:00:00. > :00:23.It is a lengthy and detailed report that says the pilot was flying too

:00:24. > :00:26.low and too slow. I am in Shoreham key ring reaction from a community

:00:27. > :00:30.that has been deeply saddened by this community. -- Shoreham.

:00:31. > :00:32.Also tonight it was a wholly avoidable death.

:00:33. > :00:35.The driver, on his mobile phone, who killed another motorist

:00:36. > :00:46.I think it is fair. The driving ban is going to hit quite hard.

:00:47. > :01:05.It was the worst air display crash since the Farnborough

:01:06. > :01:12.11 men died when a vintage Hawker Hunter jet failed

:01:13. > :01:16.to pull out of a manoeuvre at the Shoreham Airshow in 2015.

:01:17. > :01:22.The plane instead crashed onto the busy A27 dual carriageway.

:01:23. > :01:24.Some of those who died were unsuspecting motorists

:01:25. > :01:26.going about their daily business, others were spectators who'd

:01:27. > :01:30.Today, the official report into what caused

:01:31. > :01:37.Air Accidents Investigation Branch Experts concluded that.

:01:38. > :01:40.The pilot, Andy Hill - was going too slow when he

:01:41. > :01:45.He was also flying much too low - at less than half the height

:01:46. > :01:48.He failed to notice both of these things.

:01:49. > :01:49.He told investigators he doesn't remember

:01:50. > :02:02.reaction from Shoreham - but first Steve Humphrey joins us

:02:03. > :02:04.from the Air Accidents Investigation Branch HQ at Farnborough

:02:05. > :02:18.The investigation into the crash has taken 18 months and this lengthy

:02:19. > :02:21.document contained the detailed findings of the air accident

:02:22. > :02:26.investigation Branch here in Farnborough. The pilot of the plane

:02:27. > :02:30.that crashed, Andy Hill, was interviewed seven times but the

:02:31. > :02:34.experienced pilot says she could not remember any details about the fatal

:02:35. > :02:40.flight. The 52-year-old suffered severe injuries in the crash.

:02:41. > :02:44.Investigators have produced this animation to show what went wrong.

:02:45. > :02:48.The Hawker Hunter, which was 60 years old, had flown to Shoreham

:02:49. > :02:56.It has entered at 185 feet, which should have been at

:02:57. > :03:04.Investigators say maximum engine thrust was not

:03:05. > :03:07.maintained during the upward half of manoeuvre.

:03:08. > :03:10.Instead of reaching three and a half thousand feet to

:03:11. > :03:13.complete the manoeuvre safely, it had only reached 207,000 feet.

:03:14. > :03:15.Today's report says the aircraft did not

:03:16. > :03:17.achieve sufficient height because of the combination of entry speed and

:03:18. > :03:21.The report says the pilot appears not to have recognised the aircraft

:03:22. > :03:25.was too low to complete the downward half of the manoeuvre and then it

:03:26. > :03:37.What is new today? Today, we heard the pilot could have performed what

:03:38. > :03:42.was known as an escape manoeuvre in the sky when he realised things were

:03:43. > :03:47.going wrong. He had not practised that before any hawk Hunter. We have

:03:48. > :03:51.also been critical of the risk assessment. They say it was not

:03:52. > :03:57.sufficient to manage the risks to the public. I think the key finding

:03:58. > :04:03.of this investigation is the risk management at Shoreham was

:04:04. > :04:08.inadequate. We found that was the case at other ear shows up and down

:04:09. > :04:12.the country. The number of recommendations have been made. --

:04:13. > :04:19.the show. We think it is an important area where the hazards and

:04:20. > :04:23.they should be practised well in advance. They did everything in

:04:24. > :04:27.accordance with the regulations at the time. This was one of those

:04:28. > :04:35.tragic accidents. At the end of the day, the human being is a point of

:04:36. > :04:41.failure in all forms of transport. That is very, very difficult to

:04:42. > :04:46.control. Steve, what happens next? Sussex Police have to complete their

:04:47. > :04:51.investigation. We are hoping to parse the file to the Crown

:04:52. > :04:57.Prosecution Service on June 20. -- parse the file. Andy Hill is being

:04:58. > :05:02.investigated for manslaughter through gross negligence. There will

:05:03. > :05:05.be an inquest hearing. My colleague has been gathering reaction to

:05:06. > :05:16.today's report in Shoreham. This bridge has been a focus for

:05:17. > :05:22.remembrance for the families and the wider community. That remembrance

:05:23. > :05:26.was starred up by the report into why and how the disaster happened.

