:00:24. > :00:30.My job as a parent is to make sure my child is happy and safe

:00:31. > :00:34.and all that but I'm seeing it as I've failed.

:00:35. > :00:39.The game that's improving communication for those

:00:40. > :00:53.Tonight, yet another case of death on the roads because someone

:00:54. > :00:57.was using their mobile phone behind the wheel.

:00:58. > :01:01.Once more it involves a lorry driver on the A34.

:01:02. > :01:05.Dariusz Tokarczyk from Yorkshire has been sentenced to four and a half

:01:06. > :01:08.years in prison for causing death by dangerous driving.

:01:09. > :01:11.He failed to see the hazard lights of a car broken

:01:12. > :01:13.down near the junction with the M4 motorway.

:01:14. > :01:20.Jeremy Stern was in Reading Crown Court today.

:01:21. > :01:27.This footage was taken from the lorry driven by Dariusz Tokarczyk on

:01:28. > :01:34.the a 34 near Chieveley in March last year. I had deserved Vauxhall

:01:35. > :01:38.Corsa driven by Jody Moss, a 21-year-old from Swindon. She had

:01:39. > :01:42.put the hazard lights on because of engine problems. The lorry did not

:01:43. > :01:48.slow down as it neared the car. Reading Crown Court heard Dariusz

:01:49. > :01:52.Tokarczyk from Yorkshire was using a hand-held device, probably a mobile

:01:53. > :01:57.phone, to change his music in the vital seconds before impact.

:01:58. > :02:02.Speaking through a Polish interpreter, he admitted causing

:02:03. > :02:06.death by dangerous driving. Judy Moss's family said she died after

:02:07. > :02:11.some of the happiest months of her life. They condemned the lorry

:02:12. > :02:17.driver. She was a happy student who loved nature, she was caring about

:02:18. > :02:22.others. She was taking far too early by a selfish ten second act. The

:02:23. > :02:27.driver had plenty of time to act. The devastation caused continues to

:02:28. > :02:31.be miserable. We will never forget the pleasure she gave us.

:02:32. > :02:36.Sentencing Dariusz Tokarczyk, the judge said he had taken a cavalier

:02:37. > :02:41.attitude to using a mobile phone while driving. She said, you did not

:02:42. > :02:47.react to the stationary vehicle until it was too late. She also

:02:48. > :02:50.described him as irresponsible, reckless and thoughtless. He was

:02:51. > :02:53.sentenced to four and a half years in prison and he was bound for

:02:54. > :02:56.driving 451 months. Surrey County Council has accused

:02:57. > :02:58.an energy company of doing additional drilling at an oil well

:02:59. > :03:01.in the green belt without seeking Angus Energy has an existing

:03:02. > :03:04.production site at It also has a stake

:03:05. > :03:08.in an application for test drilling The company insists it has

:03:09. > :03:12.all the permissions needed and planning consent

:03:13. > :03:14.is not required. Lewis Coombes is at the Brockham

:03:15. > :03:17.Field site near Dorking For 30 years oil has been

:03:18. > :03:24.drilled here, Sally, but today it's the centre

:03:25. > :03:30.of an ongoing debate between the owners, Angus Energy,

:03:31. > :03:33.and Surrey County Council. It's around whether the

:03:34. > :03:36.company did or did not require planning permission to drill

:03:37. > :03:39.what's known as a sidetrack It's an off-shoot if you like of

:03:40. > :03:44.the original borehole, something the company are keen

:03:45. > :03:50.to explore as it's thought there could be far greater

:03:51. > :03:53.quantities of oil 700 Surrey County Council wrote

:03:54. > :04:03.to the company saying it needed planning permission and says it's

:04:04. > :04:06.extremely disappointed But Angus Energy says

:04:07. > :04:12.the council only controls activities above ground

:04:13. > :04:14.and that they've followed all the permissions and guidelines

:04:15. > :04:18.required by the three other regulators - the Environment Agency,

:04:19. > :04:35.the Oil and Gas authority It is a complicated industry. You

:04:36. > :04:39.need oversight for different areas of it. Of course, those other bodies

:04:40. > :04:44.need to be approached and you need permits from them. Unless Saudi

:04:45. > :04:48.county council don't understand their own permits, it would seem odd

:04:49. > :04:49.they add in the run. -- Surrey County Council.

