:00:09. > :00:38.Promises made today by the new owner of South West trains.

:00:39. > :00:40.Britain's second biggest train operator is to be taken over,

:00:41. > :00:46.in August, by a joint venture between First Group and MTR.

:00:47. > :00:48.Running trains linking Hampshire, Berkshire, Surrey, Dorset,

:00:49. > :00:56.A ?1.2 billion investment over seven years.

:00:57. > :01:00.There will be 90 new suburban trains.Others will be refurbished.

:01:01. > :01:04.Many are 15 years old, and need a mid-life upgrade.

:01:05. > :01:06.There will be faster journeys,eight minutes quicker

:01:07. > :01:09.from Southampton to Waterloo, 11 minutes faster from Salisbury.

:01:10. > :01:15.And a new coastal service linking Portsmouth and Weymouth.

:01:16. > :01:19.Here's our transport correspondent Paul Clifton.

:01:20. > :01:22.South West trains is the only franchise to have remained

:01:23. > :01:26.in the same hands since privatisation, 21 years ago.

:01:27. > :01:28.The service has consistently been rated among the best.

:01:29. > :01:31.From August, we will see a new owner, which has

:01:32. > :01:39.The three clear priorities are a more reliable railway,

:01:40. > :01:41.better handling of destruction, more trains and more seats,

:01:42. > :01:47.if not more chance of getting on or at least standing in comfort.

:01:48. > :01:51.First Group runs Great Western, Hong Kong owned MTR

:01:52. > :02:00.It also means coming in with new and flexible ticketing.

:02:01. > :02:03.For example, we will be offering season tickets for people who only

:02:04. > :02:08.We are extending child discounts to 16-18 -year-olds.

:02:09. > :02:13.So it is just about flexibility, but also about simplicity.

:02:14. > :02:18.We are delivering mobile ticketing, bar code mobile ticketing.

:02:19. > :02:21.Hang on though, they will take charge in August.

:02:22. > :02:25.Right in the middle of a massive, disruptive rebuilding of Waterloo.

:02:26. > :02:29.By far the busiest station in Britain.

:02:30. > :02:34.Less crowding, so you don't have to get rush-hour trains

:02:35. > :02:42.I think the service as it is now is fine for me.

:02:43. > :02:48.Of course we would like to see more trains, but those are big issues.

:02:49. > :02:50.The better trains promised for Portsmouth are in fact

:02:51. > :02:59.Rejected by South West trains 15 years ago, rejected

:03:00. > :03:06.They are 30 years old and nicknamed plastic pigs.

:03:07. > :03:13.There's also precious little mention of it Isle of Wight Trains.

:03:14. > :03:16.There will be more capacity, more reliable services,

:03:17. > :03:20.more frequent services and indeed, faster services, so an upgrade

:03:21. > :03:25.First Group and MTR say they'll progress plans for two

:03:26. > :03:27.new stations in Guildford and Wilton Parkway near Salisbury.

:03:28. > :03:30.They'll also renovate Southampton Central station.

:03:31. > :03:33.Paul Clifton was there when I asked him whether seven years

:03:34. > :03:39.is long enough for them to deliver on what they're promising.

:03:40. > :03:41.Doing all this in seven years is a big ask.

:03:42. > :03:46.Particularly in terms of the changes to ticketing.

:03:47. > :03:48.Smart cards, bar code readers on mobile phones,

:03:49. > :03:50.a lot of the rail industry doesn't have this technology yet.

:03:51. > :03:53.So getting it all running for 200,000 passengers a day,

:03:54. > :04:02.getting 4,500 staff used to it, is a big ask.

:04:03. > :04:04.Will driver only operation be introduced?

:04:05. > :04:07.Driver only operation was requested by the government as part

:04:08. > :04:16.On some of the newer trains, they will be equipped to do that.

:04:17. > :04:20.Some of the older ones, like this great Western

:04:21. > :04:22.train coming in now, they will not be able

:04:23. > :04:26.So during the seven years, I think we'll see some

:04:27. > :04:28.changes put in place, mostly towards the London and,

:04:29. > :04:33.but Out here, by Southampton, they'll still mostly carry card

:04:34. > :04:40."The misery and anguish you inflicted were quite appalling."

:04:41. > :04:43.The words of a judge today, levelled against Julie Higgins,

:04:44. > :04:47.a Dorset woman who pretended to be a cancer doctor.

:04:48. > :04:50.She offered false hope to a patient suffering from a terminal condition.

:04:51. > :04:54.In reality, Higgins was just a first-aider.

:04:55. > :04:57.And her patient, Angela Murray, died just weeks after

:04:58. > :05:08.Hiding from the world, the relatives of this dying woman

:05:09. > :05:16.She fooled people into believing she was a surgeon,

:05:17. > :05:27.Those of the local supermarket, people who attended nearby keep fit

:05:28. > :05:29.class women at this hairdressing salon where she would often attend

:05:30. > :05:35.appointments dressed in what seemed to be a paramedic uniform.

