:01:01. > :01:03.The chief executive of the troubled Isle of Wight NHS trust has

:01:04. > :01:06.resigned, just days ahead of the publication of a report

:01:07. > :01:11.Karen Baker is stepping down from the top job two weeks

:01:12. > :01:13.after concern was raised that the trust could be put

:01:14. > :01:22.She said the latest CQC report would contain important messages.

:01:23. > :01:24.The trust has confirmed she won't receive any kind

:01:25. > :01:27.Our health correspondent, David Fenton, is on the Isle

:01:28. > :01:43.It is clearly the report due out in 12 days' time. She has seen it, I

:01:44. > :01:48.haven't, but it will not be good. The trust will come in for a

:01:49. > :01:54.slating. The CQC criticises people all the time. Cheap executives do

:01:55. > :01:58.not resign though. But when they do, it tends to be because the

:01:59. > :02:05.leadership is called into question. We do not know if that is what the

:02:06. > :02:10.report is saying, but today Karen Baker said in her resignation letter

:02:11. > :02:15.that the trust needed a new pair of eyes to look at the problems it

:02:16. > :02:18.faces and to move things forward. What does this say about the

:02:19. > :02:28.standard of health services on the island? It does not say much. They

:02:29. > :02:32.had been problems for some time. In December 2016, mental health

:02:33. > :02:38.services were told they needed drastic improvement. In January, the

:02:39. > :02:43.hospital cancelled 260 operations and had to move patients to the

:02:44. > :02:47.mainland. And in March, an improvement director was put in to

:02:48. > :02:51.turn things around. We have been on the island today, talking to

:02:52. > :02:52.patients and public about what they think of the services.

:02:53. > :02:55.I suffer from clinical depression and anxiety and borderline

:02:56. > :03:04.I have a complete and utter total lack of confidence.

:03:05. > :03:06.I know that there are problems everywhere in the NHS,

:03:07. > :03:08.but I think that they do a marvellous job.

:03:09. > :03:12.I can't criticise it is at all, not for me and not for my family.

:03:13. > :03:14.I wouldn't choose to go to St Mary's.

:03:15. > :03:18.When I've been to the hospital, all the staff have been amazing.

:03:19. > :03:20.And children's ward is just so lovely.

:03:21. > :03:41.The strange thing about the island is that almost all of the health

:03:42. > :03:46.services is all run by the same trust and the CQC has looked all a

:03:47. > :03:54.bit so it will be a big report. We will look at this, particularly the

:03:55. > :03:58.mental health services, which will come under a lot of criticism, over

:03:59. > :04:04.the next few days, if anything has anyone to say they can get in touch

:04:05. > :04:09.with me on this e-mail, and we will give you a full report on the day

:04:10. > :04:12.the CQC investigation is published in 12 days' time.

:04:53. > :04:59.On a day when Britain's Defence Secretary called on other Nato

:05:00. > :05:02.members to increase their military spending, a senior retired naval

:05:03. > :05:05.commander from Portsmouth has questioned whether some of our armed

:05:06. > :05:10.Rear Admiral Chris Parry says, when it comes to taking

:05:11. > :05:13.on emerging threats, like Russia and China,

:05:14. > :05:16.the UK simply doesn't have enough personnel or the right equipment

:05:17. > :05:24.Our reporter, Joe Campbell, joins us now from Portsmouth.

:05:25. > :05:27.Admiral Parry was the man who, when he worked at the Ministry

:05:28. > :05:29.of Defence, warned his political masters about instability

:05:30. > :05:31.due to mass migration from the Middle East and a resurgent

:05:32. > :05:37.Russia, so he has a track record of spotting looming problems.

:05:38. > :05:40.His comments come on the day when press reports have suggested

:05:41. > :05:44.a looming ?10 billion black hole in the military budget.

:05:45. > :05:46.The Navy's new carriers, which are due to arrive

:05:47. > :05:49.here in Portsmouth over the next few years, are the government's flagship

:05:50. > :05:51.policy when it comes to military spending.

:05:52. > :05:54.But some question whether they've been built on the cheap and,

:05:55. > :05:57.even worse, whether cuts to the rest of the Navy would leave them

:05:58. > :06:02.vulnerable in the face of a serious military adversary.

:06:03. > :06:05.It's no good just scooting around the carrier.

:06:06. > :06:08.You have to have the escorts, you have to have the support ships,

:06:09. > :06:10.the surveillance and everything that goes with it.

:06:11. > :06:14.So, unless we have this balanced capability,

:06:15. > :06:17.it'll be no more, frankly, than some of the capabilities we've

:06:18. > :06:20.had in the past and totally unsuited for the world in which we have

:06:21. > :06:24.hypersonic missiles, unmanned aircraft, unmanned systems

:06:25. > :06:31.and highly capable platforms operated by our potential opponents.

