah has

:10:11. > :10:20.our rather unseasonal forec`st. Today got off to a lovely start as

:10:21. > :10:24.this photo shows. A glorious morning in the new Forest. We will find out

:10:25. > :10:29.what the weather has got in store for the rest of the week later.

:10:30. > :10:32.It's just eight months to the next general election, so the politicians

:10:33. > :10:35.will want to use this year's party conferences as a launch pad

:10:36. > :10:39.With the Labour conference now underway in Manchester,

:10:40. > :10:43.the policymakers are finding it difficult to emerge from thd fallout

:10:44. > :10:46.of the Scottish referendum and whether more powers shotld be

:10:47. > :11:01.Labour played such a strong part in the Scottish referendum, and you can

:11:02. > :11:05.spot the delegates from the South who campaigned north of the border,

:11:06. > :11:10.they have a spring in their step from the intense political debate,

:11:11. > :11:15.and the engagement that people they showed, the interest they h`d in

:11:16. > :11:21.politics and in voting. Will that carry through to the general

:11:22. > :11:26.election? Forget divisions over Scotland, England has its contrast

:11:27. > :11:37.as well. A mellow southern protest for ports. A march for Northern

:11:38. > :11:42.jobs. What chance that Labotr's plan for a convention to devolve power

:11:43. > :11:46.Scottish style to English councils will be welcomed across our

:11:47. > :11:50.country? This cannot be a ddcision for Westminster to decide what they

:11:51. > :11:54.are happy to give away, it has to hear the demands of people on the

:11:55. > :12:00.ground as to how they want politics to be done. Labour knows th`t in the

:12:01. > :12:05.south of England it needs to make a new connection, beyond its core

:12:06. > :12:09.voters. We have got lessons to learn, that is why I am knocking on

:12:10. > :12:13.doors, because we need to start engaging with people in between

:12:14. > :12:20.election time. I have been knocking on tens of thousands of dollars ``

:12:21. > :12:25.doors. We need to engage with people, politics need to be where

:12:26. > :12:30.people are. The Scottish vote was yes or no, there was so much at

:12:31. > :12:33.stake. We had hoped to talk to Ed Miliband about the choices for the

:12:34. > :12:39.south of the general election, but that interview was cancelled, but we

:12:40. > :12:44.talked to Ed Balls. People have got a clear choice, carry on with David

:12:45. > :12:49.Cameron in Downing Street or a change. They did Cameron and George

:12:50. > :12:57.Osborne cut taxes only for the richest people, while most people

:12:58. > :13:00.are still worse off. People want a change, we are the change, we have a

:13:01. > :13:06.plan to make things better for everybody. A change is what people

:13:07. > :13:12.want, not just politicians `ttacking each other. What people really want

:13:13. > :13:17.is what affects their lives. I agree, that is why we say rdform the

:13:18. > :13:21.banks, increased the bank ldvy and give working parents 25 hours of

:13:22. > :13:26.free childcare. Repeat the tax on bank bonuses and get all of our

:13:27. > :13:31.young people back to work, because unemployment is really bad. Do not

:13:32. > :13:35.cut corporation tax for big companies, give help to small

:13:36. > :13:40.businesses by cutting busindss rate. Those are tangible policies which

:13:41. > :13:44.add up. Politics is about choice. The choice is Labour or

:13:45. > :13:48.Conservative, I say that thd Labour choice is better for working people,

:13:49. > :13:53.for small businesses, for pdople across the country. Elegant hope the

:13:54. > :13:58.economy will be one area whdre they can win southern votes.

:13:59. > :14:01.We're on the trail of liars, cheats and motorists who brdak

:14:02. > :14:04.People who steal the blue badges used by disabled drivers

:14:05. > :14:09.Badges which are sometimes sold on the black market.

:14:10. > :14:12.Some people even use badges belonging to people who havd died.

:14:13. > :14:15.Over the last three months, our Transport Correspondent Paul Clifton

:14:16. > :14:24.has been following a crackdown by the city's parking enforcers

:14:25. > :14:31.We are following a crackdown by Portsmouth Council's parking

:14:32. > :14:38.enforcers. A woman is lying about her blue badge. You have lidd to me

:14:39. > :14:45.repeatedly. She claims her disabled husband is stuck in a toilet nearby.

:14:46. > :14:49.I have had a phone call frol what appears to be a badge holder, it is

:14:50. > :14:53.her son, he has said he is stuck on the toilet, he cannot get ott. He is

:14:54. > :15:01.sitting at home. The badges confiscated. With us is Heldn, a

:15:02. > :15:05.disabled motoring campaigner. What will it mean for your husband,

:15:06. > :15:12.having no badge? He will rip me to shreds. Across the road, a

:15:13. > :15:19.wheelchair user has to pay for a parking space. She has made up so

:15:20. > :15:23.many lies, we have been waiting for ages, she was insistent her husband

:15:24. > :15:30.was in the toilet. Blue badge fraud is thought to cost councils ?45

:15:31. > :15:35.million a year in lost revenue. Here in Portsmouth, it is half a million

:15:36. > :15:38.a year. Down the road, parkhng officers have spent all day watching

:15:39. > :15:45.a Renault close to the shopping centre. It belongs to a loc`l man,

:15:46. > :15:48.but the blue badge is registered to somebody who lives hundreds of miles

:15:49. > :15:56.away. Here is the giveaway, the blue badge owner has been dead for two

:15:57. > :16:01.years. It is a serious dishonesty charge, it carries a fine of ?5 000,

:16:02. > :16:07.or it could be charged under section two of the fraud act for.

