:00:00. > :00:00.Hello and welcome to South Today, I'm Jo Kent.

:00:00. > :00:07.The top stories tonight: Killed by a hit-and-run drunk driver.

:00:08. > :00:10.As the government reviews sentencing, his parents call

:00:11. > :00:16.Four children taken to hospital after cocaine

:00:17. > :00:20.There was concern they mistook it for sherbert.

:00:21. > :00:22.And Saints hang on by their fingertips to

:00:23. > :00:37.Southampton's footballers made history tonight.

:00:38. > :00:40.They reached their first major Wembley final for 38 years

:00:41. > :00:43.by beating Liverpool 1-0 at Anfield against all the odds.

:00:44. > :00:46.Their 2-0 aggregate win means they're the first team ever to reach

:00:47. > :00:50.Kris Temple is at Anfield for us tonight.

:00:51. > :00:59.Kris, a fantastic night for Saints, the club and the fans.

:01:00. > :01:11.Very much so. A momentous night here at Anfield for the 3500 fans packed

:01:12. > :01:14.into the Anfield Road and behind me, that was where all the drama

:01:15. > :01:18.happened. Lots of chances at both happened. Lots of chances at both

:01:19. > :01:23.ends but Saints maintained the record of having not conceded in yet

:01:24. > :01:26.cup competition to make their first League Cup final since 1979.

:01:27. > :01:30.As often happens at Anfield, Saints came under intense pressure

:01:31. > :01:35.Then Nathan Redmond create the best two chances of the first half.

:01:36. > :01:39.Dusan Tadic couldn't take advantage of the first.

:01:40. > :01:42.The second, three minutes later, was perhaps even better.

:01:43. > :01:48.This time, James Davis couldn't finish, much to Saints' frustration.

:01:49. > :01:52.In the second half, Fraser Forster made a real hash of a 52nd-minute

:01:53. > :01:58.shot then saved his own bacon with an astonishing stop.

:01:59. > :02:02.After that, Saints' goal led a charmed life until injury time

:02:03. > :02:07.when young substitute Josh Sims broke clear to tee up Shane Long,

:02:08. > :02:26.3500 supporters making the long journey from the south coast. Most

:02:27. > :02:33.of those will be first in the queue for the tickets for the Wembley

:02:34. > :02:40.final when they go on sale. Absolutely brilliant. I and Bob

:02:41. > :02:48.gobsmacked. Shane Long, Magic. They were defending really deep. Wembley!

:02:49. > :02:56.When Shane Long went through, it was brilliant. Absolutely amazing. We

:02:57. > :03:03.are going to Wembley! We will win the cup! Let's go! The EFL Cup is

:03:04. > :03:08.the first major domestic trophy up for grabs in the English football

:03:09. > :03:14.calendar. The day for the diary is the brew the 25th. The place either

:03:15. > :03:18.magister is united whole city in the final. The Saints fans their way

:03:19. > :03:22.back to the south coast the mood. A couple from Hampshire whose son

:03:23. > :03:25.was killed by a drunk driver say a consultation about tougher

:03:26. > :03:27.penalties doesn't go far enough. 28-year-old Wayne Moores

:03:28. > :03:29.died after a hit-and-run The driver was given

:03:30. > :03:34.a six-year prison sentence. The current maximum penalty

:03:35. > :03:38.for drivers causing death through dangerous or careless

:03:39. > :03:40.driving under the influence of drink or drugs is 14 years but,

:03:41. > :03:43.in practice, the average sentence The government is considering

:03:44. > :03:49.introducing new maximum life sentences but Wayne Moores' family

:03:50. > :03:54.say all such cases should be Deeply spiritual, had

:03:55. > :04:01.a huge sense of fun, was prepared to stand up for things

:04:02. > :04:04.that were wrong. Wayne Moores' parents

:04:05. > :04:06.remember their son, In September 2010, he was travelling

:04:07. > :04:13.home to Hampshire on his motorbike when he was struck by a drunk driver

