:01:45. > :01:47.significant stakes acquired by Chinese investors.

:06:08. > :06:10.planning and discussions. Now, instead of bringing

:06:11. > :06:12.councils closer together, it appears to have created even more

:06:13. > :06:14.of a divide. So how does this decision actually

:06:15. > :06:18.affect the taxpayer? Our political editor,

:06:19. > :06:21.Peter Henley, has been following the devolution plans,

:06:22. > :06:33.since the plans were first mooted. This was the meeting that saw the

:06:34. > :06:38.death of the devolution dream. Portsmouth City Council leader

:06:39. > :06:41.telling MPs and councillors that time had run out for approval and

:06:42. > :06:45.they must look for alternatives. At the moment, the money is all going

:06:46. > :06:48.up north, to the northern powerhouse, Sheffield, Leeds. We are

:06:49. > :06:53.losing out because we have not got our act together and I'm deeply

:06:54. > :06:55.disappointed we have missed the opportunity to the southern

:06:56. > :07:05.powerhouse and the first combined authority in south-east England. For

:07:06. > :07:07.the first time this year, we have a conservative disagreeing with

:07:08. > :07:11.another conservative about what happened. A lot of different areas

:07:12. > :07:20.would have joined in. Hampshire County Council MP would not back the

:07:21. > :07:24.plans. This would have meant ?900 million in Government spending for

:07:25. > :07:30.over 30 years. It was said it wasn't worth splitting up a historic

:07:31. > :07:32.county. You're been claimed that the disagreement is what led to the

:07:33. > :07:38.failure of taking power away from Westminster. How do you feel,

:07:39. > :07:43.personally? I feel my responsibility is for this area to make sure we

:07:44. > :07:46.have good, sufficient services, well-run economically. Hampshire is

:07:47. > :07:51.one of the best, most respected county councils in the country and I

:07:52. > :07:57.would have felt very responsible for Hampshire to have been carved up and

:07:58. > :08:01.offered across two different cities. That would not have been good for

:08:02. > :08:07.Hampshire anybody. These plans cost the taxpayer money. Surveys and

:08:08. > :08:13.expert opinions, all of which seem to contradict each other. What the

:08:14. > :08:16.public really want is a simple delivery of quality services,

:08:17. > :08:19.particularly when the money is tight. And today, a third

:08:20. > :08:25.conservative ended the prey. Chancellor Philip Hammond was

:08:26. > :08:28.visiting Microsoft in Reading and gave his views on why no southern

:08:29. > :08:35.cancer was getting an elected mayor and a devolution deal. It started as