:05:36. > :05:37.When they discovered another patient given a terminal diagnosis,

:05:38. > :05:43.It was an act of charity that they have come

:05:44. > :05:50.Angela Murray was told to stop taking medication prescribed

:05:51. > :05:53.by her GP and placed on stand-by for a life-saving heart

:05:54. > :05:58.But eventually, she learned it was all lies.

:05:59. > :06:02.Angela died four weeks after we found this woman was a fraud.

:06:03. > :06:09.She suffered a hundred times more than we did,

:06:10. > :06:20.This woman is now free to walk the streets and do the same again.

:06:21. > :06:23.All I could ask was that if anybody is out there who has suffered

:06:24. > :06:25.at the hands of this woman, please get in touch

:06:26. > :06:31.The courts gave Ms Higgins a 12 month community order

:06:32. > :06:34.and told her to carry out 200 hours of unpaid work.

:06:35. > :06:50.The judge apologised to the victim's family.

:06:51. > :06:55.It won't bring her back. I'm just devastated.

:06:56. > :07:00.The court pointed out she does not wear medical clothing or pretend

:07:01. > :07:07.If she breaks those restrictions, Julie Higgins could go to prison.

:07:08. > :07:10.In 1971 the south coast got a new landmark, and this is it.

:07:11. > :07:12.The 200 metre high chimney at Fawley power station,

:07:13. > :07:19.The power plant shut down four years ago, but now there are plans

:07:20. > :07:21.to convert the chimney into a restaurant and viewing

:07:22. > :07:24.platform, as part of a major housing and business development.

:07:25. > :07:36.The redundant oil fired Fawley power station was bought last

:07:37. > :07:40.And the man behind the scheme says they are determined to hang

:07:41. > :07:51.onto its crowning glory, the foot chimney.

:07:52. > :08:00.would be mad to knock the chimney down. It's there. If you think of

:08:01. > :08:04.the money that's been spent on the towel in Portsmouth, you name it,

:08:05. > :08:07.this building is there. Architects have drawn up designs. They say

:08:08. > :08:16.little structural work is needed. As you can see, the Fawley

:08:17. > :08:18.project towers over the Blackpool Tower and the tower

:08:19. > :08:20.Brighton and Portsmouth. It is not quite reach the loft

:08:21. > :08:25.the heights of the tower in Dubai. Along with the tower,

:08:26. > :08:29.a high-tech business centre and waterfront housing is also

:08:30. > :08:44.planned, connected by a 15 minute In many ways converting the chimney

:08:45. > :08:47.is simple thing. The rest of the development, homes, schools and jobs

:08:48. > :08:50.will need permission. That's the next age. First of all a

:08:51. > :08:53.consultation and planning application by the end of the year.

:08:54. > :08:53.It's certainly not

:08:54. > :08:58.a run-of-the-mill development. That's the latest

:08:59. > :08:59.thanks for being there. We'll be back with bulletins in BBC

:09:00. > :09:02.Breakfast tomorrow morning but now Sarah Farmer's

:09:03. > :09:11.here with your weather forecast. A lovely day. Plenty of sunshine and

:09:12. > :09:17.highs of 16 Celsius. What does the week ahead have installed? Further

:09:18. > :09:21.sunny spells, warm earbud she was developing from midweek. Tonight,

:09:22. > :09:29.Not too far. A little bit of mist Not too far. A little bit of mist

:09:30. > :09:34.and fog. That shouldn't last very long. First thing in the morning the

:09:35. > :09:38.sun gets going. As we go through the morning we see lovely sunny spells

:09:39. > :09:49.develop. By the afternoon more cloud and the odd shower wiggling its way

:09:50. > :09:52.in. 15 Celsius, 59 Fahrenheit, the best of the brightness. So tomorrow

:10:03. > :10:08.some. Not cold, temperatures up in double figures for most places. For

:10:09. > :10:15.Wednesday it self, a cloudy picture, breezy too. I think it stays largely

:10:16. > :10:19.dry suit daylight, bit of rain, chance of it sneaking in. Most

:10:20. > :10:25.places stay dry. Temperatures continue in the mid-teens. On

:10:26. > :10:30.Thursday we see the high-pressure moving away to the continent. A cold

:10:31. > :10:37.front making its way in from the south-west. That's going to make an

:10:38. > :10:42.impact on the end of the week. Most places staying largely dry. At least

:10:43. > :10:48.through the day. By Friday the cold front is making its presence felt.

:10:49. > :10:55.Some bright spells, clout to. A bit of rain and persistent outbreaks for

:10:56. > :10:58.a while. Tomorrow, a showery day, some sunshine, cloudy through