:04:14. > :04:17.who fled the scene. Nothing can prepare parents

:04:18. > :04:21.for seeing their child Every day, that vision

:04:22. > :04:36.comes into my mind. The driver, Donna Hackett,

:04:37. > :04:42.was given a six-year sentence for causing death by careless

:04:43. > :04:44.driving while under Wayne's parents feel the current

:04:45. > :04:51.wording of charges and the penalties given don't reflect the seriousness

:04:52. > :04:54.of road deaths. What message does it

:04:55. > :04:58.give to the criminal? "Oh, don't worry, you're

:04:59. > :05:01.just a bit careless. The Government's consulting

:05:02. > :05:08.on whether the maximum sentence for such crimes should be increased

:05:09. > :05:12.from 14 years to life. Wayne's parents believe that needs

:05:13. > :05:16.to backed up by tougher You can charge somebody

:05:17. > :05:21.with manslaughter if they kill somebody as a result

:05:22. > :05:24.of a traffic accident. It used to be more common that

:05:25. > :05:28.jurors quite reluctant to convict people of homicide,

:05:29. > :05:30.of manslaughter, which is More significantly, it's

:05:31. > :05:34.very difficult to prove. You have to show that the motorist

:05:35. > :05:38.was grossly negligent in order to Wayne's parents will continue

:05:39. > :06:01.to push for the law to be rewritten, a move they hope might change

:06:02. > :06:06.attitudes and save lives. Next some developing news tonight

:06:07. > :06:16.and South Today has been told that plans to devolve greater powers

:06:17. > :06:18.from Westminster to councils along the Solent are

:06:19. > :06:20.now dead in the water. The idea had been to give councils

:06:21. > :06:23.more control over transport, housing and infrastructure along

:06:24. > :06:24.with extra funding. Our political editor,

:06:25. > :06:27.Peter Henley, told me earlier how the controversial idea finally

:06:28. > :06:30.hit the buffers. There was a crunch

:06:31. > :06:31.meeting this afternoon. It was all the MPs at Westminster

:06:32. > :06:35.and a lot of the council leaders. It was intended to try

:06:36. > :06:37.and find a way forward. With the Isle of Wight having

:06:38. > :06:40.changed from independent control to Conservative control

:06:41. > :06:41.and the Conservatives saying they wanted nothing to do

:06:42. > :06:44.with Portsmouth and Southampton, it seemed clear, I am told by MPs,

:06:45. > :06:49.that there was no way forward. Now the council leaders are saying

:06:50. > :06:52.it's dead in the water. ?1 billion of government money has

:06:53. > :06:56.gone away and it will be some time before they find a way of trying

:06:57. > :06:59.to get that back again. The councils will have

:07:00. > :07:04.to think about mergers. This is what's happening Dorset -

:07:05. > :07:06.they're talking about There's a meeting tomorrow

:07:07. > :07:10.to get down that road. It's happening in

:07:11. > :07:12.Oxfordshire as well. Reorganising local government

:07:13. > :07:16.structure, rather than taking existing councils, electing a mayor

:07:17. > :07:21.and making a super authority. These things may sound

:07:22. > :07:23.technical but, in the end, it's about setting the course

:07:24. > :07:28.forward for the next decade. And all the potential money

:07:29. > :07:32.for social care in particular that could have come with this,

:07:33. > :07:35.it looks like that won't happen - they're going to have to go back

:07:36. > :07:38.to the drawing board and find I'm told there was will in the room

:07:39. > :07:43.for some kind of combined transport authority for Hampshire but that's

:07:44. > :07:52.very different to a devolution deal. A school in Poole has written

:07:53. > :07:55.to all its parents after four children came into contact

:07:56. > :07:57.with cocaine on the school premises. One child was found

:07:58. > :07:59.in possession of the drug at Broadstone Middle School

:08:00. > :08:02.and the teachers say the children Anjana Gadgil has been

:08:03. > :08:05.at the school today and earlier It happened on the 3rd

:08:06. > :08:09.of January, the first day back The schools say they found a child

