:00:16. > :00:17.The bypass plans that divided a city are shelved by the government.

:00:18. > :00:20.I think goodwill is slightly lacking at the moment but I think

:00:21. > :00:25.we will have to get around a table and decide what we are going to do.

:00:26. > :00:31.A care worker is found guilty of stealing money from an elderly

:00:32. > :00:34.from an elderly man she was meant to be looking after.

:00:35. > :00:36.She won't be able to do this to anyone else.

:00:37. > :00:39.And I know I'm crying but I'm just relieved.

:00:40. > :00:47.For almost two decades arguments have raged about whether

:00:48. > :00:52.a bypass for Chichester should pass to the north or south of the city.

:00:53. > :00:54.The one thing most people did agree on was that improvements

:00:55. > :01:02.Today came the shock announcement the scheme has been scrapped.

:01:03. > :01:04.The first big viability study was carried out in the year 2000.

:01:05. > :01:07.14 years later the scheme was included in the

:01:08. > :01:12.A consultation was carried out last year.

:01:13. > :01:16.Five schemes, all developing the existing road to the south,

:01:17. > :01:19.and costing up to ?250m were under consideration.

:01:20. > :01:22.Then as the consultation came to an end in September,

:01:23. > :01:25.West Sussex councillors said they wanted

:01:26. > :01:31.Tonight it looks as though it won't happen at all.

:01:32. > :01:38.The battle to get agreement on how the A27 should be improved has been

:01:39. > :01:42.as frustrating as driving along the road in the rush hour.

:01:43. > :01:44.With no local consensus on the best option, the Transport Secretary

:01:45. > :01:54.I am absolutely dismayed by the news that the Chichester

:01:55. > :02:01.This is a consequence of political manoeuvring,

:02:02. > :02:03.which saw a campaign for an unfeasible northern route

:02:04. > :02:06.that was never intended, could not be delivered.

:02:07. > :02:10.Highways England had been consulting on five different schemes to improve

:02:11. > :02:17.But proposals for two possible more expensive routes to the north

:02:18. > :02:20.around Goodwood were not included, generating protests and creating

:02:21. > :02:27.It has divided Chichester in a terrible way.

:02:28. > :02:32.To be honest, there is no easy solution.

:02:33. > :02:35.Some campaigners believe a local forum should be established

:02:36. > :02:42.Some of the interested parties today could be brought together and work

:02:43. > :02:45.together to create something that could be put to the local community.

:02:46. > :02:47.The county council leader said she was shocked

:02:48. > :02:56.I'm actually quite hopeful that, if we could all pull together,

:02:57. > :02:59.we could find the right solution for Chichester and then

:03:00. > :03:05.We do need to find a solution within budget limitations

:03:06. > :03:08.that the Secretary of State has set, 250 million, and within the fact

:03:09. > :03:11.that he's not going to consider a northern route.

:03:12. > :03:14.So, it's back to the drawing board and I hope that the Minister

:03:15. > :03:23.might be persuaded to come up with the cash for

:03:24. > :03:25.on the A27 if consensus can be reached.

:03:26. > :03:31.So, no quick end in sight for drivers who are forced to crawl

:03:32. > :03:33.along on the A27 during peak periods.

:03:34. > :03:36.The Department for Transport has said that the A27 Arundel

:03:37. > :03:43.Steve Humphrey, BBC South today, Chichester.

:03:44. > :03:46.I asked our political editor Peter Henley what forces were behind

:03:47. > :03:55.The government is trying to keep the economy going as we head

:03:56. > :03:58.towards Brexit and this sort of investment is the sort of thing

:03:59. > :04:01.They've approved the Stubbington bypass in Gosport,

:04:02. > :04:03.which has been years waiting for something to happen.

:04:04. > :04:06.More money has been found for the A34.

:04:07. > :04:08.The A303, they are spending a fortune on.

:04:09. > :04:14.Elections for local councillors, I think, means that they don't

:04:15. > :04:17.want to put their name to an unpopular deal but,

:04:18. > :04:20.equally, at the moment, the government is pretty resistant

:04:21. > :04:24.to Conservative councillors, their own side,

:04:25. > :04:27.moaning about the lack of money which they are getting

:04:28. > :04:29.for all sorts of things, from funding to schools

:04:30. > :04:35."Don't bring us problems, bring us solutions."

:04:36. > :04:38.Is there anyway back from this or is it for ever

:04:39. > :04:45.Gridlock in ideas at the moment, certainly.

:04:46. > :04:47.It seemed impossible to bring the sides together and, really,

:04:48. > :04:52.Unless somebody comes forward with some sort

:04:53. > :04:56.of answer for Chris Grayling, he's just going to say, no,

:04:57. > :05:05.And, at the moment, some people are welcoming this.