:05:27. > :05:29.The families of the 11 men killed when a Hawker Hunter jet crashed

:05:30. > :05:32.have waited a long time for answers to the many questions.

:05:33. > :05:35.53-year-old Mark Reeves had ridden his motorbike

:05:36. > :05:39.to the airport to take photographs of the airshow.

:05:40. > :05:48.Today his nephew said the family were satisfied with

:05:49. > :05:51.the AAIB report but anxious to see tighter regulations at the shows.

:05:52. > :05:54.The airshow took place over a busy road, and that is where this crash

:05:55. > :05:58.I think they need to act upon recommendations that they are

:05:59. > :06:02.given and there needs to be stricter regulations and the need to be

:06:03. > :06:09.We would like to see who is responsible for what happened

:06:10. > :06:12.and we would like to see justice served, and if that means a criminal

:06:13. > :06:21.trial or a trial by the police, so be it.

:06:22. > :06:24.They are the ones who will decide whether there is enough

:06:25. > :06:32.The small town of Shoreham was deeply shaken by the tragedy.

:06:33. > :06:34.Many saw it unfold, including the vicar

:06:35. > :06:36.who was to later lead services of remembrance.

:06:37. > :06:40.I was just in the car and I suddenly saw this great ball

:06:41. > :06:48.It was only as the day progressed, very, very slowly, that I

:06:49. > :06:50.think we began to take in the significance of that

:06:51. > :06:56.It was like people were going around on tiptoe, perhaps not

:06:57. > :06:58.making eye contact as much as they did

:06:59. > :07:00.because they did not know what

:07:01. > :07:03.This was an event which has marked the history of Shoreham.

:07:04. > :07:05.The impulse to show solidarity with the

:07:06. > :07:12.A community fund has reached ?195,000.

:07:13. > :07:22.It has contributed towards things like funeral cost, insurance,

:07:23. > :07:26.counselling and some household bills.

:07:27. > :07:28.In a number of cases, they were the breadwinners

:07:29. > :07:35.of families who lost their lives or significant

:07:36. > :07:37.contributors to the households that they lived in.

:07:38. > :07:40.Today has once again thrown the spotlight on Shoreham,

:07:41. > :07:43.but every day this community quietly remembers the 11 men who never

:07:44. > :07:51.Plans for a memorial are progressing. The council say they

:07:52. > :07:55.are working closely with the families. This is something we do

:07:56. > :07:59.not want to rush and want to take the families with them every step of

:08:00. > :08:04.the way. They will publish more details at the end of the month but

:08:05. > :08:08.it will not be in place for some time. Thank you.

:08:09. > :08:11.'A wholly avoidable accident which led to a wholly avoidable death'.

:08:12. > :08:13.That's how a judge at Reading Crown Court described

:08:14. > :08:15.a crash caused by a driver using his mobile phone.

:08:16. > :08:17.24-year-old Lewis Stratford was today jailed for three

:08:18. > :08:21.He killed 28-year-old Gavin Roberts when he crashed through the central

:08:22. > :08:25.When Lewis Stratford walked into court this morning,

:08:26. > :08:37.If you use your phone, you will end up like me.

:08:38. > :08:40.This final warning a stark reminder that this crime can cost you much

:08:41. > :08:42.more than six points and a two hundred pound fine.

:08:43. > :08:44.Stratford was speeding to Portsmouth to visit his girlfriend.

:08:45. > :08:48.He believed she was cheating on him and made a number of emotional phone

:08:49. > :08:57.During one of the calls his car crashed through

:08:58. > :09:01.hitting a blue BMW being driven by 28-year-old Gavin Roberts,

:09:02. > :09:10.In court today Judge Stephen John told Stratford: "This was a wholly

:09:11. > :09:12.avoidable accident which caused a wholly avoidable death.

