:01:06. > :01:09.These are the injuries sustained by a group of young gay women
:01:10. > :01:11.on a night out in Portsmouth in what's believed to have been
:01:12. > :01:17.Today, there was concern and bitterness, among
:01:18. > :01:19.some of the victims, that the police were not doing
:01:20. > :01:27.Recent Government figures show that the number of recorded
:01:28. > :01:31.There were just over 7,000 such crimes in the past year,
:01:32. > :01:39.At the same time, research by one gay charity showed that half
:01:40. > :01:44.of those who reported hate crime said they did not feel
:01:45. > :01:48.Our reporter Steve Humphrey is in Portsmouth for us.
:01:49. > :01:59.The group of women were walking home from a local pub when it happened.
:02:00. > :02:01.They were passing the snooker club just behind me
:02:02. > :02:05.They say it happened out of the blue and it's shattered
:02:06. > :02:10.Some of the victims have told us they are unhappy with the way
:02:11. > :02:19.Bruises, black eyes, teeth knocked out.
:02:20. > :02:22.In total, five women were hurt as they made their way home along
:02:23. > :02:27.They were repeatedly punched and kicked by a group
:02:28. > :02:34.The woman whose teeth were knocked out is amongst the victims
:02:35. > :02:44.Before I even got to turn round, I was hit and in that hit,
:02:45. > :02:49.I remember I could feel something had moved in my mouth,
:02:50. > :02:52.but at that point, I didn't know it was my teeth.
:02:53. > :02:58.I was just crying and screaming frantically.
:02:59. > :03:00.The victims think the men who attacked them were Polish
:03:01. > :03:04.and believe they were targeted because they are lesbians.
:03:05. > :03:06.They say they are upset with the way Hampshire Police
:03:07. > :03:11.I don't think they handled it well at all.
:03:12. > :03:13.We were telling the police who assaulted people
:03:14. > :03:15.and they were letting them go in taxis.
:03:16. > :03:18.Neither witnesses got called to give statements.
:03:19. > :03:21.There was 20 to 30 men involved, I don't understand how only
:03:22. > :03:28.They didn't even come over and check if I was OK.
:03:29. > :03:31.We had no photos taken of the injuries.
:03:32. > :03:33.I've been groped and grabbed as well as the other girls.
:03:34. > :03:36.We should have had a female officer there.
:03:37. > :03:39.Hampshire Police say an ambulance was requested by officers as soon
:03:40. > :03:42.as they arrived at the scene in Kingston Road.
:03:43. > :03:44.The police have also revealed that four men -
:03:45. > :03:47.one from Portsmouth and three from London - were arrested
:03:48. > :03:56.They have been released but remain under investigation.
:03:57. > :03:57.Well, today Hampshire Police declined an invitation
:03:58. > :04:02.They say they can't comment on the details because it might
:04:03. > :04:08.However, they say the victims are in regular contact with the force,
:04:09. > :04:13.including a lesbian and gay liaison officer.
:04:14. > :04:26.The force also says: "We have explained our complaints procedure
:04:27. > :04:32.Robbie De Santos is from the gay rights group Stonewall.
:04:33. > :04:35.I spoke to him earlier, from our central London studios,
:04:36. > :04:37.and I started by asking him if homophobic attacks
:04:38. > :04:43.Unfortunately, six in ten lesbian, gay and bisexual people have
:04:44. > :04:46.experienced a hate crime in the last three years.
:04:47. > :04:51.So they're actually quite common, really.
:04:52. > :04:54.And that increase in the numbers that you talk about,
:04:55. > :04:59.how much of that is the willingness of victims to report the crime?
:05:00. > :05:02.We may be seeing a little bit more confidence from victims of hate
:05:03. > :05:05.crimes, but it's still a drop in the ocean compared
:05:06. > :05:11.So there's still a lot of work to be done building the confidence of LGBT
:05:12. > :05:16.And is that because there is so much discrepancy between police forces
:05:17. > :05:24.So we've seen a lot of police forces engaging really positively
:05:25. > :05:26.with the local community, going to prides, running campaigns
:05:27. > :05:30.specifically for them, but that isn't the case everywhere
:05:31. > :05:32.and we'd like to see equality training across every
:05:33. > :05:35.force in the country, so that everyone's got a really good
:05:36. > :05:39.police force who understand LGBT hate crimes.
:05:40. > :05:44.And what's your message to those victims of crime who don't to report
:05:45. > :05:47.Please do come forward and report your hate crime
:05:48. > :05:50.because every crime that's reported means that we can help the police
:05:51. > :05:52.and the Government take it more seriously.
:05:53. > :05:54.But we do need the Government to reconsider how hate
:05:55. > :05:58.We want them to be seen as aggravated offences,
:05:59. > :06:01.so that they carry a more weighty sentence and so that there's
:06:02. > :06:03.more that can be done against the perpetrators
:06:04. > :06:11."You deserve to feel shameful for what you have done."
:06:12. > :06:14.The words of a crown court judge today as he sentenced a hospice
:06:15. > :06:16.finance manager for stealing thousands of pounds
