:00:32. > :00:34.Welborne - it's been talked about for years as a way to solve
:00:35. > :00:39.But after all the protests, a public inquiry and a compulsory
:00:40. > :00:45.purchase row, not one of the planned 6,000 homes has been built yet.
:00:46. > :00:48.Today, though, the project got a shot in the arm.
:00:49. > :00:52.Welborne would be a completely new community, built on these
:00:53. > :00:55.fields, with affordable homes, schools, shops and
:00:56. > :00:59.In fact, pretty much what the Government says
:01:00. > :01:05.So now Welborne gets a share of ?6 million and other support
:01:06. > :01:11.What we're looking for is for the Government to start pushing out
:01:12. > :01:13.of the way some of the obstacles to getting this
:01:14. > :01:16.We accept that it's needed, the Government accepts it's needed,
:01:17. > :01:20.we need homes, we need jobs, we need schools, we need
:01:21. > :01:29.They feel other sites are more suitable for housing.
:01:30. > :01:34.A lot of it could be absorbed in either brownfield sites or sites
:01:35. > :01:39.that have come through and hopefully will go into the local plan.
:01:40. > :01:46.It's likely Fareham can now bid for money to upgrade the A32 and M27
:01:47. > :01:50.Improved transport links will be crucial to another
:01:51. > :01:54.planned Garden Village near Eynsham in Oxfordshire.
:01:55. > :01:57.One of the important aspects of Government backing for this
:01:58. > :02:01.scheme is it gives us access to the Housing Infrastructure Fund,
:02:02. > :02:05.and that could go some way to helping alleviate some
:02:06. > :02:10.of the existing problems in nearby areas such as the A40.
:02:11. > :02:13.Meanwhile, thousands of new homes will see the extension of Aylesbury
:02:14. > :02:19.With talk of new planning freedoms and accelerated development,
:02:20. > :02:22.it's clear the Government wants these garden communities built
:02:23. > :02:28.So it may not be long before landscapes like this change forever.
:02:29. > :02:33.There have been significant delays to ambulance services
:02:34. > :02:38.At one point this afternoon, 20 ambulances were queuing outside
:02:39. > :02:41.Portsmouth's Queen Alexandra Hospital, waiting to hand over
:02:42. > :02:45.Patients caught up in the queues were cared for by ambulance
:02:46. > :02:50.Ambulance response times were also affected by the high demand.