:04:50. > :04:52.This is a site that's been at the centre of protests

:04:53. > :04:55.Yes, this is different to the anti-fracking protests that

:04:56. > :05:01.But last year, two protest camps were set up here at Brockham

:05:02. > :05:06.Angus Energy has an interest in that site also an application for test

:05:07. > :05:20.I think we need to work through the economic indications and the social

:05:21. > :05:23.implications. We need to be careful about what ever is done to develop

:05:24. > :05:26.the site. This village has changed over the

:05:27. > :05:31.years with the traffic and everything and now we've got the

:05:32. > :05:33.tankers coming in. It is a very narrow road and it causes a lot of

:05:34. > :05:34.problems for people. It's my understanding

:05:35. > :05:41.that ongoing talks will continue between Angus Energy

:05:42. > :05:43.and Surrey County Council about whether to apply for

:05:44. > :05:53.retrospective planning permission. They will be a number of people who

:05:54. > :05:55.will be looking forward to the outcome. We will report on that.

:05:56. > :05:58.The judge has begun summing up in the case of Aaron Brown,

:05:59. > :06:01.who's accused of the manslaughter of Ryan McKinlay from

:06:02. > :06:06.Earlier, Winchester Crown Court was told that a high speed powerboat

:06:07. > :06:09.accident that killed Mr McKinlay was caused by an error of judgement.

:06:10. > :06:11.Mr Brown's defence barrister told the jury that he was

:06:12. > :06:19.This is the turbojet rib owned by Aaron Brown.

:06:20. > :06:21.Here, driven by the skipper he had hired to take his

:06:22. > :06:25.party of friends out on his larger luxury motor cruiser.

:06:26. > :06:27.A little after these pictures were taken Mr Brown

:06:28. > :06:30.took the helm with devastating consequences.

:06:31. > :06:34.His friend, Ryan McKinlay, a passenger in the rib

:06:35. > :06:37.was killed when he collided with the larger boat.

:06:38. > :06:40.Prosecutors say his death was foreseeable and avoidable.

:06:41. > :06:45.Mr Brown, they say, was driving too fast and too close to the other boat

:06:46. > :06:49.in an obviously dangerous and reckless manoeuvre.

:06:50. > :06:52.Giving evidence, Mr Brown, seen here on the left,

:06:53. > :06:58.He had been trying to spray guests on his cruiser.

:06:59. > :07:01.He said at the time he didn't think he was going too fast

:07:02. > :07:07.I was intending to turn away, I turned right and the boat

:07:08. > :07:12.It happened so quickly, he told the jury tearfully.

:07:13. > :07:14.Mr Brown's defence barrister said his client is

:07:15. > :07:18.a naturally cautious, careful and considered man.

:07:19. > :07:22.He said this was a tragic accident, the result of a serious error

:07:23. > :07:24.of judgment and a mistake, he said, that did not

:07:25. > :07:30.But the prosecution told the jury this was an inevitable disaster.

:07:31. > :07:33.Mr McKinlay died as a result of reckless driving by a man

:07:34. > :07:45.The jury will consider its verdict here tomorrow.

:07:46. > :07:48.Wiltshire police has had to apologise for releasing figures

:07:49. > :07:52.suggesting that crimes against women in the county had gone up by

:07:53. > :07:58.The actual increase is just over 100% but the mistake only came

:07:59. > :08:03.to light after the original figures were used by the Liberal Democrats

:08:04. > :08:06.in an election newsletter and the party was accused

:08:07. > :08:09.of scaremongering by the Conservative Police and Crime

:08:10. > :08:12.Our Political Editor Peter Henley is here.

:08:13. > :08:19.In this era of Fake News we are all scrutinising things

:08:20. > :08:20.like election leaflets very carefully.

:08:21. > :08:25.This one from the Lib Dems claims Crime Shock.

:08:26. > :08:32.A shocking 500% rise in serious crimes against women in five years.

:08:33. > :08:34.Now the Crime Commissioner called foul over it.

:08:35. > :08:38.Though he was at pains to say in a statement,

:08:39. > :08:48."Whilst holding this office I try to serve

:08:49. > :08:50.Which would be all very well, except the 500% figure

:08:51. > :09:06.They gave it to a local Herald. The Superintendent was quoted saying the

:09:07. > :09:10.bride was largely down to women feeling more confident in coming

:09:11. > :09:14.forward. It is that the Lib Dems picked it up from.

