:00:38. > :00:40.Tonight, yet another case of a death on the roads because someone

:00:41. > :00:43.was using their mobile phone behind the wheel.

:00:44. > :00:48.Once more it involves a lorry driver on the A34.

:00:49. > :00:51.Dariusz Tokarczyk has been sentenced to four and a half years

:00:52. > :00:54.in prison for causing death by dangerous driving.

:00:55. > :00:57.He failed to see the hazard lights of a car broken

:00:58. > :01:00.down near the junction with the M4 in Berkshire.

:01:07. > :01:12.by Dariusz Tokarczyk on the A34 near Chieveley in March last year.

:01:13. > :01:17.Ahead is a Vauxhall Corsa driven by Jodie Moss, a 21-year-old

:01:18. > :01:23.She put the hazard lights on because of engine problems.

:01:24. > :01:26.The lorry didn't slow down as it neared the Corsa.

:01:27. > :01:28.Reading Crown Court heard 47-year-old

:01:29. > :01:31.Tokarczyk from Yorkshire was using a hand-held device,

:01:32. > :01:35.probably a mobile phone, to change his music in the

:01:36. > :01:41.Speaking through a Polish interpreter, he admitted causing

:01:42. > :01:47.Jodie Moss's family said she died after some of the happiest

:01:48. > :01:56.Jodie was a happy student who loved nature and very caring of others.

:01:57. > :02:00.She was taken far too early by a selfish ten second act.

:02:01. > :02:05.The driver had plenty of time to act on seeing her hazards.

:02:06. > :02:09.The devastation caused continues to be immeasurable.

:02:10. > :02:12.We will never forget all the pleasure she gave us.

:02:13. > :02:16.Sentencing Tokarczyk, Judge Morris said he had taken a cavalier

:02:17. > :02:21.attitude to using a mobile phone while driving.

:02:22. > :02:24.She said, "You did not react to the stationary vehicle

:02:25. > :02:29.She also described him as irresponsible,

:02:30. > :02:35.He was sentenced afford half years in prison and he was banned

:02:36. > :02:44.Surrey County Council is accusing an energy company of carrying out

:02:45. > :02:49.additional drilling at an oil well in the green belt without seeking

:02:50. > :02:54.Angus Energy has an existing production site at

:02:55. > :02:59.The company insists it has all the permissions needed

:03:00. > :03:06.I asked Lewis Coombes what exactly was going on.

:03:07. > :03:11.For 30 years, oil has been drilled here but tonight the picturesque

:03:12. > :03:14.village of Brockham finds itself at the centre of an ongoing debate

:03:15. > :03:17.between Surrey County Council and Angus Energy.

:03:18. > :03:20.It is all to do whether the company did or did not require

:03:21. > :03:22.planning permission to drill what is known

:03:23. > :03:27.It is an offshoot, if you like, of the original borehole.

:03:28. > :03:30.If you look at the field today you wouldn't even know

:03:31. > :03:33.the oil well is there, it is a six inch wide hole

:03:34. > :03:36.and the rig used in January has there been taken away.

:03:37. > :03:45.Surrey County Council say they wrote to the

:03:46. > :03:48.company saying that planning permission would be required and in

:03:49. > :03:50.a statement today said they are extremely disappointed

:03:51. > :03:57.But Angus Energy, they say the council only controls

:03:58. > :03:59.activities above the ground and they followed all the permissions and

:04:00. > :04:03.guidlines required by the three other regulators,

:04:04. > :04:06.the Environment Agency, the Oil and Gas Authority

:04:07. > :04:17.You need oversight for different areas of it.

:04:18. > :04:20.Of course, those other bodies need to be approached and you need

:04:21. > :04:23.Unless Surrey County Council don't understand

:04:24. > :04:27.their own planning permit then it would seem very odd that they are

:04:28. > :04:31.in the wrong and they have got it wrong somehow.

:04:32. > :04:34.This site has seen protests in the past, hasn't it?

:04:35. > :04:40.This is different to the anti-fracking protests we have

:04:41. > :04:47.This isn't about fracking but protest camps were set up here at

:04:48. > :04:50.Angus Energy has an interest in that site also.

:04:51. > :04:52.An application for test drilling has been submitted.

:04:53. > :04:55.It is a hot topic among those who live here.

:04:56. > :04:58.We need to work through the economic indications and the social

:04:59. > :05:04.Just be very careful about whatever is done to

:05:05. > :05:09.This village has changed over the years so much now with traffic.

:05:10. > :05:13.Now we get the tankers coming in, getting up Old School Lane,

:05:14. > :05:16.it is a very narrow road and it causes a lot of problems

:05:17. > :05:23.These ongoing talks are going to continue

:05:24. > :05:25.between Angus Energy and Surrey County Council.

:05:26. > :05:28.There is a number of people with a keen eye on that

:05:29. > :05:30.including environmentalists and South East MEP Keith Taylor

:05:31. > :05:33.who we caught up with from Brussels earlier.

:05:34. > :05:35.He has been in touch with Surrey County Council.

:05:36. > :05:39.I know they are in conversation with Angus Energy to find

:05:40. > :05:46.But the bigger picture is all the fracking and oil

:05:47. > :05:48.companies in the South of England are going to be

:05:49. > :05:52.watching what Surrey County Council does.

:05:53. > :05:56.All eyes here on Brockham and we will have more on that

:05:57. > :06:05.Hampshire County Council has today decided to press ahead with plans

:06:06. > :06:12.Although there'll now be a further four week consultation, it looks

:06:13. > :06:16.likely Fort Hill Community School will close at the end

:06:17. > :06:20.of the academic year, to join forces with Cranborne Business

:06:21. > :06:27.At the end of this, this is a massively difficult decision.

:06:28. > :06:30.It was the decision they fought against

:06:31. > :06:35.You didn't tell the community before now that the school

:06:36. > :06:41.If you'd have told us before we could have helped sooner.

:06:42. > :06:46.to save the school but feel they fell on deaf ears.

:06:47. > :06:49.I can honestly say I've got two very well performing

:06:50. > :06:52.children at that school and it is just really, really sad

:06:53. > :06:55.they now are going to have face such upheaval.

:06:56. > :07:02.It is a very, very difficult time for her.

:07:03. > :07:05.She feels that her dedication has now been, in her words, screwed up.

:07:06. > :07:07.It's a decision which comes down to money.

:07:08. > :07:11.Fort Hill has seen falling pupil numbers.

:07:12. > :07:13.Schools are funded per pupil so if they're not full it means

:07:14. > :07:18.Hampshire County Council says over a year that would amount to half

:07:19. > :07:21.a million pounds at Fort Hill which it can't afford.

:07:22. > :07:24.We kept coming back to the same thing, how can we make the

:07:25. > :07:28.school viable and give the quality curriculum we want in Fort Hill

:07:29. > :07:35.Nobody came up with an answer to that.

:07:36. > :07:38.Cranborne also has surplus places but it's bigger

:07:39. > :07:41.so it can accommodate the pupils from Fort Hill.

:07:42. > :07:43.There's now a four week consultation.

:07:44. > :07:45.Parents say they'll continue to fight to save the school

:07:46. > :07:48.but it's looking like a losing battle.

:08:33. > :08:35.South Today understands that Eisner has been actively pursuing football

:08:36. > :08:38.interests for several months, through his Tornante

:08:39. > :08:52.Any take over would have to be approved by Pompey shareholders.