:08:10. > :08:13.with three other children in possession of an unknown

:08:14. > :08:16.substance, a white powder The school says the children

:08:17. > :08:21.believed it to be sweet, They phoned Dorset Police

:08:22. > :08:26.and South West Ambulance who came here and treated the children

:08:27. > :08:29.at the scene and then took them They established that the children

:08:30. > :08:34.hadn't ingested any of the drug, they were all fine and they were

:08:35. > :08:37.discharged on the day. This school here has around 500

:08:38. > :08:42.pupils aged between nine and 13. We don't know the ages or the

:08:43. > :08:46.genders of the children involved. I was here as school ended today,

:08:47. > :08:48.speaking to parents. Some say the school had told them

:08:49. > :08:54.not to speak to us but I did manage I'll make an appointment

:08:55. > :09:01.with the head and speak to her and, until I hear the facts

:09:02. > :09:06.from the different people, They've reacted quite well

:09:07. > :09:13.to it, the headteacher. Do you feel the parents have been

:09:14. > :09:16.given enough information We've been kept

:09:17. > :09:20.informed, that's fine. Has the school had anything

:09:21. > :09:23.else to say about it? The school says it's written

:09:24. > :09:25.to all parents and carers and reassured them that it was dealt

:09:26. > :09:28.with swiftly and it was The police have confirmed

:09:29. > :09:33.that it was cocaine and have arrested a 32-year-old man

:09:34. > :09:36.from Bournemouth on suspicion of drug offences and he's been

:09:37. > :09:45.bailed pending further inquiries. That's all from the South Today

:09:46. > :09:47.news team this evening. Here with our regional

:09:48. > :09:56.weather forecast. Freezing temperatures overnight and

:09:57. > :10:01.a widespread frost but a good deal of cloud, less in the way of fog and

:10:02. > :10:07.more in the way of cloud. Temperatures in the countryside will

:10:08. > :10:11.dip to -2 minus three Celsius. A cold and frosty start to the day

:10:12. > :10:14.tomorrow, quite a lot of cloud first thing but given the strength of the

:10:15. > :10:20.breeze, that should break up the cloud cover. Further north of

:10:21. > :10:23.Berkshire, more cloud during the course of the day into the

:10:24. > :10:28.afternoon. Temperatures tomorrow will reach a high of three or four

:10:29. > :10:31.Celsius. But that icy cold wind coming in from the near continent,

:10:32. > :10:37.temperatures will feel more like freezing. Through the cause of

:10:38. > :10:44.tomorrow night, the possibility of the frost. Through Friday, a frosty

:10:45. > :10:50.start in places. Outbreaks are patchy rain. The winds will be brisk

:10:51. > :10:54.from the south. On Friday night, more persistent rain arriving into

:10:55. > :10:59.the early hours of Saturday morning. A widespread frost tomorrow, cloudy

:11:00. > :10:59.start, but an icy cold wind coming in from Europe.

:11:00. > :11:07.take a look at the Outlook towards the weekend.

:11:08. > :11:13.Good evening. If you think it was cold today, for many it will be

:11:14. > :11:17.colder still tomorrow. Cold even when we have the sunshine today.

:11:18. > :11:20.This was one of the wonderful weather watcher pictures we had sent

:11:21. > :11:26.in from Cornwall. It contrasts with a cloudy and foggy eastern half of

:11:27. > :11:30.the country, and a bank of cloud. Still foggy, but it is starting to

:11:31. > :11:33.lift. It is being pushed north and west, this bank of cloud. That will

:11:34. > :11:38.continue through the night. We will still have some fog sitting on the

:11:39. > :11:43.hills. Even with the cloud, it will be a cold night, with temperatures

:11:44. > :11:46.away from the far north and west falling to freezing. In the

:11:47. > :11:47.countryside, well below freezing.