:09:15. > :09:20.They can't both be right. The police got it wrong. The police quoted

:09:21. > :09:22.figures for 2011. The police put out a correction, they would like to

:09:23. > :09:36.apologise. The Police and Crime Commissioner

:09:37. > :09:40.said the confidence of victims to come forward is key, and alarmist

:09:41. > :09:42.article on political newspapers will not help. The Lib Dems say this is

:09:43. > :09:45.outrageous. Somebody should have looked

:09:46. > :09:48.at it and said either good heavens that's wrong or good

:09:49. > :09:50.heavens we need some help. It suggests the commissioner isn't

:09:51. > :09:54.familiar with the figures for crime Now we asked Angus McPherson,

:09:55. > :10:00.Wiltshire's Police and Crime Commissioner to respond,

:10:01. > :10:02.but he didn't want to instead issuing a third statement

:10:03. > :10:05.in which he conceded the police mistake was "regrettable"

:10:06. > :10:07.but standing by his accusation that the leaflet was alarmist

:10:08. > :10:09.because unlike the newspaper articles there was "not a word

:10:10. > :10:11.of reassurance or mitigation." However we do now know

:10:12. > :10:18.is a substantial rise in reported Sheltering the homeless

:10:22. > :10:29.being rolled out elsewhere. Many parents of children

:10:30. > :10:31.with mental health problems are not asking for help,

:10:34. > :10:39.who've highlighted the seriousness of the issue, say more needs to be

:10:40. > :10:42.done to remove the stigma parents feel, so more youngsters

:10:43. > :10:46.get the help they need. Nikki Mitchell has been finding out

:10:47. > :10:49.more about the difficulties some When I tried to get

:10:50. > :10:56.to sleep, I always thought somebody was going to come

:10:57. > :10:58.in and murder me. Luke's years of extreme

:10:59. > :11:00.anxiety exhausted and upset his family just as

:11:01. > :11:04.much as it did him. When I was worried I just thought

:11:05. > :11:09.of bad stuff and I couldn't I was fine at school but just

:11:10. > :11:16.when I had to go to sleep, I just felt like something

:11:17. > :11:18.was going to happen That could go on in till two

:11:19. > :11:24.or three o'clock in the morning and it just made this

:11:25. > :11:26.spiral of awful effects with his tiredness the next day,

:11:27. > :11:30.our own tiredness the next day. It was a volcano just

:11:31. > :11:35.bubbling the whole time. Many parents in her

:11:36. > :11:37.situation feel a sense of hopelessness and guilt but

:11:38. > :11:41.researchers at Reading University have found it is a fear

:11:42. > :11:44.of being blamed which stops There is quite a lot

:11:45. > :11:48.of work surrounding stigma associated with mental health

:11:49. > :11:52.but what this work does is highlight the stigma specifically

:11:53. > :11:57.for parents and the blame the parents can feel for having a child

:11:58. > :12:03.with mental health difficulties. Both blame that they put on

:12:04. > :12:06.themselves but also they are seeing other people blaming them

:12:07. > :12:09.for their child's problems. I blamed myself because

:12:10. > :12:12.I had a child that, My job as a parent is

:12:13. > :12:17.to make sure my child For some parents that

:12:18. > :12:24.can put them off seeking help and make it harder

:12:25. > :12:28.for them to seek help and perhaps wait until problems have got worse

:12:29. > :12:33.and really at crisis point I was so lucky, I had

:12:34. > :12:38.the family support, I had my family telling me, you are not a bad

:12:39. > :12:41.parent, you are great. But if you haven't got someone

:12:42. > :12:44.there to tell you then you need Then you are going to be in a better

:12:45. > :12:52.place and you are going to be in a better place

:12:53. > :12:54.to help your child With help from children

:12:55. > :12:57.and adolescent and mental health services, Luke has now overcome