:09:13. > :09:27.Gather's mother was not in court today. She sent a letter. You have

:09:28. > :09:35.my forgiveness and compassion. I know you do not want to cause gap

:09:36. > :09:36.in's death. Learn from this and become a better person.

:09:37. > :09:40.Gavin's girlfriend Meg also hopes to forgive Lewis,

:09:41. > :09:42.she met with him before sentencing to raise awareness

:09:43. > :09:45.of the dangers of using your phone behind the wheel.

:09:46. > :09:54.Every time I say sorry, I think it is cheap. I know is not good enough

:09:55. > :10:02.but I am. I am going to work on forgiving him. Show some forgiveness

:10:03. > :10:04.and not hate him as much as I have done in the past.

:10:05. > :10:11.at Royal Wooton Bassett in Swindon, this morning all fifteen hundred

:10:12. > :10:15.pupils at her school watched this documentary.

:10:16. > :10:23.A lot of students know what I have been going through. We teach them

:10:24. > :10:30.about drink-driving and the impact that can have behind the wheel, even

:10:31. > :10:34.the impact of drugs. We forget that the impact of using a mobile phone

:10:35. > :10:37.behind the wheel can have detrimental impacts.

:10:38. > :10:41.years and ten months in prison, with a driving ban

:10:42. > :10:53.MPs fear plans to electrify the railway could be hit with further

:10:54. > :10:57.cost. It has doubled to ?2.8 billion. The chairman of the Public

:10:58. > :10:58.Accounts Committee says it is an example of how not to deliver a

:10:59. > :11:07.major project. This is what electorate occasion was

:11:08. > :11:13.all about, saying goodbye to diesel trains through the Thames Valley. In

:11:14. > :11:22.their place, a new electric feet, with back-up engines. -- fleet.

:11:23. > :11:31.Delays to electorate occasion -- electrification. We can deliver

:11:32. > :11:36.those faster journeys, those longer trains with more seats, sooner than

:11:37. > :11:40.if we wait for electrification to be finished. Network Rail said they had

:11:41. > :11:45.started on this project before they had comprehended the scale on how

:11:46. > :11:50.much was involved. They say they have learned their lesson and claim

:11:51. > :11:58.they are now making good progress, despite the complexity. The train

:11:59. > :12:02.operator worries the timetable may slip again. What we have had to do

:12:03. > :12:09.is look at ways of delivering the improved services that longer

:12:10. > :12:13.carriages, the faster services, without relying on electrification.

:12:14. > :12:18.It is ridiculous to set out to electrify a line and then say it is

:12:19. > :12:23.not matter at all. -- it does not matter at all. There was scepticism

:12:24. > :12:30.about what benefits electorate occasion wear. The are not saying it

:12:31. > :12:34.is now not necessary. It will cast a long shadow for future schemes to

:12:35. > :12:49.upgrade the nation's crowded rail network. A man has been sentenced to

:12:50. > :12:58.death. A postmortem examination shows Haley suffered swelling to the

:12:59. > :13:07.brain. The family of a man who died in Syria have set up a appeal. Ryan

:13:08. > :13:13.Locke was fighting as a volunteer. It is believed he killed in south to

:13:14. > :13:17.avoid capture. His family is now trying to raise ?5,000 for a more

:13:18. > :13:19.real stone and bench through an online appeal.

:13:20. > :13:22.Later, the weekend weather forecast with Sam Fraser and

:13:23. > :13:26.going underground - a makeover as a music studio brings

:13:27. > :13:39.It's one of the south's worst road bottlenecks.

:13:40. > :13:41.As a consultation over the latest plans for the A303

:13:42. > :13:44.at Stonehenge draws to a close, a group of archaeologists have

:13:45. > :13:47.raised their concerns that the road scheme could ruin the famous

:13:48. > :13:54.The current plans involve seven miles of new dual carriageway

:13:55. > :13:57.with a tunnel of almost two miles in the middle.

:13:58. > :14:00.The archaeologists say the positioning of the tunnel

:14:01. > :14:03.would mean car headlights would ruin the perfectly aligned view

:14:04. > :14:06.of the winter solstice setting sun through the stones.

:14:07. > :14:08.Earlier I spoke to one of those in the group,

:14:09. > :14:14.Dr Joshua Pollard from the University of Southampton.