:05:06. > :05:08.The Green Party are saying that it's better that we reduce the amount

:05:09. > :05:11.of traffic on the roads but most people are saying, this is a real

:05:12. > :05:15.problem and were just going to have to think again about some way

:05:16. > :05:17.of persuading government that we can have that money back.

:05:18. > :05:21.A care worker from West Sussex has been found guilty of stealing

:05:22. > :05:23.from the vulnerable pensioner she was looking after.

:05:24. > :05:26.Theresa Stratton who's 39 and from Littlehampton, took money

:05:27. > :05:33.It was captured on a CCTV camera which had been installed

:05:34. > :05:42.A trusted carer caught in what the jury heard

:05:43. > :05:46.This footage shows Theresa Stratton

:05:47. > :05:49.taking money from the wallet of 74-year-old David Skerritt.

:05:50. > :05:54.The footage given to the BBC by his family

:05:55. > :05:57.comes from a CCTV camera they set up in his living room

:05:58. > :06:01.They checked after he said his wallet was empty.

:06:02. > :06:04.When we went down there where to look through

:06:05. > :06:09.the CCTV and that is what we found which was we couldn't believe it.

:06:10. > :06:15.It was almost too shocking to me she was doing it.

:06:16. > :06:29.The court heard Theresa Stratton still ?130 on her second

:06:30. > :06:35.visit to David Skerritt's home in Littlehampton

:06:36. > :06:46.She said she'd taken with the man's permission

:06:47. > :06:51.Adjourning sentencing for reports, the judge warned Theresa

:06:52. > :06:54.Stratton that she would almost certainly face a prison sentence.

:06:55. > :06:57.He said there had been a high degree of betrayal of trust.

:06:58. > :06:59.There couldn't be a better verdict. Justice for my dad.

:07:00. > :07:02.And justice for anybody who works with vulnerable people

:07:03. > :07:06.David Skerritt died in September of last year.

:07:07. > :07:08.His family say on the care provided the company

:07:09. > :07:11.It told does it dismissed Stratton as

:07:12. > :07:14.soon as the theft was evident and provides a high level

:07:15. > :07:17.Teresa Stratton will be sentenced on March 10th.

:07:18. > :07:19.This case raises questions about how vulnerable people can be protected.

:07:20. > :07:22.The charity Action on Elder Abuse says it supports the use of CCTV

:07:23. > :07:25.I think in someone's own home, there's certainly

:07:26. > :07:31.Obviously, we'd always say, make sure the older person's view

:07:32. > :07:42.Care homes is a bit trickier because generally they have a lot

:07:43. > :07:45.of public spaces and you have to be mindful of violating

:07:46. > :07:52.But we think there is a place for cameras in care homes, as well.

:07:53. > :07:55.We often hear about cuts to front line policing.

:07:56. > :07:58.But two of our forces are actively trying new initiatives to attract

:07:59. > :08:04.Hampshire Police is offering a two thousand pound bonus to those

:08:05. > :08:11.The Thames Valley force has lowered the academic standards required

:08:12. > :08:14.to join as a police officer, to two A Level passes.

:08:15. > :08:17.Those who represent officers say they'll be able to relate better

:08:18. > :08:23.This is more about doing the right thing at the right time for the

:08:24. > :08:26.It's important that police officers have the right

:08:27. > :08:35.A Surrey based charity that supports amputees across the UK is now

:08:36. > :08:39.Limbcare in Camberley lost its storage facility

:08:40. > :08:40.for its prosthetics, wheelchairs, crutches

:08:41. > :08:46.It also has to find a new head office,

:08:47. > :08:50.The charity fears if it doesn't find new premises soon,

:08:51. > :08:55.these walking aids will have to be thrown away.

:08:56. > :08:57.A woman from Nigeria has successfully donated stem cells

:08:58. > :09:01.to help save the life of her sister from Weymouth.

:09:02. > :09:03.Martha Williams was initially refused permission to travel

:09:04. > :09:07.to the UK to help May Brown, who has leukaemia.

:09:08. > :09:10.But the Home Office overturned its decision,

:09:11. > :09:13.after more than 60 thousand people signed an online petition.

:09:14. > :09:15.Now just a few weeks after the operation,

:09:16. > :09:24.I feel really grateful for what she has done for me.

:09:25. > :09:30.I mean, what can you say to somebody who saved your life?

:09:31. > :09:36.Well, I'm feeling very happy I was able to help save my sister's

:09:37. > :09:44.life and that my proposal of coming to the UK is accomplished.