:12:58. > :12:59.much in his anxiety. But frustratingly the waiting

:13:00. > :13:01.list is an extremely long one, two to three

:13:02. > :13:09.years for many families. Hampshire County Council has today

:13:10. > :13:14.decided to press ahead with plans Although there'll now

:13:15. > :13:19.be a further four week consultation, it looks likely

:13:20. > :13:22.Fort Hill Community School will close at the end

:13:23. > :13:26.of the academic year to join forces with Cranborne Business

:13:27. > :13:30.and Enterprise College. Let's get more from Jo Kent who's

:13:31. > :13:34.at Fort Hill school tonight, Jo, Yes, any big decision affecting

:13:35. > :13:42.a child's education is going What we're talking about here

:13:43. > :13:46.is a decision to effectively close this school, a school parents

:13:47. > :13:49.were fighting to protect. They put forward arguments

:13:50. > :13:52.as to why it should stay open but the decision went against them

:13:53. > :13:59.leading to some angry outbursts. You didn't tell the community before

:14:00. > :14:07.that the school was going to close. You didn't tell us, if you had told

:14:08. > :14:10.us before we could have The parents I spoke to said

:14:11. > :14:16.they felt they hadn't been listened They're devastated and worried

:14:17. > :14:20.about their children. I can honestly say I've got too well

:14:21. > :14:23.performing children at that school and it is really, really sad

:14:24. > :14:29.that they now are going to face She feels that because of the

:14:30. > :14:43.decisions made by an organisation in Winchester her education has now

:14:44. > :14:47.been, in her words, screwed up. Like so many things it

:14:48. > :14:53.comes down to money. The schools watchdog Ofsted said

:14:54. > :14:56.Fort Hill requires improvement, For this September the council says

:14:57. > :15:01.the school received only 38 first Schools funding is worked

:15:02. > :15:05.out on pupil numbers, to keep it open even for another

:15:06. > :15:08.year as the parents had asked would result in a defecit

:15:09. > :15:11.of half a million pounds. Meanwhile Cranborne also has

:15:12. > :15:13.surplus places but it's on a bigger site so pupils

:15:14. > :15:16.from here could be The council said it looked at other

:15:17. > :15:21.options but at the end of the day that funding shortfall is something

:15:22. > :15:30.it simply can't afford. It was difficult to assess certain

:15:31. > :15:35.aspects of the consultation. They kept coming back to the same thing,

:15:36. > :15:41.how can we make the school viable and give the quality curriculum we

:15:42. > :15:42.want in Fort Hill for the next school year honours? Nobody came up

:15:43. > :15:44.with an answer. Well there's another four week

:15:45. > :15:47.consultation period. The council says it will

:15:48. > :15:49.consider viable options which must only mean some sort

:15:50. > :15:52.of outside funding. The parents say they'll fight

:15:53. > :16:00.on to save this school. Next an update on a story you may

:16:07. > :16:09.the homeless on the Isle of Wight. So he converted a double decker bus

:22:34. > :22:37.from the Isle of Wight have They've been using a device that

:22:57. > :23:10.with dementia can't do. But they can do this. And this. And this. These

:23:11. > :23:17.projected images are part game and part therapy. The clever thing is,

:23:18. > :23:21.they move when you touch them. There is an infrared sensor that allows

:23:22. > :23:29.people playing with the games to move the right. As it might it is a

:23:30. > :23:33.safe environment. The projector is attached to a ceiling. It promotes

:23:34. > :23:39.independent activity which is difficult to achieve with people

:23:40. > :23:43.with late stage dementia. These care home residents have problems with

:23:44. > :23:46.memory and communicating. But within minutes of sitting down, they were

:23:47. > :23:53.laughingly talking enjoying themselves. They are engaging. He

:23:54. > :24:02.can see the laughter. Social stimulation side of it. I'd better

:24:03. > :24:05.keep quiet! I have been here for about an hour

:24:06. > :24:10.and they are still playing the games. Some of them are getting

:24:11. > :24:14.quite competitive. This is about more than just having fun. I think

:24:15. > :24:20.it is so important to live well with dementia. What tends to happen is we

:24:21. > :24:24.assume it can't be done but actually it can be dead if we know how to do

:24:25. > :24:29.it and this is one of the tools we can use to help others.

:24:30. > :24:34.This event was held at a local church but the device is finding its

:24:35. > :24:38.way into care homes and NHS hospitals. It is a simple idea but

:24:39. > :24:43.it makes people smile and it seems to work.