:06:17. > :06:20.Simon Plummer was given an 18-month suspended sentence
:06:21. > :06:24.for taking the money from Oakhaven Hospice, in Lymington.
:06:25. > :06:28.He used it to fund building work on his own house in Sway.
:06:29. > :06:35.He was trusted to take care of the money at a place
:06:36. > :06:41.What do you say to the staff and patients at the hospice?
:06:42. > :06:45.But Simon Plummer abused his position to steal more than ?13,000.
:06:46. > :06:51.Southampton Crown Court heard that between November 2015 and August
:06:52. > :06:56.2016 Mr Plummer had diverted cash and cheque donations from being paid
:06:57. > :07:00.Instead, he used the money to cover the cost of building materials,
:07:01. > :07:05.The fraud was uncovered when the building company
:07:06. > :07:12.Travis Perkins began sending invoices to the hospice.
:07:13. > :07:13.After an internal inquiry, Mr Plummer was dismissed
:07:14. > :07:15.from Oakhaven and the police were informed.
:07:16. > :07:18.In court, he pleaded guilty to fraud by abuse of position.
:07:19. > :07:23.Taking that into account, Judge Francis Burrell gave
:07:24. > :07:38.Mr Plummer an 18 month suspended sentence and told him...
:07:39. > :07:44.No-one from Oakhaven wanted to appear on camera
:07:45. > :07:48."This has been a very sad and difficult period for us
:07:49. > :07:52.We have in place a strong set of financial procedures
:07:53. > :07:55.so the public and all our supporters can be assured that fundraised
:07:56. > :07:59.income and donations are safe and secure."
:08:00. > :08:01.And maintaining that goodwill from the public is crucial.
:08:02. > :08:03.Like other hospices, Oakhaven only gets around 10%
:08:04. > :08:18.a year through donations, legacies and fundraising.
:08:19. > :08:22.Mr Plummer has written to staff at the hospice
:08:23. > :08:24.expressing his remorse, but declined to comment
:08:25. > :08:27.A long-serving black member of staff, working
:08:28. > :08:29.for Thames Valley Police, says she felt bullied,
:08:30. > :08:32.harassed and violated after a black toy monkey was allegedly put
:08:33. > :08:38.Detective Sergeant Andrew MOTT-OWW is accused of making racist
:08:39. > :08:49.comments and inappropriate behaviour last year.
:08:50. > :08:53.Adina Campbell has just sent this report from Thames Valley Police HQ.
:08:54. > :08:55.Detective Sergeant Andrew Mottau had been supervising a south-east
:08:56. > :08:57.counter terrorism unit when these racist allegations were made
:08:58. > :08:59.against him by a black female colleague last year.
:09:00. > :09:03.At this stage, we can't name the woman for legal reasons
:09:04. > :09:07.but she was working as a special investigator within his team.
:09:08. > :09:11.At the time, she was only black person in the department and we
:09:12. > :09:14.heard both she and Andrew Mottau had known each other for
:09:15. > :09:20.This afternoon, we've been hearing details about how tea making duties
:09:21. > :09:24.were divided up between team members last summer.
:09:25. > :09:26.It's claimed Detective Sergeant Andrew Mottau had introduced
:09:27. > :09:31.a black toy monkey - about the size of a key ring -
:09:32. > :09:35.as a prop to signal whose turn it was to make tea and coffee.
:09:36. > :09:38.After returning to work following leave, the black
:09:39. > :09:41.investigator said on her first day back to work last August,
:09:42. > :09:46.without any explanation, the toy had been placed on her desk.
:09:47. > :09:51.Speaking in front of the hearing panel this afternoon she said...
:09:52. > :10:03."I'm a black person, serving the public.
:10:04. > :10:06.I was shocked and offended to see a black money on my desk.
:10:07. > :10:09.He was jeering me and harassing me about the black monkey.
:10:10. > :10:11.I felt violated and grabbed my fags and walked out.
:10:12. > :10:14.I felt offended by it and some members of my team
:10:15. > :10:18.This gross misconduct hearing will continue

:10:26. > :10:29.It's been described as a ticking time-bomb inside our care system.
:10:30. > :10:31.A new report, published by Healthwatch in West Berkshire,
:10:32. > :10:34.reveals the failure of many councils to put adequate plans in place
:10:35. > :10:36.to look after vulnerable people with learning difficulties,
:10:37. > :10:38.when their carers can no longer look after them.
:10:39. > :10:40.As Nikki Mitchell reports, many parents are terrified
:10:41. > :10:42.about what will happen to their children,

:11:45. > :11:49.This is a national problem, it's not just West Berkshire.
:11:50. > :11:52.This piece of land is a desolate reminder of a supported living
:11:53. > :11:59.The sort of community 45-year-old Karen Winters may have been able
:12:00. > :12:03.to move into when her parents could no longer cope.

:14:17. > :14:19.she was wasting their time. Today, the county's Police

:14:24. > :14:27.to stalking in general, as she put it, wasn't
:14:28. > :14:30.what it should be. I think it's very difficult

:16:01. > :16:02.will often talk about, "I've asked them to stop
:16:03. > :16:05.and told them no," therefore And I think that's a message
:16:06. > :16:09.I would like to get across today is that actually be really clear