:06:32. > :06:34.The old adage was that a military that was prepared for war

:06:35. > :06:37.could easily change down a gear for other roles, like peace-keeping

:06:38. > :06:41.The concern is that, after years of operations

:06:42. > :06:45.against insurgents in Afghanistan and Iraq, we're less able

:06:46. > :06:50.to face down nation states like Russia and China,

:06:51. > :06:51.who've been flexing their military muscle.

:06:52. > :06:54.As you might expect from a naval man, Admiral Parry is particularly

:06:55. > :06:57.concerned about the impact of recent years on our seagoing power.

:06:58. > :07:00.If we aspire to a global role after we leave from Europe,

:07:01. > :07:06.the sea is the physical manifestation of the World Wide Web.

:07:07. > :07:10.And if we are not strong at sea, if we are not there to defend our

:07:11. > :07:16.interests and deter our enemies, then that will count for nothing.

:07:17. > :07:18.Defence Secretary Sir Michael Fallon,

:07:19. > :07:21.meeting his US counterpart today, has been stressing we're the only

:07:22. > :07:24.other treaty member to meet Nato's 2% spending target,

:07:25. > :07:26.but he also added the military couldn't escape the pressure

:07:27. > :07:38.Government plans to build a ?1.4 billion tunnel to hide

:07:39. > :07:42.the A303 at Stonehenge have been criticised by the woman who farms

:07:43. > :07:49.Three conservation bodies have already expressed their concern

:07:50. > :07:52.at the proposals, designed to relieve one of the South's

:07:53. > :07:56.They've now been joined by landowner Rachel Hosier,

:07:57. > :07:58.who's spoken exclusively to the BBC's Inside Out programme.

:07:59. > :08:06.Stonehenge is one of our top tourist attractions but our experience

:08:07. > :08:13.This is the sound of the A303, the main route

:08:14. > :08:19.It often grinds to a standstill because it can't cope with demand.

:08:20. > :08:24.We've got 24,000 vehicles a day on this road, going up to 30,000

:08:25. > :08:29.That's not good for road users, it's not good for the local

:08:30. > :08:32.residents and also it's not good for the setting of this

:08:33. > :08:38.Now a ?1.4 billion scheme to reroute the road through a tunnel and widen

:08:39. > :08:42.it to a dual carriageway is undergoing public consultation.

:08:43. > :08:44.But Rachel Hosier is not happy because it will pass

:08:45. > :08:47.through her land, which is littered with burial mounds, including one

:08:48. > :08:54.of Britain's richest Bronze Age burial sites at Bush Barrow.

:08:55. > :08:58.It's named because it's got the bush on it.

:08:59. > :09:02.So they left Bush Barrow man in there and then they took

:09:03. > :09:05.all the pots and all the gold and all the exciting

:09:06. > :09:19.Within 500 metres of Bush Barrow is where the Western entrance would go.

:09:20. > :09:23.I feel very upset. I cannot see a worst place. All bees barrows are on

:09:24. > :09:34.the ridges, looking down into that valley. Paying homage to a road!

:09:35. > :09:39.World Heritage Site, need I say more? What does the man in charge of

:09:40. > :09:46.the proposed scheme have to say? We are still in consultation and taking

:09:47. > :09:50.the view on the best way forward. Earlier this month, more than 20

:09:51. > :10:01.archaeologists registered their objection to the scheme. They are

:10:02. > :10:06.concerned the tonne's entrance will destroy the view of the sunset.

:10:07. > :10:07.Construction will possibly start in 2020.

:10:18. > :10:20.Hampshire Police say they're looking for two men who were seen running

:10:21. > :10:22.from Watts Park in Southampton yesterday shortly

:10:23. > :10:25.The victim was a 42-year-old man who'd suffered knife

:10:26. > :10:28.He's in a serious condition in hospital.

:10:29. > :10:30.Police say the men they're looking for are black.

:10:31. > :10:35.One wore a grey hoodie and the other had a black coat.

:10:36. > :10:38.A quarter of children are falling behind in their first year at school

:10:39. > :10:42.because nurseries don't have enough qualified teachers.

:10:43. > :10:44.That's according to a study by Save the Children.

:10:45. > :10:47.It's now calling on the Government to ensure all nurseries have

:10:48. > :10:53.But while parents have welcome the idea, they're also concerned

:10:54. > :11:01.Love, laughter and learning - that's the ethos behind

:11:02. > :11:07.The activities here are supported by qualified teachers to get

:11:08. > :11:10.a good start in key areas like maths and English.

:11:11. > :11:13.But a new report by Save the Children has revealed that

:11:14. > :11:17.generally struggling toddlers aren't getting the support they need.

:11:18. > :11:24.As a result, one in four is falling behind in the first year of school.

:11:25. > :11:30.It's very important for all our staff to have an underpinning

:11:31. > :11:32.knowledge of children's development so that they can tune

:11:33. > :11:36.in to children, but they need to have a holistic approach.

:11:37. > :11:38.What's most important for children is for them to have warm

:11:39. > :11:42.affirming relationships with their carers and teachers.