:16:08. > :16:11.Presentation. HQ hours later, the owner shows up. He tells Helen the

:16:12. > :16:20.badge belongs to his mother. You with her now? No, I did not realise

:16:21. > :16:24.I had the badge on display. She is in the north`east at the molent

:16:25. > :16:32.According to the records, the owner of the badge has been dead for the

:16:33. > :16:36.last two years. No, my mothdr has not been dead for the last two

:16:37. > :16:43.years. Eventually, he changds his story. The badge belonged to his

:16:44. > :16:48.father, and he died years ago. People have got to learn thdy cannot

:16:49. > :16:51.carry on doing this, it is cheating everybody, cheating society,

:16:52. > :16:55.cheating the council and chdating disabled people.

:16:56. > :16:58.And you can see much more about the people who lie

:16:59. > :17:01.and cheat with blue disabled badges in tonight's Inside Out.

:17:02. > :17:08.Now, we've done a lot of stories about communities opposing `bout

:17:09. > :17:11.the amount of new development, particularly on green spaces.

:17:12. > :17:14.In North Hampshire, the reshdents of Hook are worried that wh`t was

:17:15. > :17:18.a village has already mushroomed into a small town, with hundreds

:17:19. > :17:23.This afternoon, they got the chance to put their questions

:17:24. > :17:28.Let's join Joe Campbell, who's outside the venue in Fleet

:17:29. > :17:45.It certainly was, it has bedn a long promised meeting with the housing

:17:46. > :17:48.minister, he has had to cancel on a previous occasion, but he m`de it

:17:49. > :17:54.today. People were concerned about the housing problems and thd numbers

:17:55. > :18:01.of houses being built, especially around Hook. Our cameras were not

:18:02. > :18:05.allowed in the meeting, bec`use people were told it might ptt them

:18:06. > :18:10.off, but they did not pull their punches outside.

:18:11. > :18:13.I was disappointing, he had nothing to offer us, and we will have to

:18:14. > :18:19.think about that when we vote in May. It is a copout to say ht is

:18:20. > :18:26.localism. If you run a comp`ny, you take responsibility, where hs the

:18:27. > :18:28.vision? There is not one. They are offering potential improvemdnts for

:18:29. > :18:33.the future, but not what we need now.

:18:34. > :18:38.The situation is they were told the only real protection that is

:18:39. > :18:42.guaranteed is in the green belt and there is not any of that in

:18:43. > :18:46.Hampshire. What they should have is a local plan. They do not, `nd that

:18:47. > :18:50.makes it difficult, and people say it is a case of uncontrolled

:18:51. > :18:53.development rather than controlled development. The council saxs they

:18:54. > :18:58.are not alone in having those problems will stop it is a linority

:18:59. > :19:01.of councils who have got thdir act together.

:19:02. > :19:07.We are still in the majoritx in not having an adopted local plan. We are

:19:08. > :19:12.not alone by any means. The situation was that the linister

:19:13. > :19:15.heard protests from people, but he had one offer to make to thdm to

:19:16. > :19:21.sort things out. I will get one of our retirdd people

:19:22. > :19:26.to come into the authority to seek while it has not been up to speed,

:19:27. > :19:30.so they can get their plan hn place. Then you have got a system, the

:19:31. > :19:35.developer and will be prepared and approved.

:19:36. > :19:39.The timing meant that many people could not make it to the medting.

:19:40. > :19:45.But those who did made up for it in their comments to the Minister.

:19:46. > :19:53.Let's move on to sport, kicking off would`be football, and storling up

:19:54. > :19:58.the table. Take a look at the league t`ble

:19:59. > :19:59.Southampton doing so well. Remember how good that is, considering the

:20:00. > :20:03.summer sales. Looking good. Victor Wanyama's first goal in

:20:04. > :20:05.English football gave them the win at the Liberty, power and placement

:20:06. > :20:08.from the Kenyan as Saints prevailed against the ten men led by former

:20:09. > :20:11.Southampton defender Garry Lonk Southampton at Arsenal tomorrow

:20:12. > :20:15.in the Capital One Cup. On to the Football League,

:20:16. > :20:27.and here's the top picks With the takeover of Reading

:20:28. > :20:31.complete, the manager has rdason for optimism. Even though the whnning

:20:32. > :20:35.streak ended at Sheffield Wddnesday, this penalty saved, and then

:20:36. > :20:40.Sheffield Wednesday sealing the win with a deflected free kick. Another

:20:41. > :20:48.save penalty coming up, this time at Watford. He never misses from the

:20:49. > :20:55.spot, usually. That was off target. The goal of the weekend frol the

:20:56. > :20:59.Bournemouth midfielder. A brilliant strike, his first goal sincd March.

:21:00. > :21:03.But Bournemouth were not to celebrate an away victory. @

:21:04. > :21:08.volleyed equaliser. The man`ger on daunted.

:21:09. > :21:12.We have played this way for a couple of years, it has brought us nothing

:21:13. > :21:17.but excess, and we will be tp there at the end of the season.

:21:18. > :21:21.Brighton fans are not sure what their path is, Blackpool bltnted

:21:22. > :21:27.their attack on Saturday. They nearly snatched an upset victory. He

:21:28. > :21:33.should have scored. Brighton are 18th. Portsmouth held at hole by

:21:34. > :21:39.Whickham. Another bumper crowd saw them earn a point, a first goal for

:21:40. > :21:42.a year for this player. Portsmouth just off the front runners.

:21:43. > :21:45.The two London rugby`union clubs who play home games in our region had

:21:46. > :21:48.London Welsh, back at Oxford this Friday night,

:21:49. > :21:52.London Irish were set for a thrilling win over Saracens,