:14:15. > :14:16.The problem we have is that the proposed

:14:17. > :14:24.detrimental impact on the world Heritage site.

:14:25. > :14:30.The option will mean that new areas will have to be

:14:31. > :14:34.constructed within the boundaries of the World Heritage site.

:14:35. > :14:43.You are worried about head lights from cars.

:14:44. > :14:47.In terms of the proposed western tunnel entrance has been cited, that

:14:48. > :14:54.actually lies close to the midwinter solstice line on Stonehenge.

:14:55. > :14:55.We are worried about the possiblity of light

:14:56. > :14:58.pollution for those people who might contribute to witness the solstice.

:14:59. > :15:02.It is the scheme that will improve the

:15:03. > :15:07.journeys of tens of thousands of people weighed up against that.

:15:08. > :15:09.It is but the argument is there could be

:15:10. > :15:14.That is going to cost a lot more money.

:15:15. > :15:16.It will be a lot more money but Stonehenge is an

:15:17. > :15:19.iconic monument famous across the globe.

:15:20. > :15:22.We have to do the best for what is recognised as being

:15:23. > :15:27.something of international cultural importance.

:15:28. > :15:33.High England will say it has worked with organisations and it is

:15:34. > :15:38.committed to protecting Stonehenge and this is part of a wider

:15:39. > :15:44.consultation. It is and this is why we are making the argument now. We

:15:45. > :15:49.want to make sure at this scheme is replaced by a better option. Whoever

:15:50. > :15:53.and whatever is chosen is going to inconvenience somebody. It probably

:15:54. > :16:01.will. This is a judgment that highway" and have got to wait up. --

:16:02. > :16:06.Highway England. The experts that have been involved in the landscape

:16:07. > :16:10.have not been consulted in the way that we feel may have been desirable

:16:11. > :16:14.at the outset. This is your opportunity? It is.

:16:15. > :16:16.Her Majesty the Queen was in Wiltshire today

:16:17. > :16:18.presenting leeks to soldiers to mark St David's Day,

:16:19. > :16:22.She was there to see members of the Royal Welsh

:16:23. > :16:24.at Lucknow Barracks in Tidworth, as part of her role

:16:25. > :16:29.She also met this goat, which is the regiment's mascot.

:16:30. > :16:31.Bournemouth's tethered balloon won't be seen in the skies

:16:32. > :16:35.It was damaged last June - and its operators say it's no

:16:36. > :16:37.The tourist attraction has operated for fifteen years,

:16:38. > :16:50.giving visitors and locals a birds eye view of the town.

:16:51. > :16:57.They've been helping school children cross roads safely

:16:58. > :17:00.But the number of lollipop men and women is declining rapidly,

:17:01. > :17:02.as local councils struggle to balance their budgets.

:17:03. > :17:04.The latest school crossing patrollers who face losing

:17:05. > :17:06.their jobs are in Berkshire, as Nikki Mitchell reports.

:17:07. > :17:08.Eight primary schools in the borough of Wokingham,

:17:09. > :17:10.including Highwood Primary here in Woodley, could lose

:17:11. > :17:16.their lollipop patrollers at the end of the school year in July.

:17:17. > :17:23.It would be very difficult for the parents to cross the road with the

:17:24. > :17:29.children, in the morning time. The roads are very busy. I do not think

:17:30. > :17:32.it will be safe for the children during school time. The traffic

:17:33. > :17:37.lights do speak for themselves but the controllers can keep an eye if

:17:38. > :17:43.traffic by jumping the lights. Children will still run across.

:17:44. > :17:45.The borough council

:17:46. > :17:58.One would be the crossing patrol and a zebra crossing or a pedestrian

:17:59. > :18:04.crossing. It means we have two levels of spending at each crossing.

:18:05. > :18:08.That is not the best way of spending resources. We would be able to use

:18:09. > :18:10.that money elsewhere in the system for safety.

:18:11. > :18:12.People worried about the proposals have until 19th April to tell

:18:13. > :18:15.the council what they think, before a final decision

:18:16. > :18:18.on whether or not to lose another eight of the South's lollipop

:18:19. > :18:34.And we move on to sport. Tony is here on read red sofa. Looking ahead

:18:35. > :18:38.to football. We will hear from two managers tonight. Winning but

:18:39. > :18:40.winning with style. They want to do it the right way.