:11:43. > :11:45.A quarter of parents surveyed said they were worried their child would

:11:46. > :11:51.Half were concerned about sending their child to nursery

:11:52. > :11:54.without a qualified teacher and three quarters believed

:11:55. > :11:57.it was the government's responsibility to ensure

:11:58. > :12:01.there were teachers in all nurseries.

:12:02. > :12:04.But that would require a major recruitment drive to find an extra

:12:05. > :12:10.3,200 nursery teachers in our region.

:12:11. > :12:13.The shortage is being blamed on the fact nurseries are struggling

:12:14. > :12:16.with recruitment costs and funding pressures so those likely to foot

:12:17. > :12:22.I think they're highly qualified as it is and I've got two

:12:23. > :12:30.But I do pay a lot of money so, if I do have more qualified people

:12:31. > :12:34.in nursery settings, would I be happy to pay for it?

:12:35. > :12:39.Dr Jo Blanden from Portsmouth recently published a study that

:12:40. > :12:41.found children with access to teachers only performed slightly

:12:42. > :12:49.Our point is that they're really quite small -

:12:50. > :12:52.the effects you find in these types of studies compared to the other

:12:53. > :12:55.kinds of differencess, say, between rich and poor children.

:12:56. > :12:59.When it comes to learning, all the studies conclude

:13:00. > :13:01.that the early years are the most important and that everyone involved

:13:02. > :13:13.Workers at the Rolls Royce factory at Goodwood are to strike over plans

:13:14. > :13:16.to close their final salary pension scheme.

:13:17. > :13:18.They're among union members at a number of car plants

:13:19. > :13:24.owned by BMW who've voted in favour of stoppages.

:14:28. > :14:31.it. Police and fire engines were surrounding it. We walked down to

:14:37. > :14:39.Now, two artists are painting the problems of the Middle East

:14:40. > :14:42.in a new light by encouraging others to pick up a brush and

:14:43. > :14:47.Murad Subay from the Yemen and Lisa Marie Gibbs from Berkshire

:14:48. > :14:51.live 4,500 miles apart but they've been linking their local communities

:14:52. > :14:57.The aim - to forge friendships and promote peace.

:14:58. > :15:12.Two award-winning artists, two very different communities,

:15:13. > :15:20.I have a lovely friend who introduced me to the work of

:15:21. > :15:27.We wanted to link up on a project and we decided that this might be

:15:28. > :15:31.a beautiful project in these really difficult times in Yemen,

:15:35. > :15:42.Yemen has been in the grip of civil war since 2015.

:15:43. > :15:43.So far, it's estimated that over 7,000 men,

:15:44. > :15:51.women and children have been killed as a result.

:15:55. > :16:02.Even if it is for a short time it's an outlet for people who need it

:16:03. > :16:14.in such hardship and it also a way for them to seek peace.

:16:15. > :16:17.And at the same time, thousands of miles away, men and women

:16:18. > :16:20.in Sana and boys and girls in Reading's Dee Park did just that.

:16:21. > :16:24.It was a day that made my heart skipped a beat as an artist.

:21:58. > :22:02.in the family salon, Kathleen's Briony Leyland shared

:22:03. > :22:16.a special last day with her. Hairdressing has been a life's work

:22:17. > :22:19.for 93-year-old Kathleen Privett. She has grown up and grown

:22:20. > :22:21.old in the salon opened by her father in the 1940s

:22:22. > :22:24.in the Drayton area of Portsmouth. He encouraged the young

:22:25. > :22:26.Kathleen's emerging enthusiasm and she would try out her skills

:22:27. > :22:41.on anyone who would let her. My aunt, when she came down, I asked

:22:42. > :22:43.if she wanted to help. I felt quite chuffed.

:22:44. > :22:54.Kathleen looks back fondly on the experimentation

:22:55. > :23:02.One customer took great pains to preserve her "bubble" cut.

:23:03. > :23:05.She said she would lay on her face because she did not want to disturb

:23:06. > :23:10.it. I thought, how silly! Widowed at the age of just 28

:23:11. > :23:13.with three small children, earning a living was important

:23:14. > :23:26.but working in the salon has always It is part of your life. It is not

:23:27. > :23:27.just an ordinary business, it is much more personal contact them

:23:28. > :23:34.back. Kathleen's daughter

:23:35. > :23:38.Barbara followed her mum into the business and her

:23:39. > :23:41.daughter in law Pat too. suffering from osteoporosis they've

:23:42. > :23:45.decided together that's it's time to close the salon

:23:46. > :23:54.and enjoy retirement. I feel sorry for the ladies because

:23:55. > :24:01.they are like family is all good things must come to an end. Some

:24:02. > :24:08.days you could order than others. I am really sad. After coming in all

:24:09. > :24:11.this time. You get to know the girls, they are really lovely.

:24:12. > :24:15.Kathleen is really special. An apprentice once

:24:16. > :24:20.suggested to Kathleen that she'd missed out on adventures by spending

:24:21. > :24:25.all her life in Drayton. Kathleen sees things differently -