:18:41. > :18:44.Bournemouth head to Old Trafford without a win in 2017 and having

:18:45. > :18:45.lost four Premier League games in a row.

:18:46. > :18:48.It's a slide which has seen Eddie Howe's men drawn

:18:49. > :18:50.into the relegation fight in their second season

:18:51. > :18:53.Tomorrow they face a United side no doubt buoyant

:18:54. > :18:56.after winning their first silverware under Jose Mourinho, the EFL Cup

:18:57. > :19:05.There has been no problem with the mood around the camp.

:19:06. > :19:12.I think we can only be positive and only look

:19:13. > :19:17.Certainly, there is no other way to approach this game or any

:19:18. > :19:21.We are as confident as we can be with a run of fixtures.

:19:22. > :19:23.We know a win needed to fully feel good

:19:24. > :19:25.about ourselves and hopefully that is not too far away.

:19:26. > :19:29.Reading face the first of two massive games in the next four days

:19:30. > :19:31.when they host Wolves tomorrow at the Madejski Stadium.

:19:32. > :19:33.The Royals are calling on fans to turn out in numbers

:19:34. > :19:36.to roar on Jaap Stam's side who have made

:19:37. > :19:39.Reading sit fifth in the table ahead of tomorrow's game

:19:40. > :19:42.against their struggling opponents, the on Tuesday they host top

:19:43. > :19:46.Six big points in their season but Stam wants to win with style.

:19:47. > :19:49.We are not only thinking about winning that game, we are also

:19:50. > :19:51.thinking about how we can play, how we can give

:19:52. > :19:52.the crowd a nice game as

:19:53. > :19:56.well, not only by having a good result but playing in a good way.

:19:57. > :20:00.In other action tomorrow, Southampton hope to bounce back

:20:01. > :20:02.from their cup final defeat when they return to league

:20:03. > :20:05.Brighton midfielder Anthony Knockaert has

:20:06. > :20:08.extended his contract to June 2021 ahead of second placed Albion's trip

:20:09. > :20:14.Oxford and Swindon are at home in league one,

:20:15. > :20:19.A Portsmouth win against Crewe could send them into the automatic

:20:20. > :20:23.BBC Local radio has full commentary and follow the games live

:20:24. > :20:28.There's live athletics across the BBC this weekend at

:20:29. > :20:37.Surrey athlete Morgan Lake is in action in Belgrade in the high jump

:20:38. > :20:39.The 19-year-old former Wellington College pupil and former

:20:40. > :20:49.World junior champion cleared one metre 86 at the second time

:20:50. > :20:55.A short time ago she was third in qualifying

:20:56. > :20:57.although no jumper had yet reached the automatic qualifying height

:20:58. > :21:00.of one metre 93 to ensure a place in tomorrow's final.

:21:01. > :21:04.Two of our ice hockey clubs will clash in the Premier League

:21:05. > :21:07.although it will be one of the last meetings between Basingstoke Bison

:21:08. > :21:09.and Guildford flames as the Flames are to enter

:21:10. > :21:12.Bison come into the game fourth in the table

:21:13. > :21:21.The play offs is also the target for Surrey Scorchers basketball.

:21:22. > :21:24.They go to the Glasgow rocks this weekend in the British basketball

:21:25. > :21:25.league, sitting ninth- the top eight go

:21:26. > :21:37.On Monday I told you about video technology. I am going to finish it

:21:38. > :21:41.by telling you about that because FA and the board have announced that

:21:42. > :21:43.the FA Cup will trial video technology next season. It is

:21:44. > :21:47.coming. It was a grand design project

:21:48. > :21:49.with a bit of a difference. Early last year, an enthusiastic

:21:50. > :21:51.group of musicians came up with the idea

:21:52. > :21:54.of transforming a disused cold war bunker on the outskirts of Salisbury

:21:55. > :21:57.into a music based youth club. It was an exciting

:21:58. > :22:00.and ambitious plan. But was it a plan

:22:01. > :22:02.that came together? From cold war relic

:22:03. > :22:14.to swinging hotspot. When we visited last year,
